Nigeria’s military on Monday said that it had cleared Boko Haram from the northeastern state of Yobe, after reclaiming the town of Goniri. “We announced the reclaiming of Goniri today,” defence spokesman Chris Olukolade said on his Twitter account @GENOlukolade. “That was the last stronghold of terrorists in Yobe… #YobeIsFree.” Three states — Adamawa, Borno and Yobe — have been the epicentre of the six-year-old Boko Haram violence that has killed more than 13,000 and displaced 1.5 million people. The states were placed under a state of emergency in May 2013, which saw troops and civilian vigilantes force the Islamists out of urban centres into more remote, rural areas. A move by President Goodluck Jonathan to extend the state of emergency for a third time in November last year was blocked by parliament. The violence continued and even intensified, however, with the Nigerian military unable to stop a takeover of dozens of towns and villages in all three states. Nigeria’s presidential election was delayed by six weeks because of the Boko Haram violence and a four-country military operation to secure and stabilise the northeast for voting on March 28. Last week, the military said Adamawa state had been cleared of Boko Haram fighters. Olukolade wrote in a separate tweet: “Adamawa is free, Yobe is free, Borno is soon to be freed by our able military.” With the apparent liberation of Yobe on Monday, only a handful of towns and villages in Borno state are still under the control of Boko Haram. Many without PVC are commenting about an election they will be acting only as bystanders. Let's pray for a peaceful March 28th, because Jonathan's victory in the SW is a done deal. Pretend and pontificate all you want, PDP is bulldozing themselves to victory..Look at Ekiti, Ondo, Ogun, Oyo and Lagos please be sincere to yourself, is there any chance APC can win in those states. Even Amosu of Ogun is hanging on to his political life by a thread. Oyo will keep to their tradition of no second term for any governor, it is now a race of PDP VS AP. Lagos is the most likely place of an APC governorship victory. Because Fashola's name is still something many cherish and may support APC for that reason. Even Osun state where an APC victory is likely, the spread between Jonathan and Buhari, will be closer. Than Aregbe and Omisore. Most political parties besides APC and most pressure groups in the SW have just one name in their mouths, and the name is Goodluck. Like I say, all politics is local. Something APC seems to forget. |

FROM the United States (U.S) government has come a pledge of further support for the multinational force combating Boko Haram insurgency in Nigeria and the neighbouring countries. According to the spokesperson for the U.S Department of State, Jen Psaki, the support which will come in the coming weeks, will take the form of equipment provision, advice, intelligence, training and logistics. Psaki who pledged the support on behalf of the U.S government during interactive session with journalists recently said his home government has been providing general support to the forces to counter activities of the terrorists group and will consider additional support in the coming weeks. “We are aware of reports that Chadian and Nigerien troops are taking action against Boko Haram in northeastern Nigeria, as are Nigerian forces. We welcome the coordinated efforts by the defence and security forces of the region to protect civilians from Boko Haram. “We are providing general support for the counter-Boko Haram effort, including equipment, training, and intelligence. We’ll consider additional equipment, training, advisory, and logistics support in the weeks ahead, and that’s something that has been ongoing in terms of our support for the counter-Boko Haram efforts for some time now,” he said. On the recent declaration of allegiance to the Islamic State in Iraq and Syria (ISIS) by Boko Haram, Psaki, who dismissed the declaration as nothing different from previous ones, however, said that his country would study the validity of the report, and would continue to study the situation closely. “We’re undertaking to assess the validity of these reports. Regardless of what links may or may not exist, Boko Haram remains a tremendous threat to the stability of the region and the safety of civilians. I think it’s important to also note that Boko Haram has previously pledged allegiance to both AQIM and al-Qaida core in the past, but those pledges were assessed to be pledges of solidarity rather than any indication that its leadership plan to take orders from or allow these groups to usurp control”. “In fact, we observed minimal operational cooperation among the groups in that particular case. So I just thought that was relevant information in terms of what’s happened in the past. Despite the fact that four out of the five leading governorship candidates in the forthcoming April 11 elections in Oyo State have their backgrounds in the Peoples Democratic Party (PDP) painting the picture of a house divided against itself, Oluyinka Oladoyinbo, who is contesting for the Ibadan South West State Constituency 1, told NIYI BELLO, that the party still looks good to win. Challenges of the PDP in Oyo State Challenges are parts of what we need for the development of our democracy in the country and talking about challenges, the PDP is the only party in the country that has always come out stronger after every challenge. Despite the traffic in and out of the party, it has always remained a force and the party to beat and it has remained consistent in its ideology and name. The present ruling party in the state and the opposition and the centre, the All Progressives Congress (APC) has also faced its challenges and this has made it to change its name about five times in the last 16 years, so it has not been consistent. I decided to join the PDP because it is a party with a clear cut ideology and manifesto on the development of the country. It is a party with a standard template for the development of every sector of the society. The golden era of the state was when the PDP was at the helm of affairs, forget the propaganda being brandished by the government in power, the people at the grassroots, the people at the local level, the people in the rural communities know which government served them better. Many people that voted for the APC in Oyo State in the last election are now regretting doing so because they have been disappointed. The people thought the APC, which was then ACN, had a magic wand that will transform the state but it is now clear to all of us that the only thing the party is good at is propaganda. Ability of Teslim Folarin to trounce the APC Thank God we are in a democratic setting which allows the people the right to choose their government. In the build up to the election when people were struggling to get the tickets of their parties, the talk in town then was that the APC was praying that Folarin should be given the ticket of the PDP, that if he wins, there will be no need for them to campaign and that they will go to sleep. But since Folarin won the ticket they have not been able to doze off not to talk of having sound sleep. They started by destroying our campaign materials and later they resorted to physical attack. In the face of all these our people have remained resolute and undaunted. The people of the state are anxiously waiting for the day of election to vote out the present government and replace it with a PDP government. They have tried the two parties and they are now better informed. We have been moving from one community to another and the reception has been encouraging. Our governorship candidate has been talking to every sector of the society and one thing that is constant is the clamour for a change in the occupants of Agodi Government House. On claims of performance by the APC government It amazes one when a government awards pass mark to itself on levels of performance. Which of the sectors are they claiming success? Is it in education where the state had the worst result in the South-West in the 2014 West African School Certificate Examination? Only 19 percent of students we presented for the examination passed. The state came 24th out of 36 states in the country. The urban renewal programme was designed to inflict pains and sorrow on the people. When you destroy the means of livelihood of the people without any alternative arrangement, what kind of urban renewal is that? When the Ondo state government under the leadership of Dr. Olusegun Mimiko wanted to embark on urban renewal, the government made adequate provisions for the affected people. When modern markets were built, compensations were paid before the people were moved, not that bulldozers were moved in overnight and people’s properties pulled down without any provision. The policy of the state government in this direction has “killed” a lot of people with many households destroyed because both the father and mother were affected. Governance is about people, everything we do in government revolves around the people, so any government that inflicts pain and sorrow on the people is not working for them and such government should be shown the way out. However with what we are seeing on the field, the people of the state are ready to send this government in Oyo state parking with their votes come April 11. Vision and plans for the people The first step is to identify the needs of the people of the constituency, collectively and in some cases individually. It is then one can come up with his intervention programmes. In this case, since I will be representing people of the local community where I am also part of, we will ensure that they feel the existence of government by providing the basic amenities that can make living worthwhile for them. Apart from this, there will also be direct involvement in the lives of the people with a view to improving their standard of living, their trades and means of livelihood. Before now we have designed an empowerment programme for the people of the constituency through which many of them, particularly women and widows have benefited. It is a monthly programme where we chose three people from each of the wards in our constituency and give them a token to add to their capital and this has helped some of them a lot. Expansion of the programme We plan to extend the programme beyond party members. In the course of our electioneering campaign, we have spoken to different groups and we have campaigned to different associations. Some of these groups are community-based like the Community Development Association, Nigeria Union of Tailors, Association of Hairdressers and Beauticians, Nigerian Association of Grinders and so on. We have decided to have a record of these people, many of whom are not card carrying members of the PDP in order to ensure that they also nominate people to benefit from our programmes whenever they are to take place. We give glory to God because we are able to get to where we are politically today partly due to the little we have been doing for the people. •NYSC members volunteer in relief distribution to IDPs-NEMA Senator Iroegbu in Abuja The Nigerian military, with the support of forces from the Lake Chad Basin Commission, is reported to be currently battling the Boko Haram terrorists in a determined bid to retake Damasak, a border town between Nigeria and Niger Republic. The PRNigeria, quoting military sources, said that the battle for the town is being championed by Nigerian troops in conjunction with the Multinational Joint Task Force (MJTF) contrary to reports in foreign media that the strategic border town has been recaptured by Chadian and Nigerien military. According to the report, Damasak is one of the boisterous border towns of Borno State where farm produce like beans, pepper and tomatoes are produced in commercial quantities. It is close to Diffa in Niger Republic and was seized by the terrorists in November last year as part of Boko Haram campaign to create an illusory caliphate. The militants attacked Damasak and Ashigarchi towns in Mobbar local government area of Borno in their hundreds killing over 50 persons in Damasak alone on November 15, 2014. The sect members drove in Hilux vans and motor bikes into the town burning vehicles, houses and forcing hundreds of residents to flee to the Cameroonian borders. •Nasarawa, 64.3%; Niger, 64.3%; Taraba 62%; Kano, 52.6% Despite the supposed good intentions of Professor Attahiru Jega, National Chairman of Nigeria’s Independent National Electoral Commission, INEC, the much touted magic of the Smart Card Reader, SCRs, may have suddenly become a victim of the Nigerian syndrome. Whereas there had been clamour for Jega to use the Card Readers at previous elections (like Ekiti and Osun States) with a view to perfecting the use of the machines before this year’s more sensitive and strategic general elections, the INEC Chairman behaved as though every other opinion did not matter. Now that the chicken has come home to roost, last weekend’s test of the machines showed a negative, though curious rate of failure in some states of the North. Worse still, the question that Jega would need to respond to is: Why did some states of the North, with a magnificent and tantalizingly high collection rate of the Permanent Voter Cards, PVCs, record this very negative rate of the SCR tests? By Jide Ajani If the revelations of the pilot exercise conducted by the Independent National Electoral Commission, INEC, in all the zones of the country can be taken with the empiricism of a quantitative research, then the enthusiastic endorsement of the Smart Card Reader, SCRs, by the All Progressives Congress (APC) may have been ill-advised and misplaced. Reason: Professor Attahiru Jega, INEC’s Chairman, would need to explain to Nigerians why the failure rate of the machines in the North comes with the unpalatable prospects of depriving the APC of votes in that beleaguered region of Nigeria. It has emerged that many areas where APC may consider as strongholds experienced dismal failure rates with the use of the SCRs. Take, for instance, the case of Kano – which has the largest voting population of the entire 19 states of the North. There, the success rate of the Card Readers was 47.4% – meaning that less than 5 out of 10 times the Card Reader failed to authenticate potential voters. In Nasarawa State the outcome was even worse – the Card Readers had a failure rate of 64.3%, equal to a success rate of merely 35.7%. In practical terms, it means that if 10 people were to line up for verification on election day in Nasarawa, only about four people will be successfully verified by the Card Reader. Even areas of the North with some level of success were merely marginal. For instance in Bauchi, the success rate was merely 59.1 out of 1,511 accreditation attempts conducted. Described in real terms this means that out of the 1,511 people who attempted to verify their PVCs, only 893 were successful whereas 618 failed. THE CLEAR AND PRESENT DANGER OF INCIDENT FORMS But INEC has provided a window – and a very suspect one at that as has been explained by Sunday Vanguard weeks ago because, substituting the security of the SCRs with a manually processed paper with the possibility of being subjected to the whims and caprices of possibly suspect staff, would create a fertile ground for massive rigging. Therefore, it is now a matter of quandary how INEC will be able to handle situations where about 50% of voters in the North may need to fill Incident Forms on the day of election. This may turn out to be an actuarial and logistical nightmare, because if a state has two million voters and has 50% voter turnout, it means that, given the failure rates of about 40 to 50% in the North where there is a voter turnout of 50% in the hypothetical case above, out of the one million voters, about 400,000 may need to fill Incident Forms. Now, filling an Incident Form may eat into the minutes saved by using Card Readers. To illustrate further, if 150 voters out of 400, who show up in a polling unit of 500 people, need to fill Incident Forms, it means that, if each of the voters take a minimum of eight minutes for the INEC polling officer to fill their Incident Forms, they will use 8 X 150 minutes or 1,200 minutes to fill the forms; this, when divided by 60 minutes to calculate, the number of hours 150 people will use in filling the forms means that about 20 hours will be required in a polling unit just to fill Incident Forms. Whereas it is not possible to predict the impact this may have on the accreditation process, given that it is not possible to tell ahead how many people will actually need to fill the Incident Forms on election day, but given the pilot results from the North, it can be expected that many more Incident Forms will likely be filled in the region. Now, how can INEC handle possible situations where those who fill the Incident Forms exceed the people verified by the SCRs; such an outcome certainly makes the Card Readers unhelpful! To highlight how this may be a further handicap, Kebbi State had a success rate for accreditations of mere 54.3%; in Niger State, the success rate was 58.1%. With such outcomes, it is doubtful that the use of Card Readers will go ahead without many hitches in the North on the day of election, except INEC has devised a speedy approach to tackle these potential hindrances. CURIOUS TWISTS While the failure rate in the North was rife, the success rate in the South was high. In Delta State, for instance, the success rate was 92.0%. In Lagos, the success rate was 91.4%; in Rivers, it was 81.6%; in Ekiti, it was 67.4% – only Ebonyi State had a dismal success rate, about the worst nation-wide with a success rate of 3.4% or a failure rate of 96.6%. From these data, it can be inferred that election day will come with many new surprises for the politicians, surprises which may fall far short of their pre-election permutations, particularly in the North where many voters are likely to confront technology adaptation in one very eventful day. Well, for states in the North with high technology uptake in information technology, this may not be a problem. But for those with poor IT uptake amongst the population, they may just have to hope that the pilot testing conducted by INEC does not correlate fully with the election day accreditation because, if they are a reflection of election day reality as all pilot studies are meant to be, then voters in many parts of the North may have a very eventful outing on March 28. That is not all. INEC sources have told Sunday Vanguard that the sample of voters used in all the areas in the South where the pilots were conducted were statistically insignificant. They point to Delta and Lagos, for instance, where only less than 700 accreditations were used to compute the results, and observe that these were less than the total number of voters in many polling units in Lagos and several polling units in Delta. According to our usually dependable sources, if as many as 1,500 observations were made in these places as they were in places like Kano and Kebbi, the results may have been different. Therefore, if these observations can be taken as significant, then the whole nation may indeed be headed for an eventful day on March 28. Worse still, the much touted collection rate for the PVCs in the North, curious as it is, was merely explained away by Jega as a function of enthusiasm – that if the people in a section of the country (he was referring to the North) choose to come out en masse to collect their PVCs while people in other parts of the country (South) are not keen about collecting their cards, how does that become his problem? jegaOn the day of election, the security agents and party officials accredited to be at polling units or voting points would need to be on alert to ensure that those without PVCs that belong to them should not be allowed anywhere near the voting points. In addition, the multitude of the under-aged who throng political campaign rallies for the two leading parties and who come out believing they would vote should not only be stopped but they should also be arrested. Furthermore, the use of Incident Forms should be properly looked into by INEC such that a conspiracy between its staff and party bigwigs would not translate into a situation where politicians just sit in one room and fill the forms while using the thousands of stolen and domiciled PVCs. That is the only way Jega can save his integrity. That is the only way the elections can be free, fair and credible. That is the only way votes can count. So-Called Mercenaries are Technical Advisers Posted by PRNigeria">PRNigeria on March 13, 2015 Senior military commanders have described stories in major international media and culled by local newspapers reporting that Nigeria is deploying hundreds of mercenaries against Boko Haram terrorists as a joke taken too far. The officers insisted that the foreigners are technical advisers that are providing trainings and instructions on the use of new armaments recently procured by the Nigerian military in the war on terror. Some top commanders who spoke with PRNigeria without wanting their identities disclosed insist that it is part of propaganda to paint Nigerian military as incompetent to deal with the insurgency by desperately ascribing recent spate of successes to ‘others’ rather than the gallant troops’ efforts. The source recalled that only recently, some news agencies ascribed such successes to Cameroonian, Nigerien and “battle hardened” Chadian forces but when it became obvious that the forces of those countries were mainly fighting along their own border areas blocking free movement of terrorists, “it became necessary to look for others” who are helping Nigerians to fight. PRNigeria gathered that the foreigners spotted in Maiduguri and other areas close to the theatre of wars are technical partners who are helping to train Nigerian forces on how to operate and maintain the recently acquired equipments which came from different sources. The source further cited the particular example of the maintenance technician, who died recently insisting that he was not even a combatant but a professional in fixing armour vehicles. President Goodluck Jonathan was recently quoted in an interview with Voice of America (VOA) confirming that Nigeria has some trainers helping to get troops well acquainted with the recently acquired weaponry. According to Jonathan, “we now have this technical people who are trainers and technicians, who are to train our people on how to use them, and technicians that help the maintenance, at the same time training our people how to maintain this equipment,” adding that two companies were involved in the training. The source recalled with regrets, the several years that Nigeria wasted while negotiating and appealing for equipment supply from the Western allies which were not only rebuffed but prevented other countries under their direct influence from selling to Nigeria. “The fact that we have foreign experts outside the United States helping to train our troops is not a secret but it is not fair for them to embark on this blackmail simply because we got assistance from other places when they turned us down at a critical period”, the source stated. When contacted on the story that mercenaries are fighting the battle for Nigeria, the Director Defence Information, Major General Chris Olukolade said “Sorry, I don’t have anything about that claim. .President Jonathan hit back at criticisms that foreign troops aren’t being allowed to push into Boko Haram strongholds deep in Nigerian territory. He said Cameroon previously denied Nigeria permission to pursue Boko Haram into its territory, and added that restrictions on foreign troops were matters of coordination. “I think the idea is that — look, for any major aggression, we should know. Where possible, let some Nigerian soldiers also be with you,” the president said. He also said that foreign technicians are present in the northeast to teach Nigerian troops on how to use their new weapons, since there wasn’t time to train the troops before they deployed. “So we now have this technical people who are trainers and technicians, who are to train our people on how to use them, and technicians that help the maintenance, at the same time training our people how to maintain this equipment,” Jonathan said.He said two unnamed companies were involved in the training but declined to offer nationalities or numbers of the trainers. Jonathan dismissed the suggestion that Boko Haram’s insurgency has come to define his time in office. “Yes,it’s a major security issue, it’s the number one security issue we have as a nation. But definitely you cannot define us by Boko Haram,” he said. As the multinational offensive continues,Jonathan predicted that the northeastern states of Yobe and Adamawa would be cleared of Boko Haram territory before the middle of next week. He said he hopes neighboring Borno State, where the group started, will be cleared in the next three weeks. But Jonathan said he expects Boko Haram to continue bombing markets and bus stops. He says the government’s strategy is to improve intelligence gathering as well as job and educational prospects in the northeast as a long-term strategy to destroy the group. Buhari praises troops His main opponent, General Muhammadu Buhari, told VOA last week he is not surprised that Nigerian soldiers have started to push Boko Haram out of areas the militants had captured.Buhari said that in the past the soldiers weren’t properly armed and weren’t properly motivated to fight. The joint operations with Chad, Niger and Cameroon forced the government to get more sophisticated weapons to the troops,Buhari said.
