See bro I'm an Akwa Ibomite but here I will not be sentimental. I agree with you that Enugu city has a more urban look than Uyo due to it clusters of high buildings (story buildings)... but when it comes to beauty and serenity I think Uyo will take the lead there. for eg, Enugu might even hv much more high buildings than Abuja but when they talk about development n beauty Abuja takes the lead there.
A city being Serene and beautiful doesn't mean it has to have big houses, Bleep, even a village with with huts can be term more Serene as long as it has good road network, cleaniness, and a good disposable system. and that you will agree with me that Uyo has better than Enugu.

now to Educational aspect...10 years ago I would have brought Enugu before Uyo but over the years Akwa ibom it self have grown in that aspect thanks to the free Education by Akpabio..so I will rank Uyo high there.

Uyo and Enugu can be said to be mere civil service states but in Economy I think.Akwa ibom takes the lead when we use metrics like GDP and IGR we see that Akwa ibom has a higher GDP n IGR than Enugu..

Health: well I'm not an authority on Health so I will jump that one.

Housing: Enugu takes this without a doubt..it is far better than Uyo in housing, with its estates spread round the city...I give this to Enugu.

Most developed: to me I will choose Uyo...because 1, it has a better Economic prospect to Enugu seeing it has attracted more investments in 10 years than Enugu
Uyo also boast of a better transportation system
a better Drinage system
it also boast of far better roads than Enugu
Uyo also boast of a far more waste disposal sys
