Nairaland GeneralOndo State Government Promises To Revamp OPL by ayfay047(op): 1:11pm On Jan 28, 2019
Obviously elated by the new look of The Hope, the Ondo State Commissioner for Information and Orientation, Mr Yemi Olowolabi has promised that the state government will help resolve the challenges posed by the dearth of printing equipment for the company.

Olowolabi gave the assurance shortly after inaugurating a four-man editorial board for the company.

Members of the editorial board are: Dr. Gbenga Abimbola (Chairman), Dr. Theo Adebowale, Dr. Bayo Fasunhan and Mr. Agbeluyi Ganiyu.

“This is the only government newspaper in the entire South West still operating and everything will be done to sustain it”, he stressed.

Olowolabi commended the Newspaper’s Chairman and Editor-in chief, Sir Ademola Adetula for his concerted efforts to breathe new life into the establishment within three months.

The commissioner said “The Hope has now rekindled our hope in journalism practice, when I took over as a commissioner, I went round all the parastatals under the ministry, when I got to The Hope, I was genuinely worried because, virtually all the facilities were moribund. But what has happened between then and now is the ingenuity, creativity, and experience of the new chairman, Sir Ademola Adetula.

“For me, the chairman symbolises Hope and it is a challenge to our generation. Ordinarily, this is a man we went to bring from retirement, and he has been able to do things differently, he is a rare and uncommon talent. Our generation must emulate this”, he stated.

Olowolabi who affirmed that despite the paucity of fund, the present government had achieved a lot in the last two years posited that forty three road projects are ongoing in different parts of the state, more than 511 public primary schools had been renovated while many other projects are being executed.

While saying that since 2017, the present administration had been faithful to workers by not owing salaries, he said pensioners in the state also go home every month with something as government always set aside N200 million pensions fund.

He therefore congratulated the new Editorial Board members and wished them success in their new assignment.

The Chairman/Editor-in-Chief of the company, Sir Ademola Adetula who welcomed the commissioner said that the inauguration was long overdue.

Adetula said the members were carefully selected based on their track records and competence. “We are sure that they can resuscitate The Hope titles and bring about tremendous development in the company “.

Responding, the chairman of the newly inaugurated Editorial Board, Dr. Gbenga Abimbola expressed gratitude to the state government and the management of the company for finding them worthy of the task.

“Our job is no doubt a sensitive one accompanied with challenges, but if the chairman has been able to surmount the challenges he met here, we have no doubt that we will work to achieve success and take the paper to a greater level”, He assured.

He equally pledged their loyalty and commitment to the company, noting that even though they were professionals in their own fields, they were going to do the part time job as full time.”Our job will not be limited to physical presence, we are in a computer age, therefore we will do the job seamlessly.

PoliticsBreaking: CCT Adjourns Trial Of Suspended CJN, Onnoghen Indefinitely by ayfay047(op): 12:23pm On Jan 28, 2019
The Code of Conduct Tribunal, CCT, sitting in Abuja, has adjourned further proceedings on the non assets declaration charge the Federal Government filed against the suspended Chief Justice of Nigeria, CJN, Justice Walter Onnoghen, indefinitely.

The Mr. Danladi Umar-led tribunal said its decision to suspend Justice Onnoghen’s trial was based on the order of the Court of Appeal in Abuja.
“Inview of the Court of Appeal order for stay of proceedings and out of respect for the Court of Appeal, the tribunal hereby adjourn this matter sine-die (indefinitely) pending the determination of the Appeal before the Court of Appeal”, Mr. Umar ruled.

Only the CCT Chairman and the third member of the panel, Mrs. Julie Amabo, attended the sitting.

The second member of the panel, Mr. William Agwadza Atedze, was absent.

It will be recalled that Mr. Atedze had openly disagreed with the Tribunal’s Chairman over the procedure adopted in trial of the suspended CJN.

Whereas the Chairman, Umar, relied on section 306 of the Administration of Criminal Justice Act, 2015, to reject a motion Justice Onnoghen filed for the tribunal to suspend his trial and await the outcome of his appeal.

On the other hand, Mr. Atedze, relied on section 287(3) of the 1999 Constitution, as amended, and plethora of Supreme Court decided cases, to insist that the CCT panel ought to have respected four different interim injunctions that restrained all the parties, including the tribunal, from taking further steps in the matter.

In Atedze’s absence, the CCT Chairman, Umar and Amabor, on January 23, issued the ex-parte order President Muhammadu Buhari relied upon to suspend Onnoghen and appoint Justice Tanko Muhammad as the Acting CJN. Meanwhile, security operatives, on Monday, sealed-off Onnoghen’s chambers at the Supreme Court, even as his administrative staff were barred from having access into any of the offices. This was as the Acting CJN, Muhammad, took over and presided over about 10 cases that came up for hearing before the Supreme Court on Monday.

APC Presidential Campaign Council spokesperson Festus Keyamo said Atiku is a questionable character who has continued to leave huge questions over his suitability for the highest office of the land.

In his view, Atiku’s visit to the United States has destroyed his campaign and exposed him.

The statement reads “In our press release issued on Sunday, December 30, 2018, titled “WHEN THE THIEF IS SHOUTING THIEF”: THE CASE OF ALHAJI ATIKU ABUBAKAR”, we correctly predicted as follows: “By running for President of Nigeria, Atiku intends to get some immunity from prosecution. Already, he is hoping to obtain a visa to visit the US, as a guest of the State Department, a concession that the US will grant to a presidential candidate of Africa’s biggest nation.”

“Therefore, we were not surprised by his visit to the U.S. For us, this visit is really a non-event, considering the issues involved in the forthcoming election. However, we have bad news for those who think this is a momentous event for Atiku Abubakar: the visit was nothing but a downright catastrophe because rather than dispel the fact of indictments hanging over his head, it further confirms and reinforces those facts for the following reasons:

“The visit had all the trappings of a fugitive sneaking into America under a ‘special diplomatic waiver’. For the candidate of the major opposition party in Nigeria, it is an absolute disaster that the visit was not announced ahead of time in Nigeria, with his programmes and itinerary clearly spelt out, the decent and customary minimum standard of such visits. This culminated in his close aides issuing conflicting statements about the visit when he was already on his way there. In fact, one of them called Paul Ibe actually spoke to the Press that his principal was nowhere near America! Such was the secrecy of the planning and execution of that visit.

“It is shameful that a presidential candidate of a major opposition party in Africa’s most populous country would visit America, and the international press was kept in the dark: There was NO SINGLE press conference with the array of international media and correspondents required for such ‘high-profile’ visit. Atiku knows he has no moral stamina to withstand the avalanche of hard questions bordering on his sordid past in America. In fact, Alhaji Atiku Abubakar claims he visited the Voice of America (VOA) but only did two carefully-packaged interviews with the Hausa service and the English to Africa programme – platforms that have always been available to him back home.

“How strange! In fact, both the Twitter handle (@VOANews) and official website of VOA did not mention any such visit of Alhaji Atiku Abubakar to their station. For news hounds, you would agree with us that such an ‘important personality’ cannot walk into a news premises without reporters swooping on him. Whatever he went to do in the premises of the VOA must have been a carefully-arranged private visit for the photo-ops, which was intended to scam Nigerians. What more evidence do we need of a “sneak-in-sneak-out” arrangement than this?.

“For a candidate who claims he wants to “get Nigeria working again” (a meaningless phrase) to sneak into America without meeting major players in private businesses is a curiosity and an indication that we are dealing with a candidate with a dodgy and questionable character. He claims he went to the U.S Chamber of Commerce, which is supposed to be a business federation.

“Again, the Twitter handle (@USChamber) and the website of the organisation make no mention of the visit of such an ‘important personality’ to them. Maybe their famous American lobbyist on a salary of N9million per month can help them ‘do something’ about this after this press statement.

“It is also an anomaly that the candidate of the major opposition party in Nigeria sneaked into America and did not meet large sections of political leaders of similar ideologies and persuasions towards which he claims to be inclined. For all his claim to be going to America to meet “U.S Government officials”, he only succeeded in meeting a certain “Congressman Smith”, who is the equivalent of a member of the House of Representatives in Nigeria.

“You would agree with us that as dignified and respected as the office of a member of the House of Representatives is, an important personality cannot come to Nigeria on an official visit and claim he has met the ‘Nigerian government officials’ after he pays a private visit to that member. For all we know, the Congressman Smith may just be a private friend of Dr. Bukola Saraki or Alhaji Atiku Abubakar. That reminds us of Atiku’s famous legislator friend he threw under the bus, Williams Jefferson, who taught us how to hide laundered money ( which was meant for Atiku Abubakar) in the deep freezer when the cops came knocking on his door!” he said

He said that it was very obvious now that the American trip was a desperate trip for photo-ops.

He added: “Throughout the trip, Atiku Abubakar looked cagey, frightened and on edge. We note the close support always provided by Senate President Bukola Saraki like a comforting guardian angel.

“The visit and arrangements smack of things local yahoo yahoo boys do to scam their victims. It is utterly disgusting and puerile that it has been brought into a serious political contest.

“Rather than being the highpoint of his campaign, the American visit is indeed the lowest watermark of Atiku Abubakar’s campaign. It was a political and P.R disaster. The statements he released from there only to the Nigerian Press back home that he intends to alienate other countries and do business with the U.S is actually the antithesis to our policy of non-alignment.

“For the information of Alhaji Atiku Abubakar and his handlers, Nigerians know that Nigeria is already working again for everyone and not for a few. As confirmed by him in a town-hall meeting a few days before his disastrous trip to the U.S, he said he wants to “get Nigeria working again” only for few of his friends who he claims he wants to make rich.

“If he cannot get them rich now from his private businesses, it is obvious that he is referring to the use of public funds to make his friends rich. Nigerians should judge for themselves whether this is the type of President they want.

“Finally, whoever advised Atiku Abubakar to undertake that trip to America just destroyed his entire campaign and exposed him for who he is – a questionable character who has continued to leave huge questions over his suitability for the highest office of the land and as such cannot be trusted by the Nigerian people.” he stated

PoliticsPresidency To Obasanjo: Get Well Soon by ayfay047(op): 10:15am On Jan 21, 2019
The Presidency knocked former President Olusegun Obasanjo last night for accusing President Muhammadu Buhari of planning to rig the February 16 election.

It described Obasanjo’s 16-page statement as the last push by desperate politicians who can’t handle the President politically and have resorted to subterfuge.

“Our first message to the former President is that he needs a good doctor for good treatment and to say to him, ‘Get well soon’, it said.

A statement signed by the President’s Senior Special Assistant (Media and Publicity), Garba Shehu, said: “As repeatedly said of him, since Chief Obasanjo left office in 1979, he never let every succeeding leader of the country function freely, and this included the one he personally handpicked against all known rules drawn up by the party that put him in the office of the President. But Chief Obasanjo is jealous because President Buhari has more esteem than him and the sooner he learns to respect him the better.

“It is a notorious fact that in dealing with any leader that he failed to control, he resorted to these puerile attacks. As the grand patron, more correctly the grandfather of corruption as described by the National Assembly, Chief Obasanjo released today’s letter purely for the reason of rescuing his thriving corruption establishment.

“The elections starting in February will be free and fair as promised the nation and the international community by President Buhari.

What Chief Obasanjo and his co-travellers in the PDP should expect is that from the outcome, we will teach them a political lesson that they will never forget. This margin will be much bigger than we had in 2015.

“Claims that President Buhari and the All Progressives Congress (APC) have embarked on the President’s ‘self- succession project’, by recruiting collation officers who are already awarding results based on their projects to actualise the perpetuation agenda, in which the people will not matter and the votes will not count’ is not only utterly false, but a copious note from the book on the failed third term agenda of Obasanjo.

“The man, President Buhari who has taken Nigeria’s reputation to a higher level internationally and is working hard to improve on the records of elections he found in place cannot descend to the level that Obasanjo has himself sunk.

As for his attacks of the administration’s records in fighting corruption, what the former President said is no more than evidence that President Buhari’s war against corruption is succeeding. They thought it was all a joke.

“A leader who took USD 16 billion “upfront” to supply electric power yet failed to add a single megawatt to the national grid and to date, there is no trace of the money is jittery that he will be called to account. He is a coward.

Chief Obasanjo, manifesting a confused state of mind, blames President Buhari for the fall of Libya into a failed state and the unholy alliance between the Boko Haram terrorists and the ISIS, while at the same time calling it an African problem, saying ‘the struggle must be for all West African, Central African, North African and most East African States,’ which really does not amount to saying anything new.

“Nigerians looked up to him as a role model and a ray of hope to ethical and clean leadership until President Yar’Adua called him out to explain what happened to the $16 billion of taxpayer’s money. It is clear that with him sitting on top of the heap of corruption, he is no different from the crowd he leads.

“This language of his 16-page letter, likening President Buhari to General Sani Abacha, a man he dreaded and the one who jailed him under military laws, is most unfitting from a former President of Nigeria.

“The claim that President Buhari has put in place rigging machinery is both outlandish and outrageous. We are unable to get the words to describe a 90-year old liar, except to say that by the publication of this tissue of lies against the President, he, Obasanjo, not the President, will fall from everyone’s esteem.”

PoliticsWe Are Committed To Maximum Protection Of Lives And Properties - Akeredolu by ayfay047(op): 2:11pm On Jan 17, 2019
Ondo State governor, Arakunrin Oluwarotimi Akeredolu, SAN, has reiterated the commitment of his administration to maximum protection of lives and properties in the state.

Governor Akeredolu said it's also expedient to put in place necessary security architecture that would enhance all-round development of the state and protect the citizen and investors operating in the state.

The Governor spoke at the opening of the first Ondo State Security Summit held at the International Culture and Events Center (DOME) on Thursday.

He stressed that his administration is embarking on ambitious programmes of massive infrastructural development to create an enabling environment which will transform the state into an industrial hub.

The Governor said "There exists also a huge potential of making our State a preferred tourist destination. We have also demonstrated, in practical terms, our intention to reclaim our place of pride in the field of agriculture

"The indices of development in this sector are very encouraging. Our efforts to transform the coastal belt of the State, through the development of a Deep Sea Port, as well as the on-going road project from Lekki, Lagos State, across the costal belt to Igbokoda are all projected towards attracting capital and human inflow to the State. "

Akeredolu who said the summit , with the theme "Improving the Security Architecture of Ondo State for Sustainable Peace and Development”was aptly captured, expressed his expectation to have a robust discussion at the summit which will herald the desired change in the security framework of the state.

The Governor disclosed that his administration is donating vehicles for the security agencies in the state so as to enhance their job of protecting lives and properties of the people.

He said "As a Government, we are aware of the onerous responsibilities of leadership in this regard. We are committed, keenly, to maximum protection of lives and properties in the State

" We possess sufficient understanding to appreciate that there can be no development without peace achieved through a sustainable programme of securing lives and property.

"Government in the State has always been providing all it takes to ensure the security of lives and property. The current realities establish, clearly, the near-impossibility of total reliance on the Government to achieve this lofty objective.

"The provision of adequate security is capital intensive and, consequently, we need to involve all well-meaning individuals to ensure that the environment is free of crime.

The lead speaker, Prof. Femi Odekunle commended the state government for the convocation of the summit in apparent response to recent spikes in new patterns of criminality in the state.

He noted that there is an indisputable relationship between security and development, adding that the planning for security must be seen and treated as part and parcel of planning development.

Prof. Odekunle said "Fortunately, except for the recent upsurge in certain types of crime in the state, Ondo State cannot at present be regarded as" High-crime " or strife - torn

"So, the state has the temporal opportunity and advantage to plan for the enhancement of the security of her citizens. Graduation into the" high-crime " category can only sabotage her development efforts. The foresight of today is the advantage of tomorrow."

One after the other, speakers at the summit took turn to present different papers on Security.
PoliticsFLASH: Buhari Decorates The New Inspector General Of Police by ayfay047(op): 3:02pm On Jan 15, 2019
President Muhammadu Buhari assisted by the outgoing, IG of Police, Alh Ibrahim K. Idris, decorates the new Inspector General of Police, Mr. Mohammad Abubakar Adamu today at the State House, Abuja.

PoliticsBuhari Appoints Adamu Mohammed As Acting IGP. by ayfay047(op): 10:04am On Jan 15, 2019
Indications emerged, last night, that President Muhammadu Buhari has appointed Assistant Inspector General of Police, AIG, Adamu Mohammed, as acting Inspector General of Police. It was gathered that the appointment followed a meeting the President had with the outgoing IGP, Ibrahim Idris, at the Presidential Villa, Abuja.

Efforts to confirm this from spokesman of the President, Mallam Garba Shehu, however, proved fruitless as he said he was not in a position to confirm the information. Similarly, Special Adviser to the President on Media and Publicity, Femi Adesina, also said there was no official confirmation of the appointment.

But it was learned that the acting IGP was appointed by the President, in view of the retirement of the incumbent on January 3, 2019, when he clocked the mandatory 35 years in service. He will be 60 years today. AIG Abubakar Adamu Mohammed hails from Lafia in Nasarawa State. He was brought from National Institute of Policy and Strategic Studies, NIPSS.

He was Deputy Commissioner of Police, Ekiti State, Commissioner of Police, Enugu State and has also served at Interpol and FCIID, Alagbon for some years before he was promoted to the rank of AIG.

The retirement of the outgoing IGP has generated so much controversies as opinions of stakeholders in the polity had been mixed. While some wanted him retained as the 2019 elections draw nearer, others contended that he should not be allowed to superintend the polls due to the controversies that had dogged his activities in office.

InvestmentTake A Peek Into The Ondo State Budget Of Rapid Progress by ayfay047(op): 2:21pm On Jan 14, 2019
ONDO State Governor, Arakunrin Rotimi Akeredolu, towards the twilight of last year presented the 2019 budget estimates before the State House of Assembly for appraisal.

TAGGED Budget of Rapid Development, the proposal of N190.023 billion, is higher than that of last year budget of N181.425, representing an increase of 4.7%.

THE budget, according to Akeredolu, is to make the state a model in industrial revolution, consolidating and building on the feats achieved in 2018.

WITH N87.906 billion of the total budget earmarked for capital expenditure, the state government signposts its commitment to complete all the ongoing road projects, promote functional education and technological growth, reduce reliance on federal transfers through diversification in the state’s economy and carry out an integrated approach to increase actual independent revenue by 50%.

THE expected total statutory allocation of N45. 5492 billion, independent revenue of N25 billion Value Added Tax (VAT) of N12.0195billion, Roll Over Fund of N8.5595 billion, Mineral Derivation of N17.6716 billion, Tax Refund of N9.600 billion and credit from Development Partners of N16.32810 billion are pointers that government’s large chunk of revenue are tied to the mercy of the federal government, and if all these monies are not available, it may greatly affect the state budget.

HOWEVER, we see opportunities. For example, the state government’s decision to approach the capital market for a new N30 billion bond to fund the huge infrastructural needs in the state is a welcome and ambitious move. This, to us, will assist the state to execute some of its lofty programmes and bring development.

THE expenditure of N87.906 billion in favour of capital development is commendable. The lofty idea has shown the assiduous resolve of the government to fast track the completion of all the ongoing capital projects in the state.

ON the education sector, it is a good idea for the state government to budget the sum of N34.841 billion, the third largest after infrastructural development. This amount will tackle the infrastructural decay in the sector and bring back the state to its viable education position.

HOWEVER, the N190.023 billion proposal for this year gives cause for anxiety. The average of oil price assumption of $55 per barrel looks good, however, the zig zag nature of the dollar in the international market is giving people goose pimples. More troubling is the assumed 1.60million barrel per day oil production target in the budget. The recent vandalism of oil pipelines in some states and threat by some militants to attack oil installations could make government to struggle to meet its target. The recent blow up of Conoil facility by militants is an attestation to the fact that the issue if not promptly addressed may affect the 2019 budget.

AGAIN, since the revenue projections are based on some macro economic assumptions as contained in the 2019-2021 MTEF of both Ondo State and Federal Governments, success will depend on the state government improving on the average monthly IGR, blocking loopholes in revenue and wastages and faithfully implementing the capital expenditure and debt repayment principle.

ANOTHER clog to the good implementation of the budget is that the present exchange rate of N305 to1 US$ depends on how stable the naira is to a dollar, how stable the oil prices are and successes in diversifying external revenues.

TO realise its objectives, Ondo State Government must intensify efforts at blocking its revenue leakages to increase revenue base. It is gladdening to note that the IGR of the state has increased from N905 million in 2017 to N1.263 billion in 2018. Government needs to tidy up the Board of Internal Revenue and make it autonomous so it can carry out various on-going financial reforms.

THE N10.369 billion budgeted for debt servicing is on the high side; we are suggesting that the state government should look for a more prudent way to raise revenues in this area. Again, things that should attract investors and increase the revenue base of the state should be embarked upon by government.

THE HOPE is of the opinion that the government should accord the Ore-Intersection flyover/bridge,Okitipupa/Igbokoda By-pass road, Araromi Seaside/Lekki road and other ongoing road constructions in the state top priority to attract investment and generate more revenues to the state. There is the need to give the road projects the urgency they deserve as vital economic recovery projects, until the state returns to its lofty position in the comity of states in Nigeria.

WE also need to work harder to raise funding for health sector in the state. The N6.3 billion budgeted for capital expenditure in this critical sector is not enough to tame the medical brain drain in the sector; government must do more in financing the health sector to attract the best experts to hospitals and the proposed University Teaching Hospital .

IMPLEMENTATION has been the bane of budgets in the country. Ondo government needs to overcome this. We observe that no budget has been fully implemented in the country since 1999, while government borrowed to meet expectations of the people.

EFFORTS should be made by the government to execute all the ongoing capital projects. We however appeal to the State House of Assembly to look at the budget critically and pass it into law without a delay. The elections into various offices which are slated for February and March should not be an hindrance to the early passage of the budget.

InvestmentOndo State Is Targeting An Internally Generated Revenue Of N25 Billion Per Year by ayfay047(op): 11:33am On Jan 14, 2019
Ondo State is targeting an Internally Generated Revenue (IGR) of N25 billion per year and this is official.

This ambitious figure was given in Akure by the State Commissioner for Economic Planning and Budget, Pastor Emmanuel Duyile Igbasan while answering questions as a guest on the Owena Press Platform.

The Commissioner who said the government will leverage on technology to drive the IGR which he said peaked from N600 million to N1.2 billion per month.

Igbasan said the Akeredolu administration has within two years unleashed on the state an unprecedented infrastructural development which has further inflamed the economy of the state.

“We have paid workers salaries up to date including the seven months owed by previous administration; we have awarded contracts worth N60 billion, more than N10 to 12 billion has been paid according to level of work done, no contractor is being owed anything.”

According to him, unprecedented achievements were recorded last year in the areas of education, health and health equipment worth N2 billion would soon be distributed across newly built five mother and child hospitals in the state.

The Commissioner disclosed that over N7 billion was expended on public primary schools across the state last year, out of which 523 or 51 percent of public schools were impacted.

He explained that there is no government in the state that has constructed the number of roads in four to eight that Akeredolu has done within two years.

Igbasan revealed that about five industries have commenced operation in Ore industrial park as part of the efforts of the current government to boost the industrialisation pace of the state, adding that feasibility study has been completed on the proposed Sea port in the southern senatorial district.

He added that the Sea port project will commence next year as development partner from Netherlands are almost through with the design.

Also, the commissioner hinted that the Southwest Bitumen project will come on steam next year to boost the economy of the state.

Commenting on the probability of the state government meeting the demand of ASUU and NLC, peradventure the federal government agreed with the unions, Igbasan was pessimistic, saying that hardly would any state cope with such demands except there is a change in the revenue allocation formula.

“If it is a general agreement, I can assure you that Ondo state will not be different; but from the benefit of information and figures at my disposal as a planner, I know that it will be very difficult, if not impossible, for any state to meet this agitation as things are today.

“So if most states in the federation will need to meet this demand including the minimum wage, and the demand of ASUU, there must be a change in the revenue allocation formula.

“The federal will need to give out something more because development actually springs from the local government and the state, not from the federal”, he said.

Reacting to the insecurity issue in the nation, Igbasan attributed the wicked acts to the decadence of moral value in the society, adding that the failure of some of our youths to embrace hardwork but rather pursuing get-rich-quick practices are factors contributing to the occurrence of the kidnappings and ritual killings that we are experiencing.

“What I am trying to say is that the moral fabric of our society has been eroded such that the youth we have today are not ready to sacrifice, they want to take the shortcut to wealth. They want to “hammer” so that they can buy an hummer.

“I think for us as a state and as a nation to get it right, we have to go back to working on the hear of the children are to let them know the value of hard work, to know the value of moral uprightness, to know the value of honesty,” he said.
