A purported spokesman for Nigerian Islamist group Boko Haram has threatened to confront soldiers after the president declared an emergency in areas hit by attacks blamed on the militants.

"We find it pertinent to state that soldiers will only kill innocent Muslims in the local government areas where the state of emergency was declared," Abul Qaqa told journalists in a phone conference late Sunday.

"We would confront them squarely to protect our brothers."

Qaqa, who has spoken on behalf of the group numerous times in the past, also threatened southern Nigerians living in the north of the country, roughly divided between a mainly Muslim north and predominately Christian south.

"We also wish to call on our fellow Muslims to come back to the north because we have evidence that they would be attacked," he said, speaking in the Hausa language common throughout the north.

"We are also giving a three-day ultimatum to the southerners living in the northern part of Nigeria to move away."

President Goodluck Jonathan declared a state of emergency on Saturday in parts of four states hard hit by violence blamed on Boko Haram.

The move came in response to scores of attacks attributed to Boko Haram, particularly a wave of bombings on Christmas that killed 49 people, most in an attack at a Catholic church in the northeast of the country.

I see a US /NATO/ISAF Military base in Nigeria

French Foreign Minister Alain Juppe arrived in Nigeria on Friday for a visit to include talks on cooperating to fight terrorism, with the West African nation hit by scores of recent attacks.

Juppe was to meet President Goodluck Jonathan and Foreign Minister Olugbenga Ashiru, as well as travel to Kano, the biggest city in the mainly Muslim north of Africa's most populous nation and largest oil producer, before departing Saturday.

After arriving Friday, Juppe attended a dinner along with Ashiru, business leaders and foreign envoys, and he condemned last week's coordinated bombings and shootings in northeastern Nigeria that killed some 150 people.

"The terrorist attacks in Damaturu and Maiduguri claimed by Boko Haram are appalling, barbaric acts," he said, referring to the Islamist group which has also claimed an August suicide bombing of UN headquarters in Abuja that killed 24 and many other acts of violence.

"The terrorism and fanaticism that provoked these terrible acts are incompatible with our values."

Juppe told French radio this week that his country was prepared to cooperate with Nigeria on intelligence.

There has been intense speculation over whether Boko Haram has formed links with outside extremist groups, including Al-Qaeda's north African branch.

Nigeria is also France's biggest trade partner in sub-Saharan Africa, Juppe said, with French oil giant Total among the major producers of crude in the country.

Juppe is expected to attend the signing of a financing deal for a French development agency project involving public transport in the economic capital Lagos worth $100 million during the visit.

Nigeria is a powerhouse in the West African region, often supplying troops for peacekeeping missions. It is currently a member of the UN Security Council and holds the chairmanship of the 15-nation Economic Community of West African States.

LAGOS, Nigeria (AP) — The U.S. Embassy in Nigeria has canceled its alert warning citizens to stay away from three luxury hotels in the oil-rich nation's capital.

The embassy issued a statement to citizens Thursday saying that the time the attacks were to occur at the Hilton, Nicon Luxury and Sheraton hotels had passed. The embassy also noted increased security checks there and at other government facilities in the capital Abuja.

Nigeria government officials downplayed the warning issued Sunday, which came after a radical Muslim sect known as Boko Haram launched attacks in northeast Nigeria that killed more than 100 people last week.

The embassy still instructed citizens to "maintain a high level of vigilance and personal awareness" near "Nigerian government facilities, diplomatic missions, large gathering places, hotels, markets and malls and places of worship."
