Buhari orders MDAs to run Treasury Single Account

President Buhari used just one stroke of the pen yesterday to block what many Nigeria believe is the biggest source of leakage in Government revenues, when he directed all ministries and government agencies to maintain the Single Treasury Account (TSA) domiciled at the Central Bank of Nigeria (CBN).

Henceforth, all Federal Government Ministries, Department and Agencies are now to run a single account, the Treasury Single Account (TSA) for all revenues, incomes and other receipts.

This is a directive issued by President Muhammadu Buhari to specifically to promote transparency and facilitate compliance with sections 80 and 162 of the 1999 Constitution, a press statement to this effect said.

“Henceforth, all receipts due to the Federal Government or any of its agencies must be paid into TSA or designated accounts maintained and operated in the Central Bank of Nigeria (CBN), except otherwise expressly approved” Senior Special Assistant to the Vice President, Media & Publicity, Laolu Akande, said in press statement on Sunday.

The TSA is a unified structure of government bank accounts enabling consolidation and utilization of government cash resources.
It can be a singular bank account or a set of linked accounts through which the government transacts all its receipts and payments and gets a consolidated view of its cash position at any given time.

The directive applies to fully funded organs of government like the Ministries, Departments, Agencies and Foreign Missions, as well as the partially funded ones, like Teaching Hospitals, Medical Centres, Federal Tertiary Institutions, etc.

Agencies like the CBN, SEC, CAC, NPA, NCC, FAAN, NCAA, NIMASA, NDIC, NSC, NNPC, FIRS, NCS, MMSD, DPR are also to comply.

For agencies that are fully or partially self-funding, Sub-Accounts linked to TSA are to be maintained at CBN and the accounting system will be configured to allow them access to funds based on their approved budgetary provisions.

According to Laolu, the presidential directive would end the previous public accounting situation of several fragmented accounts for government revenues, incomes and receipts, which in the recent past has meant the loss or leakages of legitimate income meant for the federation account.

It can be recalled that the President had promised state governors at the inaugural meeting of the National Economic Council, NEC, in June, that under his watch, all revenues prescribed for lodgement into the federation account will be treated as such and that he will ensure strict compliance with all relevant laws on accounting, allocation and disbursement.

The Federal Ministry of Education on Wednesday in Abuja honoured Dr Victor Olalusi who scored 5.0 Cumulative Grade Point Average (GPA) in Russian National Research Medical University, Moscow (RNRMU) in 2013, arguably the first in the world.
Olalusi, who was the best graduating student in the whole Russian Federation in 2013, studied in RNRMU under the Russia-Nigeria Bilateral Education Agreement.
Speaking at the event, Dr MacJohn Nwaobiala, the Permanent Secretary in the ministry said a lot of Nigerian students were brilliant but Olalusi was a genius.
He said Olalusi had become an ambassador not only to the ministry but to Nigeria and Russia.
“We have to search the Guinness Book of Records for anybody who has achieved 5.0 in a university. It is curious and strange that all those that evaluated his performance could not find reason to reduce a point from him.
“You should be the ambassador of the Federal Scholarship Board, Ministry of Education, Nigeria and the Russian Federation.
“I look forward to the day you will stand before the President to receive your honour. We have recommendations to that effect, ’’ Nwaobiala said.
He then urged Olalusi to continue to be a role model to young Nigerians and also called on him to explore opportunities in post graduate research.
In her speech, Mrs Ifeoma Agunwa, the Director, Federal Scholarship Board, said Olalusi made 5.0 GPA in all the courses he took in the seven years he studied Medicine in Russia.
She said “Olalusi never had a 4.99 GPA. Even in the Russian language class, he did not fall below 5.0.”
In her citation on Olalusi, Agunwa said he ranked as one of the best students in the faculty which handed him a place in RNRMU’s Hall of fame for academic excellence.
She said that Olalusi had registered with the Medical and Dental Council of Nigeria and had the compulsory one-year housemanship training at State Specialist Hospital, Akure, Ondo State.
According to her, he is presently going through the compulsory National Youth Service scheme in Rivers.
Mr Artem Romanov, who represented the Russian Embassy, said that Olalusi’s feat was very significant for everybody in Russia.
Romanov said “Nigeria is blessed with abundant human potential which is officially acknowledged in Russia.
“It has been acknowledged in the Russian Ministry of Education that Nigerians have a lot of exceptional talents. Genetically, Nigerians grasp knowledge easily.
“Olalusi is a hardworking person. It is not easy to achieve such in Russia; it goes with talent and hard work.
“I urge you to engage your knowledge in the development of your father land.”
While showing his appreciation, Olalusi thanked God for his rare feat and also commended the Federal Government and the Scholarship Board for the opportunity given to young Nigerians to distinguish themselves.
Mr Olarewaju Olalusi, the father of Olalusi, said that his son’s achievement was as a result of hard work.
Olalusi said his son did not attend high class schools but normal public schools which spoke volumes of the standard of education in Nigeria.
He then urged parents to monitor their wards closely and make sure they were not distracted from their studies.

To get a better sense of the poor state of finances and corruption in Nigeria’s oil producing regions, consider places like Aviara in Isoko South LGA of Delta State, where the former governor, budgeted N56.5 million to re-activate a fish farm in 2013.

When the Niger Delta Citizens and Budget Platform (NDCBP) an NGO, visited the site of the project, it reported a “farm that had no fishes and was desolate and enmeshed in a bush.”

The NDCBP estimated that the value of work done on the site was only N4.83 million.

Residents of Nigeria’s oil regions are enmeshed in a vicious circle of poverty, unemployment and environmental degradation, as state governors in the area fail to impact on most of the communities despite having huge budgets.

The five major oil producing states of the Niger – Delta had a combined budget of N1.93 trillion ($11.6 billion) in 2013 comprising: Akwa Ibom (N540.1 billion), Bayelsa (N285.9 billion), Delta (N472 billion), Edo (N149.4 billion), and Rivers (N490.3 billion).

The combined budget of the five states was equivalent to the 2014 Federal budget of the West African country of Ghana, which spent 36 billion cedis ($11.61 billion) that fiscal year.

This spending by the governors is usually crafted to be siphoned off by corrupt practices.

Niger-Delta

“Edo State allocated N4 billion to security vote in 2013, which was more than double the capital allocations to food sufficiency, community development, commerce and industry, transport and public utilities and youth and sports combined,” the NDCBP said in a report.

Of the state’s N63.3 billion recurrent expenditure bill for 2013, N16.2 billion was allocated to overhead costs and 50 percent (N8 billion) of this was spent directly by the Governor’s office and agencies embedded in it.

In Akwa Ibom, most of the budgetary allocation has been embedded under the large budget grouping simply tagged “General Administration”. The state allocated N10 billion to ‘security expenses’ and N2.5 billion for ‘consultancy payments.’

In Bayelsa N500 million was budgeted for the construction of an abattoir at the capital, Yenagoa with no traces of any construction of such a project according to NDCBP.

In Rivers the share of the overhead costs allocated to Government House increased to N5.29 billion in 2013 from N4.7 billion in 2012.

Governors in the five states of the oil region racked up external debt of $285 million as at December 2014, according to data from the Debt Management Office (DMO).

As a power systems engineer, I hate it when politics is being drawn into my field. Please take note that the recent power gains is as a result of the past administration, as anything that deals with power takes years to see the result. Baba has not added 1kW to the power infrastructure, go and check. My only advice to him or his next power minister is to concentrate on Transmission, because Generation and Distribution have been privatized. Our grid is old and needs major and I mean major overhauling. Very soon new power plants will come on stream and we won't be able to evacuate the power because of over labored transmission lines, basically what am saying is that the loading on our transmission should be at most 75% of grid capacity.
