Why will a Governor be picking anyone's phone calls? It makes no sense. Except for his family, the President and few leaders like the Party leaders and fellow Governors

That's why he has Assistants and Aides.

The moment you are Governor, anyone and everyone that needs to see you books a physical appointment and hopes to maybe see you, phone call is not an option. Most people don't need to physically see the Governor, thats why he or she has hundreds of people working for or with him that can attend to people: Commissioner, Special Assistants, Civil Servants etc.
