The insurgency wracking parts of the North could be contained if governors of the affected states pursue avenues of fostering peace including identifying and holding consultations with “Boko Haram-looking people,” former Finance minister Adamu Ciroma has said.
Speaking to Daily Trust during an exclusive interview in Abuja yesterday, Ciroma said the state governors have shirked their responsibility and are suspicious of elder statesmen who tried to offer suggestions on how to end the violence.
He said governors should kick-start the process of tackling the insurgency by making a list of religious leaders, other influential citizens and “Boko Haram-looking people” they know, and then bring them to the table for consultations.
Ciroma said after this, President Goodluck Jonathan should then discuss with the governors on the way forward.
“My own view is that the matter should start with governors,” he said.
“The governor of Borno, the governors of Yobe, Kano, Gombe, Adamawa, Taraba and Bauchi each should sit down and compose a list of the ‘Boko Haram-looking people’ that he knows, all the religious leaders, both Christians and Muslims and other influential people in the state. He needs to consult them.
“This is the problem that we have got, it is killing our economy; people are dying as a result of that. The military are intervening in a way that we do not like, so tell these people that look without you there will be no peace, and if all of you want peace, what is your advice?
“When all these states involved have done that, the president can now call them to discuss on what those important people have recommended. When all the recommendations come from Kano, from Yobe, from Maiduguri and the other states, there must be the seed of solution to the problem.
“This is not the solution you are thinking about, but it is that solution that came from down. You can now choose the things you do, prioritize them accordingly. This is what I want to see happen.”
Ciroma said he was the first to recommend the idea of granting amnesty to members of the Jama’atu Ahlis Sunnah Lid Da’awati Wal Jihad, also known as Boko Haram, as a way of ending the insurgency that left thousands dead since 2009.
The call for amnesty was later re-echoed by the Sultan of Sokoto Sa’ad Abubakar and other leaders. President Jonathan, who at first dismissed the idea, set up a committee last week to advise on whether amnesty should be granted. The committee is due to present its report to the National Security and Defence Council next week.
Ciroma said the governors have a bigger responsibility in efforts to tame the insecurity, but regretted that they have abdicated their responsibility.
“One of the problems which has arisen, and it started from the military, is that governors do not consult people. They think they have got the right to do whatever they like to do, and a lot of the things they want to do is only with money. They don’t consult,” he said.
Ciroma recalled that the late Premier of the Northern Region Sir Ahmadu Bello never waited for advice but instead seek the relevant people to advise him when he was faced with challenges.
“People did not come to Sardauna to tell him you should do this and that; he called them to advise him whenever he had problem. So these governors, they must call people, state by state,” he said.
When asked whether he made this suggestion to the governors in his position as an elder statesman, he said: “I sent a message to one of the governors advising him that this is the kind of thing that I feel he should do, but he has done nothing about it. So even if I see the other governors, they may do the same. But in my view this is one approach that may help to solve the problem.”
“The governor of Borno State has tried something but not quite along this line. What you can say is that he is in agreement with the elders of Borno but he has got additional responsibility.
“In the Northeast, we went and gathered all the important people there, but the governors said no, they were suspecting us,” he added.

The government of Ghana yesterday agreed to re-open shops belonging to Nigerian traders clamped down early this year, following a diplomatic interface between the two countries.
The Ghanaian Minister of Trade and Industry, Haruna Idrissu rescinded the decision to permanently close the shops, during a meeting with a Nigerian delegation led by the Minister of Industry, Trade and Investment Dr Samuel Ortom.
Also the Ghanaian minister announced the suspension of the demand by the authorities for all Nigerian businesses to relocate from the Ghanaian local markets, even as he asked Nigeria to reciprocate the gesture by reviewing the ban on Ghanaian goods, particularly textiles and cement.

A former director of the State Security Service, Mike Ejiofor, has said that if what major stakeholders in the country want for the Boko Haram group is amnesty, then they should be supported.

Speaking on Channels Television’s Sunrise Daily on Monday, Mr Ejiofor who is also a trained negotiator defended the rationale behind the offer of amnesty stating that several methods have been adopted in solving the challenge but have not yielded results.

However, he said that the call for amnesty by prominent leaders is surprising to him and asked if some of these people have made contact with the leaders of the sect.

Mr Ejiofor who said that normally “you don’t negotiate with terrorists’’ added that amnesty is supposed to be the last option. He further stated his position as advocating for negotiation.

Our Yansh: Let me share an experience with you guys, about 2 wks or so ago I went to Enterprise Bank Benin City to write a test. To my utmost shock and surprise, some staff of the bank who were meant to supervise us started telling the answers to some of the candidates. I was shocked and greatly disturbed. I lost faith in that bank instantly!!

A new study conducted by The Mind Research Network in Albuquerque, New Mexico, shows that neuro-imaging data can predict the likelihood of whether a criminal will reoffend following release from prison.

The paper, which is to be published in the Proceedings of the National Academy of Sciences, studied impulsive and antisocial behaviour and centred on the anterior cingulate cortex, a portion of the brain that deals with regulating behaviour and impulsivity.

The study demonstrated that inmates with relatively low anterior cingulate activity were twice more likely to reoffend than inmates with high-brain activity in this region.

“These findings have incredibly significant ramifications for the future of how our society deals with criminal justice and offenders,” said Dr. Kent Kiehl, who was senior author on the study and is director of mobile imaging at MRN and an associate professor of psychology at the University of New Mexico.

“Not only does this study give us a tool to predict which criminals may reoffend and which ones will not reoffend, it also provides a path forward for steering offenders into more effective targeted therapies to reduce the risk of future criminal activity.”

The study looked at 96 adult male criminal offenders aged 20-52 who volunteered to participate in research studies. This study population was followed over a period of up to four years after inmates were released from prison.

“These results point the way toward a promising method of neuro-prediction with great practical potential in the legal system,” said Dr. Walter Sinnott-Armstrong, Stillman Professor of Practical Ethics in the Philosophy Department and the Kenan Institute for Ethics at Duke University, who collaborated on the study. “Much more work needs to be done, but this line of research could help to make our criminal justice system more effective.”
