What the country has comparative advantage in is cocoa, cassava, I cashew, I millet, I sorghum etc.

If cassava alone was fully developed the country will earn over '$10 billion from its exports and derivatives alone which will easily offset the amount used to import food. It would be a win win.

Instead of developing what you're good at, you focus resources on what you suck at. Countries shine when they focus on what they excel in.
