IMO there really isnt any difference. if u have a special situation in ur app that u want the vo to know about i.e. u want to expalin something unusual/special I would advice that u tag ur lettet as LOE but if it is just the normal letter outlining ur purpose in career and canny i wld suggest u tag as SOP.
as per the format. write as an informal letter. ur address at the top right and the embassy at the left. then put an heading. the contents follow and u sign off. cest fini my dear. chikina.

Kindly advise me on how to go about this. I was denied Student Visa for the following reasons:

1) Pursuant to Section 219 of the immigration and refugee Protection Regulation, I am not satisfied that you
***have sufficient and available financial resources without working in Canada to pay the tuition fees for the course or program of studies that you intend to pursue
***have sufficient and available financial resources without working in Canada to maintain yourself and any family members who are accompanying you during your proposed period of study
***have sufficient and available financial resources without working in Canada to pay the costs of transporting yourself and any family members who are accompanying you to and from canada.

2)You have not satisfied me that you would leave Canada at the end of your stay. In reaching this decision, I considered several factors including
***Travel History.

For the first reason, I had over CAD$60, 000= (N10.5m) in my accounts during the time I applied in November 2015 with a tuition of about CAD$30,000= but I invested it in a Treasury Bill with entry shown in the account and a letter from the bank showing that a T Bills exists on the account. I did not apply for work permit but I intend to do that when I arrive Canada.

For the second reason, I did not include past Passports showing I had traveled out of the country (Including the UK) and returned. I have another opportunity to re-apply for the deferred admission.

Do I need to include evidence of properties when I want to re-apply later this year?

first lemme point these out
LOE/SOP...whichever u choose to write depends on u. if u think u have (a) situation(s) you want to let the VO know about u may need to write an LOE. for instance if u think d docs u are submitting might raise questions in the VO's mind u may write an LOE. look at this scenario for instance. ur sponsor transfers #4m to ur account just a week before u submit ur visa application which includes ur SOA. The money trsnsfer could cause the VO to start asking questions "Where is this money coming from?is it a case of money lodgment?Is the applicant trying to pull some funny strings and play smart?". so my dear an LOE could b written to explain this circumstance. i dont think it matters whether u are goin for a PG or UG program.
though there have been folks here wey don chop trv without SOP.
