Former chairman of the Pension Reforms Task Team, Faisal Abdulrasheed Maina has began to reveal the names of those who partook inside the N24 billion loot to the Economic and Financial Crimes Commission (EFCC). The embattled former civil servant, according to Vanguard, has already started dropping names to law enforcement officials. Vanguard reports According to documents at the disposal of the EFCC, which Maina signed off as approved expenditures and receipts for overseas and local trips by the Pension Reforms Task Team, no fewer than 200 top federal government officials were captured as ‘beneficiaries’ of travelling allowances for trips they did not embark on. According to the documents, which the embattled official wants to rely on as his evidence of utilizing the huge cash of N24 billion released in 2011 to his team, a former Inspector General of Police, Director-General of the National Intelligence Agency, NIA, a Permanent Secretary in the Presidency, a controversial Head of Service of the Federation, Director of Budget of the Federation, two ex-chairmen of the EFCC and ICPC and hordes of officials have been listed along with their bank details and the amount collected by each for phantom biometric trips. It was learned that Maina was ready to defend the expenditure by calling some or most of the beneficiaries as his witnesses although he has reportedly denied many of the payments and ownership of most of the houses traced to him. A corporate narrative on the Nigerian government’s decision to shut down its borders with illustrations on how this affects every spoon of rice residents in Nigeria eat, and details of its linear implications on neighbouring economies like Ghana, Benin, Togo among others. Barely 8 days to the August 2019 Tokyo International Conference on African Development (TICAD), a revered African administrator seemed grossly irritated by various alleged illegal activities perpetrated along its country’s borders. In response to this national buff, the administrator (remembering his military background) furiously ordered for the immediate closure of the borders, and administered (along its routes) heavy military surveillance troop to keep watch until further notice. The administrator said it was a temporal development –that orders would be relaxed once measures are put in place to contain the situation. Off, in furry, he flew out to Pacifico Yokohama, the hosting Yokohama city in Japan to grace the conference where he would be meeting fellow administrators serving in his capacities in other countries. On his way, he thought about a convincing explanation for his standing order –how to present it diplomatically without sounding harsh and hostile. Because the conference wasn’t staged purposely for this cause, he knew it won’t be a major deliberation, so, he made few jottings of his thoughts and moved on to rehearse other would-be key highlights of the 3-day meeting. He was right. As soon as the conference commenced, he was quizzed on his decision. This time, a sensitive poser that (ordinarily) was sufficient to topple him met him readily confident. Without hesitation, he answered as collected as possible, noting that the borders have been a disaster through the years and long due for an urgent attention. According to his sentiment, his administration would not blind his eyes to acknowledge that the porous borders have become an albatross to rapid economic viability. That, for as long as a solution to cub the menace would be developed; he was not going back on his orders –and that, if any time later, not just yet. Throwback Nigeria, being a major market determiner in Africa courtesy of its bursting population of about 200 million, had made tens of thousands of people multi-millionaires via their engagement in various trans-border trades and deals. This relationship made Benin, a country with less than 15 million population a top importer of rice. And, economists began to wonder if there were ghost rice consumers in Benin. Investigations later revealed that most of the rice imported to Benin from Thailand and India were only warehoused for storage and then allegedly pushed illegally across the borders into the waiting Nigerian marketing where over 150 million citizens are hungry. As far away as Ghana is from Nigeria with Benin dividing the two West African countries, goods from Ghana also travelled through the route to connect with the “ever accommodative” Nigerian market. While some (Nigerians and foreigners) were profiting from this venture, making millions on daily basis; Nigeria, as a country on the other hand, was increasingly denied of gains that ought to be accrued from tariffs on goods when imported legally. August 2019 President Muhammadu Buhari, the framed administrator in the story, had learnt that the recession had forced locals back into farming. The result, according to his team of researchers and consultants, was that rice production was gaining figures and can now sustain local demands. In their advice, it was no longer economical “wasting” scarce foreign reserves on the importation of goods available or produce-able within the country. The pronouncement So, during the TICAD function in August, the administrator was armed with enough information and anger. “Now that our people in the rural areas are going back to their farms, and the country has saved huge sums of money which would otherwise have been expended on importing rice using our scarce foreign reserves, we cannot allow smuggling of the product at such alarming proportions to continue,” he blared. What followed Complaints from Nigerians Shrinking foreign economies Increased revenue through the port Increased patronage of Made-in-Nigeria rice Emergence of Made-in-Nigeria foreign rice Revenue loss by some local manufacturers Complaints from Nigerians Aside the return of many to the farm, Nigerians in the first few weeks of the closure began to express displeasure as prices of goods (rice in particular rose). Foreign rice became scarce. Local rice, which no one patronized before, began to gain prominence as an alternative in the market Before long, seemingly short-charged importers began grunting but no one cared. Invariably, the administrator’s August order had just blocked an access to millions of naira for these businessmen. Shrinking foreign economies While the administrator and his policy team argued that the development will boost local production as over-dependant on importation will only further weaken the economy, countries like Benin and Ghana (in less than 60 days) were already feeling the bite on the lips of their economies. Along the borders on the side of Benin, loads of tomatoes and other perishable goods were soon observed to be rotting. It was quite unfortunate because before the border closure this wouldn’t have happened. These goods would have, instead, been smuggled into the country without hitch. Thing became so difficult that the experience of the economic down turn led Ghana to cry out to the mercy of the administrator. Reports revealed that Ghana, through its Foreign Minister and Regional Integration, Shirley Ayorkor Botchwey (on Tuesday, 15th of October), had voiced out, pleading that the ban be lifted so that “Ghana’s exports can enter” the Nigerian “market.” Increased revenue through the port Contrary to the general assumption, business did not stop as the sea ports and airports were not locked. In fact, business leaders and traders who could not stop their activities have moved on to access the Nigerian market through its ports. This, according to the administrator, was fine. Following the trend of his administration, every discerning mind had already noticed he has only been particular on raising funds from different channels. Perhaps, what also led to the proposed increment in VAT from 5% to 7.5%. So, with emerging reports from his officer in charge of the ports (Col Hameed Ali) disclosing that his agency currently generates over N5bn daily, the administrator seems more than excited. And, nothing (appeared) would be convincing for him to relax his verdict yet. Increased patronage of Made-in-Nigeria rice In the end, local farmers were one of the beneficiaries of the policy. The influx of Made-in-Nigeria rice became overwhelming. Analyzing the situation, the upward scale resulted on account of the scarce foreign rice in the market and its relative high cost (about N26, 000) where available. This was how the local rice (as of October, 2019) continued to sell fast despite costing N17, 000 a bag. It was expected, however, as Nigerians with their cost-centric psychology would only have patronized the local option while trying to save cost. While this was going on, increased patronage was (in turn) boosting the income of local farmers. Emergence of Made-in-Nigeria foreign rice Unfortunately, however, greed soon found its way into hungry local businessmen as Made-in-Nigeria foreign rice began to emerge. Rice sellers, by the second week of October, were found stocking local rice in foreign bags to sell to unrepentant foreign rice consumers. This way, they started making about N10, 000 more from their local rice sales. Although, measures (as at the 18th day of October) from the administrator were yet to be put in place to curb the corrupt practices –perhaps, a new rice reform policy would be signed so that those guilty would be sanctioned. Revenue loss by some local manufacturers Apart from the sacrifices of having to switch to local rice which is still struggling to taste as soft and as tasty as the foreign rice, some Nigerian manufacturing companies also suffered revenue drop in the process. Fruit juice producing company, So Fresh, for instance, could no longer import some of its ingredients that were unavailable in Nigeria. Their likes have, since the border closure directives, been witnessing decline in its revenue. While Buhari and team found a temporal victory in their efforts to stop smuggling that is equally helping them gain more revenue through port uses, some local businesses paid heavily and painfully to see it come through. Crisis is brewing in the Kwara State All Progressives Congress (APC) over what aggrieved chieftains describe as the style of governor-AbdulRahman AbdulRasaq. The unsavory relationship between the governor and the chieftains are gleaned from comments emanating from some his die-hard loyalists lashing at the aggrieved party members. Some of these comments and utterances border on caustic diatribes and tantrums at the party’s exco headed by Bashir Bolarinwa. In the build-up to the March 9 election, it was obvious to watchers that Mallam AbdulRazaq would have problems with his party top hierarchy, should he emerge victorious at the poll. The APC governorship candidate unilaterally picked his runningmate flagrant disobedience to the choice of the party leadership. Again, his campaign was scheduled to commence first in Kwara North, but was abruptly aborted, based on alleged security reports. But, party supporters latter learnt that the governor went ahead to kick-start his campaign there eventually. Since then, both APC and its governorship candidate were carrying out their campaigns separately. Little wonder, at the end of the election, an APC starwalt said: “Kwarans were tired of the political hegemony of the Saraki dynasty, otherwise we would have lost gallantly. We entered into the election with a divided house. We did not spend as much as they spent.” It was also gathered that AbdulRazaq did not spend a dime for the APC campaigns in the state. Sensing that he had ruffled some feathers shortly after his victory, the governor-elect took his siblings to Bolarinwa’s Ilorin house on a thank you visit. A source at the meeting said that the APC chair there and then “told the governor that what I want is long lasting relationship that is not based on pecuniary interest. The eldest of the siblings assured that the chairman of harmonious relationship.” The source added that “the governor’s brother told Bashir the governor will make amends.” Since his emergence the AbdulRazaq has sidelined party executive, carrying out policies without recourse to the party that brought him to power. Indeed the party has been starved of fund. The exco has been using personal money for the running of the party. It was also discovered that the governor did not consult the party in the compilation of the list of four commissioner-nominees recently sent to the state House of Assembly for confirmation. To also demonstrate the gulf, it was gathered that the governor and some of the APC governorship aspirants in the state are not in talking terms. Accordingly, some busy-bodies have latched in on the unhealthy relationship to call for the resignation of Bolarinwa. The President-General of Orisun Igbomina, Chief Gbenga Awoyale claimed that his call for the resignation of the chaiman is borne out of altruism. He said: “If truly Bolarinwa is a politician as he has claimed and as the Kwara APC chairman who is working with party’s guideline and constitution, why can’t he recognise the governor as the leader of the party in the state? “He publicly embarrassed the governor due to his simplicity. Therefore taking advantage of him unduly. He expects the governor to be spending public fund anyhow without genuine intentions, thereby attacking him and blackmailing him. This is not our culture in Igbomina land. He was not popular in Kwara politics. He was imposed on us as the APC chairman. He contested against Alhaji Abdulfatah Ahmed during gubernatorial primary when we were in the Peoples Democratic Party, (PDP). “He failed woefully with just only one vote. None of the delegates from his ward voted for him. Therefore, before you can emerge as the party chairman, you need some level of popularity and acceptance from the people whom you want to front for not emerging on the goodwill of some few individuals who don’t share in our political attributes and traditions. He added: “That is why it is very necessary for him to resign now and allow for a replacement. There is need to study political trends at all levels. President Muhammadu Buhari is from the North, Vice President Yemi Osinbajo is from the Southwest and that is why the National Chairman of the party is from Edo State in order to give other regions sense of belonging. “Let BOB tell me at what time in Lagos State where he has come from has the party produced governor, deputy governor and party chairman in the same local government or region? He decried the rot in all sectors of the state, saying the decadence will take years to fix. The governor however assured his administration will expend N11.2 billion in revamping the infrastructure in the state’s schools. The governor added that the aim is to save the deteriorating conditions of schools in the state. He spoke during the commissioning of new ultra-modern library complex in Kwara state University (KWASU), Malete, Moro local government area of the state. The library complex was funded by the Tertiary Education Trust Fund (TEDFUND) “We are faced with criminal breakdown of basic infrastructure across every sector in the state, especially in the education and health sectors. “Just last week, we had to pay N250 million to offset two months’ salaries the state government owed workers across the state colleges of education. “We also paid an additional N50 million to secure re-accreditation for two of the colleges. “We still have a backlog of arrears to pay these teachers. We have promised to steadily offset these backlogs with an appeal to the workers to return to work after many months of industrial action to protest the neglect of the schools by people elected to serve the public. “The decay in the infrastructure across our primary and secondary schools is better imagined. The more any patriot sees such a thing the sadder he becomes because it points at a bleak future unless something urgent is done. “It was so bad that funds meant for upgrades of facilities at the primary schools were diverted with serious consequences for the state. “Our government is determined to raise a generation of children who are able to cope with the education needs of the 21st century.” Executive Secretary Tertiary Education Trust Fund, Professor Suleiman Bogoro described the library as the best in the country pledging that the Fund would always support laudable projects. JUST IN: UBEC Chairman, daughter kidnapped BY KEMI BUSARI APRIL 29, 2019 In yet another dreadful attack, kidnappers on Monday abducted the board chairman of Universal Basic Education Commission (UBEC), Muhammed Mahmood, along the Kaduna-Abuja Highway. Mr Mahmood was abducted alongside his daughter while travelling from Kaduna to Abuja Monday afternoon. They were kidnapped around Katari, a village few kilometres from Zuba, an Abuja suburb. Hussaini Danladi, an aide to the chairman, said the incident occurred in the afternoon. “My boss has been kidnapped,” a disturbed Mr Danladi told PREMIUM TIMES on the telephone Monday evening. “I received the information around 3.30 p.m. He was going from Kaduna to Abuja. “Up till now they (the kidnappers) have not reached and we are still waiting for information.” The spokesperson of the Kaduna State Police Command, Yakubu Sabo, said the force is working on getting more details and would release a statement later on Monday. Series of attacks have been carried out along the route in recent months, forcing travellers to abandon the route for the safer rail journey.

Or is it having an adverse effect on the people Tinubu as a leader in Lagos has always supported political associates(fashola ,ambode etc) that have always brought about more infrastructural and developmental strides for the people of Lagos,but that cannot be said of his counterpart saraki in kwara state,can you imagine the government of abdulfatai Ahmed(saraki boy) could not commission a single project this past 4 years and the Senate president did not see anything wrong in this,but in this same time he had gone around some other states to commission projects by other governor's(the recent one being in akwaibom to launch ibom Air),which progressive leader does that to his people? Any leader "Godfather",should be seen has someone that has the interest of his state and the masses at heart,if bukola saraki and his stooge had done well for kwara people,I am sure most kwaras would have remained loyal to him ,the same way they were loyal to his father ,but he killed it with so much pride,greed and being too self centered. |

Abdulrafiu Ibrahim. He said the talks within the Dr. Bukola Saraki political family for him to step aside had been on for a while. He clarified that forsaking the ticket had nothing to do with the November 17 by-election into Ekiti/ Oke Ero/ Isin/ Irepodun Federal Constituency. But findings confirmed that Saraki, who is the governor’s godfather, directed Ahmed to forget his ambition after the defeat. Although Saraki had initially favoured Abdulrafiu but Ahmed sent many PDP governors to his godfather to concede the ticket to him. The governor’s first political test after securing the ticket was election into the Federal constituency which was fatal for PDP. A PDP source said: “Our leader has taken the senatorial ticket away from the governor because he cannot afford to take any risk. The slot is now for the present occupant of the seat, Sen. Abdulrafiu Ibrahim. What we are trying to do is to give the governor a soft landing. We do not want it to appear as if the governor is being humiliated. To get the ticket, the governor sent emissaries to our leader. It has now turned out that the shoe is bigger than him because 2019 poll is really testy for us. “Our leader has been in the state in the past 48 hours to put things in order since he will serve as the Director-General of the Presidential Campaign Council of PDP. The statement said: “The Governor said, on the contrary, consultation had been going on before the November 17 elections within the political family to consider the request by the leadership of the Ibolo division of Kwara South, from where the current Senator hails, for a second tenure at the Senate “Furthermore, he said that the ongoing consultation was based on the view that the Igbomina and Ekiti divisions had successfully served two terms in the Senate as opposed to the Ibolo division whose representative had served only one term in the Senate. “While describing the last by-election as a farcical exercise marked by voter intimidation, widespread disenfranchisement and the use of security agencies against PDP supporters and members, Ahmed said the result of such a disputed election could, therefore, not have formed the basis of a review of his candidacy for the Kwara South Senatorial elections. He assured that PDP will win the general elections in the state as the people of Kwara have resolved never to allow such harassment by security agents again.” A separate statement by the State Publicity Secretary of PDP, Tunde Ashaolu, confirmed that the party was weighing options on the demand of Ibolo people to give a second term ticket to the incumbent Sen. Abdulrafiu Ibrahim. The statement said: “The attention of the Peoples Democratic Party (PDP) in Kwara State has been drawn to a misleading media report insinuating that there is panic in the camp of Senate President, Dr Abubakar Bukola Saraki and that Governor Abdulfatah Ahmed is under pressure to withdraw from the Kwara South senatorial race as a result of the aftermath of last Saturday’s by-election in Ekiti/Oke-Ero/Isin/Irepodun federal constituency. “This is totally untrue, ridiculous and a deliberate mischief orchestrated by some unscrupulous elements and political jobbers who are bent on causing confusion within the party and among our leaders. For the avoidance of doubt, there is no tension whatsoever within the fold of the PDP in Kwara State and there is no pressure on Governor Ahmed to drop his senatorial ambition because of the outcome of the recently held bye-election in the state. “The party however, notes that there are ongoing consultations and pleas by leadership of the Ibolo axis of Kwara South, where the current senator representing the senatorial district, Dr Rafiu Ibrahim hails from, for the party’s senatorial ticket to be retained in the axis in the interest of fairness and equity in the distribution political offices within the district. “It is instructive to note that these consultations and pleas preceded the November 17 by-election and are based on the understanding that the Igbomina and Ekiti divisions of Kwara South had produced senators who served two terms in the Senate as opposed to the Ibolo division whose representative had only served one term. “This was the sole observation raised by the stakeholders during all their consultative meetings with the national leader of our party and Senate President, Dr Abubakar Bukola Saraki, Governor Abdulfatah Ahmed and other leaders of the PDP in the State. “It is, therefore, ridiculous for anybody to think that the outcome of an election that does not reflect the will of the people, as it was marred with widespread irregularities including intimidation of voters, ballot box snatching and illegal arrest of PDP members, could lead to the withdrawal of Governor Ahmed from the senatorial race. “The party thereby urges members and supporters of the PDP as well as the general public to disregard the fake report which was sponsored and planted in the media by unscrupulous elements and fifth columnists. “Ahmed is a prominent leader of our party and has always placed the party’s interest above his personal interest. More so, he has provided exemplary leadership since he assumed office in 2011 and has created enduring legacies that have placed Kwara on a path of sustainable development. “Among the enduring legacies of Governor Ahmed, which are products of foresight and vision, are the establishment of the Kwara State Internal Revenue Service (KWIRS) and the Kwara Infrastructural Development Fund (IF-K). Without doubt, these initiatives have had great impacts on the development of the State.”
