That's not building collapse. That's failure in formwork being set down for the concrete. Looking at the picture they just they do fresh concrete when the formwork capsized. How building go collapse and people will be untop of it and not injured. That's caused by poor carpentry work because those woods no carry the strength of the concrete pour on it and the vibration of the concrete pump machine.
