Barcelona Femeni thrashed Real Betis 5-0 with Asisat Oshoala scoring twice in a Primera Division Femenina game on Saturday.


The Super Falcons star found the back of the net twice in the second-half.

The Blaugranes had taken a 1-0 lead in the opening 45 minute.

Oshoala opened her goal account for the new season in the 48th minute and she later wrapped up their victory with another effort, five minutes after the hour-mark.

Anambra, Edo and Cross Rivers states yet to enact a law prohibiting open grazing of cattle, The Nation learnt on Sunday

The Southern Governors Forum (SGF) on July 5 agreed on a September 1 deadline for the anti-open grazing law to be signed by all member-states.


Chairman of the forum and Ondo State Governor Rotimi Akeredolu, who read a communiqué after the meeting in Lagos, said: “We have set a timeline of September 1 for the promulgation of the anti-open grazing law in all member-states.”

But, findings by our correspondents show that the 17 states are at different stages of enacting the law as the deadline approaches.

Rivers, Bayelsa and Oyo have now have the law. In Ondo, Ogun and Osun, the bill is awaiting assent.

Ekiti, Abia and Ebonyi indicated they intend to enforce existing laws rather than enact a new one.

The Bill pending before the lawmakers in Lagos, Akwa Ibom, Enugu, Imo and Delta.

But the bill is yet to be sent to the Assemblies in Edo, Anambra and Cross River.

Lagos
Lagos State Attorney-General and Commissioner for Justice Moyosore Onigbanjo (SAN) said the bill has been forwarded to the House of Assembly for appropriate action.

The House has been on recess in the last two weeks.

Chairman of the House of Committee on Information Setonji David said: “The bill has been received from the executive and we shall work on it immediately we resume.

“The bill shall pass through legislative scrutiny and passed before the expiration of the date specified.”

Ogun
The Ogun State House of Assembly, on July 8, passed the bill into law.

It is entitled the Animal Grazing Regulation and Cattle Ranch Establishment Law, 2021.

It prescribes a jail term of not less than three years without the option of a fine and the forfeiture of the cattle or livestock belonging to anyone who violates the law.

Speaker Kunle Oluomo, who hailed the speedy passage of the Bill, directed that a clean copy be transmitted to Governor Dapo Abiodun for his assent.

The governor’s spokesman, Mr Kunle Somorin, said the bill would soon be signed.

His Special Adviser on Public Communications, Remmy Hazzan, added: “I’m sure it will be signed into law before the expiration of the deadline.”

Ebonyi
Leo Ìketa, Chief Press Secretary to the Speaker, Ogbonnaya Nwifuru, told our correspondent that Law No. 010 of 2018: Ebonyi State Miscellaneous Offences Law contains sections that ban open grazing.

Secretary to the State Government and Coordinating Commissioner, Dr Kenneth Ugbala, said security agencies have been charged to ensure strict enforcement of the law.

Enugu
The bill, sponsored by Leader of the House Ikechukwu Ezeugwu, scaled through second reading on August 13 and was referred to the joint House committees on Agriculture, Judiciary, and Security for a public hearing.

Ondo
Governor Akeredolu is yet to assent to the bill passed in July, a month after he ordered all illegal occupants of forest reserves to move out.

The bill prohibits open grazing, night grazing and under-aged herders in the state.

The governor is empowered to designate land by an order to be known as “general ranch” in each local government in respect of which livestock may be permitted to graze.

Intending ranchers are to procure a permit from the Ondo State Livestock and Ranch Administration and Control Committee, based on the approval of the governor.

The permit will be anchored on a written agreement between the communities or family heads, who are owners of the land, and such ranching permits are also subject to revocation.

Violators of the law risk three years imprisonment and fines not exceeding N100,000.

Livestock owners would be required to pay in full damage done by their livestock to farms after due evaluation by the livestock and ranch administration agency.

Ondo State Commissioner for Information and Orientation, Donald Ojogo, said the governor would assent to the bill.

It was learnt that the proposed ranching area was not ready.

Rivers
Rivers State Governor Nyesom Wike last Thursday signed the Open Rearing and Grazing Prohibition Law, No.5 of 2021.

He said cattle rearing is a business, and that ranching was intended to stem the clashes between farmers and herdsmen.

Oyo
Governor Seyi Makinde assented to the Oyo State Open Rearing and Grazing Regulation Bill 2019 on October 31, 2019, six days after it was passed.

In June, he promised to set up a task force to enforce the ban on open grazing.

Osun
Osun State Governor Adegboyega Oyetola may sign the bill into law this week. The House passed the bill on August 12.

It provides for imprisonment of not less than three years or a fine of N300,000 as well as forfeiture of the herds of cattle or livestock for violators, among others.

Chief Press Secretary to the Governor, Mr Ismail Omipidan, said: “My principal will sign the bill into law any moment from now.”

Imo
The Imo Speaker, Paul Emeziem, said the House received the Bill and will expedite action on resumption.

House spokesman, Johnson Duru, said: “The House is on recess right now. We will work towards the deadline.”

Ekiti
A grazing prohibition bill was passed by the Kolawole Oluwawole-led Assembly and signed into law on August 29, 2016, by former Governor Ayodele Fayose.

The law is entitled Prohibition of Cattle and Other Ruminants Grazing in Ekiti, 2016.

It bars herdsmen from bearing arms and outlawed night cattle rearing.

The law stipulates that anyone caught grazing on portions of land or any farm not allotted by the government shall be prosecuted.

Despite the law, open grazing has continued in Ekiti.

Special Adviser to the Governor on Security, Brig. Gen. Ebenezer Ogundana (retd), who chairs the Ekiti State Farmers-Herders Peace Committee, blamed the weak enforcement on the lack of alternatives, such as ranches.

Anambra
The Anambra State government is yet to send the Bill to the House, it was learnt.

Chief Press Secretary to the governor, Mr James Eze, said he would get back to our correspondent with more details but could not be reached as of press time.

Commissioner for Information and Enlightenment, Mr C Don Adinuba, said he had not been briefed on the issue.

He added that Anambra had no problems with the herders.

But a senior government official, who pleaded anonymity, Governor Willie Obiano is not interested in it.

The Anambra State House of Assembly member and House Committee Chairman on Information, Okechukwu Okoye, said he did not know whether such a bill had been sent to the House.

Cross River
The Cross River Assembly passed a Bill banning open grazing in 2017.

Deputy Speaker, Joseph Bassey, said the state does not need another one. He promised to make the law available to our correspondent.

Former Speaker, John Gaul-Lebo, under whose leadership the law was enacted, said: “Cross River has the renowned Obudu cattle ranch resort but the ranching business at the resort has been on the downside.”

Edo
Governor Godwin Obaseki is yet to send the bill to the House.

A source close to the Speaker, Marcus Onobun, said: “The bill has not been sent to the House.”

Akwa Ibom
Governor Udom Emmanuel has sent Bill to the House.

Chairman on Information, Mr Aniefiok Dennis, said the bill will enter the third reading next week.

“The Akwa Ibom State House of Assembly is working tirelessly to ensure that the Anti-open Grazing Bill is given accelerated attention.

“The bill has entered second reading. By next week, it will get to the third reading. I want to assure you that the House will complete work on the bill and pass it into law,” he said.

Abia
Section 4 (2) of the Control of Movement and Taxation of Cattle and other Animals Law of 1994 prohibits open grazing of cattle.

In 2018, the state made another law banning open grazing.

However, open grazing has continued in the state despite the law due to lack of enforcement, with farmers lamenting the destruction of their plants.

Chief Press Secretary, Mr Onyebuchi Ememanka, said “It’s been a law in Abia since. We were one of the first to get our law.”

On why there has not been any arrest and prosecution of offenders, Ememanka replied: “Ask the Commissioner of Police.”

Police spokesman, Geoffrey Ogbonna, could not be reached for comments.

Delta
The bill for a law on the Regulation of Livestock Breeding, Rearing and Marketing and to Prohibit Open Grazing and Related Matters in Delta State is pending before the Assembly.

It passed the first reading on July 13, followed by a public hearing on July 26.

The committee is yet to submit its recommendation to the house.

Bayelsa
Governor Douye Diri, on March 10, signed into law the Livestock Breeding and Marketing Regulation Bill 2021 banning open grazing of livestock in the state.

Nigeria-eligible forward Noni Madueke gives an update on his international future

PSV Eindhoven forward, Noni Madueke has dropped a hint on the country he wishes to represent. The youngster was born to Nigerian parents in England, making him eligible to represent either of the two countries.

The PSV ace has been the subject of many transfer talks this summer, and it is no surprise considering his sensational record of 13 goals and seven assists since breaking into the first team at The Phillips Stadion.



His club career hasn’t been the only thing in question, however, as he hasn’t openly stated the country he would represent on the international stage.

All that looks to have come to an end as the former Tottenham prodigy has stated his desire to emulate the likes of Bukayo Saka and Jadon Sancho by playing in the Euros and the World Cup.

Speaking to the Sun, the forward stated his belief in his ability to break into the England squad.

Madueke has played for England at youth level, and with the spectacular ability that he has shown in the last two years, it would only take a matter of time before he gets the call up to represent England.

Serie A big boys Atalanta shun Chelsea’s Tammy Abraham, turn attentions to 25-year-old Super Eagles star

The Italian outfit have been priced out of a deal for the Chelsea forward and have now prioritised the signing of one of the key players of the Nigerian national team

Atalanta Bergamasco Calcio have made inquiries from Everton on the availability of Super Eagles playmaker Alex Iwobi.

The Black and Blues have been locked in negotiations with Chelsea for English-born striker of Nigerian descent Tammy Abraham.



But the Italian side could not reach a financial agreement with the European champions and have now turned their attentions to Nigerian international midfielder Iwobi, according to a Tuttomercatoweb report.

Iwobi is a seasoned Premier League performer who came through the ranks at London giants Arsenal, staying more than a decade with the Gunners before joining Everton for over €30 million in 2019.

The 25-year-old playmaker has scored 13 goals and provided 21 assists across 155 EPL matches for the Gunners and the Toffees.



Iwobi is yet to rediscover his best form for Everton, though, and a chance to feature for one of Serie A’s most exciting sides could lure the Super Eagles star to switch England for Italy.

Atalanta boast the Italian top-flight’s best attack last term after scoring 90 goals which helped them finish third behind champions Inter Milan and AC Milan and above fourth-place Juventus. Gian Piero Gasperini’s men are in the group stages of the UEFA Champions League.



However, signing Iwobi would not be a straightforward affair for Atalanta as the Nigerian midfielder must be willing to take a pay cut from his €3 million salary to make the deal feasible.

Iwobi’s contract with Everton will not expire until the summer of 2024.

Oyegoke becomes fourth Arsenal youth player to leave this week

It has been a very busy week for the Arsenal academy as far as outgoings are concerned, with four players having left in the past couple of days.

Perhaps the most surprising departure was that of Daniel Oyegoke, with the 18-year-old having rejected Arsenal’s offer of a professional contract.

Oyegoke is mainly a right-back but has been used in various positions including centre-back, left-back and in midfield.

A player with much potential, the England youth international was involved with the first-team in pre-season last year, but thankfully Arsenal have another right-back prospect to call upon in Brooke Norton-Cuffy.



On Monday Mark McGuinness, who also played for the first-team in pre-season, moved to Cardiff City in a permanent deal.

The centre-back has shown significant signs of improvement over the past couple of years and gained experience on loan at Ipswich Town last season.

Another centre-back has also departed in Zech Medley, who has signed for KV Oostende in Belgium. Medley, who made three competitive first-team appearances for Arsenal, had loan spells with Gillingham and Kilmarnock.

Finally, winger Trae Coyle moved to Swiss side Lausanne-Sport. Like Medley, Coyle was on loan at Gillingham for the first half of last season, but he returned halfway through the season and finished the campaign with Arsenal U23s.

It is anticipated that there could be several more departures from the academy over the next couple of months, with Arsenal having a significant amount of youth players at their disposal.

As is the case with some of the aforementioned youngsters, Arsenal may end up losing some talented prospects along the way, although in some cases it is necessary for players to move on for the sake of their development.

Nigerian defender Zogg at the double as Zurich edge Lugano

The 24-year-old netted twice for Las Blancas in their clinical victory against their visitors at Sportanlage Heerenschurli

Onyinyechi Zogg scored a brace as Zurich secured a 2-1 victory over Lugano in Sunday's Swiss Women's Super League encounter.

Following a 2-0 Swiss Cup semi-final win at Grasshopper last week, Zurich were keen to maintain their quest for the title, despite being seven points behind leaders Servette Chenois.

Having scored her first goal in a 2-1 win over Servette Chenois, the Nigerian-Swiss born defender was given her 16th start of the season and she turned out as the heroine of the day.
The hosts got off to flying start as Mimoza Hamidi's fine assist helped Zogg open the scoring inside the first minute.

In the 34th minute, Zurich doubled their lead when Mona Gubler surprisingly set up Zogg for her second of the encounter at Sportanlage Heerenschurli.

However, Mathilda Andreoli struck from 16 metres to pull one back for the visitors but her strike, four minutes from half-time, was not enough to rescue them from defeat at the hand of Zurich.

The victory kept Zurich in the second position on the Swiss table with 51 points after 24 games - seven points adrift of leaders Servette.

Following her first ever brace for Zurich, Zogg will be eager for another productive spell upfront when they welcome Young Boys at home in their next league fixture on April 24.

The Lagos State Police Command on Monday debunked the report that the fighting in the Iyana Iba/Alaba Rago area was between the Yoruba and Hausa, saying it was among commercial motorcycle riders, popularly known as Okada riders, over tariff increment.


There were widespread report on the social media on Monday morning that the fighting that took place was between some Yoruba and Hausa residents of Iyana Iba, Alaba Rago and Ojo ares.

However, the Lagos State Police Command, in a statement which also said normalcy had been restored to the area, disclosed that the fighting was among the commercial motorcycle riders.


According to the statement issued by the image-maker of the command, Muyiwa Adejobi: “The Lagos State Police Command has restored normalcy to the Iyana Iba/Alaba Rago and Ojo areas of the state where there was a disagreement between the members of the transport unions, okada units precisely, on the increment in tariff today, Monday 26th April, 2021.


“The Commissioner of Police, Lagos State, Mr Hakeem Odumosu, has ordered for immediate deployment of additional police personnel to the area to maintain law and order as he also directed the Area Commander, Area E FESTAC, to personally be on ground to monitor the situation and invite the leaders of the affected Okada riders unit for an urgent meeting.

“The command wishes to debunk the rumour that the disgreement, not violence as being peddled in the social media, was between some ethnic groups. Without mincing words, the incident has no ethic colouration whatsoever but a mere conflict between transport unions and their Okada units on ticketing and increment in tariff.


“The command therefore enjoins members of the public, especially those around the areas, including the students of the Lagos State University (LASU), Ojo, to go about their lawful businesses and studies respectively, as adequate deployment has been done to fortify security in the axis and by extension, in Lagos State in general.”

THE Internally Generated Revenue (IGR) by States released on Friday shows that only Lagos, the Federal Capital Territory (FCT) and Ogun State are fiscally sustainable.

According to the ‘Internally Generated Revenue At State Level – Q4 and full year 2020 report ‘ computed by the National Bureau of Statistics (NBS), the 36 states of the federation and the FCT generated about N1.33 trillion in 2019, representing a decrease of about 1.93 percent when compared to what was generated in 2019. The COVID-19 pandemic and its effect on businesses across the states could have been responsible for this reduction, experts say.

The reports also reveals that Lagos State recorded the highest IGR of N418.99 billion, closely followed by Rivers with N117.19 billion and the FCT with N92.05 billion.

Delta State recorded N59.732 billion; Kaduna-N50.768 billion; Ogun-N50.749 billion; Oyo-N38.042 billion; Kano-N31.819 billion; Akwa-Ibom-N30.696 billion; Anambra-N28.009 billion; Edo-N27.184 billion; Ondo-N24.848 billion, and Enugu-N23.650 billion.

Meanwhile, Yobe recorded the least IGR of N7.779 billion, followed by Taraba-N8.114 billion; Adamawa-N8.329 billion; Gombe-N8.537 billion; Jigawa-N8.667 billion, and Ekiti-N8.716 billion.

Fiscal Sustainability of States

Fiscal sustainability is states’ ability to meet their financial obligations with little or no reliance on federal allocation and loans.

According to the FAAC and IGR data available from the NBS, in 2020, only Lagos, Ogun and the FCT were states that showed potential fiscal independence, as their IGRs were higher than the allocations they received.


Total revenue data (FAAC+IGR) showed that these three states’ IGR accounted for more than 50 per cent of their total revenue for 2020. Lagos had 78 per cent; FCT -57.85 per cent, and the Ogun State- 57.39 per cent.

All other 34 states, including the nine oil-producing states, rely about 74 per cent on federal support to meet their financial obligations.

THE Internally Generated Revenue (IGR) by States released on Friday shows that only Lagos, the Federal Capital Territory (FCT) and Ogun State are fiscally sustainable.

According to the ‘Internally Generated Revenue At State Level – Q4 and full year 2020 report ‘ computed by the National Bureau of Statistics (NBS), the 36 states of the federation and the FCT generated about N1.33 trillion in 2019, representing a decrease of about 1.93 percent when compared to what was generated in 2019. The COVID-19 pandemic and its effect on businesses across the states could have been responsible for this reduction, experts say.

The reports also reveals that Lagos State recorded the highest IGR of N418.99 billion, closely followed by Rivers with N117.19 billion and the FCT with N92.05 billion.

Delta State recorded N59.732 billion; Kaduna-N50.768 billion; Ogun-N50.749 billion; Oyo-N38.042 billion; Kano-N31.819 billion; Akwa-Ibom-N30.696 billion; Anambra-N28.009 billion; Edo-N27.184 billion; Ondo-N24.848 billion, and Enugu-N23.650 billion.

Meanwhile, Yobe recorded the least IGR of N7.779 billion, followed by Taraba-N8.114 billion; Adamawa-N8.329 billion; Gombe-N8.537 billion; Jigawa-N8.667 billion, and Ekiti-N8.716 billion.

Fiscal Sustainability of States

Fiscal sustainability is states’ ability to meet their financial obligations with little or no reliance on federal allocation and loans.

According to the FAAC and IGR data available from the NBS, in 2020, only Lagos, Ogun and the FCT were states that showed potential fiscal independence, as their IGRs were higher than the allocations they received.


Total revenue data (FAAC+IGR) showed that these three states’ IGR accounted for more than 50 per cent of their total revenue for 2020. Lagos had 78 per cent; FCT -57.85 per cent, and the Ogun State- 57.39 per cent.

All other 34 states, including the nine oil-producing states, rely about 74 per cent on federal support to meet their financial obligations.

Goalkeeper

Maduka Okoye : The Sparta Rotterdam keeper was not troubled in the first half but had some nervous moments in the second half of the game. 6/10.

Defenders

Ola Aina : The Fulham right back grew better in the game as it progressed. The highlight of his first half was a cross field pass to Henry Onyekuru which almost led to a goal scoring chance. 7.5/10

Zaidu Sanusi : The Porto left back was one of the bright spots in the Super Eagles side with lost of his crosses almost leading to something productive. He did give away some and his defending was assured. 7/10.

Leon Balogun : The center back was put under immense pressure in the first half but he improved in the second half. Held the ball well and put in the body when required. 8/10.

William Troost-Ekong
: The captain of the day was good at the back and was also upfront a few times in search of a goal albeit the Eagles had numerous chances from corner kicks but none were utilized. 7/10.

Midfielders and Attackers


Wilfred Ndidi
: He broke up plays a few times but he did give away the ball a few times as well. 6/10.

Joe Aribo : His ball retention was good while he was able to find the forward players but his efforts to fall back and help the defence was not so spectacular as his defensive shift was not the best. 6/10.

Kelechi Iheanacho : The Leicester striker rattled the palms of the Benin keeper in the 8th minute with a powerful shot but he was anonymous after that brilliant effort for lost of the game. Subbed off in the second half of the game. 6/10.

Henry Onyekuru : He was the brightest player for the Nigerian side especially in the first half as his link up play was impressive. He was also denied from a diving header as well. 7/10.

Samuel Chukwueze : Operating from the right wing where he cuts infield on his left foot, Chukwueze had a good game but definitely not his best in the Eagles jersey. He had a 27th minute corner kick which was almost mishandled by the Benin keeper Allagbe. 7/10.

Victor Osimhen
: The Napoli man was a constant threat to the hosts. Almost had his close effort becoming the winner which was cleared. However Onuachu scored with a header from the rebound. 7/10.


The Substitutes

Paul Onuachu : A great impact coming off the bench to score the needed goal from close range with a header. 8/10.

Anayo Iwuala : The Enyimba wide man was brought on in place of Henry Onyekuru and he showed some flashes of brilliance but his desire to impress the coaches saw him wasting some chances that his teammates could have converted. 6/10.

Chidozie Awaziem
: Brought in place of Ola Aina to shore up the back line. Didn't do much though. 5/10.

Ideally, every business is expected to reach its customers effectively. However, that’s not the case, as limiting factors that hinder proper digital communication come into play at different growth stages. Termii, a Nigerian communications platform-as-a-service startup that solves this problem for African businesses, announced last week that it has closed a $1.4 million seed round.

The round was co-led by African early-stage VC firm Future Africa and Japanese but Africa-focused VC Kepple Africa Ventures. Other investors include Acuity Ventures, Aidi Ventures, Assembly Capital, Kairos Angels, Nama Ventures, RallyCap Ventures and Remapped Ventures.

Angel investors like Ham Serunjogi, co-founder and CEO of Chipper Cash; Josh Jones, former co-founder and CTO, Dreamhost; and Tayo Oviosu, co-founder and CEO of Paga also participated.

Gbolade Emmanuel and Ayomide Awe launched Termii after Emmanuel’s experience as a digital marketer helped him recognize the need for businesses to have exceptional communication channels. The CEO consulted for these companies and leveraged emails to retain customers, but as he found out that this process was lethargic, he sought other channels as a replacement.

Economic impact of COVID-19 pushes unemployment rates higher in 2020

The highest and lowest unemployment rates in the world vary dramatically, even among the world's largest economies.

Unemployment in the U.S., the largest economy, was at 3.5% at the end of February in 2020—the lowest rate in half a century—but quickly rose to 14.7% in April in the wake of the coronavirus pandemic and its economic impact.1 The Congressional Budget Office expects the unemployment rate to peak at 14% in the third quarter of 2020, but to quickly improve after that.By way of comparison, historical research shows the average U.S. annual unemployment rate from 1949 through 2019 was 5.8%.


Here's a look at the countries with the highest and lowest employments rates, and the unemployment rates of the world's largest economies, according to the most recent data available. As 2020 unfolds, these rates will be a moving target as the unprecedented economic fallout from COVID-19 unfolds and impacts countries around the world.

Highest Unemployment Rates
The world's highest unemployment rates at the end of 2019 were in Sub-Saharan Africa and occupied Palestine.


Lesotho: 28.2%
Eswatini: 26.5%
Occupied Palestinian Territories: 26.4%
Mozambique: 24.8%6

Lesotho, encircled by South Africa, had one of the highest unemployment rates in the world in 2019.It's also one of the poorest countries. The World Bank estimated its gross domestic product (GDP) per capita only $1,158 in 2019.7 Lesotho is a small and mountainous country, previously a protectorate of Britain (it declared its independence in 1966).8The unemployment rate has remained high above 20%, along with extreme income inequality and poverty.

Eswatini and Mozambique both suffer from extreme poverty and the world’s highest HIV/AIDS prevalence rate, according to the CIA.9 10 Productivity declines greatly due to HIV/AIDS as households lose manpower.

Part-time workers are counted as employed, and the figures don't count people who give up looking for work for an extended period of time.
Lowest Unemployment Rates
Below are unemployment rates taken from various government sources. They have been updated with the most recent data, which are from the end of 2019.

Although covering a diverse area, the above countries have stunning unemployment rates⁠—from 0.1% to 2.0%⁠—and all bested the U.S. by a considerable margin at the end of 2019.

Unemployment Rates for the World's Largest Economies
The unemployment rates for the world's largest economies were predictably low at the end of 2019, with some outliers like France, Brazil, and Italy.

The figures above will look considerably different in the coming months, as countries take measures to limit the mobility of their citizens to stem the spread of COVID-19. The impact on unemployment rates will vary based on how many people are ultimately affected, how severely it hits, and which societal interventions are necessary to contain its spread.

As mentioned earlier, the U.S. is expected to hit a 14% unemployment rate by the end of the second quarter in 2020. The Congressional Budget Office predicts it will decline to 7.6% at the end of 2021.

Unemployment Rates and Economic Strength

Having a low unemployment rate does not mean a country's economy is particularly strong. For instance, Myanmar had only 0.8% unemployment in 2019, but its GDP per capita was $1,408, according to the World Bank.

Niger had 0.4% unemployment in 2019, but GDP per capita of $555, making it the poorest country on the list.Cambodia employed 99.7% of its workforce in 2019.Its GDP per capita was $1,643 in 2019, about $4.50 a day.

These countries have low unemployment figures in large part because their economies rely heavily on subsistence farming, which is labor-intensive but seasonal. Remember that the underemployed are still counted in employment figures. Even Thailand, with a relatively healthy GDP per capita of $7,808 employs over 30% of its workforce in agriculture.


Unemployment Parallel With a Rich Economy

Of course, it's possible to have low unemployment and a rich economy. This combination is seen in Qatar. According to the World Bank, GDP per capita in Qatar was $64,782 in 2019.17 That wealth helps their standing in the chart, as a country's unemployment rate only factors in those actively looking for work. If you're the 23-year-old child of wealthy parents, you may be more inclined to spend money than earn it.

Qatar's economy is driven by oil and natural gas, but it's been making a sustained push to diversify into financial services, manufacturing, construction, and news media.
