To get the "Tariff" number, they divided the country’s trade surplus with the US by its total exports (t_i = [x_i-m_i]/m_i).

And then they tried to come up with some fancy looking formula to fool people like Bemeruca.
But if you notice in the denominator of the formula (below) two of the values(which they chose by happenstance (wink)) are .25 and 4 (which effectively cancel each other out [.25*4=1]).
