Judge Sooknanan noted that states (such as Texas, which flagged over 2,700 eligible voters) were actively using this faulty tool to disenfranchise voters, writing that the government had "knowingly trampled on the privacy rights of American citizens in a manner that threatens the sacred right to vote."

Following Judge Sooknanan's block, DHS disabled the database features. However, Judge T. Kent Wetherell II quickly countermanded this for select states by ruling that DHS must restore access to the database's bulk-upload and Social Security search capabilities.
:Enforcing a Legal Settlement: Judge Wetherell's decision was rooted in a pre-existing court-approved settlement agreement stemming from a lawsuit Florida filed against the federal government. He ruled that DHS breached this contract by pulling the plug on the states' access.

Explicit Disagreement on Merits: Wetherell explicitly stated that his court was not bound by the D.C. ruling and openly disagreed with Sooknanan’s conclusions, finding that the database's upgraded features did not violate federal law.
