But that agenda has been hijacked by the spread of coronavirus and a dramatic plunge in both the oil price and rouble.

April was earmarked for a vote to approve changes to the constitution, allowing Vladimir Putin to remain in power into his eighties.

May would see a giant military parade, marking the 75th anniversary of Victory Day.

The new mood here is one of nervous uncertainty.

For now, both vote and parade are still officially on and Mr Putin is conveying an image of calm in turbulent times.

He's declared the outbreak of Covid-19 "under control" in Russia thanks to its "timely" measures, while state media coverage has slammed Europe for "mismanaging" the pandemic and highlighted a "failure of EU solidarity".

So as European leaders focused on quarantine and crisis, President Putin headed for Crimea to celebrate six years since Russia annexed the territory from Ukraine.

It's a deliberate show of business as usual: the president out and about, meeting crowds and shaking hands not "social-distancing".

But it is a show.

Everyone who comes into close contact with President Putin is now being tested in advance for coronavirus.

What Putin's plans mean for Russia
Those screened include all the men getting medals pinned to their chest by in Crimea this week, as well as Kremlin staff and accredited journalists. A few weeks ago, they just got temperature checks.

"We consider this a justified step so the president can continue his work with confidence," his spokesman, Dmitry Peskov told the BBC.

Vladimir Putin himself has not been tested.

"He has no symptoms, and - touch wood - feels great and continues his work according to schedule," Mr Peskov explained.

But the infection rate in Russia has begun to escalate even according to official figures, which some suspect are being massaged.

So despite President Putin's characterisation of Covid-19 as something imported, a "foreign threat", protective measures are increasing.

They include everything from border and school closures to a ban on mass gatherings.

But there's no all-out order to stay at home and on Friday the Kremlin insisted that a lockdown for Moscow "is not being discussed at all".

Many suspect the reticence is directly connected to the constitutional vote and a desire to secure Mr Putin's route to re-election as soon as possible.

That process has moved so mysteriously fast from the very start it's been dubbed a "special operation".

Opposition leader Alexei Navalny has warned that holding the vote, bringing pensioners out en masse, mid-pandemic would be "criminal" and officials have stressed that it might yet be postponed for safety, or moved online.

But on Friday, Russia's electoral commission revealed plans simply to spread the ballot over a week to limit crowds.

"There is great desire to conduct this vote, not to shelve it," political analyst Konstantin Kalachev told Nezavisimaya Gazeta, suggesting that officials still hope "everything will blow over" and Russia will be spared the worst.

For some, that approach to the epidemic more broadly is reassuring. There's a popular saying here that the less you know, the better you sleep.

"We don't want to hear more, it's frightening," Ksenia, an ice cream seller in a Moscow suburb explained. "We know we have to wash our hands and not go out too much, but people are already buying up everything in the shops and it's scary," she said.

But just a few miles from her kiosk, a symbol of the latest crisis to hit Russia - and much of the world - is growing every day. A brand new temporary hospital is being built at high speed to care for up to 500 patients with coronavirus.

Elsewhere, the defence ministry reports it's conducted emergency drills for virus control and all Russian regions have been put on high alert.

The vote to prolong Vladimir Putin's stay in power, though, is still on course for April 22.

(CNN)Actor Daniel Dae Kim says he's been diagnosed with coronavirus, which he believes he contracted while in New York City filming the television series "New Amsterdam."

In a 10-minute video posted to his Instagram page, Kim, known for his roles on "Lost" and "Hawaii 5-0," said he developed a scratchy throat while flying back to Hawaii to be with his family after filming on the series was halted due to the pandemic.

CNN has reached out to NBC for comment.

Once back in Hawaii, Kim says self quarantined and began showing other symptoms, like chest tightness, body aches and a fever.

His doctor recommended he get tested for coronavirus, which he did at a drive-thru testing center in Honolulu.

He said he self isolated from his family during this time, and since arriving back in Hawaii, he only left his house to go to the testing center.

He was never hospitalized and treated his symptoms with medicine, rest and liquids, he said.

"Today, even though I'm not 100%, I'm pretty close," he said.

Kim had been cast in a recurring role "New Amsterdam" earlier this month. He was set to play a trauma surgeon and be introduced in an episode that had the characters on the medical drama dealing with a flu pandemic.

Kim says while his case was not "a matter of life and death" he urged others to practice self distancing and follow other guidelines.

"If you treat this without care you are potentially endangering the lives of millions of people, including your loved ones," he said.

He praised medical workers, grocery store employees and others whose jobs have put them at risk for contracting the virus, and apologized to those who came in contact with during his own incubation period.

He also called for an end to xenophobic behavior that the pandemic has caused, calling such actions "cowardly" and "inexcusable."

"Yes, I'm Asian. And yes, I have coronavirus, but I did not get it in China. I got it in America -- in New York City," he said. "Despite what certain political leaders want to call it, I don't consider the place where it's from as important as the people who are sick and dying."

He added: "I'm grateful to be alive and healthy. It gives me hope that through our collective efforts we can beat this thing and flatten the curve."

Kim said he would provide updates "as necessary."

"But in the meantime please be safe, please be healthy and please be kind to one another," he said. "And please stop hoarding the toilet paper. Seriously. How dirty are you down there?"

London's Tube network is closing dozens of stations and limiting its service from Thursday, as people in the British capital brace for a possible coronaviruslockdown in the coming days.

Up to 40 stations have been shut across London and the night tube service will be suspended at weekends, Transport for London has announced.

The order comes as the city's mayor Sadiq Khan urged Londoners not to travel unless it is essential to do so.

"Londoners should be avoiding social interaction unless absolutely necessary, and that means they should be avoiding using the transport network unless absolutely necessary."

London, by far the UK's busiest city, has been the worst-hit part of the country during the coronavirus pandemic. Of the 2,626 confirmed cases in the country, nearly 1,000 have been in London -- but health officials admit that the true number of people infected but not tested is likely far higher.

The Waterloo and City line, which runs between Waterloo and Bank stations, will also be suspended from Friday.

The Tube closures are intended to allow the city's "critical" workers, including hospital staff, to make essential journeys, TfL said.

But the measure highlights the severity of the situation in Britain's capital. London's famous subway system -- the oldest in the world -- is used by around 2 million people every day, and has not seen extended mass closures since the the 7/7 terror attacks in 2005 shut down parts of the service for almost a month.

"London will get through these extraordinarily challenging times, and ensuring the capital's critical workers can move around the city will be crucial," Khan said.

On Wednesday multiple sources told CNN that the UK government is considering a partial lockdown in London, amid concerns that residents in the capital are not heeding official advice to stay at home.

A handful of commuters during London's usually busy rush hour on Wednesday.

Discussions have been held in Downing Street about restricting travel in and out of the city, including shutting down parts of the capital's public transport network, and about how those measures would be enforced, the sources said.

Asked at the UK government's daily coronavirus press conference on Wednesday about whether London would see further legal restrictions, Johnson said: "We live in land of liberty, as you know, and it's one of the great features of our lives we don't tend to impose those sorts of restrictions on people in this country."

"But I have to tell you we will rule nothing out and we will certainly wish to consider bringing forward further and faster measures where that is necessary," he added.

Tens of thousands of people gathered in Bangladesh for a mass prayer session on Wednesday, amid fears that it could lead to a wider outbreak.

Local police chief Tota Miah told AFP news agency that 10,000 Muslims had gathered in Raipur town to pray "healing verses" from the Koran.

But some eyewitnesses told the BBC the figure was closer to 30,000.

It comes as a religious event in Malaysia was confirmed as the source of more than 500 local infections there.

The event, which was attended by 16,000 people, has also led to infections in neighbouring Brunei, Singapore and Cambodia.

Malaysia's government later banned all public gatherings in the country and locked down its borders to prevent the further spread of the virus.

A similar mass religious gathering in Indonesia, due to be held later this week, has now been cancelled for fear that a similar outbreak could take place.

Prayer and protection
The religious event at Raipur in Lakshmipur district came as Bangladesh confirmed its first death due to the virus.

Some 17 people in the country have tested positive so far, although many experts are sceptical over the official figures.

Mr Miah said organisers did not get permission from the authorities to hold the event - though such local gatherings in Bangladesh often do not rely on getting official permits.

BBC Bengali's correspondent Akbar Hossain spoke to locals who said the event was organised by a religious leader who held a certain amount of "influence" in the small town.

He urged people to join him in praying for protection from the virus, and after the event, told people that they would now be "free from the coronavirus".

Our correspondent says that the southern part of Bangladesh is more religious, with people there "passionately believing that Islamic sermons and prayer are able to solve their problems".

According to the Dhaka Tribune newspaper, the prayers performed were that of the Six Quranic Verses of Healing.

Mass outbreak fears
In Indonesia, a mass religious gathering due to be held over three days, 19-22 March, has been cancelled.

Authorities had for days tried to persuade organisers not to go ahead with the event, for fear that it would lead to a mass outbreak in cases.

On Thursday, organisers finally agreed to cancel, but by that time, around 10,000 people - 474 of them people from abroad - had already made their way to Gowa, a regency in the Indonesian province of South Sulawesi, for the event.

Provincial authorities told local media outlets that there were plans to "quarantine" foreign nationals in local hotels for 14 days. They also said they were reaching out to officials in other provinces to make sure the local participants would be quarantined upon their return home.

None of the participants have so far been confirmed to have the virus, but the country now has a national total of 309 confirmed cases, with 25 deaths.

On Monday, while in the Aso Rock Villa, Governor Babajide Sanwo-Olu of Lagos State tweeted photos of himself and the President, Major General Muhammadu Buhari (retd.), perusing still images from the Abule Ado explosion. Vexed by the scene, many Nigerians responded that Buhari should have visited the explosion site and not be served photos from a distance.

They are right, of course. Any disaster, natural or man-made, that – as of the time of writing – claimed 20 Nigerian lives, injured many more and destroyed over 100 buildings, deserves to be treated with gravitas.


On this one though, I will cut Buhari some slack for not rushing down to Abule Ado. It is a norm for a leader to visit the Ground Zero of a disaster, but this time, it would not have served any practical purposes for either the victims or rescue operators. Presidential visits, any day in Nigeria, are a nuisance because they involve a considerable logistical arrangement. Lagos would have had to divert resources needed for the victims to prepare for Buhari’s visit and his physical presence would not have made much difference.


This, however, does not absolve him of the leadership responsibility to show up at crucial moments. Even from a distance, he could have displayed genuine concern. In an age where technological devices have collapsed time and space, he could have made a conference call to the victims. He could have sympathised with their situation and explained that he chose not to travel to Abule Ado because he did not want to interfere with rescue operations. He could have sent select officials from his staff whose visit would have been less intrusive in Lagos’ daily gridlock life.


He could also have used the opportunity to inform everyone that he had taken a briefing from Sanwo-Olu on post-disaster efforts and announce plans to support Lagos. He could have shown care and concern for the victims of the Abule Ado tragedy and yes, he could have done all of that from the precinct of Aso Rock Villa.

In the photographs of Buhari skimming the black and white photographs that Sanwo-Olu was showing him, he was immaculately arrayed in white agbada. His spotless appearance seemingly demonstrated that he would not be touched by the many messes of Nigeria’s situation. He could not even bring himself to display sympathy for the victims of the tragedy, while Sanwo-Olu showed him the stills from the disaster.


Nigeria has been in many difficult situations lately and you get the feeling that the country’s administrators are bored with her recurrent problems. From gas explosions, banditry, fundamentalism, communal violence, to diseases, we cannot seem to catch a break and those invested with power to deal with such situations can no longer summon empathy.

The EU has taken drastic action to attempt to slow the spread of COVID-19, effectively shutting borders to non-citizens. Germany will stop taking in refugees, including thousands stranded at the Turkish-Greek border.

Germany put on hold a refugee pact with Turkey and will no longer accept refugees from any country, as the EU effectively shuts its borders to non-EU citizens to curb the spread of coronavirus, the interior ministry announced on Wednesday.

The so-called resettlement program between Turkey and Germany will be put on hold indefinitely. Thousands of migrants have been gathered at the Turkey-EU border since February when Turkish President Recep Tayyip Erdogan announced the border was open.

The programs have been halted owing to "restrictions on travel" because of the global COVID-19 pandemic, a government spokesman told the Funke media group. The programs will resume "when possible."

Under the program, Germany has accepted around 5,000 refugees since 2012.

The announcement comes a day after German Chancellor Angela Merkel insisted that a separate EU-Turkey refugee deal, under which Germany pays Turkey to host refugees, was still intact.

Fear of coronavirus outbreak at Greek migrant camp grows

For thousands of refugees living in unsanitary conditions in camps in Turkey and Greece, the outcome of a coronavirus outbreak could be disastrous, humanitarian groups warned.

More than 40,000 refugees are currently spread among five camps on Greek islands, according to Oxfam.

"People fleeing war and persecution are trapped in Greece without sufficient food, clean water or healthcare," the charity wrote on Twitter.

The basics of a "shelter-in-place" order during the coronavirus pandemic are fairly clear: Stay at home.

But as cities, states and the federal government take increasingly aggressive moves to stop the spread of the novel coronavirus, the precise details of a "shelter-in-place" order and its many exceptions for "essential activities" may soon become familiar to millions of Americans across the country.

Already, nearly 7 million people living in a wide swath of Northern California are under a "shelter-in-place" order, which began Monday night.


And Tuesday, New York Mayor Bill de Blasio urged New Yorkers to prepare for the possibility that there could be a shelter-in-place order within the next two days. Whether that actually happens remains unclear, though. Gov. Andrew Cuomo, whose approval would be required for such a move, has repeatedly downplayed such a move.

A growing number of countries have also imposed lockdowns that effectively shut down public life, but the details of such lockdowns vary dramatically. For example, Italy banned all public gatherings and set a 6 p.m. curfew but allowed travel for work or health reasons, while in China, millions of residents are restricted from even going to shop for groceries.

What exactly is "essential?"
The "shelter-in-place" order that San Francisco adopted has fairly large exemptions for health, work, food and even exercise.

There, city officials ordered residents to remain in place at their homes except for essential activities, essential business, and essential government functions, including:

Tasks essential to maintain health and safety, such as obtaining medicine or seeing a doctor.
Getting necessary services or supplies for themselves or their family or household members, such as getting food and supplies, pet food and supplies necessary for staying at home.
Engaging in outdoor activity, such as walking, hiking or running provided that they maintain at least 6 feet of social distancing.
Caring for a family member in another household.
Caring for elderly, minors, dependents, people with disabilities or other vulnerable persons.
The shelter-in-place order also does not apply to those going to work in an essential business or essential government function. That includes:

Health care operations, including home health workers.
Essential Infrastructure, including construction of housing and operation of public transportation and utilities.
Grocery stores, farmers' markets, food banks, convenience stores.
Businesses that provide necessities of life for economically disadvantaged individuals and shelter facilities.
Pharmacies, health care supply stores and health care facilities.
Gas stations and auto repair facilities.
Banks.
Garbage collection.
Hardware stores, plumbers, electricians and other service providers necessary to maintain the safety, sanitation and essential operation of residences and other essential businesses.
Educational institutions, for the purposes of facilitating distance learning.
Laundromats, dry cleaners and laundry service providers.
Businesses that ship or deliver groceries, food and goods directly to residences.
Child care facilities providing services that enable essential employees to go to work.
Roles required for any essential business to "maintain basic operations," which include security, payroll and similar activities.
The Northern California shelter-in-place order applied to San Francisco and Berkeley as well as residents in San Mateo, Santa Clara, Marin, Alameda, and Contra Costa counties, per the order from health officers of those jurisdictions.

"We must move aggressively and immediately," San Jose Mayor Sam Liccardo said at a news conference announcing the order. "The time for half measures is over. History will not forgive us for waiting an hour more."

Which countries have travel bans?

The European Union: European leaders have banned non-essential travel to the EU for 30 days.

United States: US-Canada border crossing limits are expected. Travel from the UK and Ireland suspended as well as the 26 countries in Europe's the Schengen Area free movement zone. Travelers from China and Iran in the last 14 days are also not allowed to enter.

Australia: Australia requires "all people" arriving in the country to self-quarantine for 14 days. Travelers who have been in China, Iran, South Korea or Italy in the last 14 days are not allowed to enter or transit for 14 days.

Cambodia: A ban on foreign nationals arriving from Italy, Germany, Spain, France and the US for 30 days from March 17.

Canada: Entry is denied to people who are not Canadian citizens, US citizens or permanent residents. US-Canada border crossing limits are expected.

Cape Verde: From March 17 a three-week suspension of all incoming flights from Portugal and all EU countries affected by the pandemic, and from the US, Brazil, Senegal and Nigeria.

China: All international arrivals to Beijing must undergo a mandatory 14-day quarantine at designated facilities and at their own cost. Arrivals from Iran, Italy, Japan or Korea and traveling to Beijing, Guangzhou or Shanghai are subject to quarantine for 14 days. Shanghai has listed 12 countries from which arriving travelers will be quarantined for 14 days.

Colombia: Entry denied to people who are not Colombian citizens, permanent residents or diplomats.

Czech Republic: Visitors from China, South Korea, Iran, Italy, Spain, Austria, Germany, Switzerland, Sweden, UK, Norway, Denmark and France, will be banned. Outbound travel to high-risk countries is also banned.

Egypt: Flights in and out of Egyptian airports suspended for two weeks starting March 19.

Germany: Shut its borders with Austria, Switzerland, France, Luxembourg and Denmark. Goods and commuters will be exempt from the ban.

The danger and extent of the COVID-19 outbreak is now universally accepted. But how to deal with it remains the subject of much debate -- among heads of state, governors, mayors and at every kitchen table in much of the world.

While France and other countries in Europe have gone fully on lockdown, the US government has only issued guidelines. At a news conference Tuesday, President Donald Trump and his team of professionals implored Americans to follow them. But states and cities have been left to figure out their own rules, creating a vast patchwork of disruption.
Shelter in place -- Seven million Californians have been asked to shelter in place in the Bay Area. That means San Francisco is basically out of commission, while Los Angeles is operating under different procedures. Here's how things looked on the first day.
What does "shelter in place" even mean? -- San Francisco Mayor London Breed said on CNN this afternoon that doesn't mean you can't walk your dog. You can exercise. Just please, she said, as much as you're able, be inside and not near other people. The bus system is still open there. The grocery stores are still open.
"We don't want people to feel like prisoners in their own home," she said.
"We don't want people to feel like prisoners in their own home," she said.

She said most people are playing along.

New York is also considering a shelter in place order. But other major cities seem very far from that.

Forced isolation -- A guy in Kentucky who was diagnosed with COVID-19 discharged himself from the hospital and refused to respect a quarantine. Police surrounded his house and will be checking in on him. (He's now cooperating.)

How long? -- Top US infectious disease expert Anthony Fauci said we won't know for weeks if all this is working. Behind that is the fact that we don't know if it WILL work. Another question: Who decides when we've all had enough?

There's still an election coming --Some states have postponed primaries, including Ohio -- at the last minute. Other Americans voted Tuesday, in Florida, Illinois and Arizona. Watch returns on CNNor online here tonight.

Plenty of ambiguity

Even within the White House guidelines, there is some contradiction and the need for interpretation.

-- Gatherings larger than 10 are discouraged.

-- Work from home is encouraged.

-- Schooling should be conducted at home.

What caused the swift change in demeanor by the US and UK governments is the prediction in a report by British epidemiologists that without stricter isolation, mass deaths -- perhaps more than a million -- could occur in the US.

The latest CNN count: 5,300+ cases and 100+ deaths in all 50 states.

Case study: What should we do?

The home where this newsletter was written is starting to feel very small.

There are three kids home from school. There are two adults working from home.

The kids did some lessons during the morning.

We went to the grocery store and bought flour. (There were, however, no eggs.)

The library is still open.

The kids rode their scooters around the block over and over and over.

I sent them to the playground.

They were never around 10 or more people.

But some neighbors aren't allowing their kids near the playground.

Government plans massive stimulus. It might not be enough

Markets rebounded from their free fall Monday. But the economy will clearly be absorbing this for a while.

Tax payment delay -- Treasury Secretary Steven Mnuchin announced that most Americans -- anyone making less than $1 million or companies making less than $10 million -- will get an extra 90 days to pay their taxes with no penalty.

But he asked that people who can file returns and pay do so, to help the government pay refunds to people who need them.

$1,000 checks? -- Trump said he wants stimulus checks in the mail within two weeks.

That seems ambitious, since even the much smaller stimulus with new sick-leave rules passed by House Democrats last week had to be pared down today to get the backing of Senate Republicans. They'll still, according to Mitch McConnell, have to "gag" to pass it.

Mnuchin is pitching Republicans on a $1 trillion proposal. CNN's Jeremy Diamond reports that Mnuchin warned senators Tuesday that if they don't take action, the US could see unemployment of 20%.

Something substantial -- McConnell did pledge that senators wouldn't leave town till they passed something substantial. He would NOT say what it will be. But he has deputized Republican senators to start drafting something. He clearly wants to be more in the driver seat this time rather than have Republican senators accept what House Democrats give them.

The airline industry wants $50 billion to bail it out. That's substantial.

A former employee at a care home for disabled people admitted to killing 19 patients in one of postwar Japan's worst mass killings. The attack shocked the country and sparked a debate about the stigma the disabled face.

A court in Japan on Monday sentenced a man to death by hanging for the murder of 19 people at a care center for disabled people.

During the trial, Satoshi Uematsu did not deny carying out the killings and said he had "no regrets." His lawyers had entered a not guilty plea. They argued he was suffering from a "mental disorder" due to drug use.

Details of the verdict

However, presiding judge Kiyoshi Aonuma ruled the defendant was mentally competent and that there was "no room for leniency."

"The lives of 19 people were taken away. This is profoundly grave," he told the court. "We considered the accused didn't have a previous record and we made a careful consideration, but we demand the death penalty."

Before the verdict, Uematsu had said he would not appeal.

What happened in the attack?

The 30 year-old once worked at a care center for people with mental disablities southwest of Tokyo. 

Uematsu admitted stabbing to death 19 disabled people and injuring 24 others at the Yamayuri-en residential buildings in July 2016. Many of the victims were killed as they slept.

He reportedly told the court the victims were "a burden to society" and killing them would be good for society.

The attack was one of the deadliest in Japan since World War II.
