Making payment is a service and you can refuse to offer your service if condition warrants it. it's different from making a sale, if she sold the dollar on a particular day and collected payment same day, then didn't deliver it on that day, then maybe the scenario you're painting could be valid but she actually delivered it.
Oga Dragnet, you are right...in some assertions: yeah she did offer a service but in offering that service, she also did something else: she sold dollar, cos she woulda quoted a rate of naira to dollar ratio. When the transaction was declined and she eventually felt the whahala was too much, she needed to have worked out a solution satisfactory to both her and the client...like I have said in time past, communication is key.

she obviously gave you a reason why she couldn't make the payment for you anymore and also showed you some proof to back up her claim, either the reason is genuine or not that's a different story entirely, your assertion may not hold water in a law court.
...reason she gave was she was experiencing too many declines and besides she needed the funds for personal use (paraphrasing) that ain't good enuf and definitely not businesslike. One shouldn't mix one's personal needs with business...in as much as one's personality would dictate one's preference and attitude, the business and personal life should be compartmentalized.

@Justijesu: Often times on NL, when peeps who don't know you or have transacted with you asks for who fit vouch for you, I've always responded with: if justi is not genuine then no one on NL is...this despite the fact you and I have never transacted any business. But integrity alone ain't enough. Relationship is everything, even in business. Communication is key. Yes, if person 1transact business, let them come and talk straight 'bout bizness not asking you what you ate for breakfast; I totally agree...but wetin happen in dis case transcends that.

What you did is like what GTB used to do and we all they complain: refunding naira at the rate a declined transaction was done days after when dollar rate has gone up, and doing prevailing rate when dollar don drop, thereby always short changing us. If the case was reversed and na you be Janine, can you honestly and conscientiously come here and tell us you wouldn't have had issues with refunding naira at a rate lower than the prevailing rate?

As a business person, profit is important yes, but we don't always get that all the time. But you can always mitigate losses and strive for a win-win situation. I sometimes tell peeps that it's possible to be selfish, yet still have everyone benefit e.g dollar rate don go up and you eyed the profit in 'selling' those funds (let's all call a dog by its name abeg) now you could have been selfish and told Janine, come na naira I go refund o, but I go give you additional 10/15 naira per dollar, you 'sell' the fund give the promised 10/15 per dollar, and you pocket 20/25 naira on every dollar (depending on what the transaction rate was when the deal was sealed and the rate when the funds were refunded). If you had done dat, Janine wouldn't have come here to cast aspersions on your person (and subtly accuse you of scamming her, which let's face it, is what you actually did shocked grin undecided tongue) but to sing your praise and write glowing recommendations worthy of Nobel prize.

How certain are you that the Pakistani dude is not klog or an accomplice of his? He should have reported to payoneer and not contact you...he played on your emotional intelligence with all the stories of what he wanted to do with the money. If he told payoneer he has been in touch with you and he is sure you were a victim, they wouldn't have closed your account.

Have you asked him to help plead your case with payoneer? If no, ask him.
