Politics › Afenifere, Ohaneze, NEF, Others Slam Buhari Over Anti-Rule Of Law Comment by BeeBeeOoh(op): 8:31am On Aug 31, 2018
...Buhari now re-writing constitution - Clark

...We must make this country great - Abdullahi

...Wanting to change constitution a punishable offence - Adebanjo

Some elder statesmen under the auspices of Nigerian Elders and Leaders, on Thursday expressed anger over a statement by President Muhammadu Buhari that his administration would continue to place national security and interests above the rule of law.

The elders, who were drawn from the Yoruba socio-cultural group, Afenifere, Pan Niger Delta Forum, Middle Belt Forum, Northern Elders Forum, and Ohanaeze Ndigbo, described the President’s position as “an attempt to rewrite the constitution and a calculated assault on constitutional governance, the rule of law and democracy.”

The elder statesmen who included the PANDEF leader, Chief Edwin Clark, Yoruba leaders, Chief Ayo Adebanjo, Chief Olu Falae, and Chief Cornelius Adebayo, Northern Elders Forum Chairman, Prof. Ango Abdulahi, a former governor of old Anambra State, and Chief Chukwuemeka Ezeife, said this at the second Summit of Nigerian Elders and Leaders on ‘the State of Democracy, the Economy and National Security’ in Abuja.

Other participants at the summit included Air Commodore Dan Suleiman (retd.), President, Middle-Belt Forum, Dr. Bitrus Pogu, and Afenifere spokesman, Mr. Yinka Odumakin.

Buhari had in an address at the commencement of the 2018 Annual General Conference of the Nigerian Bar Association last Sunday said that his administration would continue to place the nation’s security and national interest above the rule of law.

But the elders said they would resist any impunity from the Federal Government.

Addressing the summit, Clark said, “He (Buhari) is now rewriting the constitution; I think we have to remind our President that he did not stage a coup to become the president and he should know that we are guided by the law.

“Buhari is taking steps each day to silence the opposition. We will not accept this impunity. We must take serious steps to let Buhari know that he is taking wrong steps,” the elder statesmen submitted.

The group vowed to continue to oppose the President on issues that were against the rule of law, insisting that he should withdraw his statement.

“I want to reassure you that no one can intimidate us from discussing the progress of this country. At 91, I am old and I do not need anything from anybody. So we will be free to speak our minds, provided it is in the interest of this country,” Clark stated.

Abdullahi in his comment said NEF was concerned about the survival of the nation, adding that it would continue to condemn unwholesome conduct of politicians.

“For us in the northern region, we want to assure our colleagues from other parts of the country that we are determined that this country must survive. We do not have reasons why this country should not develop.

“We must make this country great. We must condemn the behaviour of some politicians who are bent on destroying this country. We must be able to stand on behalf of our people and to make sure that they survive,” he said.

Adebanjo flayed the President’s remarks, adding that it showed how desperate he was, noting that Buhari’s position showed that the people were not safe.

He said, “The man who we are criticising is not taking it easy. If things go this way, we all are not safe. It shows how desperate Buhari has become now.

“Buhari’s decision will not work, the President should withdraw that statement. It is a punishable offence to want to change the constitution of this country.”

Recalling his ordeal, Adebanjo said Buhari jailed him when he was 68 years old, stressing that the elders would oppose him until he left the office.

“Buhari is incompetent. We must be alert and tell Buhari that he cannot rewrite the constitution. If the people here cannot save the country, nobody can save the country,” Adebanjo noted.

…N22.5m for guber, N8.5m for Senate

...NEC rejects proposals

...Party adopts direct primary for presidency, leaves others open

The National Working Committee (NWC) of the All Progressives Congress (APC) has proposed N55 million for the nomination and expression of interest forms for its presidential ticket. Also, the national leadership of the ruling party proposed N22.5 million for its governorship ticket. However, the National Executive Committee (NEC) of the party has rejected the proposals, as the NWC was asked to go and review the proposition downward. In the proposal, the nomination form for the presidency costs N50 million, while the expression of interest form goes for N5 million. For the governorship ticket of the party, the nomination fee costs N20 million, while the expression of interest form cost N2.5 million. Also, other nomination and expression of interest forms for elective offices were reviewed upward.

For the Senate, the party proposed N7.5 million for nomination form and N1 million for expression of interest form whereas the nomination form was bought for N3 million and expression of interest form for N300,000 in 2014. In the proposal, the party’s NWC recommended N3.5 million for the nomination form and N350,000 for expression of interest form for the House of Representatives. In 2014, aspirants purchased same for N2 million and N200,000 respectively. For House of Assembly, the NWC proposed N1 million for nomination form and N100,000 for expression of interest form unlike in 2014 when the forms were bought for N500,000 and N50,000 respectively. In 2014, the nomination and expression of interest forms for the presidential ticket was N27.5 million, while that of governorship was N5.5 million. Speaking with journalists after the 6th NEC meeting in Abuja yesterday, Governor Simon Lalong of Plateau said that the NWC was asked to go and review the fee downward. Lalong also said the APC has adopted direct primary for the selection of its presidential candidate for the 2019 election. The party also opted for a flexible method for the conduct of its primaries for the states for the selection of its governorship, senatorial and other elective positions.

These were the positions of the party after NEC. President Muhammadu Buhari, so far, is the only aspirant that has signified interest in the party’s presidential ticket. The direct primary is likely to be a mere formality for President Muhammadu Buhari on September 19. Briefing journalists after the meeting, Governor Simon Lalong of Plateau state, said that the NEC resolved that the National Working Committee (NWC) should fix the cost of the nomination forms. The meeting, that started by 11:20a.m. when President Muhammdu Buhari arrived, ended at 3:30p.m. The President left midway into the meeting, leaving the Vice President, Prof. Yemi Osinbajo behind.

The governor stated that the N21 million proposed by the NWC for the nomination forms was not agreed to by all NEC members, as the NWC members were asked to go back and review the opinion of NEC on the matter. Lalong said: “About two or three things were discussed. First, the document on the guidelines for the election; the mode of elections and, of course, the mode of funding and the necessity for unity within the party after the gale of defections. “On the issue of defection, the party unanimously agreed that it was not affected us much, but has tightened the party more. “On the mode of election, we all agreed that for presidential election, we are going for direct primaries, but for other elections, there are two options. But the general option is that we go for indirect primary

. “But any state that has a problem and wants to deviate from that is at liberty to write following the normal process with a resolution from their state executive seeking approval for a deviation from the agreed process. “In the sequence of election, it was directed back to the NWC to look at the comments that were made and within those comments, address them in line with the Electoral Act and bring out a timetable for the sequence of election. The NEC has been given that power.” Lalong added: “On the issue of funding, a standing Committee was set to look at the proper funding for party generally.

The constitution of the party provides for either direct or indirect primaries or consensus. But for the presidential election, we all agreed to adopt the direct option. “Also, a recommendation was made by NWC which was accepted that all the states should adopt the indirect mode of election. But there may be circumstances where it may be difficult in some of the states, looking at their peculiarities. “If there are such difficulties, the state will now apply following due process after their stakeholders’ agreement, signed and adopted by simple majority of the party and the state executive, which will now be sent to the NWC for approval.”

On automatic ticket for governors and legislators, he said: “We didn’t discuss the issue of automatic ticket. But we discussed that patriotic and loyal members should be rewarded, but not necessarily with automatic tickets. “Some of our senators who are patriotic who were supposed to be taken away were all kept. We asked all the states to look at it and we find a way to reward them. But for the election, the option is given to everybody to face election. So, there was nothing like automatic ticket for anybody. “We debated the cost of nomination and left it to the NWC to take into consideration some of the views expressed and come out with a reasonable figure. Any figure they bring out will be acceptable and we don’t need to come back to NEC to ratify it.” In attendance at the meeting were the Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, state governors, National Assembly members, NWC and NEC members.

Politics › "APC Won't Miss Migrant And Rolling Stone Politicians" - Oshiomhole Says by BeeBeeOoh(op):
National Chairman of the All Progressives Congress, Adams Oshiomhole, has said the party would not miss politicians who have perfected the art of migrating from one party to another with each election season.

Describing them as ‘migrant’ and ‘rolling stone’ politicians, the party chairman said this in his opening remarks at the National Executive Council meeting of the party holding at its National Secretariat, Abuja.

According to him, when he took over as national chairman, he initiated peace moves to assuage the feelings of those who had genuine grievances that he felt the party could address.

He, however, said, “But those who were determined to leave, not on account of what anybody has done wrong against them, but on account of an ambition they believe they cannot realise on our platform, even though they were not denied the opportunity to try out that ambition, but perhaps because they could read like an oracle what the future would be, particularly as people have contested before when we didn’t have any incumbent.

“Those who had dollars gave; those who had nails gave and Mr. President said I don’t have, but even if I have, I won’t give, but will offer honest leadership. At the end, the President won, but the victory did not purge those with that ambition and they were determined that they must contest and they were free to do that.

“I had thought that by the provisions in our party constitution, they had the right to contest and that right was not going to be denied them. But reflecting on what has happened in the past and reading the minds of party members and leaders, they came to the conclusion that the only way they can realise their ambition was to relocate and they relocated.”

He further said, “For distant observers, they think that this is a huge blow to our party. I made a comment which seems to have been misunderstood in some quarters, when I said that if some individuals of no particular fixed political address decide to leave, I will not lose my sleep.

“I speak of no particular fixed address because if you have a history of moving every season from one political party to the other with one constant thing in mind — to contest — now, what is your political address? So, for people like that who are migrant politicians, rolling stone politicians, I am not able to identify their political address and therefore, I refuse to miss my sleep.”

Oshiomhole stressed that some misconstrued his comments to mean arrogance, but that all he did was to be blunt, noting that there was little, if anything, he could do about people who felt they must contest and win every election and if they don’t, they take their loyalty elsewhere.

He assured party members, especially legislators who have genuine cases of unfair treatment, that the party would do what is right to ensure that justice is done.

The party chairman expressed delight that President Muhammdu Buhari has not disappointed Nigerians since he took over the saddle of leadership in 2015.

He also noted that since the president took over, the APC has won most of the elections it had contested in various states, the latest being in Ekiti State which, before APC’s victory, was a stronghold of the opposition Peoples Democratic Party.

Politics › "Rulers Who Tried To Annul The Rule Of Law Paid Heavily" - Soyinka Tells Buhari by BeeBeeOoh(op):
Wole Soyinka, Nobel laureate, says those who tried to alter the rule of law paid heavily for this.

The literary scholar said this in response to President Muhammadu Buhari’s position that “national security” is superior to the the rule of law.

Buhari said this at the 2018 annual conference of the Nigerian Bar Association (NBA) in Abuja.

But Soyinka disagreed, recalling human rights record of the Buhari military regime.

“Here we go again! At his first coming, it was “I intend to tamper with Freedom of the Press”, and Buhari did proceed to suit action to the words, sending two journalists – Irabor and Thompson – to prison as a reward for their professional integrity,” he said in an article.

“Now, a vague, vaporous, but commodious concept dubbed “national interest” is being trotted out as alibi for flouting the decisions of the Nigerian judiciary. President Buhari has obviously given deep thought to his travails under a military dictatorship, and concluded that his incarceration was also in the “national interest”.

“The timing is perfect, and we have cause to be thankful for the advance warning, since not all rulers actually make a declaration of intent, but simply proceed to degrade the authority of the law as part of the routine business of governance. We have been there before. It should be of mere interest, not despondency, that this latest proclamation of dictatorial recidivism has also been made before an assembly of officers of the law, the Nigerian Bar Association. We expect a robust response from the NBA as part of its conclusions.

“There is no short cut to democracy. The history of law, even where uncodified, is as old as humanity. Numerous rulers have tried again and again to annul that institution. Sometimes, they appear to succeed, but in the end, they pay heavy forfeit. So does society. The Rule of Law however outlasts all subverters, however seemingly powerful. If the consequences for society in defence of the Rule of Law were not so costly, any new attempt would be merely banal and boring, hardly deserving of attention. We know, historically, where it will all end.”
