Politics › Economic Challenge:A Blessing In Disguise,time To Show Leadership Courage-Saraki by BeeBeeOoh(op): 11:19am On Mar 01, 2016
By Henry Umoru & Joseph Erunke

ABUJA- AMIDST the present dwindling economy in the country, a team of consultants under the auspices of the Department for International Development (DFID) told the Senate yesterday that if Nigeria must be an economic destination where it would be friendly and attractive to investors, it must amend or repeal 54 of its existing laws. According to the team of experts sponsored by the DFID, besides the 54 laws that were reviewed, they also did what they described as comprehensive analysis of 50 other bills pending before the two chambers of the National Assembly.

Meanwhile, President of the Senate, Senator Bukola Saraki has said that the present economic challenge Nigeria was contending with, should be seen as a blessing in disguise, just as he said that the situation presents an opportunity for Nigeria leaders to show leadership, courage and ingenuity. The experts spoke while presenting the 168 page report titled “Comprehensive Review of the Institutional Regulatory, Legislative and Associated Instruments Affecting Businesses in Nigeria.”

Speaking for them, leader of the team, Prof. Paul Idornigie stressed that the priority rating list would help the legislature to focus on some areas that require urgent intervention and recommended nine bills that if passed into law in the life of the 8th National Assembly, it would have been deemed to have comprehensively reformed the business environment.

According to the experts, the bills recommended as requiring urgent attention include the Federal Competition and Consumer Protection Bill 2015; Federal Roads Authority Bill 2015; National Inland Waterways Authority Bill 2015; National Roads Funds Bill 2015; National Transport Commission 2015; Nigerian Ports and Harbours Authority Bill 2015; Nigeria Postal Commission Bill 2015 and Nigeria Railway Authority Bill 2015.

The team which also recommended for the establishment of a Federal Legislative Clearing House that would be saddled with the responsibility of scrutinizing and reviewing bills before they were presented to the respective legislative chambers for first reading, said, “One principle we believe the National Assembly in considering the bills before it is the need to avoid the setting up of multiple agencies with overlapping or competing mandates. Consequently, there is need to follow a cost benefit approach in deciding when and where a new agency is required.” In 2016, Nigeria is ranked 169 out of 189 economies in the World Bank Doing Business Report.

Speaking further, Senator Bukola Saraki who urged Nigeria as a country to use the present economic situation to set the stage for a post-oil era in which the private sector would steer the ship of the economy while government provides the enabling environment, said, “The National Assembly through the our legislative agenda seized on the moment to chart a new course for the nation’s economy. The legislative agenda we have adopted is one framed largely around good governance, accountability, opening up of the economy for greater investment, ease of doing business and security of lives and property.”

According to Senate President Saraki, the 8th National Assembly would give priority to the amendment of obsolete laws and since some of the affected laws require constitutional amendment, the planned process would be expedited to ensure that all stakeholders concerned make the changes happen as soon as possible.

Saraki said that the Senate would collaborate with the private sectors, development partners, professional groups like the Nigeria Bar Association (NBA) as well as the academia in the on-going process to review laws affecting doing business which will give birth to a new business environment that would help boost the economy, solve the problem of unemployment, curb social vices and restore our national values and pride. He stressed that the Senate and the House of Representatives were on the same page with President Muhammed Buhari’s policy on diversification of economy, adding, “Our President has laid out a vision to fully diversify the economy beyond oil and has been committed to the actualization f the project.

“The overarching objective of the agenda targets private sector investment and business development as a major plank of the plan. This is because of our belief in the ingenuity, creativity, entrepreneurship of our people and that in order to create jobs, give our people better opportunities, the private sector remains our best option.

“This is at the heart of the clamour for diversification; from agriculture business support, to credit, economic reform bills, to MSMEs, taxation, conflict resolution, regulatory reform bills, our agenda is firmly rooted on increased participation, diversification and capital formation”, Saraki assured.

The Senate President further stressed that the collaborative efforts between the National Assembly, DFID’ ENABLE program and GEM3, with strong participation of the organized private sector led by the Nigeria Economic Summit Group (NESG) represents a first of its kind adding that the Senate has offered to the nation a detailed plan, a cohesive legislative agenda for renewed national cohesion and development.

Politics › $2.1b Arms Probe: Ex Chief Air Marshal Badeh Seeks Release From EFCC Custody.. by BeeBeeOoh(op): 6:13am On Mar 01, 2016
By Ikechukwu Nnochiri

ABUJA—Former Chief of Defence Staff, Air Chief Marshal Alex Badeh, through his team of lawyers, yesterday, begged the Federal High Court sitting in Abuja to compel the Economic and Financial Crimes Commission, EFCC, to release him from detention.

Badeh, who has been in custody of the anti-graft agency since February 8, following his alleged involvement in the $2.1billion arms procurement fraud, told the court that his health has deteriorated badly owing to his continued incarceration. He told the court that he is currently recovering from a recent surgery on his spinal cord for Lumbo-sacral Spondylosis, saying he also has a history of Renal Lithiasis (kidney stones).

In a fundamental right enforcement application that was moved in court yesterday by his legal team led by Chief J.K. Gadzama, SAN and Samuel Zibiri, SAN, the former military chief said “his blood pressure has risen to alarmingly high levels”, since his ordeal with the EFCC.

He prayed Justice John Tsoho for an order “admitting the applicant to bail on self recognizance, or in such favourable and liberal terms as this court may deem fit to make in the circumstance of the case pending further investigation by the respondent and/or arraignment before this court”.
