I was mad at Khafy for same thing (called her and Tacha out), didn’t even know Jeff did the same

Jeff was guilty but Tacha's was worse. What happened was that Biggie gave clear order that HMs are to paint whatever they want on the face of the HM that wants them to paint them. Jeff described totally how he wanted Ike to paint his. It's only the creative design on his eyes that Ike came up with. So, he's guilty of only that crime.

But Tacha not only described how she wanted Khafi to paint her, she did the first white background painting herself. That's why Biggie was particularly on her case.

Biggie tells Jeff and Tacha, that for dictating how their faces are to be painted against his rule of another HM painting them as they deem fit, especially Tacha who went ahead and even painted herself, that he Biggie will respond to them appropriately in due time.
