# Comparison | Holographic Telescopes-3 American and holographic telescopes pg-210 Russian
The design of both mnẓạryn with large windows provides a major situational awareness of the user during the shooting, but the perspectives-3 American perspectives provided by EO-tech in the window area (25 x25 PG-210). For 30 x23 mm for exps-3, the duration of the American Telescope Exps-3 is used using one battery 600 hours running for 2000 hours run for Russian telescope pg-210
While the American telescope weighs 317 grams to 297 grams for the Russian telescope pg-210, the perspectives-3 perspectives are superior to the maximum capacity to carry water up to 10 meters. 2 meters for PG-210, both mnẓạryn are compatible with night-vision systems, and exps-3 Binoculars have a thermal range between-40 to 68°C for a thermal range. 40 to 50°C for the PG-210 glasses, and additional zoom binoculars can be added to the our to convert them to a hybrid shot.
One last comment: personally the best perspectives-3 American binoculars due to their top tactical flexibility, especially in the upper situational awareness section, carrying it to the water even deeper, and the larger thermal operation.

NIGERIAN AIR FORCE INTENSIFIES EFFORTS TO LOCATE MISSING DAPCHI GIRLS

The Nigerian Air Force (NAF) has deployed additional air assets, including Intelligence, Surveillance and Reconnaissance (ISR) platforms, to the Northeast in a renewed effort at locating the missing Dapchi girls. Before now, following confirmation of reports that some of the girls were yet to be accounted for, the NAF had deployed some ISR platforms and helicopters to search for and possibly locate the missing girls as well as the rogue Boko Haram Terrorists (BHTs). Although these search operations were conducted in a covert manner, for obvious reasons, the efforts did not yield the desired results. Accordingly, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, directed the immediate deployment of additional air assets and NAF personnel to the Northeast with the sole mission of conducting day and night searches for the missing girls. It is noteworthy that the renewed efforts at locating the girls are being conducted in close liaison with other surface security forces.

While the NAF will spare no efforts at possibly locating the girls via its air operations, it also seizes this opportunity to call on anyone, especially the locals, who might have any useful information that could lead to the location of the girls to bring such information forward to NAF authorities through any of the following GSM numbers: 08122557720, 08035733438, ‭08172843484‬ or ‭08058419128. Such useful information could also be forwarded to other relevant security agencies.

You are please requested to use your medium to disseminate this information for the awareness of the general public. While thanking you for your usual support and cooperation, please accept the assurance of my best regards.

PRESS RELEASE

RE: AMNESTY INTERNATIONAL ANNUAL REPORT ON ALLEGED HUMAN RIGHTS ABUSE BY THE NIGERIAN MILITARY

1.The recent report released by Amnesty International (AI) on 22 February 2018 alleging human rights violations by the Armed Forces of Nigeria (AFN), is a gross disservice to the nation’s high security command. The action of AI seem to be geared towards weakening the efforts of the AFN at ensuring peace and security in the country. It has been observed that AI has made it a routine duty to continue generating tension among the citizens by releasing unconfirmed reports, unsubstantiated claims and figures relating to military counter-insurgency operations and wanton killings by unknown groups or persons. It is pertinent to re-iterate that the AFN as a responsible institution, financed by taxpayers, is bound to respond to these allegations in order to put the records in proper perspective. The AI allegations of human rights violations and extra judicial killing of civilians by the AFN have followed a specific trend for some time now. It could be noted that the organization’s allegations made against the AFN since 2011 to date are largely unsubstantiated.

2.The figures released by the organization showed that 4,900 Boko Haram detainees were held in Giwa Barracks in an overcrowded facility where 340 detainees had already died of diseases and dehydration. They further stated that 164 civilians were killed by the Nigerian Air Force when an IDP camp was hit at Rann by a Nigerian Air Force fighter Jet and also that 12 IPOB members were killed in Umuahia by the AFN. Unfortunately, AI have failed to acknowledge the on-going fair trial and conviction of culpable members of the dreaded Boko Haram sect and the release of those not found guilty. The number of persons released and re-integrated with the larger community is over 500.Both the convicted and freed suspects were earlier arrested from different locations across the country and taken to Kainji, a place that is relatively safer with enough space to accommodate them while providing the detainees with 3 square meals daily. The suspects were also given proper medical attention by military medical team attached to the detention facility. It is notable that the arrested Boko Haram members from the ongoing OPERATION LAFIYA DOLE were being tried by the Federal High Court at Wawa Cantonment Kainji since Friday 16 February 2018 convicting 205 detainees to various jail terms while 526 suspects have been freed for want of evidence.

3.Other sins of the Nigerian Government as captured by the AI in its report include infringing the rights of lesbians, gays, bi-sexuals and transgender as well as intersex persons. These AI championed rights have been strictly outlawed by Laws of the Federation of Nigeria subsuming the Nigerian constitution as well as the cultural practices of our people. This position of AI, clearly show slack of respect for the constitution of Nigeria which these laws have become part. Let it be known that the Nigerian Government and its people are not ready and would never be, even in future, to please AI or anyone with the introduction of such things. However, if AI feels strongly against the position of the Nigerian people on this issue and wants to assist the ‘victims’, they could issue these class of people with green cards to enable them re-locate to other places across the world that accept such practices as it may not be necessary for them to remain Nigerians.

4.Generally, the authenticity and sources of figures generated by AI are worrisome. Regrettably, the military high commands were never contacted for clarification or guidance. The Defence Headquarters on its own made concerted efforts to meet with the country management of AI to discuss related issues without success, as they had consistently failed to show up. This reaction of AI connotes that the body in Nigeria could had been sponsored to frustrate conflict resolution efforts towards peace and positive development of the nation. The deliberate falsehood peddled by AI could cast the nation and its security apparatus in bad light. Meanwhile, AI does not seem to see anything wrong about the insurgents’ activities and known criminals until security agencies rise to the occasion of effectively containing their actions. It could be noted that anytime the AFN has reasonable assurances of getting military hardware and or expendables to further its operations or are recording remarkable successes, the AI as an organization would come forward with falsehood to weep up anti-Nigerian sentiments within the international community. These are evident in the AI reports from 2011 to date.

5.Such reports had made in roads to the US congress a couple of years back leading to the invocation of Leahy Law against Nigeria at the peak of the Boko Haram insurgency. The current report could have been ill-conceived to frustrate the on-going US-Nigerian anti-terrorism cooperation. It could then be posited that the aim of AI in Nigeria is to cripple the country’s security apparatus through cheap blackmail in order to hold back necessary collaboration. The AFN has both constitutional and moral responsibility to protect Nigerian Citizens and cannot suddenly engage in mass murder as portrayed by AI. The AI reports are at variance with and do not reconcile the information we are collecting from the field on daily basis making these sources suspect.

6.This is to inform the Nigerian public and the International Community that the AFN exhibit professionalism in its operations. Therefore, it is not proper an organization in the class of AI to incite the Nigerian public and the international community against them. Currently, the AFN is bringing sanity to security challenges in the North East and other parts of country. The Nigerian Military does not in any way condone indiscipline or breach of set regulations, let alone want on killing of citizens or destruction of property. It is worthy to note that, the AFN regularly collaborate with the International Committee of Red Cross on training of personnel on laws of armed conflict and International humanitarian law. Troops of the AFN are guided by Rules of engagement and Standing Operational Procedures which are explicit on how to conduct operations.

7.It is also worthy to note that, since 2015 the military high command have introduced training of troops in Human Rights and Laws of Armed Conflict. These are compulsory courses in all AFN institutions which are yielding with positive results. The AI is therefore requested to liaise with the Defence Headquarters for clarification on any matter regarding military operations before putting up inaccurate reports. Such reports are also capable of hurting the reputation of AI itself which would not be the best for the society in terms of accountability. The Nigerian public and international community are hereby requested to disregard the current Amnesty report, keep faith and confidence in the AFN.

HUMANITARIAN SUPPORT: NAF CONDUCTS MEDICAL OUTREACH FOR IDPS IN MAIDUGURI, DAMBOA
In continuation with the series of efforts aimed at alleviating the plights of Internally Displaced Persons (IDPs) in the North East and other parts of the country, the Nigerian Air Force (NAF) has commenced a 2-week medical outreach for IDPs in Maiduguri and Damboa Local Government Areas of Borno State. With the theme, “Alleviating the Medical/Surgical Needs of IDPs in Maiduguri and Damboa”, the medical outreach also involved surgical interventions for those with complicated and critical health challenges. The leader of the NAF Medical Outreach Team, who is also the Director of Public Health and Humanitarian Services at Headquarters NAF, Group Captain Azubuike Chukwuka, said the outreach programme was at the instance of the Chief of the Air staff (CAS), Air Marshal Sadique Abubakar, to assuage the sufferings of the IDPs as well as enhancing civil military relations, as part of the ‘winning the hearts and minds’ strategy of the NAF.
Since the commencement of the exercise on 13 February 2018, the NAF Medical Outreach Team has conducted a total of 71 eye surgeries and 31 general surgeries on IDPs in Maiduguri and Damboa. At Damboa alone, 32 eye surgeries and 10 general surgeries have been conducted on IDPs, after screening 682 of them who had various eye-related ailments. In addition, the NAF Medical Outreach Team has so far provided free medical treatment to 590 IDPs at Damboa alone. Therefore, a total of 1272 IDPs have been successfully attended to in Damboa while more are expected to benefit from the NAF humanitarian intervention scheme, which is still ongoing. The beneficiaries were full of appreciation to the NAF for the humanitarian gesture and therefore thanked the CAS for the initiative, which had reportedly added much value to their lives. The beneficiaries also called on well meaning Nigerians and organisations to emulate the NAF noting that the intervention could not have come at a better time than now as most of the IDPs cannot afford the cost for such surgeries if left to foot the bills.
It is significant to note that the NAF had carried out such free medical interventions in all geo-political zones of the country, with the most recent successfully conducted at Enugu, Bakassi and Makurdi. According to Group Captain Azubuike Chukwuka, the exercise is expected to end on 1 March 2018.

NIGERIAN AIR FORCE HOLDS MAIDEN COMMUNICATIONS WORKSHOP

The Nigerian Air Force (NAF) Communications Branch today, 19 February 2018, commenced a 2-day Communications Workshop for NAF personnel of the Communication Specialty. The theme of the workshop is “Positioning the NAF’s Communications Branch for Effective, Efficient and Timely Support of NAF’s Operation”. According to the Chief of Communications at NAF Headquarters, Air Vice Marshal Charles Oghomwen, the Workshop is aimed at creating an avenue for NAF Communications personnel to share ideas and suggest how to reposition the Communications Branch to meet the aspirations of the NAF particularly in view of the current security challenges. Additionally, considering the ever-changing global technological development in information and communications, the workshop is aimed at leveraging on the wealth of knowledge of Communications experts and the experience of retired NAF Communications personnel to chart a path for the future growth of the Branch.

To ensure that the workshop leaves up to its billing, 3 topics were carefully selected for the 2-day workshop. The first paper, which was delivered by Air Commodore Darlington Abdullahi (Retired), was titled “Contemporary manpower development for effective manning of Communications Branch: Issues and prospects” while the second paper was on “Enhancing ICT Infrastructure being a Panacea for Result Oriented Support for NAF Operations”, delivered by Commodore Christian Anuge (Retired). The third paper, titled “Streamlining the Functions of Communications Branch Directorates for Effective Service Delivery” will be delivered on the second day of the workshop by Air Commodore Ibikunle Daramola. At the end of the lectures delivered on Day One of the workshop, adequate time was created for interactive sessions thereby engendering frank discussions.

While speaking during the opening ceremony of the workshop, the Chief of the Air Staff (CAS) Air Marshal Sadique Abubakar, reiterated that the Communications Branch was excised from the erstwhile Logistics & Communications Branch in July 2017 due to the dynamic and evolving nature of employing technology in modern warfare. The CAS added that the establishment of the Branch became necessary to ensure effective service delivery with the ever expanding Information and Communication Technology world. According to the CAS, modern warfare is technologically driven, hence the giant strides of the NAF towards infusing technology in its operations. He further stated that, in particular, the employment of Information and Communications Technology is a strategic tool to enhance NAF operational and administrative processes. Air Marshal Abubakar added that in line with one of the key drivers of his vision which is human capacity development, the NAF had embarked on several training programmes for its personnel in software development, cyber security, communications, imagery analysis and maintenance of NAF navigational aids facilities.

Furthermore, a total of 12 officers had been trained in the United States of America as software developers while 8 others were trained in India on cyber security with plans to train more. The CAS explained that these series of training, both at home and abroad, would enable the NAF build capacity in embedded systems and micro controllers, components of the autopilot for the locally developed Unmanned Aerial Vehicles (UAV). Air Marshal Abubakar equally revealed that the NAF had expanded its communications capability with the introduction of the Urban Communications System. Similarly, the NAF had trained personnel on the basic maintenance of the cameras on various NAF Intelligence Surveillance and Reconnaissance (ISR) platforms while some personnel were also being trained on airfield equipment system maintenance. “These measures will save enormous foreign exchange needed to effect repairs abroad”, the CAS added.

The Communications Branch of the NAF has oversight functions over 4 Directorates namely Communications, Radar, Information Technology and Space Technology and hence, its significance in modern warfare. The timing of the Workshop could therefore have not come at a more auspicious time given the contemporary security challenges facing the nation. Among those in attendance at the workshop were the Chief of Defence Intelligence, Branch Chiefs from Defence Headquarters and other Services’ Headquarters, Commandants of Tri-Service Institutions and some Air Officers’ Commanding. The Director General National Information Technology Development Agency, Managing Director Galaxy Backbone, Managing Director National Space Research Agency and Managing Communications Satellite were also in attendance. The workshop will come to a close on 20 February 2018, when far-reaching resolutions would be reached.

INTERNAL SECURITY OPERATIONS: NAF CONTRIBUTES TROOPS TO OPERATION KARAMIN GORO IN NIGER STATE
As part of efforts to curb the menace of kidnapping, armed banditry, cattle rustling and other forms of criminalities in Niger State, the Nigerian Air Force (NAF) has contributed a substantial number of troops to the ongoing Joint Operation codenamed, OPERATION KARAMIN GORO. The NAF personnel are participating in the one month Joint Operation, which is at the behest of the Niger State Government, in collaboration with personnel of the Nigerian Army, the Nigeria Police and Department of State Services. The operation commenced on 18 January 2018 and is part of the efforts by the Niger State Government to enhance security of lives and properties in the State.
The NAF, as part of its statutory responsibilities of defending the territorial integrity of Nigeria, has been involved in various Internal Security operations across the country. These include the fight against insurgency in the North East, cattle rustling, kidnapping and armed banditry in the North West, militancy in the South-South and pipeline vandalism in the South West. Only recently, the Chief of the Air Staff, Air Marshal Sadique Abubakar announced the establishment of additional Forward Operational Bases (FOBs) in Taraba as well as the Benue-Nassarawa States Axis, as part of plans to further tackle the incessant herdsmen-farmers clash in the country.
It is also recalled that the NAF has been training personnel of its Regiment Specialty in Special Warfare, a major part of which is aimed at enhancing their ability to protect the lives and properties of civilians during Internal Security situations. This is in recognition, by the NAF leadership, of the mostly asymmetric nature of the security challenges confronting the nation in recent times. OPERATION KARAMIN GORO could come to an end by 21 February 2018 unless situation demands otherwise.

PRESS RELEASE
CLARIFICATIONS OF MISCONCEPTIONS ABOUT NIGERIAN AIR FORCE FIRST INDIGENOUS OPERATIONAL UNMANNED AERIAL VEHICLE KNOWN AS TSAIGUMI

https://mobile.facebook.com/story.php?story_fbid=2038590796353861&id=1684425015103776&_rdr

It has become necessary to clarify certain misconceptions, which followed the announcement, by the Nigerian Air Force (NAF), of the induction of its first indigenous operational Unmanned Aerial Vehicle (UAV) by President Muhammadu Buhari. To set the records straight, while GULMA UAV is indeed the NAF’s first indigenous UAV, the newly inducted TSAIGUMI UAV is the first indigenous OPERATIONAL UAV. Both UAV types are the outcomes of Research and Development (R&grin) efforts of a team of NAF Aerospace Engineers. NAF’s foray into UAV development commenced in 2008, when its student officers, who were undergoing postgraduate studies in aerospace engineering programmes at Cranfield University, UK, chose UAV development as their research project. The student officers produced the AMEBO UAV as part of their project and it had neither autopilot nor Intelligence, Surveillance and Reconnaissance (ISR) capability.

By 2013, the NAF developed an experimental UAV, codenamed GULMA, which was then unveiled as the first indigenous UAV. It is noteworthy that Gulma UAV was a technology demonstrator used to gather performance data on UAV systems. Consequently, in September 2015, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, directed the NAF’s R&grin Team to build an operational UAV, codenamed TSAIGUMI to be used in the Northeast and other theatres of operation in Nigeria. The data gathered from the Gulma prototype was subsequently applied in the design of the operational UAV, known as Tsaigumi, and inducted into service on 15 February 2018. Although the Tsaigumi UAV was manufactured at the Air Force Research and Development Centre at NAF Base Kaduna, the Team had to collaborate with an overseas facility to produce the moulds.

Tsaigumi UAV, which is capable of day and night operations, has an operational endurance in excess of 10 hours, a service ceiling of 15,000 feet and a mission radius of 100km. It has a maximum take-off weight of 80kg and its payload comprises an electro-optical infrared camera system as well as weapon hard points. The Tsaigumi UAV, whose engine sound is muffled, has a state of the art encrypted communication system. It has a wingspan of 5.5metres and is able to gather real time weather information. On the contrary, the Gulma UAV has an operational endurance of 4 hours, a service ceiling of 5,000 feet and could not be operated beyond 20km. It has a maximum take-off weight of 40kg and its payload is an electro-optical camera system only. The Gulma UAV, whose engine sound is not muffled, relies on direct radio frequency communication system with attendant limitations. The Gulma has a wingspan of 4.4 metres and relies on Air Traffic Control for weather information. Besides, while the Gulma UAV has an imported autopilot, the operational Tsaigumi UAV has an in-house developed autopilot. Tsaigumi UAV is thus a much more advanced and operationalized version of the earlier produced Amebo and Gulma UAV prototypes.

The NAF is currently working on the ICHOKU, which when completed, would be the first indigenous Unmanned Combat Aerial Vehicle (UCAV), following which the general public would again be updated. It should be noted that R&grin is a continuous process and the NAF believes in celebrating whenever a technologically higher stage is attained. This is not just towards keeping the tax-paying public informed but also a way of motivating the young Nigerians who toil day and night to ensure that Nigeria becomes greater and technologically more self-reliant. The NAF therefore expects that the focus of discourse at this point would be an appreciation of the progressive technological strides being made while also suggesting ways of making further improvements.

TSAIGUMI UNMANNED AERIAL VEHICLE ON EXERCISE HARD STRIKE

The Nigerian Air Force (NAF), on 15 February 2018, inducted the first indigenous operational Unmanned Aerial Vehicle (UAV) nicknamed, Tsaigumi. The Tsaigumi UAV, which was produced by NAF Aerospace Engineers in collaboration with UAVision of Portugal, would be used for Intelligence Surveillance and Recognisance (ISR) operations in land and sea domains. It could also be used for policing operations, disaster management, convoy protection, maritime patrol, pipeline and power line monitoring as well as mapping and border patrol duties. In addition, it could be deployed for the protection of wildlife, weather forecast and telecast. Additionally, in the maritime domain, the Tsaigumi UAV could be used for search and rescue, coastal monitoring and patrol of Nigeria’s Exclusive Economic Zone.

The UAV, which is capable of day and night operations, has an operational endurance in excess of 10 hours, a service ceiling of 15,000 feet and a mission radius of 100km. It has a maximum take-off weight of 95kg and its payload is an electro-optic/infra-red camera system.
