MY COMMAND PHILOSOPHY AIMS AT ENHANCING NAF CAPABILITIES FOR FUTURE WARFARE - CAS

The Chief of Air Staff (CAS), Air Marshal Hasan Abubakar has stated that his command philosophy which is, “To transform the Nigerian Air Force (NAF) into an agile and resilient force that effectively meets the airpower demands of national security in all operational environments” is critical towards building the capabilities of the NAF for future air warfare. He also noted that any armed forces that fail to prepare for the probable future will always be reactive rather than proactive in its approach to national security issues. The CAS made these statements earlier today, 21 September 2023, during his paper presentation as a guest lecturer at the Armed Forces Command and Staff College, Jaji,Kaduna State. Speaking on the topic, “The Future of Air Warfare in the Nigerian Air Force – My Command Philosophy,”
Air Marshal Abubakar went on to note that the nature of future air warfare would be determined by a number of factors, including internal and external threats to national security, the national economic fortune, and the air power capabilities of the Service.

Relating the significance of his command philosophy to NAF involvement in future warfare, the CAS reeled out the key enablers of his philosophy and how they would impact on the Service. In his first key enabler which focuses on “Optimising force structure and establishment for enhanced operational effectiveness,” Air Marshal Abubakar stated that the NAF under his administration is acquiring more platforms including Unmanned Aerial Vehicles for real time Intelligence Surveillance and Reconnaissance and precision strikes, as well replacing its medium and heavy airlift capabilities for more effective and rapid mobility. Additionally, he continued, efforts were in the final stages to conduct the first-ever capabilities-based assessment of the NAF, which would enhance the operational effectiveness of the Service in current and future air warfare.

In analyzing the significance of the second key enabler which is on “Deliberate training and mission-oriented force development” the CAS stated that human capacity development in the NAF under his watch, is consciously tailored towards achieving assigned tasks and bridging current and future gaps in NAF capabilities. He also noted that in order to address NAF's present and future air combat needs, about 1,476 personnel are currently enrolled in several training programmes, both domestically and internationally. He was also emphatic when he noted that, "All selections for course will be merit-based to ensure that only the most qualified are selected to give the NAF value for money."

While discussing the relevance of the third key enabler on, “Proactive logistics support and strong maintenance culture” the CAS stated that the NAF is implementing a holistic aircraft maintenance planning system which entails that all the spares and consumables requirements for future aircraft inspections for the next 4 quarters are compiled in advance and processed with immediate effect. This, according to him, would invariably ensure that aircraft were available for quick combat against enemies in order to meet national security objectives.

Speaking on the fourth key enabler which focuses on “prioritizing research and development leveraging cutting-edge technology, strategic partnerships and lessons learnt,” the CAS stated that the NAF *was* making significant gains toward domestic manufacturing of required capabilities through Research and Development activities in addition to utilizing cutting-edge technologies. According to him, "The NAF has been manufacturing various military equipment to support counter-terrorism and counter-insurgency operations through the Air Force Research and Development Center."

Regarding the last key enabler that entails “Maintaining a highly motivated force by enhancing welfare and infrastructural renewal,” the CAS maintained that to ensure that NAF personnel accomplish personal and organizational goals, the Service, he said , has a role to play in providing the enabling environment. This thinking, according to him, led to his decision to convene a committee of officers to ascertain the accommodation deficit of the NAF with a view to addressing the lingering problem of accommodation shortage. New uniforms and accoutrements, he continued, would also be issued to all personnel on a yearly basis just as payments of all entitlements are now being paid as at when due and without delay. These efforts, according to the CAS, would put NAF personnel in the right state of psychological readiness for air warfare now and in the future.

In concluding, Air Marshal Abubakar noted that if the challenges militating against operational effectiveness in the NAF persist, they could hamper its combat readiness for future air warfare. Prominent amongst these challenges, according to him, are; dwindling economic fortune, low technological base and inadequate strategic alliance. He, however, stated that it remained incumbent on the Service to surmount these challenges and build the NAF combat readiness for both current and future battles.

DEFENCE MINISTER PRAISES NAF EFFORTS IN ONGOING JOINT OPERATIONS AS AWC GRADUATES 15 PARTICIPANTS
The Honourable Minister of Defence, Dr Mohammed Badaru Abubakar, MON, has praised the formidability of air power projected by the Nigerian Air Force (NAF), as a decisive and indispensable aspect of the physical component of combat power critical to the preservation of Nigeria’s territorial integrity. Dr Badaru also noted that over the years, the NAF has continued to attract tremendous goodwill and credibility to the nation through the provision of airlift and humanitarian support for the United Nations, African Union and friendly African countries. The Minister stated this earlier today, 19 September 2023, as the Special Guest of Honour at the graduation ceremony of Air War College (AWC) Course 9/2023 held in Makurdi, Benue State. Represented by the Chief of Defence Staff, General Christopher Musa, the Minister further noted that NAF’s premium on operational art, critical thinking and other pragmatic frameworks for military decision-making processes in the curriculum of the AWC would, no doubt, enhance the culture of proactiveness in operational planning and management in the NAF. This, he said, is indispensable to ensuring national security which is pivotal to the socio-economic development of the nation. He then went on to praise the efforts of NAF personnel whom, he said, have continued to contribute immensely to the successes of ongoing joint operations. According to him, “I must also place on record that the NAF has been playing significant and crucial roles in the ongoing counterinsurgency and counter-terrorism operations where its officers and airmen have performed gallantly.”
Also speaking at the Ceremony, the Executive Governor of Benue State, Reverend Father (Dr) Hyacinth Alia, commended the Armed Forces of Nigeria (AFN) for their efforts towards peace restoration in Nigeria. He also expressed his appreciation to the NAF for their efforts at sustaining and maintaining peace and security in Benue State. According to Governor Alia,"The presence of the NAF in Makurdi gives the people of Benue State a sense of security and an assurance of their safety."
In his remarks, the Chief of the Air Staff (CAS), Air Marshal Hasan Abubakar, stated that the graduation of another set of participants of the Air War College was a major stride in human capacity development in the Service, which is critical to the fulfilment of NAF’s constitutional mandate. Air Marshal Abubakar also noted that the NAF would be inducting additional platforms before the end of the year to boost training, air power employment and projection. These platforms, according to him, include 2 x Agusta 109 Trekker Multi-role helicopters, 2 x Beechcraft King Air 360, 3 x Diamond DA-62 surveillance aircraft and 6 x T-129 ATAK helicopters. Other pending acquisitions include 2 x CASA 295 medium airlift/surveillance aircraft, 12 x AH-1Z attack helicopters and 24 x M-346 attack aircraft. These acquisitions, according to the CAS, demonstrate Government’s deep commitment to equipping the NAF for the safe conduct of training and agile airpower employment to meet the nation’s security challenges. He then praised the unwavering support of the Federal Government under the amiable leadership of President Bola Ahmed Tinubu in equipment procurement and training, which has enabled the NAF to maintain consistency in conducting operations to curtail contemporary threats.
The CAS also echoed the importance institutions like the AWC play in enhancing jointness and synergy in ongoing operations. According to him, “Institutions like the AWC and other Services War Colleges must continue to produce officers whose understanding and beliefs in joint operations would guide the AFN towards efficient use of available military resources.” He then stated that the successes so far recorded in ongoing joint operations signified the benefits and necessity of joint force employment in contemporary military operations. To optimize combat strength of joint forces in operations, he added, the Defence and Services headquarters must continue working to eradicate all impediments to jointness by the armed forces. Speaking further, the CAS noted that the AWC has, since inception, been consistent in fulfilling its mandate of developing the capacity of middle cadre officers in the AFN in leadership and effective employment of air power. He also stated that the emphasis placed by the College on critical thinking and its application to operational planning as well as net assessment and future studies have greatly enhanced the quality of the course content, while attracting wider patronage from other services and friendly nations.
Earlier, the Commandant of the College, Air Vice Marshal Abayomi Kehinde, informed guests that the College Course curriculum as well as those of the Army and Naval War Colleges were harmonized by the Defence Headquarters some years back to promote jointness. Since the harmonization of the curriculums, he continued, participants from the 3 war colleges annually converge in Abuja to conduct a joint operational planning exercise nicknamed EXERCISE SKYLOCK, aimed at promoting inter-service synergy and collaboration as well as interoperability at the operational level within the AFN. He then expressed optimism that the knowledge gained by the participants from their exposure to joint operations planning and execution would no doubt broaden their knowledge as well as strengthen their understanding of unified and multi-agency approaches to the conduct of warfare as well as crisis management and resolution.
Amongst the 15 graduands is a Cameroonian officer, 2 Nigerian Army Officers and 2 Naval Officers, which is a clear testament that the College is indeed a tri-Service institution as well as a multi-national institution.

JOINT NIGERIAN ARMY, POLICE TROOPS NEUTRALIZE IPOB/ESN COMBATANTS IN ABIA, ENUGU ENCOUNTERS ... Burst hideouts, Recover Artillery Guns

Joint troops of 82 Division Nigerian Army and the Nigerian Police have neutralized 3 combatants of the Indigenous People of Biafra (IPOB) and its armed affiliate, Eastern Security Network (ESN) in a fierce encounter that ensued during a clearance operation in the early hours of Monday 18 September 2023 at Igboro Forest, between Arochukwu and Ohafia Local Government Areas of Abia state.

On winning the fire fight, the troops wasted no time
destroying several hideous camps used by members of the groups to perpetrate heinous crimes.

The camps were uncovered, after several weeks of credible surveillance revealed that IPOB/ESN were using the forest as a combat training ground for their members and as a base for planning and launching attacks on targeted civilians, security operatives and government facilities in the state.

On further exploiting the camp, the gallant troops recovered several weapons and ammunition, amongst others. The Items recovered include One improvised 16 Multi Barrel Rocket Launcher (MBRL) Gun mounted on a vehicle, One improvised 12 MBRL Gun, One improvised 6 MBRL Gun, One AK 47 Rifle, One Dane Gun, 6 locally made Rocket Launchers, four Improvised Explosive Devices, five Fragmental Jackets, One Baofeng Radio, Military Camouflage Uniforms and several assorted charms.

In a similar development that also took place in the early hours of today, 18 September 2023, same troops of 82 Division NA in synergy with the Nigerian Police Force, acting on credible intelligence busted IPOB/ESN hideout at Ezioha Mgbowo in Awgu Local Government Area of Enugu state.
The armed fighters were perfecting plans to enforce the illegal sit-at-home order in the area, when the vigilant troops swooped on them.

The armed fighters, who opened fire on sighting troops approaching their camp were however defeated in the fire fight that followed, as the troops responded with overwhelming fire power, neutralizing three of the fighters, while others fled in disarray. The troops recovered three Pump Action Guns and 10 Machetes from the fleeing fighters.

Members of the public are implored to continue to support the Nigerian Army and other security agencies with credible information to enhance the fight against terrorism insurgency and other criminal activities.

A WEEKEND OF SUCCESSFUL AIR STRIKES IN CAWTHORNE CHANNEL AND BILLE
It was a weekend of successful air strikes as the Air Component of Operation Delta Safe ramped up efforts at denying oil thieves and operators of illegal oil refining sites the opportunity to burst pipelines, operate their illegal oil refineries sites while damaging the environment. Air strikes conducted on Cawthorne Channel and Bille, both located in Degema Local Government Area of Rivers State, proved successful as 7 illegal refining sites were identified and destroyed.
In Cawthorne Channel, 4 active illegal refining sites with dug out reservoirs and surface storage tanks suspected to be containing illegal refined products were sighted on 15 September 2023. Subsequently, the sites were destroyed. Similar air strikes were also conducted at Bille on 16 September 2023 and in the early hours of 17 September 2023. There, 3 illegal oil refining sites with storage tanks and reservoirs were destroyed. In one of the sites, a cotonou boat suspected to be siphoning crude oil from a flow station was engaged in several passes and destroyed.
In the last 2 months, Cawthorne Channel and Bille have accounted for the majority of oil theft and illegal oil refining activities in Rivers State. Within this period, over 30 illegal oil refining sites in these 2 locations have been destroyed by the Land, Maritime and Air Components of Operation Delta Safe. These efforts will be sustained in these locations and others until oil thieves and their accomplices desist from their illegal activities.

bidexiii:
Crucial topic you've raised here mate !

The height of insecurity in some West African country is becoming more alarming.
Years back it was Nigeria and its neighbour's battling BHTs, now the terrorists group has been degraded to an extent.

Mali is the new theatre for a deadly terrorist sect, judging by the landlocked and shear size of this desert/mountainous country: its a perfect breathing ground for terrorist.

In all honesty I doubt if the country has the economic will and military strength to defeat terrorist occupations on their land ? The frequent attacks on military formations and innocent life's reminds me of the dark days way back in Nigeria.

Just today some reports from Mali Sahel; shows reckage of a Malian Air Force's Sukhoi Su-25 'Frogfoot' (TZ-25C) subsonic jet was shot down in Gao by Azadaw (CMA) militias.

Noteably, unconfirmed photo of a MANPADS owned/used by the militias was also released; which shows a rare USA-made FIM-43 'Redeye' MANPADS.

Like I said the size of the country, mountainous terrain and unchecked cross border activities are source of concern for me, terrorist group can easily smuggle in weapons and foreign fighters.

Let's take Algeria and Egypt has good examples of countries doing everything to check border activities to get rid of weapons smuggling and inflow of foreign fighters, I can remember few years back of posting Algeria CION across their borders, how they eliminated terrorist fighters in their hidden sleeper sells, discovering buried cached weapons etc the commitment was great during the advent of ISIS. These country rose up to the challenges, am not sure we West African countries are ready for this tide that is coming.
Reports from Mali indicate that a second Malian airforce aircraft has been shot down in the Almustarat sector. For several days now, the Malian army has been fighting against the CMA Tuaregs
Images of what of JNIM claims to be reckage of two rotary aircraft destroyed in two separate events on Sept 8th & 9th.
