I’m trying to transfer my whatsapp from my android to my iPhone

Dr.fone installed an older version of whatsapp on my phone but it seem outdated since feb 15 2020 and i can’t login

According to your info, it seems that you are only having issues with older versions of WhatsApp and not with the dr.fone software.
