Nigerian militants threaten ahead of vote LAGOS, Mar 14 - Nigerian militant group MEND has threatened simultaneous bomb blasts and attacks on oil facilities ahead of April general elections in the oil-rich west African country. "The Movement for the Emancipation of the Niger Delta (MEND) will soon commence with simultaneous bomb blasts and attacks on oil installations in the Niger Delta and other strategic locations in Abuja and Lagos state of Nigeria," the group said in an e-mail statement late Sunday. MEND said it would issue a 30-minute advance warning to residents to evacuate the targetted areas "to avert avoidable loss of lives." The rebel group said it would follow its past practice and issue claims of responsibility after it had carried out the threatened attacks. MEND advised the people to stay away from political gatherings or meetings of any sort ahead of the polls. Nigeria holds a presidential election on April 9, a week after legislative polls on April 2, while governorship and state assembly polls will be on April 16. A recent surge in violence, including bombings, political attacks and sectarian clashes, has left dozens dead in parts of the country. "It should be recalled in our last Independence Day bomb blast that it was due to the callousness of the Nigerian security services and ignorance of the general public that led to the fatality," MEND said. MEND claimed responsibility for the bombings in Abuja in October that left more than a dozen dead. The group said "anyone who chooses to ignore this warning does so at their own peril as the aftermath of these blasts will be catastrophic." MEND, which claims to be fighting for a fair share of Nigeria's oil wealth for the people of the Niger Delta, blamed the government for its action. "The government of (President) Goodluck Jonathan has shown its unwillingness to address the key issues of the Niger Delta, while deceiving the world and Nigerians that there is peace in the Niger Delta," it said. The group vowed to hurt Western oil interests by taking a clue from developments in north Africa where popular uprisings have ousted the governments in Tunisia and Egypt and threatened that of Libya. CPC/PDP clash: 9 injured in Jigawa No fewer than nine people were injured in a clash between supporters of Peoples Democratic Party (PDP) and those of Congress for Progressive Change (CPC) which occurred at Yalwan Damai village in Birnin Kudu Local Government Area of Jigawa State. Confirming the incident to the Nigerian Tribune, the Public Relations Officer of the state police command, ASP Abdul Jinjiri said, the incident happened on Saturday when a CPC candidate for the National Assembly, Buji Birninkudu constituency, Mr Magaji Dau Aliyu, and with his supporters went to Yalawan Damai village on their way to Sabon Garin Yaya village on a condolence visit. According to Jinjiri, the CPC candidate arrived Yalwan Damai at a time the PDP supporters were holding a rally in the village. He also revealed that, immediately the supporters of the two party met, they engaged in fighting in which nine people were critically injured. Jinjiri added that, the police had not made any arrest as at the time he was speaking with the Nigerian Tribune, but that the matter was being investigated. The PDP state Public Relations Officer, Alhaji Aminu Jahun, said the CPC candidate had visited the village deliberately to cause chaos, as he had a full knowledge that PDP was holding a rally in the village. Police uncover plot to stone Jonathan in Zamfara Four members of the Zamfara State Peoples Democratic Party (PDP) were arrested by the police in connection with the plan to stone President Goodluck Jonathan and Vice President Namadi Sambo during their campaign visit to the state scheduled on Monday. Sources revealed to Daily Independent that the suspected persons were arrested by the police (name withheld) included a tailor, who was given a contract of sewing All Nigerian Peoples Party (ANPP) clothes to be worn by the PDP members with which to disguise and stone the visiting PDP Presidential flag-bearers thereby causing chaos in the state. It was further revealed that the arrested persons had mentioned the names of some PDP leaders of the state, who were alleged to be the brain behind the deal, claiming that huge amount of money was said to be released to ensure the success of the plan. The report also disclosed that, the plan failed following information given to the State Security Service (SSS) by one of the planners of the plot, who was said to have been underpaid. The four were reportedly arrested while waiting to be paid the balance of amount promised them at the Government House in Gusau, the capital of the state. Meanwhile, the state Commissioner of Police, Fatai Adio Shittu, at the press conference, confirmed the arrest of the syndicate intending to cause unrest and rancour during the Presidential campaign visit on Monday in the state. But the ACN has urged the PDP to focus on issues, rather than making insinuations. The Ekiti PDP director of communication and strategy, Mr Jackson Adebayo, who raised the alarm while speaking with the Nigerian Tribune in Ado Ekiti, alleged that “the state government is using the judiciary to intimidate members of the party in some parts of the state.” According to Adebayo, “an example of the serial harassment and intimidation of PDP members in parts of the state is the recent arraignment and detention of seven members of our party for assault, breach of peace and stealing at Ilawe in Ekiti South-West Local Government Area of the state.” Adebayo said “in actual fact, ACN members attacked our members at a beer parlour in the town,” adding that “they went to court and a case of breach of the peace was instituted. Nonviolent Muslim cleric killed in Nigeria MAIDUGURI, Nigeria -- Witnesses say a Muslim cleric who spoke out against sectarian violence has been killed in a northeastern Nigerian city beset by religious clashes. Witnesses say Imam Ibrahim Ahmed Abdullahi was shot to death Sunday night by a group of men believed to belong to Boko Haram, a radical Muslim sect that operates in the city. Witnesses told The Associated Press that Abdullahi died after the gunmen jumped out of a sport utility vehicle at his tree-shaded mosque in a quiet Maiduguri neighborhood and attacked. ALLEGED CPC VANDALISM: GOJE LIED- PDP OFFICIAL The immediate past director of mobilization of the Goodluck/ Sambo PDP presidential campaign, Alhaji Abubakar Muazu has accused the Gombe State governor, Alhaji Danjuma Goje, of bearing false witness against the presidential candidate of the Congress for Progressive Change, CPC, Gen Muhammadu Buhari, and his supporters over the stoning and vandalizing of the president’s campaign office in the state Alhaji Muazu, in a telephone chat with LEADERSHIP SUNDAY yesterday, alleged that the governor masterminded the vandalism of the president’s campaign office but made it look as if the action was perpetrated by the CPC presidential candidate’s supporters. Gen. Buhari’s supporters were reported to have stoned the entourage of President Jonathan when he arrived in Gombe State last Wednesday for his presidential campaign. They were also accused of vandalising the president’s office, an action that provoked calls for prosecution of the suspected vandals. Mauzu told LEADERSHIP SUNDAY that the governor’s motive was to rope in some of the CPC candidtates in the state to give room for the governor’s candidates to have a smooth sail in the April elections. He said Gombe people have great love and respect for President Jonathan and would not nurse or wish him any harm, adding that the people were against the governor’s bullying. He stated: “The governor lied to the president on the issue of stoning and vandalism. The governor sent his thugs to the office to destroy and finish all the things left in the office. The Buhari boys only threw stones but they did not go into the office. “The governor was only trying to give the impression that there was no security so that the president would give directive to the governor to arrest the CPC people in the state. The governor is doing it because he wants his sons-in-law contesting for the House of Representatives in Gombe Funakye and Kwami federal constituency and Dukku and Nafada federal constituency to have an easy election. He wanted to use the excuse of the attack to arrest the CPC candidates in those constituencies”, he said Muazu called for the sanctions on the governor for lying to the president and misleading the leadership of the country’s ruling party. “The governor is supposed to be sanctioned for telling the president and the presidential entourage lies. If not that the president is a gentleman, he could have given those directive and if he had, Gombe would have been on fire by now. “The people did not throw stones at the president, but because of the bully style of the governor. It was because of the governor. The people are tired of him. He sees the PDP as his personal property. Such a person who can lie and fabricate things for his selfish gain should not be allowed to become a senator in this country,” Muazu said. Nigeria must probe poll violence: rights group LAGOS — Global watchdog Human Rights Watch urged Nigerian authorities Sunday to set up a special panel to investigate and prosecute election-related abuses and violence. "Nigeria has a history of violent and deeply flawed elections. At least 300 people were killed in violence linked to the last general elections in 2007," HRW said in a joint statement with the Nigerian Bar Association (NBA). The groups said an Electoral Offences Commission would investigate and prosecute offences under the Electoral Act, including incitement, the use or threat of violence, bribery, theft of ballot materials and falsification of election results. Since November, more than 50 people have been killed in violence linked to political party primaries and election campaigns and the level of violence is expected to increase in the run-up to the April poll, the statement said. "It is time for Nigeria to break with the past and to ensure that violence, intimidation, and fraud don?t undermine the credibility of the upcoming elections," said senior lawyer Dafe Akpedeye, who is chairman of the Election Working Group of the NBA, in the statement. The groups also accused the police of complicity or ignoring acts of violence and ballot stealing perpetrated by corrupt politicians. "The police were often present during such incidents but frequently turned a blind eye or, at times, participated in abuses. The police have the sole power to investigate these crimes, yet no one has been held accountable," the statement said. "Setting up a properly resourced Electoral Offences Commission, will send a clear signal to candidates and political parties that people may be held accountable for any election-related abuses," it said. The Electoral Reform Committee, established by Nigeria's late president Umaru Yar?Adua, following the flawed 2007 elections, found that not a single Nigerian had been convicted and punished for electoral offences since the nation's independence in 1960, it added. "The police lack the political will and independence to carry out investigations of election-related offenses," it stated. National police spokesman Olusola Amore denied charges that the force failed to prosecute electoral offenders. "I don't think that claims by the NBA and Human Rights Watch are true," he told AFP. "There has been no day that the police have not been charging people to court, as related to electoral violence. Ours is to charge them to court, we are not going to do the work of the court," he said. Cameroon, Nigeria plan joint oil work; Addax may handle YAOUNDE (Reuters) - Cameroon and Nigeria agreed late on Friday to jointly exploit any oil and other cross-border reserves found in the Bakassi peninsula, with Nigeria proposing Chinese-owned explorer Addax Petroleum to handle the work. The decision was reached at a meeting of a joint commission of the two countries set up by the United Nations to implement a a 2002 ruling that the Bakassi region belongs to Cameroon. "We are calling on the two parties to embark bilaterally, to jointly exploit such resources and share the profits," said commission chairman Said Djinnit, special representative of U.N. Secretary-General Ban Ki-moon in West Africa. Oil finds in Nigeria and elsewhere in the Gulf of Guinea have sparked interest in the potential of the Bakassi region, although exploration has been held back by insecurity include pirate attacks by rebels. No clear estimate of reserves exists. Delegates from both countries backed the decision. Explosives-Laden Truck Seized in Nigeria JOS, Nigeria (Reuters) — Security forces in the central Nigerian city of Jos seized a truck laden with bomb-making equipment on Friday, less than three months after explosions tore through Christmas Eve celebrations. Sectarian violence in the region, where the mostly Muslim north meets the largely Christian south, has killed at least 200 people since the attacks in late December and the security forces are on high alert before national elections scheduled for next month. Charles Ekeocha, a spokesman for a joint military and police task force, said the truck was carrying fuses, detonators and a large amount of ammonium nitrate, a fertilizer that can be used to make improvised explosive devices. “The vehicle was intercepted at our checkpoint coming from Kaduna to Jos very late in the night,” Mr. Ekeocha told reporters. Kaduna is north of Jos. The tensions around Jos are rooted in decades of resentment between indigenous groups, mostly Christian or animist, and settlers from the Muslim north who have been competing with them for control of fertile farmland and economic and political power. Plateau State, of which Jos is the capital, is seen as a potential flashpoint in the weeks leading up to the presidential, parliamentary and state governorship elections. Three people were killed and 21 wounded last week by an explosive device thrown from a car at a governing party election rally in the town of Suleja near Abuja, the capital. PDP leader invades school with policemen The Vice-Principal of British Nigerian Academy, Prince & Princess Estate, Abuja, Mr. Kola Pele, 67, has taught in numerous schools and nurtured many pupils. He was going about his duty at the last BNA visiting day when the National Vice-Chairman (South-East), Peoples Democratic Party, Mr. Olisa Metuh, invaded the school with his wife, policemen as well as aides and allegedly assaulted him and other teachers for confiscating his son’s GSM phone. Metuh, a lawyer turned politician, allegedly held Pele by the throat and reportedly ordered an aide to put him in his car boot, saying “No police IG or SSS can secure your release.” The incident, which occurred on February 19, 2011, caused panic among the teachers and over 50 pupils that witnessed the incident. The affected teachers had filed a lawsuit seeking N250m for general damages, N10m for punitive damages and N350, 000 for medical bills. The writ was issued by Joseph Dauda (SAN), the Nigeria Bar Association President. Pele told PUNCH METRO on Wednesday that he went to the hostels around 6.30pm to check if the parents had dispersed, when a teacher, Ms. Amuche Igbe, informed him that she saw Metuh’s son, Derrick, a former pupil of the school, giving his GSM phone to pupils to use in violation of the school rules. The BNA VP explained that Amuche seized the phone, handed it to him and he dropped it in his office. But he said a few minutes after, three jeeps drove into the school premises at top speed and Metuh alighted from the lead car. “The jeeps drove round and round and this attracted pupils and staff. Metuh alighted and said, ‘who is Pele here’ and I said I am. He said, ‘where is my son’s phone. Before I could speak, he held my throat and pushed me to the ground. He said his boys should put me and another teacher, Babatunde Adedayo, in the car boot and that no police IG or SSS can release us,” Pele said. According to him, a teacher, Hamzat Muftau, who was pleading with the PDP leader to calm down, was knocked to the ground by one of Metu’s aides. He alleged that Metuh’s aides forcibly held Mufutau’s hands and took away his office keys and phone in an attempt to get him to release Derrick‘s phone. Incidentally, Derrick is no longer a pupil of the school as he was withdrawn in December 2010 while in Senior Secondary 2. Pele stated that the teachers, who were apprehensive that he might be killed, advised him to release the phone. Pele said that the PDP leader had no right to visit the school as his son was no longer a pupil, adding that Metuh’s police aides did not intervene when he was being molested. He added that although the incident was reported at Garki Police Station, the Investigating Police Officer identified simply as Felicia said ‘Metuh could not be arrested because he is a big man, but could only be invited.’ Igbe, who corroborated Pele’s claim, stated that she saw Derrick chatting with some female pupils and asked him to leave the school, but instead of leaving, he walked towards the male hostel, saying he wanted to retrieve his phone. She said, “A pupil offered to get the phone for him, but Derrick insisted on collecting it himself. There is a gap in the gate through which a hand held out the phone, but before Derrick could take the phone, I collected it from the person, but I could not identify the pupil who brought it out.” Muftau also explained that every attempt to placate Metuh on the day was rebuffed as he insisted on having the phone. “As I was begging him to take it easy, he said I should just get him the phone, and that it is very expensive and can buy 200 of my own. As I moved closer to him, his aide kicked me in the legs and I fell; he said I was touching his boss. I suffered body pains, but I am better now.” Another eyewitness, Adedayo, a housemaster, described the incident as a show of shame, which might have degenerated into a serious violence if more staff were around. “When Metuh grabbed the VP by the throat, I moved to intervene, but he asked his aide to put me and the VP in the boot of his jeep, and boasted that no IG or SSS can release us,” he explained. A board member of BNA, who does not want to be named, expressed dismay that Metuh, a former board member of the school, would assault teachers in the presence of pupils. “Why I am surprised is that he is a friend of the owner of the school as well as a former BNA board member. The teachers have gone to court and he will meet them there,” she said. But when contacted, Metuh said nobody was man-handled, insisting that the allegation was “a lie to cover up their (the teachers’) incompetence and stupidity.” He said, “They don’t have the right to seize someone’s phone. The school never has such rule on a visiting day. During the visiting day, the pupils have the right to use the phone. When he was in the school, my son took my phone and used it there. The rule doesn‘t say anything about using phone on a visiting day. “Why do they have to victimise a pupil because he left the school? My son and wife were the victims. I don’t want to take issues with them because the owner of the school is my friend. Bakare warns Jonathan against rigging The Vice-Presidential candidate of the Congress for Progressive Change (CPC), Tunde Bakare, has warned President Goodluck Jonathan against rigging the election. Bakare urged the Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, to ensure free, fair and credible elections . Bakare spoke with The Nation after a closed-door meeting with leaders of the CPC in the Southwest at the Grand Serene Hotels, Ibadan, on Wednesday . Among those present at the meeting, which lasted for six hours, is Kola Abiola, son of the late business mogul and winner of the 1993 presidential election, Chief Moshood Abiola. ACN-CPC alliance possible before election, says Buhari CONGRESS for Progressive Change (CPC) presidential candidate Gen. Muhammadu Buhari has said the much-anticipated alliance between his party and the Action Congress of Nigeria (ACN) could be formed before elections next month. Buhari spoke yesterday in Jalingo, the Taraba State capital, during his presidential rally. Buhari and national leader of ACN, Asiwaju Bola Ahmed Tinubu, have been holding talks on how to form an alliance between the two most vibrant opposition parties. It is believed that a coalition would make the parties more formidable to wrest power from the ruling Peoples Democratic Party (PDP) at the polls. Buhari said some opportunities have been lost by ACN and CPC, which are both fielding presidential candidates from the North. He said: "We [in CPC] are still holding talks with the ACN to find out at which level to form an alliance. "Although some opportunities have been lost, we hope that by the time we start counting our first votes, we shall reach some electoral understanding with the ACN. "We believe that if both parties could come together and merge, it would be of more political gains. Although we couldn’t merge, some form of alliance can still take place before the elections. British lawyer to plead guilty in bribery case HOUSTON (AP) — A British lawyer who had been fighting extradition to the U.S. on charges he helped a former Halliburton Co. subsidiary bribe Nigerian officials will plead guilty in the case, his attorney said Thursday. Jeffrey Tesler was on his way to the United States and planned to enter a guilty plea in Houston federal court Friday, said his attorney, Bradley Simon. Tesler, 62, was arrested in February 2009 on charges he helped steer bribe money from Houston-based Kellogg, Brown & Root LLC to Nigerian government officials to win more than $6 billion in construction contracts. A grand jury had indicted Tesler on 11 counts related to violating the Foreign Corrupt Practices Act. Simon declined to comment on what count or counts Tesler would plead guilty to on Friday or why his client decided to plead guilty. Tesler, a dual British and Israeli citizen, was arrested in London and had been fighting extradition to the U.S. His attorneys had argued that he should not be extradited because the alleged crimes did not have a substantial link to the U.S. and the passage of time might prevent a fair trial. But in January, Britain's High Court said Tesler could be sent to the U.S. Simon said Thursday that Tesler had waived extradition. Another British man who was indicted with Tesler, Wojciech Chodan, pleaded guilty in December to one count of conspiracy to violate the Foreign Corrupt Practices Act. He is set to be sentenced April 27. The charges against the two men were part of a U.S. investigation of KBR's practices in Nigeria. In February 2009, KBR pleaded guilty in Houston federal court to violating the Foreign Corrupt Practices Act by authorizing and paying bribes from 1995 to 2004 for contracts to build liquefied natural gas facilities on Bonny Island, Nigeria. The company agreed to pay more than $400 million in fines. A major engineering and construction services company with operations around the world, KBR split from Halliburton in 2007. KBR's former Chief Executive Albert "Jack" Stanley pleaded guilty in September 2008 for his role in the bribery scheme and is scheduled to be sentenced on May 5. In December, Nigeria's anti-corruption agency charged current and former KBR and Halliburton executives, including former Vice President Dick Cheney, who at one time led Halliburton, in the bribery scheme. Three burned alive in Nigerian attack Gunmen torched houses and burned at least three people to death in a dawn raid on a town in central Nigeria yesterday. Nigerian Electoral Commission May Change Election Timetable Nigeria’s Independent National Electoral Commission (INEC) is grappling with how to implement a court decision reversing the order of elections. Earlier the commission had listed the presidential and parliamentary election as coming first, with stste and local elections following. But the opposition Labor Party won a court order saying if the presidential election is held first, it will unfairly benefit the ruling PDP if its candidate, President Goodluck Jonathan, wins. The judiciary has a role in ensuring that elections are held according to the law, says Godwin Onu, professor of political science and rector of Federal Polytechnic Oko in the southeastern state of Anambra. But he says while the courts must help provide a level playing field, this decision could force INEC to postpone the elections. “In this particular circumstance,” he says, “the issue we have is not really which election comes first, but ensuring that every vote [counts].” He says the Labor Party, which brought the case before the courts, had a right to challenge the timetable if it believed the ruling PDP would have an advantage. “Nigeria has never had a history of credible elections before and the tradition is not there. As far as the Labor Party is concerned, the fear is real and…could be shared by other Nigerians,” he says. 120 EU election observers coming The European Union (EU) will deploy more than 120 observers for next month’s elections in Nigeria, it said yesterday. Presidential election hold on April 9, a week after legislative polls on April 2, Governorship and state assembly polls will be on April 16. “The observers are from 27 EU member states, Norway and Switzerland,” EU Election Observation Mission chief observer Alojz Peterie told reporters in Abuja. He claims they are in the country with plans to loot the nation’s oil resources for sale on the international market. According to him, the unknown persons have even gone further to meet with some officials of the Ghana National Petroleum Corporation (GPNC), to sell the idea to them so they could work together to loot the State. “This is information I received from Nigeria because I have worked in Nigeria for fifteen years and I came into contact with those who have been doing that to the detriment of Nigeria’s interest. I am sure they are in the country to sell the idea of the way they smuggle these products in Nigeria for sale abroad to authorities in Ghana so that they could do the same because they own vessels which they use to go to where the oil is produced, fill it and then sail to the US to sell for themselves”. “If they introduce this into this country, a substantial part of the oil that should accrue to us in terms of revenue will be lost to Ghana." Google gives N75m to Nigerian group Google yesterday announced a $5 million (about N750m) package of grants to institutions of higher learning in Africa. The gesture is designed to get more people using the Internet across the continent. The company, with a search engine that connects millions of people around the world with daily information, said in a statement in Lagos yesterday that the package includes a number of significant individual grants including a $1.25 million (N187 million) grant to the Nelson Mandela Centre of Memory and a $500,000 (N75 million) grant to the Nigeria ICT forum, amongst others. "The $500,000 grant has been made to support efforts in improving access to Internet infrastructure in tertiary education institutions in Nigeria," the statement added. The Nigeria ICT Forum is an initiative of the Nigerian Caucus (a joint meeting of the Vice-Chancellors and ICT Coordinators) of six partnering Nigerian universities. Its mandate is to develop ICT-based capacity for strengthening Research and Higher Education Institutions (HEIs); facilitate and nurture collaboration between HEIs to cultivate a favourable policy environment; develop, utilise and sustain ICT networks, services and shared resources consistent with institutional roles as focus for development. CPC petitions INEC over 30,000 fake polling units The Congress for Progressive Change has petitioned the Independent National Electoral Commission Chairman, Prof. Attahiru Jega, complaining over alleged 30,000 non-existing polling units in some parts of the country. In a letter addressed to the INEC chairman by CPC‘s National Votes Guards and Awareness Organisation, the party said the issue was capable of derailing the April elections. The News Agency of Nigeria reports that the March 1, 2011 petition, which was signed by the organisation‘s National Coordinator, Mr. Mohammad Kailani, alleged that the CPC, Action Congress of Nigeria and other political pressure groups had identified more than 30,000 non-existent polling centres in some parts of the country. ”Out of the 120,000 polling units declared by INEC for the purpose of the 2011 general elections, 30,000 polling units are found to be non-existent. ”This figure was arrived at after thorough research, investigations and calculations conducted by us CPC, ACN and other stakeholders including the civil society groups,” the petition reads in part.
