Post-election violence could not be prevented, says Ringim The post-election violence which erupted in some parts of the country following the announcement of results of the presidential polls could not be avoided, the Inspector General of Police, Hafiz Ringim, said yesterday. Mr Ringim, who fielded questions from newsmen at the post-election debriefing of senior police officers at the force headquarters, Abuja, yesterday, however said security has been stepped up in six states. "The violence was spontaneous, hence could not have been prevented," he said, pointing out that the speed of response by the security agencies was what matters under such circumstances as incidents like that occur over of the world. "We assure Nigerians that the police force was geared to forestall further menace of the Boko Haram and any other criminal gang in the country, hence the stepping up of security in Bauchi, Plateau, Kaduna, Maiduguri, Kano, and Niger states," he said. Mr Ringim praised the effort of the officers and men of the force during the general elections, which he described as exceptional, stating that members of the police force were part of the society and deserve to be encouraged when they perform creditably. "The Nigeria Police is continually vilified and this must change. We cannot afford not to change," he said. "Positive achievements of the force should be emphasised, even as constructive criticism would be welcome on police performance. Proud of his officers "We lived up to the promise of being impartial. We proved ourselves right and others wrong. "No police officer was arrested for election malpractice in the last poll. No police officer was arrested for any form of malpractice, ballot box snatching, stealing or tampering with electoral material. This has never been achieved before." He said While assuring Nigerians of a new police force of men of honour and distinction, the IGP said the conference was called to thank and applaud the police hierarchy on its performance as well as charge them to rededicate themselves more to duty. Mr Ringim, who said most of the top hierarchy may not be in service up to 2015 for the next general elections, argued that the elections would be guided by the record set in the 2011 polls. JTF, militants in gun battle WARRI – SOLDIERS suspected to be from the Joint Task Force, JTF, on the Niger Delta, Wednesday, stormed a militant camp in Ayakoromor community, Burutu Local Government Area of Delta state and engaged the militants in a gun battle. Efforts to get the spokesman of the JTF, Lt. Col Timothy Antigha, for comments on the invasion failed as his GSM phone rang out more than seven times he was called, while a male soldier who answered on one occasion simply asked the reporter to call back. It was gathered that soldiers struck at the camp at about 2.00 pm but Vanguard could not confirm if there was any casualty, as sources close to the militant camp, believed to be owned by wanted ex-militant leader, John Togo, claimed the militants chased the soldiers back. NDLF spokesman, Mark Anthony who spoke to Vanguard on phone, last night, confirmed that JTF soldiers visited the camp and were chased back by the militants. He, however, said, “The NDLF was not fighting anybody and had ceased hostilities as a result of the appeal by eminent Nigerians, including the Special Adviser to the President on Niger Delta, Hon. Kingsley Kuku to enable the Federal Government look into our grievances. “It is, therefore, surprising to us to see the JTF coming to attack us, we are not fighting them and we are calling on President Goodluck Jonathan to call the task force to order, as we don’t want anybody to create the impression that we fighting them and that is why they attacked or that we do not want President Jonathan to rule the country in an atmosphere of peace”, he said. “We have promised to maintain the peace and we have done that for months even when our demands have not been addressed, so the task force should not provoke us. There were no real elections in S’East, S’South –Sagay A former university lecturer and Senior Advocate of Nigeria, Prof. Itse Sagay, yesterday x-rayed the just-concluded 2011 general elections and declared that there were no real elections in the South East and South South geopolitical zones of the country. Speaking at a roundtable talk on the 2011 elections organised by the Faculty of Law, University of Lagos (UNILAG), Sagay hinged his verdict on the premise that the elections in the two zones were marred by multiple registration, gross irregularities and monumental fraud. According to him: "The international observers have misled us, the media has misled us. The 2011 elections are far from being free and fair. There were no elections in the South East and South South and that is where Goodluck Jonathan is going to have problem at the election tribunal. Those who will help him at the tribunal will see it clearly that there were rigging stupidity’’. Sagay, who is a former lecturer at the University of Benin said if he were the Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, he would cancel elections in the South East and South South because the results of the elections were suspicious and "manufactured overnight’’ . He said: "Jega is a very honest person but terribly naive. This is definitely a test of how independent INEC is, I sincerely hope INEC will come out of it successfully. I personally believe that scanning the ballot papers for multiple voting will strengthen our democracy and will serve as deterrent against future occurrence since perpetrators know that there is a process that will exposed them. INEC please cooperate and save our democracy, let no ballot paper miss from you custody. |
The fact that there are no two people with the same fingerprint, every fingerprint can therefore be scientifically verified basically through the following preliminary basics of the technical Biometrics/Forensics methods which details will be made available by the experts:- 1. Since during the Voter-registration exercise, all the ten fingerprints of all voters were captured and stored in INEC’s Standard Data Bank, it is certain that every voter must have used a finger to vote in the election. This then makes it possible to authenticate and verify every print on every ballot. This is the importance and central reason for this novel registration exercise. This case will therefore depend mainly on the authentication and verification of the fingerprints on the disputed ballot papers cast; 2. An electromechanical optical scan device with automatic tabulation called a “mark-sensing” system will be used; in this case the mark is the fingerprint; 3. We expect INEC to produce the Ballot Papers voted upon with the fingerprint organized on the basis of their Polling Units, Wards, Local Govt. Area and State and delivered for processing. These will be processed on Polling Unit basis, which means that the scanners will take an image of each ballot paper, store the image in the appropriate location corresponding to its Polling Unit, Wards, LGA and State; 4. When all images of ballot papers for a Polling Unit are taken, a processing program containing the agreed upon sorting parameters will read the party name which has a fingerprint, then extract the fingerprint and store; 5. The following processes is then expected to take place within the records of each Polling Unit:- a. Compare all fingerprints with each other to detect all repetitive fingerprints. b. Count all repetitive fingerprints. c. Deduct the repeated fingerprints from the count for that Polling Unit. d. Present a table of results showing non-repeated and repeated votes. e. Compare all fingerprints processed with the already registered and stored fingerprints of that Unit for any discrepancy, and f. Count the total number of discrepancy, if any. 6. This process will be repeated for each Polling Unit. Permit me to say that there are 2 key factors which will affect the time within which this work will be completed and they are: a. The speed at which our legal team completes the process in the Tribunal leading to the order of the release of the source data and documents (Voter registration records, Stored fingerprints, Ballot Papers,etc.) by INEC. b. The physical condition of the ballot papers. The condition in which the ballot papers are received will determine if they need preparation or they will go straight into the scanners. On this second score, we urge INEC and we will plead to the Tribunal to order the Commission to guarantee the safety and good condition of all the elections materials. In fact, we will prefer the materials to be safe-kept in the vaults of the Central Bank. On the technical aspect of the process, we can confidently say that with the level of modern day technology, it won’t take long to conclude this procedure and establish the truth of the election. At the most, we can estimate between 50 – 65 days to be able to get all voters register authenticated, all disputed ballot papers examined, any other electoral document assessed, all findings compiled and submitted to the court, and return of all source data and documents to INEC. Our firm has participated in 300 electoral processes in 19 countries with more than 500 million voters tallied for government, private and multilateral organizations. To the CPC, this use of Forensic/Biometric system based on INEC’s capturing of all the 10 fingers of every voter is a novel idea that can help solve forever the challenges of multiple voting and outright concoction of results; two critical issues in our electoral malpractices. Our present case in the tribunal is thus aimed at establishing the truth and preventing future elections malpractices in our country’s democratic experiment. On this score, therefore, we call on each and every Nigerian to be supportive of our action; because this is NOT a case of trying to get for General Mohammadu Buhari the presidency of Nigeria, nor is it a case to deny same to President Goodluck Jonathan. Neither is it a case of fighting over the leadership of the country (as far as we are concerned whosoever is the leader does not matter so long as the processes creating the leadership is genuine). Rather this case, as we already said, is about establishing and ascertaining the truth for the country. It is on record that the nation expended at least N108 billion to conduct the elections. It is therefore worthwhile to establish the truth of the elections. To this end, this is a case for the nation and should completely transcend party affiliation and regional considerations. The case should be taken by all Nigerians in the spirit of no victor no vanquished as propagated by the President and as a responsive search for the truth for our country. Nigerians from all walks of life must not only be united but also must be seen united in establishing for our country this basic truth on an issue that has plagued and wrecked incalculable damage to our unity and development since independence. We, as Nigerians, must build a national consensus on this noble intention. If at the end of this case, the truth is undeniably established and it is found out that the allegations of the said electoral frauds were true, then the blame of the post-elections violence should be squarely put on the perpetrators of the fraud – for they are the real cause of the violence, which will then be the natural principle of cause and effect. And if it is established that the PDP got its votes as announced authentically, then our Presidential Candidate will lead us to the Villa to formally congratulate the President and his deputy to the advancement of democracy, unity and stability of Nigeria. 500 Edo militants seek inclusion in amnesty programme Niger Delta Freedom Fighters, in Ikoro Camp in Ovia North East Local Government Area, Edo State, on Sunday, expressed their desire to embrace the Federal Government amnesty programme, citing the victory of President Goodluck Jonathan in the just concluded presidential election as reason for their decision. The militants led by ‘General’ Abiodun (a.k.a Kabiru), said they had informed the Joint Task Force in the Niger Delta and the Director of the State Security Service in Edo and Delta states of their desire to surrender their weapons and embrace the amnesty programme on Tuesday. Asked why he waited till now before embracing the amnesty programme, Abiodun said, “We thought government may be playing pranks but with what we have seen so far, President Goodluck Jonathan is a sincere man and his victory in the presidential election propelled us to drop our arms. We thought that the Hausas were going to manipulate the election and that was why we decided to remain in the creeks. “We also want to express satisfaction with what Governor Adams Oshiomhole is doing in Edo State. He has actually shown that there is hope for the neglected areas. We want to work with him because it is our belief that after surrendering our arms tomorrow, crime will drastically reduce in the state. And we also want to appeal to both the Federal and state governments to release some of our boys who were arrested. Bloody Akwa Ibom: ACN Chieftain Assassinated In Uyo A chieftain of Action Congress of Nigeria (ACN), Anthony Udom, was today attacked in Uyo, Akwa Ibom capital by gunmen suspected to be hired assassins. Udom, a retired Assistant Commissioner of Police whose last service was in Bayelsa state was attacked and killed by unknown assailants at Udo Umana by Obinoh junction in Uyo on Wednesday afternoon. Police spokesman in Akwa Ibom, ASP Onyeka Orji, confirmed the death of the retired Police Officer in a telephone interview with our Saharareporters. He was shot severally in his Peugeot 307 car at the traffic light junction when his assailants ordered him to stop. Eye witnesses told Sahara Reporters the assailants who operated in a motorcycle shot from the passenger side of the vehicle; the victim attempted to escape from the scene but was felled by assassins bullets. He was shot severally at close range until his killers were convinced that he was dead. Police Sources in Akwa Ibom Police command confirmed the incident and did not provide additional details. It was gathered that the assassination might be connected with the bribery scandal that involved the chairman of ACN, Aniekan Akpan, who reportedly collected a huge amount of money to endorse the results of the governorship elections held on April 26 which his party members had rejected. There are fears that the victim may have been involved in the deal that saw the ACN pay an unscheduled "solidarity visit" to Governor Akpabio. The victim, a source said, may have had a rethink and wanted to retrace his steps. Dokubo, others’ outburst, threat to Jonathan’s presidency -David West The inflammatory outbursts of some Niger Deltans such as Asari Dokubo are a threat to the stability of Goodluck Jonathan’s presidency and the president would do well to call them to order and distance himself from them forthwith. That was the candid warning of former Petroleum Minister, Professor Tam David West, a fellow Ijaw as Jonathan, while reacting to comments on national issues by their kinsmen from Nigeria ’s oil rich wetlands. Referring to the latest by Niger Delta militia leader, Asari Dokubo, in an interview entitled. “If Buhari is arrested, nothing will happen,” published in the latest edition of Saturday Sun, David West deplored the castigation of northerners by the militia leader and his call for former Head of States and Congress for Progressive Change’s (CPC) presidential candidate, Gen Muhammadu Buhari’s arrest for allegedly instigating the post presidential election riots in parts of the north. According to him, such call by Dokubo was not only reckless, but also senseless since there was no proof to implicate the former leader in the sponsorship of the mayhem. He said such arrogant verbal excessiveness, which tend to denigrate other sections of the country, “in this euphoria of questioned electoral victory” could inflame passions and inspire “those who schemed him (Jonathan) in, to scheme him out,” reminding the president that “It is one thing to win the war, its another to win the peace.” The former minister, condemned as “irresponsible” attempts at laying possessive claim to the president or sounding as if it was the wisdom or might of the Niger Delta people alone that put him there, without acknowledging the roles of other sections of the country, saying this could endanger the unity and stability of the nation. His words: “Jonathan is what he is today because of especially northerners’ support. Nigerians from all parts voted for him to be president, without prejudice to my view that his election is stained. Can the Ijaw or Niger Delta alone guarantee the constitutional provision that he must have 25 per cent of the popular votes cast in two –third , that is 24 states of the federation, the answer is no. They are abusing the people, who helped in putting him there and if he doesn’t call them to order, his administration may be truncated. The abuses may have a backlash.” David West said Nigeria was today in a perilous time, declaring that “the issue of zoning is not dead but on suspended animation” and would rise again in a fiercer form if Jonathan stayed till 2015. Panic in Kano over Osama The ancient city of Kano was once again plunged into confusion yesterday, following reports of the death of Osama Bin Laden, the world’s most wanted man and the alleged mastermind of the September 11, 2001 terrorist attacks on the World Trade centre (WTC) in New York. As the news hit into the city, non-indigenes living in violence-prone areas fled their homes to take refuge in military and police barracks. There was pani in Kawo, Tishama and Badawa as well as other suburbs, as residents ran helter, skelter for their dear lives. As apprehension reverberated through the length and breadth of the city, non-natives, besides those who fled to barracks, were seen dashing towards safe areas, particularly Sabon Gari, largely inhabited by non-indigenes. It was learnt that children and their mothers were the first to flee their homes, in what has been described a desperate move to avoid a repeat of the post election violence in which several people were killed. Now, nobody wants to be caught unawares. Worried by the situation, the Commissioner of Police on election duty in the state, Mr. Dan’Azumi Doma, assured the people that there was no cause for alarm, as the police have made adequate security arrangement to handle any possible threat to lives and properties. Obama considers Nigerian visit Nigeria may have started reaping the benefits of organising a free and fair election as the country has been selected to host President Barack Obama during his Africa trip in a few months. Obama’s administration had made conducting a free and fair poll a condition for a presidential visit. Sources said administration officials are discussing with their Nigerian counterparts on the details of the visit, including security, accommodation and places of historical interest Obama will visit while in the country. White House sources said the administration is impressed with the outcome of the polls and believes a presidential visit will further deepen Nigeria’s democratic credentials and push other countries in the sub-region towards a democratic path. “The outcome of the polls makes it easier for the administration to make the case to other nations on the need to allow their people to freely choose their leaders,” administration officials stated. “The President believes this reverses a downward slide of democracy in the country,” officials told Sunday Independent. The White House is not alone is applauding the election. The U.S. Assistant Secretary of State for African Affairs, Johnnie Carson, who represented Secretary of State, Hillary Clinton, as an election observer concluded the election marks a new direction for Nigeria. “This reverses a downward democratic trajectory and provides the country a solid foundation for strengthening its electoral procedures and democratic institutions in the years to come. The Nigerian people have shown to the world their resilience and will to have their voices heard. These elections were a real opportunity to choose their leaders,” he said. Despite what he called “some technical imperfections,” Carson said these elections are a substantial improvement over Nigeria’s seriously flawed 2007 vote. “Following the deplorable post-election violence of the previous week, we are heartened that many Nigerian voters went to the polls to vote in an environment largely free of violence. EFCC operatives storm states ahead of May 29 handover date A month to the exit of some outgoing governors, Economic and Financial Crimes Commission (EFCC) chair Mrs. Farida Waziri has set up 15 teams to probe fraud allegations against them, it was learnt yesterday. Mrs. Waziri has also sent the teams to some states to gather sufficient evidence against the governors and their lieutenants ahead of the May 29 handover date. The teams were raised about three weeks ago to "gather sufficient evidence in some states where the anti-graft agency has been investigating fraud allegations against some governors and their officials. "The 15 teams left Abuja and some of the zonal offices of the commission for their various states of assignment on Wednesday. "They have a deadline of completing their assignments ahead of the May 29 handover date when some of the governors would have lost their immunity. "The operatives were dispatched to the states to wrap up investigations and compile case diaries against officials believed to have dipped their hands into state funds especially to prosecute elections." But the list of the affected states was kept secret as at press time last night. The source said: "The affected states are where some of their officials had already been invited, interrogated or being prosecuted now for graft charges. "By May 29, we will release to the public the list of outgoing governors who have some issues to clarify. The Head of Media and Publicity of EFCC, Mr. Femi Babafemi, was not forthcoming with details about the teams.
