Nigerian poll finale marred by fraud allegations

UYO, Nigeria (Reuters) - Ballot box snatching and thuggery marred state governorship elections in parts of Nigeria on Tuesday, although there was little of the orchestrated mob violence which has undermined similar votes in the past.

The state governorship races are the last stage of an election process so far deemed by observers and many Nigerians to have been the fairest in decades, but which has also seen some of the country's worst political violence for years.

Rioting left hundreds dead in the mostly Muslim north last week after President Goodluck Jonathan, a southern Christian, beat northern rival Muhammadu Buhari in presidential polls.

There were localised problems on Tuesday but nothing on a similar scale. Soldiers arrested people stealing ballot boxes in several states around the country, including parts of the oil-producing Niger Delta in the south and Kano in the north.

Security forces shot dead one man accused of trying to steal a ballot box in the northeastern city of Maiduguri, while witnesses reported gunfire as ballot boxes were snatched in at least one polling unit in the southern state of Akwa Ibom.

"There have been some disturbances and abuses across the country which are a concern , voter turnout has been quite low in a lot of areas," said Clement Nwankwo, head of Nigeria's Policy and Legal Advocacy Centre.

The opposition candidate in Akwa Ibom, one of the fiercest races, said there had been widespread rigging there.

"This is not an election, this is not the voice of the people, it doesn't represent anything other than criminality," said James Akpanudoedehe of the Action Congress of Nigeria (ACN), calling for a partial cancellation of the vote
Voter numbers were down, particularly in some northern areas hit hard by last week's riots, while accreditation started late in many parts of the country after hundreds of youth corp members, graduates on national service helping run polling units, stayed away fearing they may be targets of violence.

There were also far fewer international observers than for the presidential vote because of a delay in the election cycle.

Why corps members were forced to rig polls in Akwa Ibom

They are afraid to tell their stories. When they do, they are afraid to be named. That is the terror members of the National Youth Service Corps have been subjected to as electoral officers in Akwa Ibom State.
They say that the election duty they volunteered to perform at the behest of the chairman of the Independent National Electoral Commission, Prof. Attahiru Jega has been characterised by coercion, false recording and declaration of results, brigandage and bribery.
In Akwa Ibom, this has been skewed in favour of the party in power in both the House of Representatives election and the presidential election.
One of the youth corpers (name withheld), said he was ordered by a party leader in a local government to help him deliver the state for the PDP candidate.
“He called me aside and said he has to deliver his village,” recalled the corps member. Not long after he sent a young man to him whom the Corp member identified as a party thug. He said the party agents and the security personnel including police and soldiers had been “taken care of.”
All he had to do was cooperate.
He said although about 60 voters had appeared at the polling station, he was instructed that about 300 names in the voter register were not real. A number of them came from Port Harcourt.
He was also handed ballot papers for 275 people, thumb-printed and ready for endorsement.
The supervising presiding officer was in the picture, and the Corp member was asked to sign the EC8 form. He wanted to resist until soldiers, party members, police and thugs appeared and ordered him to sign.
“I consented. I was afraid. The thugs were smelling of marijuana,” he said.
A party agent from one of the opposition party wanted to resist but at the sign of the soldiers, he fled for his life.
“I think he was a pastor,” he called. He said it was raining that day, but he was so scared that “I was sweating.”
Envelopes were handed out to all the workers.
In another case, the Corp members said they were not even allowed to move to the polling station. They picked them to a building, and when they reached there, they wondered what it was.
But the corpers could not question the soldiers much.
“They said we should cooperate,” they narrated.

Nigeria radical Muslim sect vows to keep fighting, says government must embrace Islam

MAIDUGURI, Nigeria — A radical sect blamed for killings in northeastern Nigeria is vowing to fight until its says Muslims regain their freedom all over Nigeria.
In a statement released Sunday, the group known as Boko Haram called on the Nigerian government to embrace Islam, drop the constitution and adopt the laws in the Qur'an.
Boko Haram's message comes amid deadly postelection rioting elsewhere in the north following the election of a Christian president.
But the town of Maiduguri where it is based has seen little of the vote-related unrest reported elsewhere in northern Nigeria this month.
Boko Haram members have targeted police and clerics in a string of killings over the last year, and also have attacked churches and engineered a massive prison break.

‘How I went back to vote after giving birth’ - … Names baby after Buhari

One of the points noted by the Head of ECOWAS Observer Mission, Professor Amos Sawyer, in the last presidential election was the level of enthusiasm exhibited by Nigerians who turned out in their large numbers to participate in the polls.
Many have heard the stories of voters who have spent the night at polling units across the country or defied the scorching sun just to vote, but the story of Khadija took many observers by surprise.

28 year old Khadija Auwalu Jibrin, a resident of Yan Zuma in Anguwar – Rogo, Jos North local government area of Plateau state was an epitome of such enthusiasm who defied her condition and went out to exercise her franchise few minutes after she put to bed a bouncing baby boy.

Khadija narrated to our reporter how her husband encouraged her to prepare and join the queue for accreditation to vote in the presidential polls scheduled to commence few hours on that day despite the pain she had started experiencing.

“He said I should try and make it since it was just a one day thing. That was how I prepared and headed for the unit where I had registered earlier”.

From experience, Khadija had the feeling that the child was due that day. Yet like every eligible voter, she joined the long queue among hundreds of other voters at the Anguwar Rogo Primary school popularly known as “Shakura” and waited for her turn.

“Some moments after arriving at the unit, I started seeing the signs, I then called my husband and told him of my condition, he advised me to go back home and with the help of some women, I was escorted home”, she said. Khadija put to bed, a bouncing baby boy, ten minutes after getting home.

Her husband Auwalu Jibrin popularly known as Auwalu German received the news with great pleasure when he learnt that his wife had been delivered of safely but he received the shock of his life when five minutes after the delivery, she insisted on going back to the queue to vote.

“I was surprised when she told me she was coming back to the queue. I had to ask her if she could do it but she responded to me in the affirmative adding that, after all, that was what I wanted her to do. I was impressed by her courage”, Auwalu German told Weekly Trust.

Khadija’s re- appearance with the baby at the voting center shortly after delivery took everybody at the unit by surprise.

“At that moment, an argument even ensued with some women insisting I was not the one and accusing me of trying to fake it to save myself from joining the long queue. Luckily, some women there recognized me and one of the electoral officers who appeared more shocked than surprised also recognized me. I went back there less than ten minutes after putting to bed”

Her condition and courage gave her an overwhelming waiver where almost everyone at the polling unit agreed to allow her vote so that she could go home and relax.

But before she left, Khadija and her child became the centre of attraction as people both women and men abandoned their queue to take a glimpse of her and the child and congratulated her for the safe delivery. More so, because of the courage she had shown to finish what she had started.

Even after she had left her polling unit, she disclosed that many people still trooped to her home, which was just a stone’s throw from the unit, to greet her and the baby in amazement.

The common questions most people asked her were how she coped with the post-natal pains and why she went to that length to vote?

“Fortunately for me, everything (post delivery bleeding) stopped immediately I was delivered of. I thank Allah, I have never felt healthier before, I knew we needed to make a change and that day was an opportunity for every Nigerian to make that change to end the long years of suffering, that is why I summoned the courage to go back and vote and I felt satisfied for what I did. If the situation will repeat itself, I would do the same thing” Madam Khadija responded.

Many women advocates believe that women are indispensable agents of change and therefore their roles are not restricted only to the four walls of their homes, Khadija believes also that a woman can serve as a change agent in all spheres of life.

Asked how she feels now that the candidate she voted for is not the one that won the election, Khadija responded quickly saying “my effort was not in vain, I would have felt very bad if I had not voted, but now I have exercised my franchise and history will have it that I have made an effort to bring change for the country, but I believe the change will come one day”.

Khadija and her husband’s candidate in the last presidential election may not have won the election that day but at least, he has gotten a namesake. The couple told Weekly Trust that they are going to name the child Buhari, today Saturday 23, being the day of the naming ceremony.

James Ibori, Gov Uduaghan In Fresh Money Laundering Scam…How Over N8bn Was Wired Through Access Bank To Ibori In Dubai Prison

At a time when a group of Delta state elders led by Ijaw leader, Edwin Clark is raising fresh dust over the looting of the state by incumbent governor, Emmanuel Uduaghan, iReports-ng can authoritatively report that the governor, his cousin godfather, James Ibori now facing trial in the United Kingdom and one of Nigeria’s leading banks, Access Bank have all been caught in another web of stealing and laundering over N8 billion Delta peoples money to Ibori’s account in Dubai, United Arab Emirate, UAE.

Ibori was arrested in Dubai by Interpol in May 2010 after he fled from Nigeria where he was hunted and declared wanted by the country’s anti-graft police, EFCC in April last year. After months of a legal battle to frustrate and stop his extradition to the UK where he was wanted for money laundering charges by the Met police, he was eventually taken to London on Friday April 15 and charged to court the following day.

Ibori is believed to have laundered over $290 million through the UK using different fronts including his wife, Theresa; sister, Christie; mistress, Udoamaka and lawyer, all of who are now serving various jail terms in UK after being convicted of criminal conspiracy and graft charges.

Sources in Nigeria’s EFCC however told iReports-ng that Ibori’s case may have been worsened by a fresh discovery this week that huge funds being deployed in Dubai to truncate his extradition to UK actually came from Delta treasury. The funds which were wired in tranches between May 2010 and March 2011 were taken into Ibori’s bank account in Dubai through another account of his in Access Bank, Lagos.

Findings by eagle eye operatives were said to have revealed that the Delta state governor, Emmanuel Uduaghan who is Ibori’s cousin authourised all the payments which were done in local currency but converted to US dollar by Access Bank which in turn moved the money into another of Ibori’s coded accounts in Dubai from where he was drawing unlimited funds to fight his legal battle in UAE. The total money already transferred through the bank was said to be above N8 billion. He was almost succeeding in stopping his extradition but for the resilience of the UK authorities and the cooperation of Nigeria’s EFCC.

A source familiar with the workings in EFCC says the latest evidence will have to be forwarded to the UK Met should they need it to support their case while both the management of Access Bank and Governor Uduaghan’s administration would have to explain their roles in the criminal conspiracy as well as the source of the money wired to Ibori in Dubai prison.

Nigerian banks have of late come under the searchlight of EFCC which is already prosecuting close to 30 bank executives including a former MD of Oceanic Bank, Cecilia Ibru who was last year convicted and jailed after agreeing to forfeit over N191 billion in a plea bargain deal.

SHEKARAU DENIES N20 BILLION BRIBE

The presidential candidate of the opposition All Nigeria Peoples� Party (ANPP) and governor of Kano, Mallam Ibrahim Shekarau has denied allegations that he received the sum of 20 billion naira from President Goodluck Jonathan in order to scuttle the ambition of General Mohammadu Buhari, the presidential flag bearer of the Congress for Progressive Change (CPC).

Speaking through his Senior Special Assistant on media and public relations, Mallam Sule Ya�u Sule, the ANPP presidential flag bearer challenged those behind the allegations to produce evidence that he received bribe in order to connive with the PDP and President Jonathan to stop General Buhari from winning the April 16th election.

Speaking to newsmen in Kano, Mallam Sule Yau Sule disclosed that text messages alleging that Governor Shekarau accepted a 20 billion naira bribe are being circulated to create disaffection in the state.

He said investigations have been launched to unravel the brains behind the text message, hinting that the ANPP candidate might seek legal address.

The residence of the vice presidential candidate of the Congress for Progressive Change [CPC], Pastor Tunde Bakare has been gutted with fire.

Pastor Bakare who sat in front of the house while the fire was being put out by fire fighters told Channels Television that he does not know the cause of the fire.

According to him, he was called from the house when the fire started, and rushed down to evacuate his family.

Pastor Tunde Bakare was the running mate of General Mohammadu Buhari (rtd) in last presidential election.

I didn't quite get what your anger or discomfort is about the thread. The poster listed some promises Mr Goodluck made that endeared him to you and millions of other public members who voted for him in their millions by an emphatic 10 million majority and the poster ended by wishing him well. So are your annoyance?
If truly love the man, you should be the one that should be listing or itemising his electioneering promises to him, so that he can't let you and others that voted for him down.

It will interesting to know what your anger is all about someone who just won a job interview and of those that gave him job was reminding what he promised to achieve within 4 years period in the course of the interview, under which some must have based their decision of giving him the job.

Sometime, most people forget that election and the elected are like job interview and successful applicants.

9. You landed in Portharcourt on Feb 12 where you made alot of promises, maybe to woo your Niger Delta people. Be that as it may, you announced that the NNPC, in partnership with the private sector, would establish a petrochemical plant in the Niger Delta (you didnt state where exactly). You promised the plant will create job opportunities for the Niger Delta youths. Then you went ahead to promise the implementation of Local Content Law and Petroleum Industry Bill. In case you cant remember when you made all these, cast your mind back to the stampede that claimed some lives (where your wife called them martyrs).

10. In Kaduna- You promised massive transformation of the agricultural sector through construction of large dams and distribution of one million metric tonnes of fertilisers for the 2011 farming season (The rains are here already, so fulfil your promises o)

15. On February 24, Mr. President, you pledged to rehabilitate ALL ailing industries in Aba. I believe all Abians are hoping on you to provide the enabling environment to do their businesses, you must keep your promises,

Mr.President, on Feb 25th in Anamabra you said there is a plan to build a power station in the state, assuring that within the next four years your administration would construct and rehabilitate ALL federal roads leading to Anambra as well as the South East. 18. In Niger state, you promised the more power generation. Perhaps the most important aspect of your promises is that your government would map out a five-year strategic plan for road projects. (Please we are waiting for the Plan NOW!!!!)

19. On Feb 27, you were in Asaba, the Delta state capital, which happens to be my state. On that fateful sunday, you revealed that “The NNPC is developing a new programme that will absorb about 5,000 youths, ”, Mr. President, Deltans are delighted at this REVELATIONS. While that number is a far cry from the number of unemployed youths in the state, at all at all na winch (as we say in Warri), so Deltans are waiting.

20. On March 2nd, you were in Ondo where you pronmised that roads and other basic infrastructure across the states will be developed in four years. In addition you also promised the exploitation of the vast bitumen deposits in the state for national economic development and employment generation. The Ondo people are waiting. Your Four years have started already. You must start now.

21. On the same day, March 2nd, your campaigbn train was in Ekiti state. While there, you promised that more than N50 billion federal intervention projects were ongoing in the state. You can be rest assured that the Fayemi and indeed the entire Ekiti kete are waiting for you.

22. On March 9th, in Sokoto, you promised to rehabilitate the abandoned Shagari irrigation project as well as reviving the nation’s rail system and figh the menace of desertification in the country. Sokoto people have sufffered for too long. This is your time to redeem your pledge, Mr President. The clock is ticking!!!

23.The date was March 12th 2011 and you were in Ogun state.
Remember, the day you rode to Abeokuta through rail?
Yes, That was the day you promised an improved power supply before the end of the year through the Integrated Power Project (IPP) initiative.
You also pledged to build more refineries, encourage downstream activities, resuscitate rail transportation and create jobs. In case you have forgotten, that was the day that Gbenga Daniel (your South West campaign coordinator was booed by the Ogun people).

24.On March 14th, your campaign trained moved to Kebbi where you promised to establish a federal university next year (2012). You also promised to create jobs through science and technology, tackle environmental challenges and boost health care delivery.

25.Katsina, was your port of call on March 15 where you promised to enhance the living standard of Nigerians through implementation of people-oriented programmes that would provide citizens the necessary opportunities to realise their potentials.
In my opinion, this was just mere rhetorics as you did not make any concrete promises. or did you have the premonition, you will lose in Katsina? I might just be right.

26.In Kano, you pledged to resuscitate the nation’s power sector and encourage the development of small and medium scale enterprises in the country while ensuring justice, equity and fair play in the polity.

Mr.President, Space will not allow me to list the deluge of promises in Lagos, Osun, Borno, Cross River, Akwa Ibom, Enugu, Imo, Taraba, Jigawa, Edo, Bayelsa and Zamfara states. If you can accomplish all your promises in the next four years, then you will go down memory lane as the best President ever.

An investigation is under way to determine the perpetrators of the violence, which the president attributed to jobless youth.
"We've been having a crisis in the north, we've been having a crisis in the south, all the symptoms are the same,"he told CNN. "We have a number of young people that have no source of income that we must provide."
If the government does not help provide a source of income, he said, the youth are at risk of being paid to spark violence.

ECOWAS monitors indict Akwa Ibom, Delta

The Economic Community of West African States (ECOWAS) Observer Mission in last Saturday's presidential election at the weekend indicted Akwa Ibom and Delta States for barring its officials from performing their functions in their domains.

Head of the mission and erstwhile head of the Interim National Government in Liberia, Amos Sawyer, said in the team's preliminary report that though the overall conduct of the election met the criteria of free, transparent and credible election and therefore generally acceptable, the monitors were denied access to the polling stations in most South South states.

This was part of the challenges the mission said it encountered during the exercise, which it called for appropriate measures to be taken by the Independent National Electoral Commission (INEC) to check before the next phase of elections.

Other shortcomings identified during the elections, the Mission said, included use of incomplete voters registers in some polling stations; differences in the interpretation by INEC officials of accreditation and voting procedures; slow rate of voting in some polling stations due to imbalance in the ratio of voters to electoral officials.

"Notwithstanding these shortcomings, the organisation of the election can be considered as generally acceptable. Having found no major incidents or irregularities, the ECOWAS Observation Mission is persuaded that the Presidential election of April 16, 2011 meets the criteria of being free and transparent," the report said.

ABUJA — Post-election rioting overnight in parts of northern Nigeria has left "many people" dead, but details were not yet clear, a Red Cross official said on Tuesday.
"Things are relatively calm right now, but violent protests went on last night, especially in Kaduna, Katsina and Zamfara (states)," Umar Abdul Mairiga, the Nigeria Red Cross disaster management coordinator, told AFP.
"Our volunteers are out there and we expect details in the coming hour or so. What may come out of there is not very palatable because many people were killed, especially in southern Kaduna.
"The displaced people are getting hostile because nothing is coming up in terms of relief."
An estimated 15,000 people have been displaced by the riots that began sporadically over the weekend and spread quickly to some 14 states on Monday over rigging allegations in elections that President Goodluck Jonathan won.

Nigerian mosque burnt after deadly post-poll riots

KANO, Nigeria — Christian youths burnt a mosque in Nigeria's north early Tuesday after deadly rioting that followed presidential elections, prompting Muslims to destroy shops in response, residents said.
The reprisal attacks occurred in Nigeria's main northern city of Kano, where an unspecified number of people were killed the previous day as post-election rioting spread to some 14 states over President Goodluck Jonathan's election win.
Kano police spokesman Magaji Majia confirmed "reports of an incident in Tudun Wada (neighbourhood), but the situation has been contained."
He said he was on his way to meet with local traditional chiefs and the imam in the area, adding that the city was now enforcing a 24-hour curfew.
A resident said Christian youths who had taken refuge in a police barracks the previous day left and crossed into a Muslim area of the city, where the mosque and two trucks were set alight.
"Muslim youths in the area were attracted by the smoke coming from the mosque and trucks," resident Ya'u Mohammed said.
"In retaliation, the Muslim youths vandalised and looted dozens of corner shops attached to the barracks largely owned by Christians. Soldiers were drafted and many people were arrested."
Jonathan was declared winner on Monday of presidential elections in a landmark vote that exposed regional tensions and led to the deadly rioting that displaced an estimated 15,000 people.
His main opponent, ex-military ruler Muhammadu Buhari, drew most of his support from the north, while Jonathan performed most strongly in his native south.
Nigeria is roughly split between a mainly Muslim north and predominately Christian south.

Nigeria international Olubayo Adefemi has been killed in a car accident, the Greek Football Federation have announced.
Greek media report that the 25-year-old Xanthi defender skidded off a road on Monday morning while driving to Salonika to finalise arrangements for his wedding. Adefemi joined Xanthi from French side Boulogne last summer and had made 24 league appearances this season, scoring twice.
A statement on www.epo.gr said: "The Greek Football Federation expresses its grief at the untimely death of Nigerian international and Skoda Xanthi footballer Olubayo Adefemi in a car accident.
