A lecturer of mine raised an argument in class that it's natural for guys to compare their Joystick with others when using the Urinal.

While I had unconsciously stared at another guy's junk when using the Urinal, It wasn't for comparisons.

I recently had an argument with my GF about how often I change my Boxers. I told her I do it once in two days.

Although I could change it in a day if I have done something very hectic that caused me to sweat excessively. She maintained that I change my Boxers on a daily basis.

Fellow Male Nairalandrers, please I need your opinion on this issue. Thanks

I really don't see why you should bath with your child of any age. It's very strange to me.
Is it because they have an outside shared bathroom and it's just easier to all go out and bath together all at once?
There's no special reason why most parents would allow their kids to bath with them but you know children will always act as one and in a situation where a parent allows it once or twice, the child would always ask for it. Thanks for your opinion though.

Nigerian elected judge of International Criminal Court

A Nigerian, Chile Eboe-Osuji has been elected as one of the six judges of the International Criminal Court (ICC), reports the News Agency of Nigeria (NAN) in New York.

Eboe-Osuji and Morrison Howard of the U.K. were elected at the final rounds of the election held on Friday, during the 10th session of the Assembly of States Parties of the ICC at the UN Headquarters in New York.

The election of the judges began on Monday with the election of the first four, among them, two women, at the end of the 12th round of the elections earlier on Friday.

Eboe-Osuji recorded 102 votes, while Howard recorded 72 votes out of the 117 votes to meet the two-third required majority of votes before a candidate could be adjudged elected as a judge of the court.

Eighteen candidates contested the six positions. The first round of the elections produced two judges, while at the second round, only one judge was elected.

Other rounds, from three to eleven, did not produce any judge, until the 12th round when another judge emerged. Eboe-Osuji and Howard were elected in the last rounds.

The six judges are Carmona Aquinas - Trinidad and Tobago; Defensor-Santiago Miriam- Philippines; Fremr Robert - Czech Republic; Herrera Venecia - Dominican Republic; Morrison Howard - United Kingdom and Eboe-Osuji Chile - Nigeria.

Aquinas recorded 72 votes, Miriam; 79 votes, Robert; 77 votes, Venecia; 77 votes, Howard; 72 votes and Eboe-Osuji; 102 votes.

Speaking to NAN shortly after his election, elated Eboe-Osuji said: `` I am happy that Nigeria won a position in the ICC.

He, however, expressed appreciation to the Nigeria Mission in New York for the support given to his candidature.

Some in the audience at the just concluded Northern Peace Conference were stunned when a former minister of Petroleum and former education minister, ex-Senator Jubril Aminu called for the banning of the Christian Association of Nigeria (CAN)
Jubril Aminu claimed that of CAN was not proscribed, Muslims would be forced to form the Muslim Association of Nigeria. However, what many asked after Mr. Aminu made the comment is what he wants done to the Nigerian Supreme Council on Islamic Affairs (NSCIA) or the Sucpreme Council on Sharia in Nigeria.
It was shocking to hear ex-Senator Aminu, a former Nigerian ambassador to the United States make such a claim especially as the Central Bank of Nigeria is currently in the process of promoting Islamic Banking as an alternative form of banking.

Many at the event are puzzled at the reason why a man, supposedly a statesman would target a particular religion and ask that they be denied their freedom of association rights as guaranteed in the Nigerian constitution at a onference convened to deliberate on pace.

It would be recalled that durng his time as Babangida's minister of education, the same Professor Jubril Aminu introduced the controversial policy of designing Nigerian school uniforms to be compliant to Islamic tradition, a policy that was stoutly resisted by the Christian community.

Reacting to Aminu's calls, a Christian Pastor who has acheived national renown in other fields asked "since Aminu has been born till now, can he tell me how many times he has heard that Christians attacked a church, or that Christians attacked a religious organization. Even Aminu himself know the people who formet violence in the name of religion in Nigeria. As Christ said in Mattew 7:16, by their fruits you shall know them"

But perhaps speaking in a veiled way to people like Aminu who leave the issue of what was to be discussed to attack Christians, the Catholic Bishop of Sokoto, Bishop Mattew Hassan Kukah accused Northern leaders of hypocrisy, a sentiment earlier re-echoed by the Chairman of the event, former Head of State, Gen. Yakubu Gowon.

Said Kukah;

"Today, 99 per cent of our discussions are on Sardauna and about Sardauna; but we are being hypocritical. We are seriously looking at almajirai (beggars) in the North, while the Southern states are far developing their educational system to the extent that, the number in one of their states is more than all the ones in one of our zones."

In the same vein, the Chairman of the Arewa Youth Forum, Alhaji Gambo Gujungu, at the event lambasted Northern leaders and accused them of holding a jamboree which would not change anything. Said he;

“From what we have seen and followed, there is nothing new that guarantees significant future, for the downtrodden Northern masses, be they Muslims or Christians, Hausa, Fulani, Bajju, Berom, Angas, Igala or Egbira in this conference.

“It is based on the foregoing that we make the following observations:

“The Peace Conference is nothing but waste of time and a jamboree and talk show, and also another unique opportunity for elite re-union aimed at renewing political lineages.

“Nothing more than that. There is nothing new and convincing that heralds a new dawn in the North. What is there that we have never heard? What did the main actors say that they have not been saying in the past decades?

“How many Peace Conferences did Sir Ahmadu Bello organise to bring about unity and development in the North?

“Even the South that is ahead of the North today; how many such gatherings have they organised to have a lead ahead of the North?

“In short the so called conference was purely politically motivated and not a genuine commitment as demonstrated there.

“It has nothing to do with the masses but just dancing with their lyrics but not the rhyme, as contained in the hymn book.

“What impact does the August meeting have on the lives of aggrieved Northerners in Maiduguri, Kano, Bauchi, Damaturu, or Southern Kaduna? What impact does it have on the Almajiri children in the streets?

“ACF should note that peace is priceless, and not cosmetic; rather it can only be achieved with sincere and honest leadership which we cannot vouch for in the North now.

“Our sympathy rather goes to few sincere individuals who actively engaged in the talk show but the reality is that the issue of forgiveness and reconciliation go beyond rhetoric or at a tea or coffee party. In fact the debate arising from one of the technical sessions confirmed our argument, for we witnessed how insincerity and sentiment dominated and beclouded the issue of the supposed Road Map to peace. As far as we are concerned, it is a jamboree and waste of public funds that would have been channelled to the ailing but crucial sectors in the North.

“We are conscious of how the New Nigerian Newspapers, Ahmadu Bello University, ABU, along with other legacies of the late Sir Ahmadu Bello are in ruins today, except that the leaders are beautifying them with lies and insincerity.

“Till this very moment, Christians and Muslims in the North are still killing one another, because of religious manipulation of same elite. What have they done by directly concentrating their efforts in recociling feuding communities, and appealing to them to sheath the swords, they, the elite supplied them through preaching hatred, acrimony and false religiosity?”

Nigeria's bill to outlaw gay marriage threatens HIV/Aids cash

A bill to outlaw gay marriage in Nigeria could jeopardise millions of dollars of western aid given to help stop the spread of HIV and Aids in Africa's most populous nation.
Nigeria has the continent's second highest number of people living with the disease, says the United Nations. More than three million people are infected and many do not know their status.
"There are about 400,000 people on anti-retrovirals in Nigeria at the moment and 95% of those are paid for by donor funds," said public health doctor and health blogger Chikwe Ihekweazu.
Gay sex has been banned in Nigeria since British colonial rule. Gay and lesbian people face open discrimination in a country divided by Christians and Muslims who almost uniformly oppose homosexuality. In parts of the north where sharia law has been enforced for about a decade, they can face death by stoning.

Under the proposed law passed by the Senate, same-sex couples who marry could face up to 14 years each in prison. Witnesses or anyone who helps a marriage could be sentenced to 10 years. The bill also punishes the "public show of same-sex amorous relationships directly or indirectly" with 10 years in prison.
A newly added power, punishing those found guilty of organising, operating or supporting gay clubs, organisations and meetings with a 10-year sentence, worries advocates in Nigeria. They fear the law could be used against groups providing assistance for HIV and Aids outreach programmes that traditionally consider gay men as an at-risk group.
"We work with them trying to reduce their risk factors, trying to make them more healthy and have safer sex practices," said Meyiwa Ede of the Society for Family Health, which is funded by donations. "If we can't work with them anymore, then they are vulnerable."

Lawmakers playing to the religious antipathy towards gays and lesbians have said donor nations who threaten to cut aid over the bill can keep their assistance, putting at risk the lives of people reliant on anti-retroviral drugs.

The US and British governments funnel huge sums into Nigeria for Aids and HIV outreach. The US, under the President's Emergency Plan for Aids Relief, has given an average of $308m (£197m) a year to groups working in HIV prevention, treatment, and support, according to the US Consulate in Lagos.

Britain spends an average of £19.9m a year on HIV/Aids programmes in Nigeria, the Abuja office of the Department for International Development, funding which local partners spend on projects for gay and straight people. Heterosexual sex accounts for 80% of HIV transmissions in Nigeria, the National Agency for the Control of Aids reported recently.

David Cameron recently threatened to cut British aid to countries that discriminate against gays and lesbians. Both the US and UK governments say they are watching the Nigerian bill closely, but declined to comment on how it may affect their outreach.

President Goodluck Jonathan promised the UN general assembly in June that his administration was "committing to increase national ownership of HIV and Aids responses" and to make those responses inclusive. Six months later, little has changed.

The health minister, Onyebuchi Chukwu, said the bill outlawing gay groups would not affect state-funded HIV and Aids programmes. The health ministry has no programmes specifically targeting these communities, said spokeswoman Rekia Zubairu.

Rights groups say the politicians' resolve to pass the bill reflects widespread homophobia in Nigeria, but also shows their disconnect from working-class Nigerians, regardless of sexual orientation.

"They have the resources to go abroad for treatment, with their big salaries, so they don't give a hoot about ordinary people," gay rights organizer Dorothy Akenova said. "The majority of Nigerians are the ones who will suffer for it."

The bill must still be passed by the House of Representatives and signed by President Jonathan before becoming law.

Nigeria Loses N1.33 Trillion In Foreign Investments Because of Boko Haram

As the militant group, Boko Haram, continues its bombing of strategic places in the country, the World Investment Report (WIR) of the United Nations Conference Trade and Development (UNCTAD) has said that the domestic economy has lost a whopping sum of N1.33 trillion Foreign Direct Investment (FDI) owing to the problem.

According to the report, FDI flows to Nigeria fell to $6.1 billion (N933.3 billion) in 2010, a decline of about 29 per cent from the $8.65 billion (N1.33 trillion) realised in 2009 fiscal year.

The report obtained by Saturday Tribune further revealed that the sharp decline of FDI to the country was compounded aftermath the global financial crisis.

Also, statistics obtained from the 2010 annual report by the Central Bank of Nigeria (CBN) showed that the total foreign capital inflow into the Nigerian economy in 2010 was $5.99 billion.

The record showed that FDI represented about 78.1 per cent drop from $3.31 billion in 2009.

It would be recalled that the decline in investment had been lately generally attributed to the increasing rate of insecurity in the country, as well as infrastructural decay.

Besides, the fear caused by the Boko Haram bombings in particular has made most foreign investors, who usually featured at the annual Lagos Trade Fair to show case their products to stay away, even as those who were presently on ground had heavy security network around them.

Speaking with Saturday Tribune, the former National President, Association of National Accountant of Nigeria (ANAN), Dr. Sam Nzekwe, said the activities of Boko Haram were causing an incalculable damage to the nation’s economy.

“If there is anything foreign investors are scared of, it is insecurity. Boko Haram with the recent bombing of United Nations (UN) building in Abuja has put Nigeria on the group of terrorist nations. How then do you expect foreigners to bring in their funds?” he queried.

On his part, a financial analyst and Chief Operating Officer, Twinsronk Consulting, Okechukwu Amadi, in a telephone interview, lamented that the activities of Boko Haram were contributing largely to the declining FDI inflow, and impacted negatively on this year’s trade fair.

He said it was regrettable that at a time the country was being considered as the preferred investment destination by investors all over the world, Boko Haram was raising the level of insecurity.

He explained that the Euro zone crisis and debt issue in the United States had placed Nigeria on a higher pedestal to receive foreign investments, but noted that apart from portfolio investors, others with long term plans could not bring in their funds.

“Basically, the economy of Borno State, where the sect is domiciled, is virtually at a standstill; nothing seems to be working there. By extending their activities to other places like the Federal Capital Territory (FCT), the sect has worsened the whole matter. It was high time the Federal Government faced the challenge,” he stated.

Only last week, an international rating agency, Standard & Poor’s Rating Services (S&P) declared that the country’s economic climate was still risky.

The S&P, in a statement, stated that Nigeria had a "very high risk" in "economic resilience," a "high risk" in terms of "economic imbalances," and a "very high risk" in "credit risk in the economy.

“Nigeria is a country with a high political risk, low GDP per capita, and large infrastructure needs, all factors that contribute to a volatile and risky operating environment for banks. Nigeria has large natural resources, low government debt, and high economic growth potential, which partly mitigate these risks. The slow recovery of the domestic economy has slowed credit growth and kept the stock market muted, limiting economic imbalances.”

The rating agency further stated that the industry risk score of '7' for the country was based on its opinion that the country faced "very high risk" in its "institutional framework" and "competitive dynamics," and "intermediate risk" in "system wide funding."

The President, Progressive Shareholders Association of Nigeria, Mr. Boniface Okezie, said the activities of the dreaded Boko Haram had scared away investors from the nation’s capital market and by extension, the domestic economy.

He said the quantum of loss of Foreign Direct Investments to the country could easily be measured by the recurring daily huge losses at the stock market which serves as the barometer in the measurement of the growth or otherwise of the economy.

“A lot of foreign investors have stayed away from the market. They are usually afraid of any place where there is a crisis and this has greatly affected the stock market as you can see in the value depreciation,” he stressed.

KANO, Nigeria — Suspected Islamists have attacked a police station and government office in northeastern Nigeria, destroying both buildings, but authorities denied a resident's claim of police casualties.
Suspected members of the Islamist sect known as Boko Haram on Wednesday night stormed the village of Mainok, some 75 kilometres from the city of Damaturu, which was hit by coordinated attacks last week that left some 150 dead.
"It's true there were attacks on a police outpost in Mainok village," said Simeon Midenda, police commissioner for Borno state, where Mainok is located.
"It was burnt down by the attackers suspected to be members of Boko Haram, but there were no casualties because that particular outpost was shut down long ago and the policemen there were redeployed to Maiduguri."
A resident however told AFP that about 20 gunmen attacked the police station, throwing explosives inside, before moving on to a federal road safety office, which was also destroyed along with vehicles parked there.
"They killed four policemen and freed suspects from cells and carted away guns and ammunition from the police station," the resident said.
A federal road safety official for Borno state confirmed that the office was hit.
"Our office in Mainok was attacked by gunmen and burnt down," said James Christopher. "None of my men there were affected but one of our operation vehicles was also burnt in the attack."
Boko Haram has been blamed for scores of attacks in Nigeria, including the August bombing of UN headquarters in the capital Abuja that killed 24 people.

THE founder of the Living Faith Church, also known as Winners’ Chapel International,  Bishop David Oyedepo, has berated Nigerian leaders over government’s insincerity, saying that a revolution in the political arena will  prevent the country from disintegration.

Oyedepo said this at the launch of the United Nations-Global Report on Human Settlements held at the Africa Leadership Development Centre, Covenant University, Ota, Ogun State, on Tuesday.

The cleric lamented the gross insensitivity of the government to the plight of the masses, describing most people in government as illiterates.

He said: “Something may strike in Nigeria soonest. There must be a revolution in our political arena if we want to be redeemed from total collapse. Our politicians are sitting on a keg of gunpowder. “It is a pity that we have a system that is highly insensitive to the plight of the people. Most people in government today are largely made up of illiterates who don’t have interest in information.”

He noted that poor governance had ravaged the nation, insisting that government lacked the ability to facelift the poor state of infrastructures.

“Nigeria has been afflicted with poor governance which is our greatest problem. Government doesn’t have the capacity and morality to revamp our infrastructure.

“Nothing about government has ever worked. Everything is actual political robbery. There is gross insensitivity from the part of the government,” he said.

The Director, Monitoring and Research Division, UN-HABITAT, Nairobi, Kenya, Professor Oyebanji Oyeleran-Oyeyinka identified good governance capacity as the only measure in tackling the various problems posed by climate change.

The don, who presented the UN-Global Report 2011 at the event, claimed that the questionable status of governance in Nigeria had hindered the improvement of urbanisation.

He, however, stated that only good policies and infrastructural deficit are the solutions to some of the problems.

Oyeleran-Oyeyinka said: “The good governance capacity of countries must start to improve. Infrastructural deficit is a major starting point in dealing with climate change. Nigeria cannot claim not to have money to do the basic thing but because our governance capacity is highly questionable.”

The Vice Chancellor of the university, Professor Aize Obayan maintained that universities must continue to encourage viable linkages and partnership in galvanising potential, expertise and resources to improve the human condition.

Gaddafi 'Mercenaries' Arrive Kaduna

Over 100 people, suspected to be mercenaries that fought for the sacked Libyan Leader, Muammar Gaddafi, have arrived Kaduna through the Nigeria - Niger Republic border at the weekend.

They were said to have been conveyed in two luxury bus owned by transport companies located in the South-eastern Nigeria.
There were no any official comments from the Kaduna Zonal Comptroller of Immigration, Suleiman Umar, as he kept reporters waiting for hours without attending to them.

However, a source in his office explained that the command had to obtain clearance from Abuja and liaise with other relevant security agencies, like the State Security Service (SSS), Police and Army before speaking to the press.

"We are yet to ascertain whether they are Gaddafi's fighters but we know they are Nigerians from Libya. They came in through Niger-Nigeria border. As I am talking with you now, another set are at the Kaduna toll gate coming.

"What we want to do now is to keep them in our custody and await directives from government on the way forward. We don't have money; certainly, the state will cater for them until further directives.

"Right now, high level security meeting is going on at the government house and our zonal comptroller has gone there."

One of the victims, who pleaded anonymity, claimed they were wandering in the desert for the past three weeks before they were apprehended by Immigration officials at the Niger-Nigerian border.

Nigerian customs seize shipment of explosives

LAGOS — Customs officials in Nigeria, buckling under a spate of bomb attacks blamed on Islamists, have seized an illegal shipment of materials used in bomb-making on a Chinese vessel, an official said Saturday.
They were found in a 40-foot (12-metre) container which was searched Friday at the port of Tin Can in Lagos, customs spokesman Wale Adeniyi told AFP.
The container had arrived in June at one of Nigeria's busiest ports on the MV Sheng Shi which had sailed from the southern Chinese port of Huangpu.
The suspicions of intelligence and customs officials were aroused by inconsistencies on the waybill.
An inspection yielded industrial socket valves and rechargeable reading lamps, which was the declared content, but also "different dimensions" of materials used in making explosive devices, Adeniyi said.
"Some of them were like underground cables, moulds, wires."
The spokesman could not say whether any detonators were found.
Adeniyi said no importer or agent has come forward for clearance and no arrests have been made.
In October last year, Nigeria intercepted a container with crates of rockets, explosives and grenades from Iran. The case stirred international attention as Iran is under a UN arms embargo over its nuclear programme.
Nigeria has in recent months come under repeated bomb attack -- the worst of which targeted UN headquarters in Abuja last month.
A suicide bomber on August 26 made his way through a gauntlet of security at the UN's main compound, forcing his way through the gate before ramming into the building.
The resulting blast blew out the building's first two floors, killing 23 people and leaving 116 others wounded, some seriously.
It was one of the bloodiest attacks ever targeting the UN.
Authorities in Africa's most populous country, with 150 million inhabitants, are under immense pressure to end the attacks and have reinforced security measures in several cities.

Suspected Islamists kill four at bar in northern Nigeria

KANO, Nigeria — Gunmen killed four people at a bar in the troubled northern Nigerian city of Maiduguri in another of what has become incessant attacks blamed on an Islamist sect, police said Tuesday.
"A group of gunmen stormed a beer parlour in Jajeri area last night and opened fire, killing four people and seriously wounding another," Borno state police chief Simeon Midenda told AFP of the Monday attack.
There have been no arrests, but Midenda said "from all indications the attackers were from the Boko Haram sect".
The sect, which has been blamed for scores of bomb blasts and shootings, mainly in the country's northeast, has claimed responsibility for the August suicide bomb attack on UN headquarters in Abuja which killed 23 people.
In a separate incident, gunmen also shot an official of the city's rickshaw operators outside his house on Monday night, Midenda said.
"Gunmen shot dead a spokesman of the tricycle taxi operators association," said Midenda.
It was unclear why he was targeted, but rickshaws have become the main means of public transport in Maiduguri since July when the local government slapped a ban on motorcycles used as taxis.
Attacks in the city were mostly carried out by motorcycle-riding gunmen who shot their victims or tossed bombs at their targets and sped off.
Boko Haram, which launched an uprising in 2009 put down by a military assault, resurfaced last year targeting community leaders as well as members of the police, military and government.
The attacks have since intensified and become more sophisticated, including the use of bombs.

IWEALA SUMMONED BEFORE THE HOUSE OF REPS

The ad-hoc committee of the House of Representatives currently investigating the alleged illegal concession agreement between the federal ministry of finance and Single Window Technologies Limited (SWT) has summoned minister of finance, Ngozi Okonjo-Iweala to appear before it on Tuesday, 13 September.

The minister of finance failed to show up at her last summons, sending a letter instead, informing the panel that she had obtained permission from President Jonathan to suspend proceedings, pending the outcome of an investigation being carried out by the ministry.

Representative Leo Ogor, chairman of the panel, has said that Iweala must show up "unfailingly at 12 noon" to brief the committee and the ministry. She is also required to pay the cost of the day's proceedings.

He said that the investigation being conducted by the ministry cannot stall the investigations carried out by the House of Representatives.

Meanwhile the Nigeria Customs Service, an dthe Bureau of Public Procurement denied havign any knowlegde of the concession agreement until after the agreement had been signed. They also denied making any input into said concession agreement.

Official: Drunk Nigeria police kill 3 at funeral

LAGOS, Nigeria (AP) — Authorities say four drunk officers with Nigeria's federal police force opened fire on a funeral service they were assigned to guard, killing at least three mourners.
The shooting took place this weekend in the village of Akoko in Nigeria's Delta state. Delta state police spokesman Charles Muka said Monday that the officers opened fire for no reason after drinking heavily.
Muka said the four officers were being held pending the filing of criminal charges over the shooting.
Nigeria's federal police remain incapable of stopping ethnic and religious violence sweeping the oil-rich nation. Critics say its officers instead shake down motorists for bribes and make sham arrests to demand bail money from families. Many officers serve as personal orderlies to the country's elite.

200 Nigerians held in Ghaddafi’s cells

As the search for former Libyan leader, Muammar Ghaddafi continues, over 200 Nigerians arrested by the Transitional National Council ( TNC) are reportedly being kept in some underground cells in the country.
The cells were allegedly built by Gaddafi to cage his opponents.
Following continuous clampdown by the rebels, Nigerians in Libya have pleaded with the Federal Government to evacuate them. They also asked the Federal Government to prevail on the United Nations (UN) for air travel waiver to make their evacuation possible.
Investigation by our correspondent revealed that more Nigerians were arrested on Friday as part of the crackdown on black migrant workers by the TNC. The TNC had accused the black migrant workers of being behind the difficulty in arresting Gaddafi.
A Nigerian in Libya, Mr. Daramola Siji, who was mandated by the government to liaise with the TNC, said: “More Nigerians were arrested on Friday by the rebels but we were not allowed access to them. These Nigerians, who were almost dying, had ventured to go out to look for what to eat. But they ended up in the hands of the rebels. So far, we got reports that over 200 Nigerians with the rebels are being kept in Gaddafi’s underground cells in Sigile. We have no access to them at all.”
He further stated: “The Minister of Foreign Affairs, Amb. Olugbenga Ashiru and Nigeria’s Ambassador have made our contacts available to the TNC leaders for dialogue on the fate of Nigerians. But the TNC leaders have refused to call us for any session on reprieve for Nigerians.
“The only option now is for the Federal Government to ensure the immediate evacuation of Nigerians in Libya. We want the government to prevail on the UN and NATO to grant Nigeria air travel waiver to make the evacuation possible. We have run out of stock, we can’t get food to eat. We are in God’s hands.” Responding to a question, Siji added: “TNC leaders are killing and persecuting the blacks because they believe that the blacks are the staying power of Gaddafi. They claimed that the collaboration between Gaddafi has made the arrest of the Libyan strong man difficult. The general impression is that the blacks can locate the whereabouts of Gaddafi if they wanted.”
At about the time the rebels were clamping down on Nigerians in Tripoli on Friday, heavy fighting broke out between Gaddafi forces and NATO-backed TNC forces near Bani Walid and Sirte territorial borders.
A top source at the Ministry of Foreign Affairs, said: “The Minister, who came back from a Nordic conference in Sweden on Friday, has opened further discussions with the TNC, Britain, French and NATO partners on the fate of Nigerians.”
“We will not only secure freedom for those arrested, we will protect all Nigerians in Libya and allow them access to basic needs,” the official said.

Nigerian president sacks counter-terrorism chief

ABUJA (Reuters) - Nigerian President Goodluck Jonathan has sacked his special adviser on counter-terrorism, two weeks after a car bomber killed 23 people at the UN's Nigeria headquarters, a presidential spokesman said on Thursday.

Spokesman Reuben Abati would not give details on why former counter-terrorism chief Zakari Ibrahim was removed.

"Ambassador Ibrahim is no more the counter-terrorism adviser and coordinator on counter-terrorism matters, he has been replaced by Major General Sarkin Bello, who is now saddled with the responsibility to counter the rising wave of bombings in the country," he said.

Nigerian authorities are investigating how the bomber of the U.N. headquarters on August 26 was able to breach state security.

Last week they arrested two suspected members of radical Islamist sect Boko Haram over the attack and said they suspected a third member with an al Qaeda connection led the plot.

If it was them -- and the group has claimed the bombing -- it marks the first time they have struck an international target.

Nigerian authorities said on Tuesday they had found a bomb-making factory near Abuja and had arrested six suspected members or people connected with Boko Haram, including a foreign fighter from Niger.

The group has been held responsible for frequent bombings and shootings in the north.

10. Algeria: Algiers — 20p per litre, Approximately N50

Algeria is one of the Africa's biggest oil producers turning out an average of 1.2 million barrels a day. This flood of oil has pushed down petrol prices in the country to 20p per litre, more than six times cheaper than the average pump price here in the UK.

The country's petrol supplies also played a vital role in the recent battle against Colonel Gaddafi in neighbouring Libya. With petrol production in the war-torn country running dry, rebel fighters relied on smuggled fuel from Algeria to power the final push against the corrupt dictator. Hurrah!

9. Oman: Muscat — 20p per litre, Approximately N50

Oman's petrol prices also stand at just 20p per litre. Like Algeria, the Arabic state is drenched in oil, stepping up production in the last six months to 878,000 barrels every day.

8. Egypt: Cairo — 19p per litre, N47

Egypt is something of a transport hub when it comes to petrol. The Suez Canal — a vital supply line running across the east of the country — carries an estimated one million barrels of oil from the Persian Gulf every day.

That's why at the peak of the country's revolution against former President Hosni Mubarak, oil prices began to climb, amid fears that the unrest would interfere with the Suez supply route.

But while this oil price rise pushes up petrol costs here in the UK, the rate petrol is sold at the pump over in Egypt remains relatively low, at just 19p per litre. But with the country's government still anything but stable, it's anyone guess as to how long costs will stay this cheap.

7. Qatar: Doha — 15p per litre, N37

Prior to the discovery of oil in Qatar, the small Arab emirates' economy was mainly built on fishing and pearl hunting. Now the country's national petroleum supplier accounts for 70% of the government's revenue. Recent high oil prices have made per capita income in Qatar amongst the highest across the globe while petrol prices are the seventh lowest at just 15p per litre.

6. Kuwait: Kuwait City — 14p per litre, N34

Kuwait is tenth largest oil producer in the world and its supply is thought to account for 10% of global reserves. But nevertheless, the government subsidises both public transport and petrol bringing prices down to just 14p per litre.

5. Bahrain: Manama — 13p per litre, N32

Compared with its Middle-Eastern neighbours, Bahrain has fairly limited oil supplies. However 60% of the country's economy is still rooted in petroleum refining, which has grown strongly over the last ten years. The country is at fifth in the rankings with an average petrol price of just 13p per litre.

4. Turkmenistan: Ashgabat — 12p per litre, N29

The UK government taxes petrol to the high-heaven, while in Turkmenistan they give it away — literally. Every driver in the Turkic state is entitled to 120 litres of petrol for free every month. If they exceed this, the pump price is only 12p per litre.

3. Libya: Tripoli — 9p per litre, N22

As I mentioned earlier, petrol supplies in Libya have dried up recently owing to the closure of several oil plants in the midst of unrest in the country. But when pumping at its prime level, the country is the ninth largest oil producer with an average petrol price of just 9p per litre.

2. Saudi Arabia: Riyadh — 8p per litre, N19

Saudi Arabia is the largest exporter of petroleum in the world. Domestically fuel prices sit at around 8p per litre. Yet only half of the population can take advantage of these low rates; as women in Saudi Arabia are banned from driving due to a religious fatwa (Islamic law) imposed by conservative Muslim clerics.

1. Venezuela: Caracas — 2/3p per litre, N4

Yes, to get hold of the cheapest petrol in the world, you'll have to travel all the way to the South American country of Venezuela. Petrol is just 2-3p per litre in the socialist republic — that's around 54 times cheaper than prices here in the UK. So if you have a 70 litre fuel tank in your car, you could fill it up in Venezuela for around £1.50. While In Britain it would cost you a whopping £95.

Prices are kept low thanks to subsidies from the country's left-wing government.
