From the pogroms of 1966 upwards to the end of the civil war, the people who were openly anti Igbo pointing out Igbo families resident in Benin were the Bini side of Bendel. There was also some romance with the Nigerian commanders by some Chiefs/Kings in Delta side of Bendel closer to Bini.

Be that as it may, the Biafran state would be hard pressed to leave out territory to outsiders. The area would be invaded if under Benin rule. And annexed if under sole administration.
