Dr Robert Gallo is a name you’ve probably never heard of, but he’s the biomedical researcher who led the team responsible for unmasking the cause of AIDS (acquired immune deficiency syndrome). In 1984, he was catapulted to world fame for discovering that the human immunodeficiency virus (HIV) was the malevolent infectious force behind one of the most debilitating epidemics in human history. HIV is, to date, essentially incurable. However, over 30 years on from the monumental discovery, Dr Gallo still hasn’t stopped his scientific crusade to combat this virus. In his role as the director of the Institute of Human Virology (IHV), he is now launching the institute's first clinical trial of a vaccine for AIDS – a project that has been 15 years in the making. The search for a vaccine against HIV and AIDS has been ongoing for decades. Vaccines – which characteristically contain a severely weakened form of the infectious microbe or its surface proteins – have been the most effective weapon in humanity’s fight against a variety of bacterial and viral diseases. Smallpox has been completely wiped from the face of the Earth by an extensive vaccination programme, saving millions of lives. Polio isn’t far behind, and – despite recent flare ups in areas that are poorly vaccinated due to unfounded scaremongering – measles is another viable candidate for eradication. HIV, however, has been impossible to vaccinate against. Now, the IHV in Baltimore, Maryland, is hoping its experimental vaccine against AIDS proves promising. The human immune system seems to be unable to combat an HIV infection; consequently, except for one exceptional case, no one has ever recovered from the infection. With HIV's inherent ability to rapidly mutate and escape the immune system, conceiving an effective vaccine against it has been an enormous, seemingly insurmountable challenge. When HIV infects a person, its surface protein binds to segments of another protein called the CD4 receptor, which is found on white blood cells. Using this holding point on the white blood cell as a staging post, it then begins to bind with a second receptor called a co-receptor. Once it has a grip on both it is able to infect the white blood cell and replicate itself. Like other vaccines, this experimental AIDS inoculation – named the “full-length single chain” vaccine – contains a version of the surface protein of HIV, specifically bioengineered so that it links to a few segments of the CD4 receptors. As with every vaccine, the aim with this one is to generate antibodies – the proteins produced by the immune system that hunt down and neutralize viral or bacterial pathogens. These will bind with HIV’s surface protein while it is in the transitional state of establishing a foothold on the white blood cell, ultimately aborting the process and terminating the infection before the virus can infect the cell and replicate. This vaccine is being led by IHV’s George Lewis, a professor of microbiology and immunology, and the director of the Division of Vaccine Research. This human trial, in what is known as a phase I study, has taken a long time to research and develop, as all vaccine trials do. The IHV wished to be cautious, wanting to be absolutely sure of its potential efficacy, before proceeding to human trials. Its pioneering director Dr Gallo insisted that they wanted “more and more answers before going into people,” as reported in Science. In order to ensure organised drug distribution system in the country, the federal government will on July 1 commence the implementation of the National Drug Distribution Guidelines (NDDGs). The Permanent Secretary of the Federal Ministry of Health, Linus Awute stated this at a press conference on Friday in Abuja adding that regulatory agencies like the Pharmacists Council of Nigeria (PCN) and NAFDAC will on that date resume the exercise of their mandate to ensure full compliance. He said “We are hopeful that the existence of open drug markets in the country will be a thing of the past as the drug distribution system of the country has remained uncoordinated, chaotic and has resulted in the circulation of fake, adulterated, substandard and counterfeit drugs. According to Awute, this chaotic drug distribution posed a very big challenge to the pharmaceutical sector in particular and the federal government in general, considering the negative impact the situation had on the entire healthcare delivery system of the country. LEADERSHIP recalls that in order to address the ugly situation, the federal government established the Presidential Committee on Pharmaceutical Sector Reform and charged it among others to develop a strategy towards the institutionalisation of a well ordered drug distribution system. The strategies adopted by the committee to achieve this include the development of the National Drug Distribution Guidelines in 2010 to provide guidance for drug distribution. Mr Awute said “The launch of the document in 2012 signalled the take-off of its implementation while the deadline was for the establishment of State Drug Distribution Centres (SDDCs) by the state governments and Mega Drug Distribution Centres (MDDSs) by the private sector was declared on 30th June, 2014. “The deadline was, however, extended to 30th June, 2015 to allow more time for the establishment of more SDDCs and MDDCs.” He explained that as the new deadline date has drown near, it was imperative to remind stakeholders in the pharmaceutical sector and Nigerians so they would commence the full implementation of the National Drug Distribution Guidelines. He said that state governments were allowed to upgrade their medical stores to the level of SDDCs, adding that states like Jigawa, Niger, and Ekiti had already commenced the implementation of the guidelines while Kaduna, Kano, Katsina and Anambra SDDCs were ready for take-off. He added that other developed MDDs structures included the Arsene Laboratory, World Wide Ventures and the Onitsha Mega Drug Distribution Centre waiting commissioning, even as the Pharmaceutical Society of Nigeria was supporting the establishment of ultra-logistics company with ongoing structures of the MDDCs in the six geopolitical zones of the country. Lagos—A Federal High Court in Lagos has restrained 11 commercial banks in Nigeria from honouring any withdrawal transaction on the accounts of a former member of the House of Representatives, Doris Uboh-Ogunkoya. Uboh-Ogunkoya was a member of the House between 2007 and 2011 under the platform of Peoples’ Democratic Party, PDP, and also a Senatorial candidate of Labour Party in the 2015 general elections. Trial judge, Justice Mohammed Yunusa, who made the order, restrained the affected banks from allowing Uboh-Ogunkoya to withdrawal from her accounts with the banks pending the hearing and determination of a motion on notice before the court. The affected banks are United Bank for Africa, UBA, First Bank, Zenith Bank Enterprise Bank, Skye Bank, Heritage Bank, Keystone Bank, Mainstreet Bank, Union Bank, Diamond Bank and Stanbic IBTC. * The order of the court was sequel to an application by Sterling Bank, through its lawyer, Dada Awosika against Uboh-Ogunkoya and her company, Dagasteel International Limited. * Aside from the order freezing the lawmaker’s accounts in the 11 commercial banks, the court also restrained the Registrar of Titles of Lagos and Delta states, and Director of Lands, Abuja Geographical Information System, from making any advancing payment and /or releasing any funds either in Naira or US dollar, which sum represents proceeds from Shell Petroleum Development Company,SPDC and Nigerian Ports Authority, NPA, contract belonging to the lawmaker’s company, or her agent, privies, assigns or anyone acting through the lawmaker or her company. Sterling Bank, in the suit, had stated that Uboh-Ogunkoya was granted multiple credit facilities of $1,600,000, and N100 million, to fund the completion of the contract awarded by the SDPC, NPA and Pipelines and Product Marketing Company Limited, PPMC, to the lawmaker’s company, Dagasteel International Limited. The bank alleged that Uboh-Ogunkoya, as at the time the credit facilities were being granted to her, made available her property measuring 3,055,195 SQM, situated at 22, Onuwa Street, behind Ogbe-Umudia mixed Secondary School, Agbor, Ika South Local Government, Delta State. The State Commissioner of Police, Adeyemi Ogunjemilusi who disclosed this to newsmen yesterday while briefing on the effort of the command in the past months said the guns and other weapons were hidden inside the ceiling of one of the classrooms of the secondary school. He said the police were able to recover the weapons after a tip-off from an informant who revealed that some hoodlums have been visiting the school for a while and planing to foment trouble during the last election in the State. Ogunjemilusi revealed that the police were stunned to find out that two AK47 rifles, 4000 rou0nds of live ammunition, cutlasses, charms and other dangerous weapon were hidden inside classroom ceiling. The command also paraded 30 suspects who were arrested for different offences of kidnapping, armed-robbery, culpable homicide amidst other crimes. Controversy is trailing the result of the House of Representative election in Epe Constituency, Lagos State, following the allegation by the Peoples Democratic Party, PDP, candidate, Hon. Apeson Bola Gbabijo, that it was rigged by the All Progressives Congress, APC. Gbabijo is dissatisfied who with the outcome of the election, lamenting that the mandate freely given to him by the electorate was brazenly taken away by APC and his opponent, Tunji Wale. burnt-ballot-boxThe PDP candidate, 57, who was the Minority Leader in Lagos State House of Assembly (2007-2011) and a former member of the House of Representatives, narrated what happened on the day of the election: “On the day of the election, the tradition is that candidates and parties chieftains assemble at the final collating centre. But because they had a hidden agenda, only one person who, by my reckoning, is not in the top echelon of APC, was seated all through the counting and balancing. This kind of rigging has never happened in the history of Epe. I am a politician. I know the intricacies. I know Epe politics but we did not suspect that something was happening. The next day, we were still at the coalition centre. In the evening of the second day, we heard that they was an impasse and that they could not announce the winner of the election. They said they had the authority of Lagos and Abuja to return to Lagos and stop announcing anybody as the winner. “It was obvious that they were playing pranks while they were wasting time delaying the announcement of the election. I was there as a candidate, their candidate was not there. I was there with my chairman and secretary. Only their chairman was there. “My honest assessment of the election is that it was shrouded in controversy. There was stuffing of ballot boxes, chasing away of my agents and not allowing the INEC ad-hoc staff to carry out their functions. We have about 346 polling booths in Epe. Unfortunately, we were unable to get materials into a quarter of the total polling booths and, where we had, they arrived very late, and where they arrived very late, the entire process was shrouded in secrecy. Agents who dared them were threatened, that they were going on a journey of no return. That scared many of our agents. “The result of the election was said to be stalemated by the INEC staff who consulted with officers of INEC in Abuja and they told her to move all materials to Lagos and dis-continue further counting and stop the announcement of result. But to our dismay, we later heard that she was forced to announce the results by those left behind, because we left immediately she gave reasons they couldn’t continue with the counting of votes. Immediately she told me the situation of things, there was argument involving the three candidates. When I suspected that it may snowball into serious problem, we concluded that there was no need wasting time there and we left. Unfortunately, we later heard that the electoral officer announced that my major opponent, the candidate of the APC, won the election. “ I won the election going by what happened at the polling units. It showed I am accepted and people came out massively to vote for me. And there was an ugly incident at the collating centre. We saw some dumped ballot papers at the back of the building at the voting centre. We were shocked to notice also that the ballot papers were already thumb printed in favour of the PDP and, by extension, me. We called the attention of the INEC official and all the security agents around to the incident. But I was told that these were some papers that were stopped while collation was going on. “They said we should maintain the peace because people were highly agitated. They called me personally and said ‘ Honourable, please calm your people, we will find a way around this thing’ . But, eventually, they started telling us stories on how somebody could have left the ballot papers there mistakenly. We didn’t buy that because it was huge and somebody would not have left it mistakenly. I told the officials that the only way out was to take inventory of everything and, while we were at it, one APC stalwart came and told INEC officials they were wasting their time on the issue. “ The APC stalwart came with thugs and whisked away the polling officers under the excuse that the counting of votes was more important than the issues raised. While they were whisking away the officials, the thugs brought by the APC stalwart were busy displaying dangerous weapons on the streets. I called the attention of security agents to the dangerous development and they can testify to that. While these things were going on, I concluded that they might have substituted the votes cast in favour of PDP and replaced them with their thumb- printed ballot papers. They reduced the number of votes cast in favour of PDP. “I want to implore Professor Jega that the beautiful job he has done so far should not end at the top. He should extend it to other elections. That way, he will be seen like someone with an eagle eye to look at everywhere. Also he should return the verdict and mandate stolen to appropriate people and quarters. We have four honourable members in Epe who have served at difference times since the inception of the fourth republic. With all modesty, I think I am the best out of the four. I have provided infrastructure. I have provided for the common man. I have trained over 300 youths in skill acquisition. I made arrangement with the Lagos government to educate indigenes. At the end of the day, they were all properly established with working materials. I also provided 17 bore holes and 23 hand pumps for villages. I provided street lights for about four communities. I built a school through MDG support in my area. President Goodluck Jonathan commended the Independence Electoral Commission (INEC) for improving on its preparedness at the gubernatorial and State houses of assembly elections, expressing confidence that his party, the Peoples Democratic Party (PDP), would record good outing compared to the March 28th Presidential Jonathan who was accredited within 10 seconds at Ward 13, Unit 39, Otuoke, Ogbia Local Government Area of Bayelsa state, gave two reasons for the low voter turnout for the election in Otuoke compared to the March 28th polls, noting that the stake is usually higher for Presidential election and the fact that there was no governorship election in Bayelsa state at this time. Speaking on PDP’s performance this time around, the President said, “My conviction is that PDP will do well. It may probably do better in a number of states. In some states our performance will even improve. “If you look at the last elections, our performance in some states improved. But in some states our performance was a bit low. I think that in the overall PDP will do well”. Contrary to the March 28th experience where he and his wife, Mrs. Patience Jonathan had to resort to filling the incidence form because all four card readers in his polling unit did not read their finger prints, the President arrived His hometown of Otuoke at exactly 11am to participate in the state houses of assembly election and was accredited within 10 seconds. Speaking on the development, the President said, “It is technology. There must be some minor errors and they have rectified the faults. Although I am still hearing that we have some problems of rejection but I think INEC has a way of handling their assignment. The most important thing is that elections will be conducted”. On the low voters turn out he said, ”Naturally different levels of elections elicit different interests. Presidential elections are quite interesting. Governorship elections are quite interesting. If we were to have a governorship elections in Bayelsa state, the mobilization would have been higher because you need to mobilise the voters to come out. But for State Assembly elections, the interest is not as high as the presidential elections or governorship elections. We expect low turnout for states that don’t have governorship elections. From the movie jacket, the image of Agu and his protagonist depict the fierce election battle between President Goodluck Jonathan and Muhammadu Buhari of the All Peoples Congress (APC). While Agu plays the role of the Peoples Democratic Party (PDP) candidate, his protagonist plays the role of the APC flagbearer.
