At least 80 persons have been killed in different auto accidents on the Lagos-Ibadan Expressway between January and June 2016. The statistics were obtained from only the cases reported by our correspondents and confirmed by the Federal Road Safety Corps, the Ogun State Traffic Compliance and Enforcement Agency (TRACE), the Ogun State Police Command and other agencies. According to The PUNCH reports within the period, 98 persons sustained varying degrees of injury from the accidents on the expressway. The Federal Road Safety Corps, Zone 2, which monitored accidents in the Lagos and Ogun regions of the expressway, did not release its statistics for the period after one of our correspondents requested them. However, records obtained from the Ogun State TRACE say 91 crashes occurred on the Ogun State end of the expressway in six months. Of the number, 44 people were said to have died, while 149 persons were injured. On Thursday, January 7, a truck had reportedly crashed into a van conveying pepper traders at the Warewa end of the expressway, during which three traders died. It was reported that the driver of the truck fled the scene of the accident while pepper splashed on the expressway with traders struggling to come out of the wreckage. On Wednesday, January 13, five passengers were crushed to death while 13 others were critically injured at the Mowe end of the expressway in an accident involving a truck and a Mazda commercial bus. It was learnt that the accident, which occurred around 1pm in Ayetoro village, was caused by the Mazda’s head-on collision with the stationary truck. A nursing mother and her two children were among the dead. On Friday, February 5, three passengers escaped death at the Arepo end of the expressway after a truck rammed into a Toyota Sienna car. The crash, which occurred at an intersection on the highway, had left the car mangled. On Sunday, February 7, around 7am, 30 male passengers died at the Adeosun end of the road after a truck conveying them crashed. In the accident, over 50 people sustained varying degrees of injuries, while two rams were also killed. The accident occurred at the Oyo State end of the expressway. On Thursday, March 17, 10 persons were crushed to death at the Ajebo end of the expressway in Ogun State, after a Mazda bus, with number plate APP 912 XH, collided with a truck opposite the Foursquare camp in the area. The accident, which occurred at about 2pm, was said to have been caused by the bus driver, who drove against the traffic, leading to a collision with the truck. On Tuesday, May 3, 13 persons were burnt to death at the Lotto-Mowe end of the expressway. The accident, which involved a commercial bus and two Toyota Hilux vans, happened around 1am after a Sport Utility Vehicle suffered a tyre blow-out. The rim of the SUV grinding the road produced fire sparks which turned into a conflagration when the vehicle sped on fuel spilled by a fallen tanker. The Ogun State Police Public Relations Officer, DSP Muyiwa Adejobi, who confirmed the deaths, had said the charred remains of the deceased were removed from the scene. On Sunday, June 19, at the Fidiwo/Ajebo end, a fully-loaded commercial bus and a fuel tanker had a head-on collision in which 19 people lost their lives. The Zonal Commanding Officer, FRSC, Zone 2, Nseobong Akpabio, attributed the accidents to reckless driving, adding that some failed portions on the expressway also contributed to the accidents. He said, “Indiscipline is the major cause of most of the accidents. For instance, between the Ogunmakin and Ogere end of the expressway, drivers speed because construction work had just been concluded and the road is smooth. The same is applicable between the Mowe and Sagamu end of the road. “There are also failed portions in some parts. If any vehicle runs into some of the bad portions at full speed, it would veer off the road and the vehicle would end up in the bush. We wrote a report on the various failed portions on the expressway and that informed the ongoing construction works which will cover several kilometres. “However, we noticed that where there is a diversion on the road due to the ongoing construction works, drivers tend to be involved in dangerous overtaking. They turn the road to a race track. Many times, we noticed that the head-on collisions were caused by poor judgments on the part of the drivers.” He said the corps had decided to tighten enforcement on the expressway, adding that the agency had acquired a piece of equipment that could detect a drunk driver. He urged motorists to comply with traffic rules in order not to endanger their lives and those of other road users. “We have received 22 new patrol vehicles, some motorcycles and ambulances. We are increasing enforcement on the Ogunmakin, Ogere, Mowe, Sagamu axes with mobile courts,” he added. The Public Relations Officer, TRACE, Babatunde Akinbiyi, said efforts taken by the agency to reduce road accidents included public enlightenment and training of arrested drivers. He said, “From the data we have, 10 people died in each month of January, April and June, while there were three deaths in February, six in March and five in May, making a total of 44 deaths. “While 35 of the crashes were caused by speeding, 20 were due to dangerous driving and 13 caused by bad tyres. Nine cases were caused by those driving against the traffic and 14 were caused by other reasons. “We usually engage in public enlightenment on how road users should conduct themselves. Also, there are illegal routes being plied by some motorists. We usually discourage that so that accidents could be minimal. We have a training school for offending drivers, where they are taught to be responsible. The school runs every day.” Commercial drivers plying the route, however, called on the Federal Government to fix the bad portions on the road. Some of them, who spoke with PUNCH Metro, lamented the effects of the bad spots on the road on their vehicles, saying they took them for repairs everytime. A driver at the Ojodu-Berger Motor Park, Tunde Opadotun, urged the government to provide funds needed by contractors rehabilitating the expressway. Opadotun, who spoke in Yoruba, said, “The government needs to show commitment to the rehabilitation and ensure that the contractors finish the work on time. People usually blame accidents on the recklessness of drivers, but most of us have become responsible. “We go for counselling at our branch and state offices regularly. At this motor park, drivers are tested for drunkeness before embarking on any journey. “If the road is good and every one drives carefully, accidents would be reduced. It is dangerous for drivers to be facing each other on a narrowed road caused by the diversion of traffic. Some portions of the road are impassable. I take my bus to the mechanic every five days for repairs. If I don’t, it will develop more faults. ” Another driver, Sheriff Ahmed, said the potholes on the single lane to which motorists were diverted because of the ongoing construction, contributed to the high rate of accidents on the road. He said collisions occurred in an attempt by drivers to evade the potholes. “The contractors should speed up work on the road and fix the bad portions on the single lane we are restricted to. From Fidiwo to Foursquare, it is one lane; from Ajebo to Kwari towards Ibadan, Oyo State – is also a single lane. The naira plunged by 31 per cent to 288.85 against the United States dollar on Monday at the close of trading at the newly established interbank market. The local currency also depreciated at the parallel market where it closed at 346 to the greenback, down from around 330 and 335 on Friday. The Central Bank of Nigeria had last week introduced new guidelines for the nation’s foreign exchange market with the adoption of a single structure through the interbank/autonomous window. The naira, which was pegged at 197-199 per dollar before the emergence of the new forex policy, closed at 288.85 to the dollar on Monday, with the forces of demand and supply coming to play to determine the value of the nation’s currency after the CBN allowed it to float freely. The CBN said it cleared a total foreign exchange demand backlog of $4bn with a dollar exchanging for N280 at the foreign exchange market. The apex bank, in a statement issued on Monday by the Acting Director, Corporate Communications Department, Mr. Isaac Okoroafor, expressed satisfaction with the performance of the market on its first day. The statement reads in part, “Nigeria’s new foreign exchange market made a robust take-off on Monday, June 20, 2016, clearing all the backlog of $4bn pent-up demand for foreign exchange, with the naira exchanging at 280 to the United States dollar. “The objectives of the CBN to clear the forex demand backlog, perform its role as strictly a market intervention participant, and re-launch a functioning and efficient interbank market were met. “The CBN, in line with its desire to promote a transparent, liquid and efficient market, and in order to engender market confidence and ensure credible price formation, intervened in the market through a special secondary market intervention sales addressing the issue of the FX demand backlog by clearing $4.02bn through spot and forward sales. “This served in no small way to stimulate price discovery, with the determination of a marginal rate of $/280.00 through the special SMIS process. So, we can state to you categorically that the FX demand backlog has now been cleared and behind us for good.” Okoroafor assured market participants and the general public that the bank was committed to making the FX market globally competitive, credible, transparent, liquid and efficient. Our correspondents gathered that the naira was trading around 270 to a dollar in the early hours of trading on Monday with no deals consummated by the banks as dealers were only interested in buying. A currency analyst at Ecobank, Mr. Kunle Ezun, said when the market opened in the morning, the naira went up to 285 to the dollar and later came down to 255 to 260 before the CBN intervened in the market by selling over $500m at the rate of N280 per dollar. He said, “We didn’t have any firm deals; no deal was consummated until when the CBN intervened and gave the rate at 280 and that became the rallying point for the market. We saw price discovery; different banks were quoting on two-way quote for the naira and dollar. “We saw a lot of quotes today; banks were willing to quote but everybody was willing to buy, not to sell until the CBN came to the bank later in the day to sell. When the CBN sells to you, you are expected to sell in the market. So that created activity in the market. “What we had today (Monday) is more like a market depreciation of the naira to 280. Tomorrow (Tuesday), you may see appreciation of the naira or further depreciation. It depends on how much the CBN is willing to supply to the market. If they are able to supply what they supplied today in two or three times consecutively, the market will be calmed and the naira will appreciate in the next few days.” The Head, Research and Investment Advisory, Sterling Capital, Mr. Sewa Wusu, said the naira closed at 288.85 after a little bit of oscillation, adding, “The interplay of demand and supply has started. I think the proper value of the naira will be determined as time goes on and more dollars will also come.” He, however, said foreign portfolio investors might still be on the sidelines to watch developments to see how the current mechanism would play out before they would begin to have some level of comfort on the level of dollar liquidity. The President, Association of Bureau De Change Operators of Nigeria, Alhaji Aminu Gwadabe, said the naira fell to 346 against the dollar at the parallel market, because “the interbank market has not effectively taken off.” He said, “There is no way demand can reduce at the parallel market now because the 41 imported items are still banned from accessing official forex market,” he said, adding that the backlog of dollar demand was far higher than $4bn. “Up untill now, many correspondent banks have yet to send their unmet obligations to the Central Bank of Nigeria. And for the foreign inflow that we are expecting, there is still lack of confidence by the investors as to how liquidity is going to be sustainable so that when they want to move out, they won’t have the problem of dollar scarcity. So, they are watching to see how liquid the market will be, and that will take a couple of weeks before this can be unravelled,” Gwadabe explained. Oyo State Governor, Senator Abiola Ajimobi, has sworn in Secretary to the State Government, Mr. Olalekan Alli, and 15 commissioners, with a warning that he will not tolerate backbiting, character assassination and frivolities. Ajimobi gave the warning while addressing the new cabinet members at a ceremony held at the Executive Council Chambers of the Governor’s Office in Ibadan on Friday. He asked them to see themselves as ambassadors holding their offices in trust for the people. The governor expressed delight that his cabinet had finally been inaugurated. Among the commissioners sworn in were Mr. Abimbola Adekanmbi, Finance, Planning and Budget; Mrs. Atinuke Osunkoya, Women Affairs and Social Welfare; Mr. Abimbola Kolade, Local Government and Chieftaincy Affairs and Mrs. Taibat Adeyemi-Agaba, Trade, Industry and Cooperative. There was confusion in the Ikeja area of Lagos State on Friday after some officers of the Nigeria Customs Service, Federal Operations Unit, Ikeja, allegedly attacked a magistrate, Lekan Aka-Bashorun, for impounding their vehicles. PUNCH Metro learnt that the customs officers allegedly slapped Aka-Bashorun, while two policemen and two paramilitary officials attached to the Lagos State Taskforce on Environmental and Special Offences (Enforcement) Unit, were also beaten up. It was gathered that court exhibits and recording gadgets were also allegedly damaged by the customs officials, who reportedly claimed that their vehicles could not be impounded by the Lagos State Mobile Court. PUNCH Metro learnt that on Friday around 1pm, the task force officials with the mobile court went to Allen Avenue, Ikeja, to impound vehicles caught violating traffic laws. The officials were said to have arrived at the NCS, FOU headquarters, Ikeja, where some private cars were reportedly parked along the walkways. Our correspondent learnt that as the mobile court officials impounded the vehicles, some customs officials allegedly barricaded the highway with stones and tyres. The customs officers, who were said to have forcefully removed the number plates from the impounded vehicles, allegedly hit the magistrate for ordering that the vehicles be impounded. A witness, who gave his name only as Ibrahim, alleged that two mobile phones belonging to the officials were seized by the customs officers during the rampage. He said, “It was around a car wash area. To show that it was wrong to park vehicles by the walkway, there was also a ‘No parking’ sign, put there by the customs authorities. But some vehicles were parked there. The state mobile court impounded the vehicles. “But the customs men trooped out and blocked the highway with stones and tyres. They beat up the court officials. One of them slapped the magistrate. They removed the number plates of the impounded vehicles. They also took two mobile phones. A camera, which was being used to record the scene, was taken away.” PUNCH Metro learnt that two customs officers were arrested by the police during the affray, while officials of the mobile court were quickly taken away to safety. It was gathered that the two customs officers – identified as Goyit Bulus and Sunday Olugbogi – were later released on bail. The Public Affairs Officer of the task force, Adebayo Taofiq, confirmed the attack, adding that items taken away by the customs officers had yet to be returned. He said, “One of the customs officers, identified only as Yusuf, slapped the magistrate for ordering his court officials to impound the NCS officers’ private vehicles for traffic offences. “Two other customs officers beat up paramilitary officers and policemen at the scene. It took the intervention of the task force Chairman, SP Olayinka Egbeyemi, to have the court officials rescued. “The assaulted magistrate’s stand is that no government official is above the law. The magistrate has directed the NCS to compel the officers to return all court exhibits, the camera and the mobile phones taken away from the court.” The Nigeria Customs Service Public Relations Officer, FOU, Ikeja, Ejesieme Uche, confirmed that there was a clash between customs officers and policemen attached to the mobile court, adding that the heads of the NCS and the police had met and resolved the matter. He said, “There was an unfortunate incident between some of our operatives and the security men attached to the Lagos State Mobile Court. The security men came for an operation around our vicinity. We were accused of slapping a magistrate. I am not confirming or debunking that, but in that situation, the magistrate did not wear uniform, so no one could identify him. Former President Olusegun Obasanjo on Sunday said his intention during his regime was to develop the nation’s natural gas for vehicles to use and reduce dependence on imported petrol. Obasanjo said he gave out licences to companies in a bid to achieve this, adding that by now, 50 per cent of the vehicles in the country should have been running on gas. The former President stated these during a courtesy visit by the management of Nipco Plc to him at his Presidential Hilltop residence in Abeokuta, Ogun State. In 2006, the Obasanjo administration gave out licences to three companies, Nipco Plc, Contact Global and Global Steel, for the development of Compressed Natural Gas for vehicles. But it was gathered that only Nipco, which later went into a partnership with the Nigeria Gas Company to form Green Gas Limited, had invested significantly in the project since then. While reacting to comments by the Managing Director, Nipco, Mr. Venkataraman Venkatapathy, Obasanjo said, “When I gave the licence in my time, the idea was to use what we had and by now, we could have put half of all the vehicles on gas.” Venkatapathy had earlier said the replacement of petrol by the CNG would save Nigeria the much-needed foreign exchange on importation of petrol. He said, “The CNG is a superior auto fuel alternative to liquid fuels mainly petrol and diesel, specifically for countries like Nigeria, which is blessed with abundant (over 186 trillion cubic feet) availability of natural gas that remains untapped. “To replace 20 per cent of the current petrol consumption of Nigeria, natural gas required is less than five per cent of the total domestic gas consumed currently and less than one per cent of the current gas production. Foreign exchange saved will be close to $2bn.” According to him, in Benin City, Edo State, over 4,000 vehicles run on the CNG which resulted in replacing 20 million litres of petrol from 2012 to 2015 and forex savings of over $9m. He said Green Gas had developed nine operational CNG stations, with three stations under completion and five under construction. A former Special Assistant on Petroleum Resources to President Obasanjo, Dr. Muhammed Ibrahim, who was on the Nipco team, said, “I was one of the team members when President Obasanjo was in office in 2006 that initiated the full concept of development of gas for vehicles and other applications in the country. It was during his regime that President Obasanjo awarded three licences to three companies to invest in the promotion and diffusion of Compressed Natural Gas for vehicular application in the country. “But because of the capital-intensive and high-tech nature of the project, only one company today after 10 years has invested millions of dollars in the project such that the entire Benin City is encircled with a network of gas pipelines with about seven CNG gas stations providing the CNG to more than 4,000 vehicles. I am not a regular Church goer. Infact it's been more than a year since I stepped into any church. But one thing I don't joke of is my tithe. I pay that regularly and do that randomly to churches around me. And when it comes to giving offerings, I am one of the most generous young guy you can meet. I give alms bountifully and pay some young people's school fees. Now my question is. Are my tithes and offering acceptable to God since I don't worship in any Church. |
