The Nigerian Army has been at its best in the North-East of late.

Nothing proves it more than a news item the Qatar-based Al-Jazeera TV aired not long ago. Its reporter had gone to areas affected by insurgency in the North-East to investigate what he called a resurgence in house construction. He made sense. When houses begin to spring up in a war zone, it means people have gained confidence, they believe normalcy is returning. But our North-East and the new houses aren’t where I’m going. Libya is; no, it’s Syria that actually comes first. Then, I’ll take the route in reverse order back to our North-East. Unfortunately, it’s this same route paid fighters in Islamic State in Syria and Iraq are taking at the moment. That they may end up in our North-East to cause us fresh troubles is what I focus on here.


If the reader asks me what difference can be between two groups that take up arms against the state, I don’t know. But it’s important we don’t take both to be the same. The West is particular about this. The United States, for instance, has scant view of al-Assad’s government, actively supports Syrian rebels, but hates IS. Al-Assad is fighting Syrian rebels, and it fights IS at the same time. Russia supports al-Assad, and fights both the rebels and IS. It’s a crazy scenario.We knew that a large part of Syria had been taken over by Syrian rebels since 2014. They say they want President Bashar al-Assad out of power. Those ones are different from the fighters for Islamic State.

But the US and its western allies see clearly through it. They want Assad out of power. They want Syrian rebels that they call moderates to organise a new government. In order to help rebels against al-Assad, they fight IS from the air, dropping bombs on as many fighters as they can.

The government of Syria didn’t start out fighting IS. It began by fighting rebels. All of that had followed a protest for entrenchment of democracy which the government repelled, forcing rebels to fight back. They soon controlled parts of Syria. With government losing control of parts of its territory, IS reinforced from Iraq that had been in chaos for a longer time, occupied parts of Syria and thereafter proclaimed a grander caliphate as Boko Haram had done across nations in the Lake Chad Basin. We know however that there are more facts in the public space about what IS has and does not have than Nigeria has about Boko Haram. By 2014, territory under the control of IS in Syria and Iraq had peaked. Its annual income was $2.9 billion from oil and gas installations in both countries. It has also robbed banks of about $1 billion dollars. Some $500 million come from sales of crude and refined oil smuggled out of IS’ area of control. It illegally sold antiquities taken from museums. It raised over a billion dollars in taxes as well as tariffs on goods coming in and going out of its territory. Extortions through kidnapping have also earned it some $45 million, and there are the donations from sympathisers abroad.

With the West’s relentless bombing these days, IS’ income is significantly reduced. The US military says IS’ territory has been cut by about 40 per cent in Syria and 20 per cent in Iraq. It had also killed thousands of IS fighters. The outcome? Less funds to pay fighters. So, many dropped their weapons to return to where they came from, or where they could get paid for fighting. Libya is one of such.

IS itself has always worked at having a foothold in Libya. Europe has a fair idea of the number of its citizens that are heading back home, or to Libya. African nations don’t, and they don’t seem to care. But West Africans, including Nigerians, are known to have fought in Syria, and are fighting in Libya.

It was a fact that proliferation of arms across West Africa was noticed during the civil war that brought down the former Libyan leader, Muammar Gaddafi. Civil war continues in Libya, and it’s the country IS targets for a home with the squeeze it’s getting in Syria.

Why is Libya a viable home for IS? Like it happened in Iraq and Syria, IS is exploiting the collapse of a central government in Libya, as well as the ongoing civil war. Here, one government in Tripoli to the West, and another in Tobruk to the east, claim to be in control of Libya. Both want to maintain the territory under their control; they have no desire to wrest control of territory from each other.

IS controls Sirte on the coast of the Mediterranean Sea and some 200km around it. Since IS’ territory is between the two rival governments, it’s largely at ease, even hoping to expand in both directions.

Moreover, Sirte, Gaddafi’s hometown, has world-class infrastructure such as a seaport, oil installations and an international airport, making it attractive to IS. But it also means IS can easily infiltrate Europe and cause havoc.

As things stand, West Africa too is not safe. Having sworn allegiance to IS, Nigeria needs to worry that Boko Haram may show IS fighters the route to our North-East. IS reportedly has some 5,000 fighters in Sirte, and it continues to attract to itself Africans that travel to Libya for the purpose of getting into Europe. These migrants need money, and IS pays good dollars. If it means to, IS can attract as many West Africans as it needs. This situation is real to me, because in my movement across northern Nigeria, I have had information from persons who know someone that has gone to Libya.

In fact, there’s a recent case of a Nigerian male who’s fighting in Libya and is alleged to have lured two Nigerian girls to join him. What this means is that if things ever get tight for IS in Libya, Nigeria should be prepared to fight another round of war against Boko Haram tomorrow. And this will be on two different fronts. One will be against our citizens who go out of the country that we don’t know of yet. They are radicalised and when they return home and mix up with people, they may form cells and cause mayhem. Then there’s Boko Haram leadership that may lead IS fighters in this direction.

Part of our challenges is that we don’t seem to know exactly the magnitude of what confronts us. Nigeria still doesn’t have the needed information on its enemies, except what foreign governments offer.

That is okay where IS and Al-Qaeda are concerned. But foreign governments cannot give us better information about our own citizens than we can. The state of our information gathering is such that one worries about. Sometimes one feels Nigeria doesn’t have agencies that are responsible for gathering information at all. There’s that sense of chaos. When killings took place in Enugu State recently, allegedly by herdsmen, our agencies were preoccupied with trying not to be seen to have failed in discharging their duties. One agency said the attackers were from outside the country, without providing facts. The Nigeria Immigration Service said the attackers were not foreigners, without providing facts to back its claims. The picture here is, one doesn’t get signs that these agencies are on top of the situation they are given statutory power to control.

What does all of that tell us about the job the military has on its hands in the war against terrorism? A difficult task. The military is combing North-East for terrorists, but it hasn’t relevant information about the next possible line of attack from terrorists. I doubt that we’re watching Libya closely in order to project what precautionary steps we should take. The other day, an international body warned that the Nigerian military shouldn’t think once it removes Boko Haram from its hideouts in Borno State it could go and rest. I agree. Some of the issues raised above are the reasons the organisation said what it said. What this means is that we may know when we clear Sambisa forest of Boko Haram. What we don’t know is when and how the enemies will launch the next attack. It’s the reason we must prepare for tomorrow’s war, today.

The Lagos State Police Command has arrested a ‘doctor’, identified only as Abiodun, for allegedly raping and impregnating a 26-year-old ulcer patient in the Ipaja Ayobo area of the state.

PUNCH Metro learnt that Abiodun, a trado-medical doctor, who had his health centre – Damola Healthcare – on Agbaje Street, was arrested on Tuesday by the Isokoko Police Division.

The Family Support Unit of the division was said to be in charge of the matter.

Our correspondent gathered that the victim, Funmilayo (pseudonym), who hails from Abeokuta, Ogun State, and lives two streets away from the centre, had in December 2015, gone to the place to complain about ulcer.

It was learnt that Abiodun’s workers had prescribed some herbal drugs for the lady, telling her that she would pay N18,000 for comprehensive treatment. The victim reportedly deposited N10,000.

Our correspondent gathered that when there was no improvement in the lady’s condition, she requested to meet with Abiodun for further counselling in January 2016. Abiodun was said to have taken over Funmilayo’s treatment from his workers.

It was learnt that the ‘doctor’ on January 17, after conducting some tests on the patient, allegedly told her that she had womb infections and she needed to be further examined, asking her to come back two days later by 9am.

PUNCH Metro gathered that on January 19, Funmilayo, who was said to be afraid of testing positive for womb infections, got to the hospital around 7am and waited at the reception.

Our correspondent learnt that when Abiodun arrived at about 8am, he invited the patient to his office and allegedly asked her to UnCloth to have her private parts examined.

It was gathered that Abiodun, however, allegedly raped Funmilayo, and thereafter begged the patient not to disclose the incident to anyone.

A police source told PUNCH Metro that Funmilayo, however, reported the matter at the Ayobo Police Division, when she discovered in February 2016, that she was pregnant, and the ‘doctor’ allegedly told her to have an abortion.

She said, “The ‘doctor’ agreed he had an affair with her, but he insisted that the victim should get rid of the pregnancy. The lady insisted that she would not risk her life to go for an abortion since she was not promiscuous. When the matter got to the Ayobo division, the ‘doctor’ was arrested and made to promise to take care of the lady. But after he was granted bail, the promise was not kept.”

Our correspondent learnt that the matter was later brought to the Lagos State Domestic and Sexual Violence Response Team, Alausa, which referred the victim to Mirabel Centre, Ikeja, for a checkup.

It was gathered that the DSVRT thereafter requested the matter to be transferred to the Isokoko division and the doctor was re-arrested.

Speaking with PUNCH Metro, Funmilayo, a National Diploma holder from a polytechnic in Lagos State, described what went on in the suspect’s office as shocking, adding that she could no longer keep the rape a secret when she found out she was pregnant.

She said, “On that day, when he arrived, we went into his office. He asked me to lie on the bed as he would insert a rubber tool into my private parts for examination. I did. My legs were far apart. He did that for some minutes, and suddenly I noticed he inserted his private parts.

“I shouted, but the cleaner did not come in. He stopped when he ejaculated. Immediately, he began to apologise that he did not know what came over him. I vowed not to return to the centre. I did not tell anybody because I thought I should just forget about it.

“It was in February that I found out I could not menstruate. I went for a scan, but nothing showed. By March, I went for another scan, and it showed that I was pregnant for six weeks and four days. When I informed him, he suggested abortion, which I rejected. That was how the trouble began.”

When PUNCH Metro called Abiodun’s phone number on Wednesday, it rang out several times.

The DSVRT Coordinator, Lola Vivour-Adeniyi, warned female patients to insist on having a female nurse around in the hospital room, whenever their private parts were to be examined by a male doctor.

She said, “This is a rape by a traditional doctor which has now resulted in pregnancy. We requested that the case be transferred to the Family Support Unit of the Isokoko division from Ayobo division. The Department of Public Prosecutions has also requested the duplicate case file. The DSVRT has referred the victim to the OPD to get legal representation. She is also being given antenatal care at the Mirabel Centre.

“It must be emphasised that women must ensure that a female nurse is in the examination room whenever their private parts are to be examined by a male doctor.If that was done in this case, such sexual assault would not have taken place.”

The Lagos State Police Public Relations Officer, SP Dolapo Badmos, confirmed Abiodun’s arrest.

She said, “The ‘doctor’ has been arrested. The case is still under investigation.”

The Lagos State Government has reaffirmed its commitment to ensure zero tolerance for building collapse in the state, just as it revealed that about 500 buildings that are either defective or abandoned have been discovered, threatening to take appropriate actions on the building if the owners refuse to take ownership of their structures.

Commissioner for Physical Planning and Urban Development, Mr. Wasiu Anifowoshe, who disclosed this on Tuesday, said that the present administration is determined to ensure that Lagos remains the Centre of Excellence stressing that the Government is resolute on its commitment to zero tolerance for building collapse in the state.

Lamenting the increasing rate of defective and abandoned buildings, Anifowoshe warned owners of abandoned buildings in the ‎state to take ownership of their structures and do the needful or face the wrath of the law.
“Let me declare that the State Government is determined to ensure that Lagos remains the centre and hub of activities, hence our resolute on commitment to zero tolerance for building collapse in the state. To those who would rather engage in illegal development, I must reiterate government’s determination to ensure that no developer would be allowed to put people’s lives at risk. Developers who engage in illegal development would face the full wrath of law and forfeit such properties to government.
”We have identified over 500 distressed and abandoned buildings. We have identified them and we have evacuated the occupants. We have sealed the buildings. It cost the government huge amount of money to pull down any building. And the government cannot put all its money in demolition alone. That was why we have decided to embark on the exercise in phases.
"The buildings we have identified were the ones we know are dangerous for habitation. And we have given the owners three months ultimatum to correct the error. And by June 3rd, the ultimatum will expire.‎ The marking of the buildings is ongoing. We went round the entire state to identify distressed buildings and very soon, we will release another list of distressed buildings in state.

Harping on the integrity test for Lekki Garden buildings, the Commissioner said some of the buildings had been reopened on the order of Governor Akinwunmi Ambode after they passed the test. He added that the case on the collapsed building is still ongoing.
"What we did was that we sealed the buildings but the governor demanded that the building should be unsealed. The tenants have been given the permission to return to their houses. The integrity test was conducted by the Lagos State Material testing Laboratory and the result of the test would have been submitted to the governor. It is the governor who has the right to announce the result of the test," he added.
On the prosecution of the Lekki Gardens' Developer over the collapse of one of the firm's buildings, Anifowoshe refused to comment on the issue, saying investigation was ongoing and the state ‎government would not intervene until the police complete their investigations.

According to him, "We are waiting for the report of the Nigerian Police on the Lekki Gardens collapsed building. When they complete their report, the police will submit their report to the State Government through the State Ministry of Justice. The ministry will then advise the government on the best step to be taken.

The Commissioner also informed that another urban development project on the front burner of the present administration is the development of Kotangowa Market, adding that the market when fully developed will accommodate businesses currently operating in the Ikeja Computer Village with world class facilities.

Operatives of the 2 Brigade of the Nigerian Army, Port Harcourt, have arrested 17 suspected cultists and armed robbers. Briefing newsmen before parading the suspects in Port Harcourt on Tuesday, the Assistant Director, Army Public Relations, 2 Brigade, Captain Eli Lazarus, said arrests were made during their operations in Ahoada East, Ogbogoro in Obio/Akpor, Omoku in Ogba/Egbema/NdoniOmuonwa and Isiokpo in Ikwerre LGA.The

Army also recovered arms and ammunition, including dynamites, from the hoodlums from the various locations in the state.
Lazarus listed arms and ammunition recovered from the arrested suspects and others at large as 16 AK 47 rifles, five General Purpose Machine Guns, two fabrique national rifles, six pump action rifles, 11 dane guns and three G-3 rifles.

Others, according to him, are three G-3 magazines, 11 fabrique national magazines, 15 AK 47 rifle magazines, 508 rounds of 7.62mm (NATO) ammunition, 313 rounds of 7.62mm (special) ammunition, two Berratta pistols, three cartridges, 14 rounds of 0.9mm ammunition and two revolver pistols.
Lazarus also listed 14 military boots, three military belts, one fragment jacket, three lane yard, one cartridge belt and nine pieces of dynamite as other items recovered during their ongoing operations.

He said, “The 2 Brigade of the Nigerian Army has stepped up its operations to stem the tide of criminal activities in its areas of responsibility. To this end, several raid operations were conducted on suspected criminal/cultists hideouts.”
Lazarus stated that the suspects would soon be handed over to the appropriate agency for further investigation.
He assured residents that the Brigade would continue to work assiduously and make sacrifices to clear criminals in its area of responsibility.
“Therefore, the public is hereby enjoined to continue to provide security agencies useful and timely information that could lead assist in arresting criminals in the society,” Lazarus appealed.

The man who allegedly killed his wife and mother of his 2 children, Ronke Shonde in Lagos on Friday, has given his side of the story while in hiding. Lkan Shonde spoke to PUNCH Metro over the phone line provided by his in-law, Bolatito, which was confirmed by the police spokesperson, Dolapo Badmos. Mr. Shonde told Punch correspondent that his wife, Ronke provoked him on Thursday when she described how her lover slept with her in a hotel in Abuja on Thursday night.

Lekan, a depot worker in the Apapa area of Lagos State, said his wife of eight years changed after she allegedly started dating the general manager of a publishing company she worked for.
He said his late mother had warned him against marrying Ronke but he ignored his mother's warnings and still married Ronke, a decision he regrets.
He said the last time he beat his wife was three years ago after they had a disagreement, adding that he never touched her since then. He narrated...

“Since I married my wife eight years ago, she has never bought anything into the house. I gave her N5,000 on Saturdays and N3,000 on Tuesdays for soup. I also gave her money to make her hair.
“She was working with GTB as a marketer, but she got sacked three years ago. For that period, I was the one feeding her and taking responsibility for everything in the family. I would wash her pants, bathe the children and buy foodstuffs in the house. She later got a job with a publishing company owned by her uncle.

“But my wife changed sometime in March, when she started dating the general manger of a publishing company. My wife was going to the office from Monday to Sunday and she wasn’t going to church again, all because of this man. She called him ‘Eyitemi’ (My own).
“Last week Friday, she went to Abuja and came back on Monday. She never told me that the lover was there with her. I learnt later that the lover was there and they slept together in the same room for four days.

“When she came back, she didn’t know I was inside the house. She started talking with the man on the phone that he really had fun with him and I didn’t know how to make love. She again said her private parts were paining her.”
He said he confronted his late wife about the affair and she confirmed that she was indeed dating the other man.
He said he got angry and told his late wife to leave the house but she refused to leave.
He said that particular Thursday night, they had an argument over money. He said:

“It was around 9pm on Thursday. We had paid our nanny N20,000. Then we needed to pay our children’s teachers N30,000. I discovered she had taken N20,000 and when I asked her to return my money, she said she had spent it.
“I was angry because for the past three months, she didn’t allow me to have sex with her. I pushed her hand away from me on the staircase and I left her. She never tumbled or fell. In fact that night, I bought the food that we both ate because she said she didn’t want to cook.
“I didn’t know anything had happened to her until Friday when I saw her on the staircase. I thought she was still pretending. I just left her and walked away.”

When he was asked why he shut the gate against his children, he denied doing so, adding that it was his son who closed that gate after the he left the house.
Lekan also denied taking his late wife's phone, he said he left it on the bed.
He said he didn't kill his wife and that he had no motive to do so, stating that he had bought her two cars and always provided everything she needed.

He said, “Jide, her family’s second child lived with me for three to four years. Their eldest daughter, Bolatito, has lived with me too.
“Although I am not a saint, I don’t drink, I don’t smoke. I am a responsible man. The problem with my wife was that she was temperamental. She shouted at me whenever she talked.
“I am a Lagos boy and I can be in this Lagos for the next 30 years and nobody would see me.”
The aunt of the victim, Bunmi, explained that the suspect, Lekan Shonde, has been threatening suicide, but that they don't want him to do so becaise their mother had forgiven him.

She said, “Mummy is very sad with this, but she has forgiven him and does not want him to commit suicide.”
A family source said that Lekan had always accused his late wife of extra-marital affairs and that the suspect had frequently abused her. Adding that the police had been involved on occasion.

He said, “He always beat her because of his belief that she was into an extra-marital affair.
“The beating reduced a bit when the wife of her late brother who was one month pregnant before his death, moved into the house with them. She stayed for about eight months. She was like her saviour.”
