Some security operatives attached to the Presidential Villa, Abuja, are currently groaning under heavy debts as a result of the stoppage of their special allowance referred to as the Risk Cautious Allowance, The PUNCH has learnt. Under former President Goodluck Jonathan, all the security agents enjoyed the allowance up until March, 2015, while his administration left those of April and May, 2015, unpaid. They have not been paid the monthly allowance since May 2015 when the administration of President Muhammadu Buhari came on board despite repeated promises made to them on the issue. The security officers include those of the Nigerian Army, the Nigeria Police, the Department of State Services, the Nigerian Intelligence Agency, the Federal Road Safety Commission and the Fire Service among others. Some of the security operatives, who spoke with our correspondent on condition of anonymity on Tuesday, lamented that they had not been able to meet their various financial obligations because of the development. They said despite this, authorities of the Presidential Villa kept introducing additional security measures that further tasked them daily. A policeman told our correspondent that because of the non-payment of the allowance, some policemen, who could no longer afford increasing transport fares, had converted their beats to temporary homes. “It is not easy! We can no longer cope with the increase in transport fare. Policemen are now passing the night at their beats. In the evening, you can go to Gate 4 and 5 among other spots in the Villa to confirm this,” he said. Another operative, a soldier, said they were feeling the brunt of the non-payment of the allowance more because most of them were junior officers who collected far less than N50,000 monthly as salary. “I could not pay the school fee of my daughter last term. Another term is starting soon. Most of us are junior officers with less than N50,000 as salary. We always augment our salary with this small allowance but they have denied us of it,” he lamented. Another security operative said it was not fair for the authorities to remain silent in the face of the growing disquiet over the issue. He said the right thing to do was for them to address the operatives on efforts being made to pay them and when the payment would be done. He added that the last they heard on the matter was when the National Security Adviser, Babagana Monguno, directed all operatives in the Presidential Villa to fill some forms running into about five pages. He said not satisfied with the arrangement, heads of about two security agencies asked their men not to fill the forms. He added, “Even if the idea was to ascertain that we are truly working in the Villa, I believe that photocopies of our identity tags should be enough for the exercise? “How can the NSA ask that we should be filling forms that run into about five pages and yet, there is still nothing to show for it? “If the Permanent Secretary of the State House can collect our account details and he paid N15,000 to us in lieu of Easter rice and other items within two weeks, what is delaying the NSA from paying our allowance? “These are people who keep introducing new security measures to be implemented by disgruntled officers. Today, they will ask us to thoroughly search all vehicles coming in, tomorrow they will ask us to ensure that everybody fills access forms.” Presidential spokesmen, Mr. Femi Adesina and Garba Shehu, were not available for comment on Tuesday as they were on the President’s entourage to China. But a security expert, Mr. Mike Ejiofor, who spoke to our correspondent, took two different positions on the issue. Ejiofor, who is a retired DSS official, agreed that security operatives, who guided the President or were on special postings, were entitled to special allowances which were meant to encourage them in order not to compromise or undermine their loyalty. He said, “People who guide the President or on special postings are entitled to special allowances to encourage them and to ensure that their loyalty is not undermined, or that they do not go about begging for money. “I am not saying that they cannot be begging for money if they are paid this allowance, but the situation will be worse if they are not paid. “But again, authorities may have their reasons for not paying this allowance, possibly because of the change agenda. THE Edo State Police Command has arrested one Efe Monday for allegedly robbing a commercial sex worker after a round of sex in Benin, the state capital. It was learnt that the 27-year-old suspected robber had approached the woman at a hotel in Ofunmwegbe town where he demanded her services. According to a source, Monday had negotiated a price and reached an agreement with the commercial sex worker, after which she offered him her services. But the suspect was said to have suddenly pulled a gun and ordered her to surrender the valuable items in her possession to him. It was gathered that he dispossessed his victim of her belongings, after threatening to kill her if she did not yield to his demand. It was also learnt that the victim, seeing that her valuables had been forcefully taken away from her, raised the alarm, leading to the arrest of the suspect by some policemen and a vigilance group operatives in the area. The Police Public Relations Officer, Mr. Osifo Abiodun, who confirmed the arrest while parading 75 suspected armed robbers and cultists, said a locally-made pistol was recovered from the suspect. Abiodun said, “On February 27, 2016, at about 11.40pm, a commercial sex worker, reported that she was sitting in front of a hotel in Ofunmwegbe town. One Efe Monday, aged 27, approached her for sex. “While they were inside the room, the suspect, with the aid of a locally-made pistol, robbed her of her belongings. “Immediately the suspect left the room, she raised the alarm, which attracted police operatives and members of a vigilance group in the area and he was arrested. A 21-year-old suspected robber, Akeem Popoola, says a police inspector attached to the Special Anti-Robbery Squad of the Lagos State Police Command, Ikeja, uses him to swindle unsuspecting victims. He said he had worked for the policeman, identified as Inspector Festus, aka Ijaya, for about four months before he was arrested. The carpenter, who is currently in custody at the Agbado divison, Ogun State, was arrested for robbery and burglary. A mattress and speakers of a sound system were reportedly recovered from him in the Giwa area of Agbado on April 6. He told PUNCH Metro that apart from burglary, he used to collect phones from the inspector and he would later sell them. He added that Ijaya and two others – Abbey and Aluko – would get the buyers arrested minutes later for buying stolen items. Akeem said their victims paid Ijaya between N120,000 and N150,000 before they were released, adding that he got N5,000 as his share on each ‘deal’. “In November 2015, one of my father’s tenants and I fought. When my daddy came back home on that day, she reported me to him and he handed me over to Inspector Festus at the state police command headquarters, Ikeja. He told him I was too troublesome and wanted him to discipline me. But he (Ijaya) did not. He took me to a beer parlor at Alakuko and gave me N5,000. I was very surprised. “Two days after, we met at another beer parlour around Agbado, where I was made to swear an oath. He brought out a gun and put some gin inside the barrel. He drank from it and gave me the gun to do same. He said he would be sending me on some errands. He gave me a mobile phone and drove me in his Toyota Camry to POWA complex in Ikeja. “He told me to sell the phone inside the complex which I did for N20,000. After an hour, he handcuffed me and took me in his car with his boys – Abbey and Aluko – to the man that bought the phone. He arrested the man and told him to pay N200,000 if he did not want to be taken to the station. The man raised N150,000 among his friends in that complex and gave him. “When we left there, he removed the handcuffs and gave me N5,000 and we departed.” The Oke Ona, Abeokuta indigene said the second deal he had with Ijaya was an iPad he sold to another unsuspecting victim around Ikeja. He said he got a N5,000 share from the N150,000 bribe the inspector allegedly collected from the buyer, who was also accused of acquiring stolen property. He added that when he decided to quit, Ijaya refused. Akeem told our correspondent that Ijaya threatened they had sworn an oath and that he would die if he backed out from the deal or revealed it to his father. “Sometime in February, the inspector gave me a Techo phone which I sold to a guy at Agbado. The guy gave me N7,000 and a small phone. Thirty minutes later, we went back with my hands handcuffed. And as he normally did, he collected about N120,000 from him before he was released. I also got my N5,000 share. I can say all this in his presence,” he added. Akeem said he had stolen a plasma television at Oke Aro area of Agbado on the order of Ijaya, insisting that the item was still with the policeman. His father, Mr. Ahmed Popoola, who regretted handing him over to the policeman, said his son was a thief before he took him to Ijaya for discipline. He said he strove to meet Akeem’s needs and had counselled him on several occasions to no avail. “He had been stealing before I took him to a police friend, Yekini, who handed him over toIjaya with a belief that he (Akeem) will change if he sees the way thieves are being punished. He had been embarrassing me. He still has a case in the Sango-Ota division. I was arrested and detained because of him. “When he finished his secondary school, he told me he did not want to proceed to a higher institution. I enrolled him as an apprentice in my carpentry workshop and constructed a wooden shop for him when he graduated. He removed all the planks I used to construct the shop and sold them. Let the law take its course.” The spokesperson for the Ogun State Police Command, DSP Muyiwa Adejobi, said the police were on the trail of Ijaya and his accomplices. He added that the case had been transferred to the command’s Special Anti-Robbery Squad. He said, “The suspect was arrested for robbery and burglary. He mentioned Ijaya and some others and we have commenced investigation. The Ekiti State House of Assembly has described the remarks by former Minister of Science and Technology, Dr Bode Olowoporoku, that the House has only one university graduate as member as not only spurious, but one that came from the mouth of an expired politician like the former Second Republic minister. In a statement in Ado-Ekiti on Sunday by the Speaker, Rt. Hon. (Pastor) Kola Oluwawole, the Assembly said Olowoporoku, despite his academic prowess, was only known for rebellion and formenting trouble. Oluwawole, in the statement signed by his Special Assistant (Media), Stephen Gbadamosi, said the former senator had been confined to the dustbin of history in the state’s political firmament and that he was only seeking relevance. "While we are not conceding to the thoughtless statement, let us assume it is true; how can there be only one graduate in an Assembly where you have a medical doctor, two seasoned journalists, a cleric, retired top civil servants, among others. “The beauty of democracy is that these so-called illiterates were voted into office by the people of the state who had earlier rejected people like Olowoporoku. "The same people recently took the invasion of their offices and the detention of a colleague to the court of public opinion and they impressed all. Olowoporoku never found his voice then. He is broke and he is a spent force. Olowoporoku is a rebel and he was among those who created the political chaos in 1983 in the old Ondo State. "Those who know his background know that his sanity is questionable. Senility has already set in for him, but we don't want to help wash his dirty linen in public. He has spent his life in rebellion. “The Assembly members he is castigating were voted into office by the people of Ekiti State, the same people who rejected him. He is probably broke and looking for relevance as well as somebody who will grease his palms," the statement read. The Speaker added that no amount of distraction would make supporters of Ayo Fayose to dump him, saying “he is a God’s project that no human can truncate. The authority of all elected officials, including Fayose, is from God Almighty. If Olowoporoku still wants to contest in an election at over 80 years, or he is sponsoring his son, he is welcome. The Defence authorities have said that not less than 800 members of the dreaded Boko Haram sect had surrendered to the military in the last three weeks. The Acting Director, Defence Information, Brig. Gen. Rabe Abubakar, confirmed to our correspondent in Abuja on Wednesday that 800 of the insurgents surrendered to the troops of the Nigerian Army in the last three weeks. He said, “I can confirm that about 800 of the Boko Haram members have surrendered to the military.” Abubakar spoke barely 24 hours after the Defence Headquarters announced the establishment of a rehabilitation camp for repentant Boko Haram members. Abubakar had said in a statement on Tuesday that the rehabilitation camp was being established under Operation Safe Corridor which was created as a platform to rehabilitate and integrate repentant members of the sect to the society. He had said that the insurgents would be made to go through vocational training under the programme and empowered for reintegration into the society. Meanwhile, the Nigerian Army said on Wednesday that it had rescued 11,595 captives of the Boko Haram insurgents in the North-East in the last one month. The Acting Director, Army Public Relations, Col. Sani Usman, said in a statement on Wednesday that some of the hostages were rescued from the communities erstwhile under Boko Haram control in the North-East while others were received from Cameroon. He stated that out of the figure, the troops of the 155 Task Force Battalion received 10,000 refugees from the Cameroonian authorities at Banki and the Bama area on March 1,2916. Usman said that the Army Headquarters Special Forces Battalion rescued 779 captives at Fotokol general area between Nigeria and Cameroon in addition to 63 others freed from Boko Haram at Maleri, Borno State. He added that the troops of the 254 Task Force Battalion also rescued 45 persons at Kuaguru, while 143 Battalion similarly rescued 27 persons at Gadayamo,15 at Galadadani Dam in Madagali and 10 persons from Disa village in the first week March, 2016. The Acting Army spokesman added that troops of the 22 Brigade and their counterparts from the Army Headquarters Strike Group freed 309 hostages from the Boko Haram at the Kala Balge general area on March 23, 2016. There was panic at Matogun, in the Lambe area of Ogun State on Tuesday after the police recovered corpses of two missing pupils from a church in the community, Christ Crusaders’ Deliverance Ministry. The deceased – six-year-old Isaac Ayegbo, a primary 2 pupil, and Ayomide Innocent, 4, who was in Nursery 1 – were reportedly found inside the church’s vehicle after they were declared missing on Sunday. The deceased’s parents are neigbours. PUNCH Metro learnt that Ayomide’s mother, while travelling to the Republic of Benin on Friday, brought him to Isaac’s mother to look after him. Our correspondent learnt that the children, after taking their lunch on Sunday, were playing outside Ayegbos’ residence, which was opposite the church, when they went missing. Isaac’s father, Abiodun Ayegbo, was said to have reported the duo’s disappearance at the Agbado Police Division on the same day, but he was told to come back after 24 hours, which he did. He said, “Ayomide was my friend’s son and he was brought to my wife when his mother travelled. “She did not take him along because of his school because she would spend about six months there. They (Isaac and Ayomide) came back with my wife from church on Sunday and she gave them food. “After eating, they went playing around the house. It was my grandmother who raised the alarm when she did not see them. I was told on the telephone to come home when they could not be found. “I was called this morning (Tuesday) from the station and on getting there, the policemen took me to Christ Crusaders’ Deliverance Ministry, where their corpses were recovered.” Our correspondent learnt that an angry mob would have set the church ablaze, but for the intervention of armed policemen deployed in the area. Abiodun’s brother, Kunle Ayegbo, said he found the slippers Isaac wore on the day he went missing inside a car on the church premises, adding that about eight pairs of sandals were also found inside a bus, where their corpses were recovered. He said the discovery made him sense that something had gone amiss and urged the police to thoroughly investigate the matter to unravel those responsible for the dastardly act. “The police initially wanted to change the fact that the children were found dead on the church premises, but we stood our grounds. I took some pictures in the church but we were not allowed to take the picture of the children. I found Isaac’s slippers inside a car and about eight other sandals in a bus. I suspect foul play and want this case to be properly investigated and the culprits brought to book. “Some boys in the community nearly set the church on fire. The policemen and I had to calm them down. We want justice on this matter,” he said. PUNCH Metro learnt that Ayomide’s father, Nouanti Innocent, passed out when the news of his son’s death was broken to him and he had yet to regain consciousness as of Tuesday evening. His wife had yet to be informed of the incident. A pastor at the headquarters of the church in the Akute area of the state, Mr. Yemi Adebisi, who spoke on behalf of the church, said the incident was still a mystery as there were guards manning the premises around the clock. He said the remains of the children were discovered by some members of the church who wanted to sleep inside the bus before the commencement of a vigil. He said, “The corpses were discovered around 11pm when some church members wanted to sleep inside the bus. We are having a five-day vigil. They alerted the pastor and he called me immediately. We have reported the matter to the police. The vehicle where the corpses were found belongs to the church and it has been out of order for years. People usually sleep inside it. “There are guards who man the place all day and all night. I can’t understand the mystery surrounding it. It was a strange occurrence and it has destabilised everybody. It is a major challenge to the church.” The Ogun State Police spokesperson, DSP Muyiwa Adejobi, said the pastor of the church, Babatunde Olakunle, and a church worker, Adewale Babalola, had been arrested. He said, “We recovered two corpses on the church premises and had been deposited in a mortuary for autopsy. “We have commenced our investigation.
