The ongoing military operations in Adamawa, Borno and Yobe states have been successful, the Federal Government has said. It also said the civilians in the states were adequately protected, stressing that it was doing all in its powers to reduce disasters in the country. The Director-General, National Emergency Management Agency, Mr. Sani Sidi, stated this in Abuja on Tuesday. He spoke when he received the Special Representative of the UN Secretary-General for West Africa, and Chairman, Cameroon-Nigeria Mixed Commission, Mr. Said Djinnit. He said, “At the moment, the military campaign going on in the North has been successful and the civilian communities in the areas are been protected. It will interest you to know that the government is doing all within its might to address the challenges that arise, whether natural or man made in this country.” Sidi said the UN had shown confidence in Nigeria disaster management procedures. According to him, NEMA is tasked with the responsibility of working with the military Joint Task Force to provide humanitarian assistance and ensure the welfare of citizens in the affected states throughout the duration of the emergency rule. He added, “In carrying out this function, NEMA in collaboration with JTF has set up a humanitarian cell at the JTF headquarters in Maiduguri and sub-cells in the sector commands to facilitate the coordination of humanitarian operations during the period. “NEMA is also working closely with State Emergency Management Agencies in the three states and relevant ministries, department and agencies to facilitate a smooth and efficient humanitarian operation.” Djinnit urged the Nigerian security operatives to protect the innocent citizens that might be caught in cross-fire in the affected states. He said, “It is your duty and that of the military to protect the innocent citizens in these states because whatever affects them affects you as a country and affects West Africa. You have the responsibility to help, which is solidarity. “We want political security, peace and stability in West Africa and we must do whatever is possible to make this happen. At the 2013 ministerial platform recently held in Abuja, Minister of Information, Labaran Maku (who we haven’t heard from in a while), went straight to business, with some tough words for the Lagos government. He insisted that most of the revenue generating projects in the state, were actually federal projects. Maku said: “Most of the projects in Lagos State where taxes are being collected are federal projects. “Lagos State does no significant thing other than environmental sanitation.” [READ: Lagos State is running on federal infrastructure”: Laban Makun comes out swinging at the launch of the 2nd Ministerial Platform] The stated aim of the ministerial platform according to Maku was to avail Nigerians of the progress government was making in various aspects of national life. How bashing Lagos fits into that is another topic entirely. Take for instance the Bus Rapid Transit (BRT), a flagship achievement of the current Babatunde Fashola administration in Lagos. Maku’s take on this is that they run on federal roads – so the state is collecting taxes on federal infrastructure. Apparently it is a season of different strokes for different folks. Almost two weeks ago, Major General Muhammadu Buhari retired has descended heavily on President Jonathan for his harsh treatment of Boko Haram. He said “When the Niger Delta militants started their activities in the South-South, they were invited by the late President Umaru Yar’adua. An aircraft was sent to them and their leaders met with the late President in Aso Rock and discussed issues. They were given money and a training scheme was introduced for their members. But when the Boko Haram emerged in the north members of the sect were killed”. But today, Buhari has changed his tune and is calling for the government to descend on Boko Haram. It is well known that there is an ongoing fight between some Nassarawa communities where Ombatse are active and Fulani herdsmen of which Major General Muhammadu Buhari was once the chairman of their organized body. Buhari said “The SSS boss or whoever that said he has left everything to God has no right to do that. Constitutionally, Nigerians can practice any religion they want or even if they don’t want, they can be atheist or anything they want to be, that is constitutional. But nobody should hurt a citizen of Nigeria and then get away with it, not to talk of slaughtering at least 56 law enforcement agents and then somebody coming out from the system and said such a thing. It is either that person doesn’t know what he was talking about or he shouldn’t even be there. “I’m even against the people that are suggesting that the cult ritual places be destroyed. According to the constitution, you will allow them to go about with their activities as long as they don’t go against the constitution. But those that killed the 56 security men must be hunted and prosecuted no matter how long it will take because this is the bottom line about law and order, and security in the country.They can’t be forgiven, they can’t override the constitution, Nigerians are being hurt and killed in their duties and those that killed them must be brought before the law”. While the military onslaught against Boko Haram terrorists continues, Vanguard has gathered that before May 14 when President Goodluck Jonathan declared a State of emergency, credible intelligence revealed plans by the sect to hijack commercial aircraft fully loaded with passengers and use it to attack one of three national monuments. Boko Haram plans to attack national monuments. These are Aso Rock, the seat of the Federal Government, the Central Bank Headquarters, CBN, Glass house and the Four Towers headquarters of the Nigerian National Petroleum Corporation, NNPC. It was gathered that the terrorists would have carried out the attack on Aso Rock and NNPC Towers similar to the September 11 attack on the Twin Towers in the United States with all the passengers on board and send a message that they have taken over affairs of running Nigeria. Aside the planned attack, Vanguard was told by very competent security sources that the acquisition of Anti-Aircraft Gun and Long Range Surface to air technical guns by the sect, was meant to shoot down aircraft that flew over the North Eastern parts of the country, especially as the terrorists had hoisted their flags in Yobe and Borno states. According to the sources, “Consequent upon our discovery of their plot, security agencies warned the Nigerian Civil Aviation Authority, NCAA, and other aviation agencies to stop local and international aircraft from over flying the North East airspace to avoid collateral damage. “This warning was heeded and for about three weeks before the State of Emergence was declared, commercial aircraft, both local and international were diverted from over flying the North East areas except military aircraft”. It was to unearthing the ammunition and heavy weapons capability of the Boko Haram sect that troops of the multi-national Joint Task Force on reconnaissance mission to the Mosque in Baga, where some of the anti-aircraft guns were to be mounted, were attacked and when reinforcement came, they fired the weapons at the soldiers. “As I am talking to you, many people will not know that in one of the deadly Boko Haram attacks and coordinated bombings in Kano State, that resulted in the destruction of the headquarters of the Assistant Inspector General of Police, Zone 1, and the killing of over 120 people, including about 40 Policemen, over 15 Immigration, Customs and Federal Road Safety officers, the terrorists tried getting to the Kano Airport”, the source said. Vanguard was further told that the terrorists shot at an Air Force Helicopter gunship from the dreaded Sambisa Forests where several camps for recruitment, training and IEDS construction were located, using anti-aircraft technical guns from mounted vehicles, confirmed that indeed the terrorists were on course to carry out that plot. From Borno and Yobe states, the ultimate strategy of the terrorists was to launch a jihadist type of invasion of the entire Northern part of the country hence the gradual build up of arms depots and training/recruitment centres in several parts of Yobe, Borno and lately Adamawa states where several raids were carried out on banks, prisons and police stations It would be recalled that Vanguard exclusively reported in April, during President Goodluck Jonathan’s official visit to Borno and Yobe states, that plans by Boko Haram terrorists to shoot at the Presidential Jet were uncovered hence the flooding of the two states with security operatives and deployment of technical equipment with ability to intercept signals of such attacks. General Mohammadu Buhari has asked President Goodluck Jonathan to provide an aircraft to fly members of the Boko Haram Sect to Aso Rock for negotiation just like late President Umaru Yar’Adua did to the Niger Delta Militants prior to the Amnesty program. General Buhari who also kicked against the emergency rule imposed in Borno, Yobe and Admamawa said President Goodluck Jonathan should resign from office for his inability to tackle the security challenges facing the country. “Jonathan should vacate and give way to competent hand to govern the country”, he said. Speaking to newsmen in his residence in Daura town yesterday, General Buhari said the issue of security is a fundamental duty of any responsible government, but Jonathan failed to protect the lives and the properties of Nigerians since he assumed power. “When the Niger Delta militants started their activities in the South-South, they were invited by the late President Umaru Yar’adua. He suggested that government should adopt a new approach that will end the insurgency without affecting the lives and properties of innocent people. “In Bama and Baga towns, military personnel were reported to have been engaged in extortion and sometimes Molesting of women. And because a soldier was killed in Baga the whole town was sacked by military. This is not the best way military should have acted when they were sent to restore law and order in a town. How can a responsible government allow its people to be killed in this way,” he asked. He warned that the police, SSS, army, navy and Air force should know how to conduct themselves and act professionally. “The soldiers are not expected to go and sack a town because one of them is killed. They are expected to capture the culprits for prosecution. After all the soldiers are not meant to tackle internal crisis but when it is necessary they should act professionally. “Whoever is sent to protect people should also protect their integrity. When the former England’s Prime Minister, Margret Thatcher decided to hold its political meeting in Brighton the security advised her to cancel the meeting because of the IRN rebellions, but she insisted and held the meeting. The hotel she was accommodated was bombed and some of her political associates were killed but soldiers did not condone the area and kill everybody there, rather they conducted themselves professionally,” Buhari said. General Buhari, who condemned the imposition of state of emergency in Borno, Yobe and Adamawa states, said state of emergency was not the best way to address insurgency in the three affected states and the country in general. “Government cannot kill all the Boko Haram members. The Nigerian Army have listed some soldiers to be court-martialled following their role in the ambush and killing of soldiers moving to Mali for the African-led International Support Mission to Mali (AFISMA) along Okene-Lokoja road. The Chief of Army Staff, Lt.-Gen. Azubuike Ihejirika yesterday said the soldiers were found guilty of leaking information to terrorists about the movement of the troops. He also disclosed that the Army will, this week, take delivery of 10, 000 bullet proof vests, as well as 10, 000 bullet proof helmets for use of troops deployed in several operations. Ihejirika, who was speaking at the 2013 Nigerian Army transformation seminar, said that contrary to insinuations that the battle to dislodge terrorists from the North had led to shortage of troops for other operations; the Nigerian Army had enough manpower that was battle ready to undertake more challenges and tasks as may be directed by the Federal Government. He said “I want to say that our troops have really done well with regards to assigned tasks in ongoing operations. Moreover, we have set up Standing Monitoring Teams for all such ongoing operations and they update us with regards to ensuring that rules of engagement are followed. “It was through the work of the monitoring team in AFISMA operation in Mali, that we got to know that one of our soldiers fell sick and later, died. Let me at this juncture thank Mr. President for approving a Presidential Jet to bring home the body of the Sergeant from Mali. “Presently, we are training 1,000 soldiers to become better and more effective amphibious soldiers for JTF operations in the Niger Delta. They will become better seamen. In this regards, the Navy has been of tremendous assistance by allowing us use of the Navy’s Amphibious training facilities. “As I am talking to you, we have established a Battalion known as the 101 Reserve Battalion to be directly under Army headquarters. It will not be deployed for ongoing terrorism clampdown. It will just be on standby for any assigned task. Already out of the 100 percent requirements needed for its take off, we have met about 60 percent. “This shows that we are ready and prepared to take on even more challenges. This also explains why in building capacity, we made it mandatory that all troops and officers coming out of depot and other military institutions must undergo counter-terrorism courses”. Ihejirika also said, “Since the end of military era and commencing of democratic rule, the Nigerian Army has not witnessed as much support and provision of accommodation facilities as we have now and this has impacted seriously on the morale of officers and soldiers”. “This administration has done a lot for the army. Tomorrow, I will take delivery of 10, 000 bullet proof vests and 10, 000 bullet proof helmets from the office of the National Security Adviser for our operations”. “Let me at this point warn against giving out vital information both at Army headquarters and formations level which put at risk, our operations or that of our troops. The consequences will be applied to the letter. A Soldier who gave out information that led to the killing of troops going to Mali has been arrested and will soon face court martial”. “Some soldiers give out information through internet and online services that compromise the fight against insurgents and compromise our operations. I have directed the Directorate of Military intelligence and the Military Police to search for these officers, who should get appropriate punishment”. Chairman, Senate House Committee on Defence, George Sekibo in his address assured that the release of the Boko Haram insurgents as directed by President Goodluck Jonathan was not to jeopardize the essence of the operation. Sekibo said that the President in giving the directives might have seen ahead and as a politician, he has to protect the interest of the nation and that is why he is showing good faith in the state of emergency and not to witch-hunt anybody. He commended the troops, assured that the administration was aware of their welfare challenges, saying that the National Assembly was working assiduously to ensure that their needs are taken care of. “The professionalism, patriotism and selflessness with which our officers and soldiers respond to internal security challenges especially the wave of terrorism are both reassuring and commendable,” he said. A bill seeking to stop the Nigeria Police, Federal Road Safety Commission (FRSC) and other security agencies from harassing people who use vehicles with factory fitted tinted glasses passes the crucial second reading on the floor of the Senate on Wednesday. The sponsor of the bill, Senator Ita Enang (Akwa Ibom North East), said initiating the bill had become imperative in view of the incessant harassment of motorists who use tinted glasses, saying if the security agencies do not want Nigerians to use vehicles with tinted glasses, the best they can do is to completely prohibit the entry of such vehicles into the country. According to Enang, it falls short of reason to ask persons who buy tinted glasses to go and remove them when it is common knowledge that the factory which produced such vehicles do not exist in Nigeria. He also faulted the move by the police to compel people to obtain permit before they can use their vehicles with tinted glasses. Senator Enang, who is the Chairman, Rules and Business in the Senate, added that whereas the police always claimed that obtaining permission for the use of tinted glasses was free, such claim existed only on the pages of newspapers as persons who sought such permission reported that they were given various charges ranging from N10,000 and above. He also queried the custody of the charges for tinted glasses’ permit, wondering who are the custodians of the money and the treasury where the money is kept as he, insisted that it was wrong for the police authorities to perpetrate the attitude of exploiting Nigerians without any legal basis. There has been a running battle between motorists and the Nigeria Police over the use of vehicles with tinted glasses in Nigeria since 2008 resulting in a continuous clampdown on the former over the development. Only the president, vice-president, governors, Senate President, Speaker of the House of Representatives, Deputy Senate President and the majority leader are allowed to use tinted glasses in the country. LONDON, United Kingdom (AFP) – London police are bracing for protests at Margaret Thatcher’s funeral on Wednesday, with opponents vowing to pelt her coffin with eggs, coal or milk if they can get close enough — or simply turn their backs on the passing procession. More than 800 people have pledged to attend an event called “Maggie’s good riddance party”, promising a “right jolly knees-up” outside St Paul’s Cathedral — where 2,000 global political leaders, celebrities and friends will be paying their respects to the former British prime minister. “Let the world know the hypocrisy of a state-funded funeral for the person who influenced 30 years of cuts to state funding of welfare,” the protest’s Facebook page reads. “If taxpayers are funding her funeral… we can at least get our money’s worth.” The former Conservative Party leader’s death has sparked furious debate in Britain over her legacy — and over the decision to grant her a state-funded ceremonial funeral, which by some estimates will cost the taxpayer up to £10 million ($15 million, 12 million euros). Her more radical critics, who accuse her of ruining millions of lives with her radical free-market reforms, greeted news of her death from a stroke last week with impromptu street parties. Hundreds of people filled London’s Trafalgar Square on Saturday, erected a giant effigy of her and shouted “Maggie, Maggie, Maggie! The Presidency has described former Head of State and presidential candidate of the Congress for Progressive Change, Maj.-Gen. Muhammadu Buhari (rtd.), as the major sponsor of the dreaded Islamic sect, Boko Haram and a leading protagonist of violence. It said that apart from his ambition to rule the country again, Buhari had refused to contribute meaningfully to actions capable of ending insecurity in the country. Buhari, a National Leader of the CPC, had, on the Hausa service of the British Broadcasting Corporation on Monday, said that the Federal Government should be blamed for the lingering security challenges in the country. Buhari reportedly flayed the Goodluck Jonathan administration for what he called “poor handling of insurgency” that had led to the death of many Nigerians and destruction of properties. While reacting to this, the Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, said it was unfortunate that such a statement could emanate from Buhari. Describing Buhari as a man he respects so much, Okupe added that he had no option but to reply to his accusations against the Federal Government and the President. He reminded Nigerians that Buhari had previously been credited with a statement that he would make the country ungovernable if the last presidential election did not favour him. Okupe said, “Everybody in this country knows that it was Buhari who vowed that if he did not win the election, he would make the country ungovernable for this President Goodluck Jonathan. It was this same Buhari who said during the electioneering period that if the votes were counted and he lost, people should go for blood. He is not in any position to apportion blame on the issue of violence in the North or in Nigeria in general. He is a protagonist of violence. The only solution he sees to his not being President is to call for violence. This government has tried to contain some of the repercussions of the unguarded statements made by Buhari and I don’t think anybody in Nigeria will take him seriously on this allegation.” The presidential aide added that if there were those to be blamed for the insecurity in the country, the name of Buhari should top the list. Okupe wondered why the Katsina State-born general had refused to visit states like Borno and Yobe despite the fact that he hails from the northern part of the country. He said, “As a former Head of State, have you ever seen him (Buhari) visiting Borno or Yobe States? Have you ever seen him show sympathy to people, either Christians or Muslims that have been killed during these attacks by Boko Haram? Have you see him as a leader, a man who traversed the entire length and breadth of the North especially to canvass for votes seeking an end to the violence? Why is it that he cannot use that same clout that he has to get leaders together and say we must put an end to this carnage? He finds it comfortable to shift the blame to other people. What has he done as a leader, who is from that region to help Nigeria and the North out of this unfortunate development? Nigerians should ask him, as a former Head of State and stakeholder in the Nigeria project and a man who wants to be President again, if he would want Nigeria to be destroyed up to a point before he can try to wade in? It does not work that way.” Okupe said that as a leader, Buhari should stop apportioning blame, but should do something crucial to bring the carnage in the country under control. He reminded the former military ruler that during the crisis in Niger Delta, leaders from the region went into the creeks and discussed with the militants to lay down their arms. “Has Buhari done that? When Christians were killed, he kept quiet, when mosques were bombed, he did not say anything. He doesn’t have any other interest in Nigeria but his inordinate ambition to rule,” he added. In his reaction, Buhari said there was no way he could be involved in the discussion on how to end the carnage since he was not part of the problem. Buhari, who spoke through the National Publicity Secretary of the CPC, Mr. Rotimi Fashakin, also said it was apparent that those responsible for the crisis in the Niger Delta were the ones that volunteered to end it. He said, “When the Niger Delta militancy reached a crescendo, some notable people from that region went into the creeks as he (Okupe) alleged. The question is: ‘Who were the people who started the Niger Delta imbroglio ab initio?’ If the people that initiated and executed a problem decided to resolve it, what can anyone do about it? The Indian Government on Friday said it would establish a textile institute in Kaduna State, Nigeria. Dr Milan Sharma, Head, Africa Initiatives and Industry Research of IL&FS Cluster Development Initiative Ltd., has said. Sharma said this when a delegation led by the Secretary, PDP Board of Trustees and Chairman Textile Manufacturers Association of Nigeria, Sen. Walid Jibrin, paid a courtesy visit to Gov. Mukhtar Yero in Kaduna. She said the institute would provide opportunity for Nigerian youths to acquire skills in operating textile machines and to manufacture textile materials. According to her, once the state government provides land, the institute will commence a six-month training programme with an initial intake of 30 students, stressing that Indian Government would fund the project. There are indications that the Federal Government is concluding arrangements to set up two forward operational bases in Bakassi Local Government Area of Cross River State to check cases of alleged incessant killings, maiming and destruction of properties of Nigerians by the Cameroonian gendarmes. Commander of the 13th Brigade of the Nigerian Army in Calabar, Brig.-Gen. Okwudili Azinta, who gave the indication on Tuesday when he paid a courtesy visit to the state secretariat of the Nigeria Union of Journalists, said the two operation bases would be located in Dayspring 1 and Ikang. No fewer than five Bakassi natives, who resisted forcible eviction from Efut Obot Ikot, a settlement in the ceded peninsula, were allegedly killed on March 7 by Cameroonian military authorities, while 1, 800 displaced persons are currently being camped at Akwa Ikot Edem Primary School in Akpabuyo LGA. Azinta, however, said from indications, the Navy would establish their base at Dayspring 1 while the Army would have theirs at Ikang. SEOUL (AFP) – North Korea said Tuesday the Korean peninsula was headed for “thermo-nuclear” war and advised foreigners to consider leaving South Korea, as the UN chief warned of a potentially “uncontrollable” situation. Tuesday’s advisory — greeted largely with indifference — followed a similar one last week to foreign embassies in Pyongyang, to consider evacuating by April 10 on the grounds war may break out. “The situation on the Korean Peninsula is inching close to a thermo-nuclear war,” the Asia-Pacific Peace Committee said in a statement carried by the North’s official Korean Central News Agency. Saying it did not want to see foreigners in South Korea “fall victim”, the statement requested all foreign institutions, enterprises and tourists “to take measures for shelter and evacuation”. The committee blamed the heightened war risk on the “warmongering US” and its South Korean “puppets” who were intent on invasion. The “thermo-nuclear war” threat has been wielded several times in recent months — most recently on March 7 — despite expert opinion that North Korea is nowhere near developing such an advanced nuclear device. “It is our current assessment that there is no immediate risk to British nationals in South Korea,” a British embassy spokesman said, echoing similar statements from the US, French and other missions. Last week’s warning to embassies in Pyongyang was also largely dismissed as empty rhetoric, with most governments making it clear they had no plans to withdraw personnel. “It’s almost comic,” said Daniel Pinkston, a North Korea expert with the International Crisis Group. “They want to rattle the investment market, create pressure and make people nervous. “But it’s just not working. It’s as if they didn’t get a rise out of the embassies in Pyongyang, so they’re just moving on to the next target,” Pinkston said. The South Korean stock market closed slightly up Tuesday, before the KCNA statement was published. The Korean peninsula has been locked in a cycle of escalating military tensions since the North’s third nuclear test in February, which drew toughened UN sanctions. Pyongyang’s bellicose rhetoric has reached fever pitch in recent weeks, with near-daily threats of attacks on US military bases and South Korea in response to ongoing South Korean-US military exercises. Yonhap news agency Tuesday cited South Korean intelligence as saying the North had completed preparations for an expected missile test-launch — possibly to coincide with April 15 celebrations for the birthday of late founder Kim Il-Sung. “Technically, it can fire off (a missile) tomorrow,” it quoted a senior military official as saying. Japan said Tuesday it had deployed Patriot missiles in its capital as a pre-emptive defence measure. UN secretary general Ban Ki-moon said during a visit to Rome he had spoken to the Chinese leadership to try to calm tensions, and would discuss the issue with President Barack Obama on Thursday. “The current level of tension is very dangerous, a small incident caused by miscalculation or misjudgement may create an uncontrollable situation,” he said. However Tuesday’s threat was unlikely to worry South Korea’s foreign community of around 1.4 million that has calmly weathered the rhetorical storm thus far. “A few months ago I would be worried but by now I think they’re just trying to scare people,” said Jone Geyskens, 21, a Belgian studying in Seoul. “I know a lot of South Koreans, they don’t seem to be scared.” Earlier Tuesday North Korean workers followed Pyongyang’s order to boycott the Kaesong joint industrial zone with South Korea, signalling the possible demise of the sole surviving symbol of cross-border reconciliation. The North announced Monday it was taking the unprecedented step of pulling out its 53,000 workers and shutting the complex down indefinitely. Established in 2004, Kaesong has never closed before. Pyongyang’s move reflects the depth of the current crisis, which has otherwise been notable more for fiery rhetoric than action. Kaesong, 10 kilometres (six miles) inside North Korea, is a crucial hard currency source for the impoverished North, mainly through its cut of the workers’ wages.
