Elueme: why the minister earlier said that nigerians should be held responsible for this latest scarcity and she was right. He who wants equity must come with a clean hand. Nigerians have beome too irrational when it comes to certain issue beause we often erroneously assume that government is always wrong.

Says sect now a business venture

ABUJA—DIRECTOR General of the Department of State Security, Ekpenyong Ita, yesterday, assured that the service and other security agencies are working with other stakeholders including the media towards ensuring that the activities of the Boko Haram sect are brought under total control for peace to reign in the country.

Ita who gave the assurance at the opening of a one week training programe for media practitioners in Abuja, disclosed that activities of the sect have turned to a full scale business venture for its leaders. According to him, recent discovery of the main objective of the terrorist group runs contrary to the earlier claims by the group that they are actually fighting a religious war.

Criminal activities

The group he said actually started as an extremist religious group under the late Mohammed Yusuf, but later transformed into a business venture, as the sect members are now make good living out of their criminal activities.

Assuring Nigerian public of the capability and readiness of the security agencies in the country to restore peace, Mr. Ita noted that activities of the group have not in anyway overwhelmed them. He declared: “we are not overwhelmed, we can never be overwhelmed and we will never be overwhelmed. We are up to the task”.



He said that despite continued bombing of innocent persons across the northern region of the country he assured that the group will soon be put out of business, describing the group as enemies of the common man which should be jointly fought by all and sundry.

Armed robbery

Giving an insight into activities of the group, he disclosed that the service has confirmed from some high ranking members of the group that they mainly engage in armed robbery and share the loot with the leaders taking the lion share. Explaining how the loot are shared, he said that “what is brought in is divided into five portions with the leader given a portion and the rest four divided among those who took part in the robbery, while a portion will be given to alleged widows, the less privileged and as well, the elderly.

“However, the four groups aside the leaders are forced to pay “zakat” which in turn are remitted into the account of the leaders who use such proceeds to purchase exotic cars and flaunt their wealth which run contrary to the tenet of Islam which they allegedly profess.”

He appealed to the media to contribute to the fight against the group by stifling the terrorist group of publicity which he noted, they crave to instil fear into the minds of the citizens.

According to him, terrorists across the world take delight and grow when they are given publicity as he urged media house owners and practitioners to stop giving “oxygen” to the terrorists, who will die with force mounted on them by the security operatives and as well, ably supported by media blank out.

He noted that national security should be paramount in the minds of practitioners as media owners can only flourish and enjoy the fruits of their labour in a society devoid of crisis and insecurity.

In his presentation, the guest speaker, Alhaji Musa Maiyaki, Acting Director General of Nigeria Television Authority said that there is the need for cooperation among stakeholders especially the media and security agencies to an end the activities of the evil group to restore peace and stability to the nation.

Following the heat generated by the call of the Governor of Central Bank of Nigeria, CBN, Mallam Lamido Sanusi on the Federal Government to sack half of its workforce, the Minister of Labour and Productivity, Chief Chukwuemeka Wogu, yesterday, assured that no worker would lose his job as the government was even desirous of creating more jobs for Nigerians.

Sanusi in a paper he presented at the 2nd Annual Capital Market Committee Retreat in Warri, Delta State, had stressed the need to prune membership of the National Assembly as well as the number of states and local governments in the country, among others.
The Labour Minister who spoke in Ilorin at the 8th National Labour Relations Summit and Fellowship Award held at the Michael Imodu National Institute for Labour Studies(MINILS), said rather than sack workers, the government has already set up job creation committee that would commence work next week on how to create more jobs in all sectors of the economy to achieve more success on the transformational agenda of the President Goodluck Jonathan administration.

According to him, “no worker will be sacked. Nobody should be afraid, the government is desirous of creating more jobs for Nigerians”.

He noted that,”though job creation is more of private sector activities, but the federal government has created an enabling environment for private sector to thrive. The government has also made a special effort on agriculture, power, ICT, tourism and recently SURE-P programme of the government in its efforts to provide jobs for Nigerians”.

Sanusi, economist of political turbulence — Reps

Meanwhile, members of the House of Representatives, yesterday, hit back at Sanusi, describing him as an economist of political turbulence over his call for a 50 per cent cut in the nation’s civil service.

Reacting to the issues raised by the CBN boss at a press briefing, Deputy Chairman of the House of Representatives Committee on Media and Public Affairs, Mr Victor Ogene described Sanusi as “an economist with a bias for creating political turbulence,” who had also not succeeded in pushing through, any of his controversial policies.

The Minister of Finance, Dr Ngozi Okonjo-Iweala was also not spared over her ministry’s inability to cash-back the balance of N300 billion of the capital allocation in the 2012 budget to government Ministries, Departments and Agencies (MDAs) one month after promising to do so.

He said he did not know Sanusi to be a political economist, adding that “the Nigerian Labour Congress (NLC) had succinctly replied the CBN Governor over the controversial comments”.

He explained that “it was ironical for him to make such recommendations when there have been astronomical increase in the workforce of the CBN since he assumed office. For me, I will say physician heal thyself,” the lawmaker noted.

He stressed that “checks had revealed that before Sanusi was appointed CBN Governor, its workforce was 5,022 but had risen to 6,015 since he assumed office”, adding that there have been reported cases of acrimony in the bank due to unfair promotion of personnel during his tenure.

He argued that the CBN had an annual expenditure profile of about N300 billion and that Sanusi had never deemed it fit to subject such to public scrutiny as a mark of accountability.

“What solution has he proffered as an economist? How can he recommend a 50 per cent reduction in the civil service when we are talking of rising unemployment and high level of insecurity? As an economist, I think he should proffer something that would grow the economy instead,” the lawmaker added.

While expressing optimism that the 2013 budget would be passed before the House proceeds on Christmas recess, Ogene disclosed that it was, however, still worried over the releases of capital funds to the MDAs.

He said the practice of “anticipatory releases” was not acceptable to the House, as much can still be done before the year ends if the fourth quarter releases were cash-backed early enough.

Facts available were that only about 75 per cent of N1.3 trillion Capital component of the 2012 Appropriation had been accessed by MDAs, just with a month to the end of the year”.

LCCI, others react

Reacting to Sanusi’s comment, the Regional Managing Partner for West Africa, Ernst &Young (EY), Mr. Henry Egbiki, said: All I can say is that government can reduce recurrent expenditure through blocking of leakages.”

Director General, Lagos Chamber of Commerce and Industry (LCCI), Muda Yusuf said: “The chamber is not in support of the Sanusi’s call to cut government work force by half, and that will be too drastic an action to take. The social implication will be profound. But the principle of cutting down on cost of governance is good. Personnel cost is only one of the many components of this cost. The approach should therefore be holistic.”

In his reaction, Managing Director of Linkage Assurance Plc, Mr. Gus Wiggle said: “A situation whereby state governments use up about 70 per cent of their state allocation to pay salaries of civil servants, is not ideal, however, the economy of the country is not strong enough to withstand the sack of about 50 per cent of the workforce.”

For peace to return to the North, the Arewa Consultative Forum (ACF) has asked the 19 governors in the region to abolish indigene/settler policy.

It canvassed compulsory education for all children of school age and return of mission schools to their former owners.

The Forum advised Northern state governments to end dependency on oil revenues because the nation’s oil might soon dry up.

These are some of the recommendations in the ACF’s “Roadmap for Peace, Unity and Development of Nigeria which was recently submitted to the Northern Governors Forum by the chairman of the group, Alhaji Aliko Mohammed.

The blueprint urged Northern states governors to take “practical measures” to end the conflict between Fulani herdsmen and crop farmers in some parts of the region.

The document said: “Government should take steps to address the indigene/settler question. It is recommended that states/LGAs should adopt a common protocol making anyone born in a particular community an indigene of that community.

“Appropriate legislation must be put in place to address the problem.

“The capacities of local communities to take ownership of the peace building process through dialogue among all levels of leadership must be enhanced.

“Town-planning regulations should discourage the indiscriminate building of places of worship.”

“Authorities in the North, elders and youth, clergy and Ulama should show maximum religious tolerance and give followers of the major religions the freedom and encouragement to practise their religions without discrimination or hindrance.

“There has to be continuous dialogue on peaceful co-existence among the leadership of the various communities and religions in Northern Nigeria .

“Governments in the Northern states are enjoined to take practical measures that will reduce conflicts between Fulani herdsmen and crop farmers.”

The document said: “Over-dependence on oil and the neglect of non-oil sectors of the economy opens the economy to grave risks. Immediate action should be taken to end the dependence of Northern state governments on oil revenues.

“As oil will sooner or later “dry-up” and the North is predominantly agrarian in nature, Northern governments should endeavour to develop a lasting and sustainable source of income from agriculture. Its huge capacity for employment makes agriculture a key resource for advancing national peace, security and prosperity.

“Another sector worth developing is the mining sector. Solid minerals like gold, tin, silver, silica, kaolin and several other solid mineral products have been found in commercial quantities all over the Northern region.

“In view of this, concerted efforts should be made by the Northern governors towards exploring and exploiting these natural resources for more rapid economic development of the region. In doing so, adequate measures should be put in place to protect the environment.”

Notwithstanding, the ACF asked the Northern governors to work on the possibility of oil availability in the North.

It said: “Reports of over two decades have shown that oil might be available in commercial quantities in the Northern states, perhaps surpassing the quantities available in the Niger Delta.

“Recent discovery of oil in Niger Republic less than 50 kilometres from the Nigerian border (in Zinder, a town bordering Katsina State ) is the surest sign of the possibility of oil availability in the North. Therefore efforts should be geared towards the exploration of oil in the Northern states.”

On education, the ACF made six-point recommendations.

The document said: “Return mission schools to their former owners if they desire to take them back. Thereafter, they should be given some grants by the state governments annually.

“Enforce legislation on compulsory education for all children of school going age, especially girl child.

Continue to build schools for the purpose of taking Almajiri off the streets. This means that the design and administration of such schools would be done in a way that facilitates the attainment of this objective.

“While efforts are made to build schools for Almajiri, state governments are advised to consider making laws that ban street begging by under-aged children.”

The pint sized controversial former minister of the FCT, and now chieftain of the Congress for Progressive Change, Malam Nasir El-Rufai, has told the Coordinating Minister of the Economy and the Minister of Finance, Dr. Mrs. Ngozi Okonjo-Iweala, to either name those she claims are sponsoring Dino Melaye or “sharrap”. El-Rufai spoke on twitter and facebook.
This present rudeness is a surprising development considering that Okonjo-Iweala and El-Rufai were both members of the kitchen cabinet of President Olusegun Obasanjo. They both were also members of the Economic Management Team of that administration. But as it stands now, things have fallen apart and the center cannot hold.
