I strongly believe Ogun is more populated as it depends largely on Lagos.

This data shows the true population of Nigerian states. Forget the rubbish census we conduct or voter registration info.

This shows at a glance that the population of the North is grossly overstated. See the Kano that they say is the largest in the country. It's not comparable to Lagos.
