@ outstrip:am just curios and am very much in agreement with you,my opinion is that a very large percentage of Nigerians have mental illness.Infact take a look at yardua,OBJ,IBB and many more of Nigerian leaders you would discovered that it takes a mentally sick person like these to run down the system.
  Professionally, poverty is directly proportionate to poverty,,with the unprecedented rate of poverty all over the landscape of Nigeria is a clear indication of mentally messed up environment.The reason you still see some people have clothes on and looking like sane people is simply because Nigerians have a very strong shock absorber to assimilate suffering and poverty.However, at this rate it is becoming over bearing!!
Can you advice when the shock absorber will eventually break. May be then Nigeria will change

For most of you here who don't understand the way this works let me educate you. First of all, it is immediately observed that it is almost impossible to attempt to carry this much drug in to an airport without been noticed, especially an international airport in China of all places. So this means, either this guy was dumb or maybe has a family back home that is been held hostages or like you said convinced by his with doctor that this was a possible feat.
When neither of the latter are true, then that leaves only one more option, called the shuffle. This is a trick used by many organised crime family, gang and corrupt police and political figures and this is how it goes. You find some one easily disposable (preferably low IQ) to act as a "mule" or trafficker between your supplier e.g the Marijuana drug cartels in Eshan (where they openly grow weed in large fields in full view of everbody) and the demand the triads or other Chinese family. The mule is set up to be busted (arrested) at the airport at which point the police or related anti drug agency would intervene and confiscate the drugs. The receiving cartel who have people working for them at airport, police and agency are then notified of the arrival of the merchandise. The swap is made for dummy drugs keeping just a few real brick for evidence in court and press. After the court case the man is found guilty, and executed, the drugs (dummy) are ordered destroyed by fire or dissolved in a solvent. In some instance even the few authentic bricks that were left for evidence are picked up. So this poor hapless fella never stood a chance right from when he signe up for this. He ironically enough, is probably the victim. Trust me, those drugs will arrive at their anticipated destination. What cop want to go against the chinese crime familys?? The supplier and the customer are celebrating to another sucessfull transaction as we speak. Dont ask me how I know this. I plead the fifth

Severely punishing drug-connected crimes is one of the outstanding characteristics of China's criminal legislation for drug control. The revised Criminal Law fully embodies this principle. First, the law comprehensively specifies the types of drug-related crimes, guaranteeing that various drug-related criminal offenses are punished by law.

The law specifies 12 crimes, which cover the smuggling, trafficking, transporting and manufacturing of drugs, the illegal holding of drugs, the harboring, transferring and concealing of drugs and illicit drug-related money, the smuggling of materials for manufacturing drugs, the illegal trading in such materials, the illegal cultivation of mother plants of narcotic drugs, the illegal trading, transporting, hand-carrying and holding of seeds and seedlings of such plants, and the illegal provision of narcotics and psychotropic substances, as well as the criminal punishments for these crimes. In addition, the penalties for the laundering of drug-related money are stipulated.

Second, the law specifies that the criminal responsibility of a person for smuggling, trafficking, transporting or manufacturing narcotic drugs, regardless of their quantity, be legally pursued and punished. The quantity of drugs shall be calculated according to the verified amount of the drugs smuggled, trafficked, transported, manufactured or illegally held, and not in terms of purity.

Third, economic sanctions are applied against drug-related crimes. The law specifies that property shall be confiscated or a fine imposed for drug-related crimes, aiming at depriving drug criminals of their illegal income and destroying their economic ability to commit drug-related crimes again.

Fourth, those who make use of or instigate minors to smuggle, sell, transport or manufacture drugs, sell drugs to minors, or lure, instigate, deceive or force them into taking or injecting drugs, and those who have again committed drug-related crimes after having already been convicted of the crime of smuggling, selling, transporting, manufacturing or illegally holding drugs shall be punished with severity.

Fifth, criminals who smuggle, sell, transport or manufacture large amounts of drugs shall be sentenced to death. The fact that China legislatively punishes drug-connected crimes with severity is required by the reality of the anti-drug struggle, and shows China's stand for strict drug control.

Come to think about-   Due to the worldwide financial meltdown as tax revenue is down.  This is simply an avenue to raise more money for the state. Trust Nigerians since they want to ESCAPE i am sure £50 is a small change.

People from outside the EU moving to the UK to work or study will have to pay £50 extra for visas to help areas struggling to cope with immigration.

The £70m raised by the two-year scheme, announced by Communities Secretary Hazel Blears, will help fund more police support and translators.

Many councils have warned of the strain that new arrivals have put on services.

But critics say the cash will not have much effect and also warn that the move could stir anti-immigrant sentiments.

Ms Blears said it meant people coming to the UK to work or study would pay a levy on top of the basic cost of a visa.
She acknowledged that economic migrants already contributed to services through their taxes, but said the visa fund would provide extra money to "ease the transition" for areas which had seen a big influx in short periods of time.

"Where there are impacts as a result of migrants coming in on the local community, we think it's fair that the migrants themselves should be asked to pay a contribution towards those impacts to make sure that local people don't feel that they're really under strain," she said.

Ms Blears said the money would be allocated on a regional basis and that local councils, police forces and health authorities would be expected to work together to spend the funds for their area wisely.

One example was making sure people registered with their GP, to stop them using casualty departments for minor health issues.

Pressures

The exact charge has not been confirmed but the department says it is expected to be about £50.

Initially it will be charged for two years only, as it is aimed at contributing towards the start-up costs of schemes which are expected to become "self sustaining".

These could include joint translation services for public authorities like the police and NHS bodies - which might currently be offering individual translation.
