President Muhammadu Buhari is likely to sign the 2018 budget on Wednesday, presidency sources have revealed. Minister of Information and Culture, Lai Mohammed, had been reported to have announced that the presidential assent to the Appropriation Bill would take place on Tuesday. But presidency sources have affirmed that the ceremony has been listed among the president’s engagements for Wednesday. Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang confirmed that the president received the 2018 Appropriation Bill on May 25. “I can confirm to you that the budget has left the National Assembly,” he told the Nigerian Tribune on phone. It was also learnt that the weekly meeting of the Federal Executive Council (FEC) has been cancelled possibly due to the Sallah holiday. The federal government had previously blamed the cancellation of FEC after each holiday on the inability to circulate necessary memoranda to the participants.

It noted that more than 150 British troops are conducting counter-terror training with Nigerian forces in an attempt to stem the bloody tide — and stop IS from taking hold in the West African region. At one training mission in Kaduna, a senior Nigerian Air Force commander revealed how local jihadi groups were learning from IS after swearing allegiance to its black flag. Group Captain Isaac Subi, 46, who has been fighting terrorism across Africa since 1991, said, “They come and train their fighters here and some of our insurgents too are granted access to their training in Yemen and Syria, acquiring those skills and they come back and teach others. “They have this exchange programme of fighters.” The report stated that the poisonous influence of the fighters had already ended in horror attacks on British streets, citing the stabbing to death of Fusilier Lee Rigby in 2013 in London by Michael Adebolajo and Michael Adebowale, both of Nigerian descent. The Nigeria Immigration Service spokesman, Sunday James, said the agency has strengthened border security to ensure that “no foreign entity is allowed by whatever means into the country by land, air or waterways.” He added in a statement that NIS operatives have been proactive, “going by the several arrests in recent past around the country by the Special Border Patrol Corps operatives of the NIS trained and deployed to carry out reconnaissance patrol.” James admonished Nigerians to report suspicious individuals or groups to the Immigration Service or other security agencies for necessary action.

Civil Society Organization under the aegis of Bayelsa State for Better Tomorrow on Wednesday said in respect of the recently signed #NotTooYoungToRun# bill by the President Muhammadu Buhari, the All Progressive Congress (APC), Peoples Democratic Party (PDP) and other political parties in the country should allow 30 per cent slot to youths in politics. It said this would ensure significant representation, thus making the just signed bill a reality. Convener of the group, Mr Bodi Arerebo who made the call at a briefing in Abuja said it was time for politicians to actively support the youth with a clear vision and aspiration. Already, he said the organization has commenced massive voters’ education in partnership with the Independent National Electoral Commission (INEC) as part of efforts to promote peaceful election in the forthcoming poll. “The youth should be given the opportunity. In fact, signing the bill is a great idea. Let them bring in innovations, ideas, leadership techniques and styles that will help the masses. At least Alfred Papapreye Diete-Spiff was River state Governor at the age of 25 and he gave good governance. Though the concept and perception of youth these days are funny they are not the same. Let’s give them a very competitive atmosphere to compete. When they see a youth politician performing well, the other will want to do better so, giving them 30 per cent representation in not much,” he said. To this end, he urged youths in the country to use their votes wisely and avoid being used as the political tool but to remain actively involved in politics. Arerebo further stressed that the group was formed to promote better leadership for the people and discourage violence during electoral periods.

Kano State government on Monday attributed the increasing rate of mental illness and other forms of deviants acts in the society to the excessive use of codeine and other illicit drugs mostly consumed by youths in the society. Speaking shortly after routine raid of suspected locations where codeine are illegally sold, Secretary of the Pharmacist Inspection Committee of the state Ministry of Health, Pharmacist Samaila Ciroma, said his Committee is determined to stamp out the illegal use of codeine and other illicit drugs from the state. Ciroma who restated the Committee’s readiness to wage total war against illegal use of codeine, said they would leave no stone unturned in the fight against selling or possession of codeine by pharmaceutical companies, retail shops or individuals in the state. This is coming on the heels of the directives by the Federal Government for immediate commencement of retrieval of all codeine-based preparation in circulation. |
The Senate has called for increased tax on the production of plastic bags and bottles as part of policy review to discourage the use of plastic bags and bottles in the country. The lawmakers cited environmental pollution and the accompanying outbreak of diseases like cholera, Lassa fever, malaria and others, the lawmakers as some of the issues. The resolution came through a motion prepared by Senator Oluremi Tinubu (APC, Lagos Central) but read on her behalf by Senator Rose Oko (PDP, Cross River North) at the plenary on Wednesday. The lawmakers observed that indiscriminate disposal of used plastic bags, bottles, straws and other plastic derivatives has been partly responsible for flooding in many parts of the country. The upper chamber also urged the Federal Government to increase funding for the environment and environmental issues, with the enactment and enforcement of legislation on adequate waste disposal and recycling system in the country. It also sought the participation of all the states in the creation and review of policies, with the view to shedding light on the nation’s environmental issues, as well as the introduction of eco-friendly refuse bags in the country. The lawmakers called on the Federal Ministry of Environment and relevant agencies to ensure sensitization, particularly of the younger population on environmental issues. Through the motion, the senators were informed that several countries, including the United Kingdom, Germany, Australia and others have introduced measures like increase in tax payable on single use bags and plastics. Nine other African countries, including Kenya and Rwanda were also identified as some of the countries that have introduced a ban on production, sale and importation of plastic bags. In his remarks the President of the Senate, Dr. Bukola Saraki said the government still has a lot to do in ensuring that the environment remained safe and better for the health of the citizenry. |
The House of Representatives on Wednesday asked the National Security Council to rescind its decision calling on States to suspend Anti Open Grazing Law. The lawmakers also asked the Federal Government to submit a supplementary budget to the National Assembly to develop Colonies immediately in those states that have agreed to donate land. The resolution of the House was sequel to the adoption of the prayers of a motion of urgent National Importance by a member, John Dyegh (APC Benue) titled: “Need to rescind the decision of the Security Council as announced by the Minister of Defence calling on States to suspend ranching and Anti Open Grazing Law.” While moving the motion, the lawmakers said that the Fulani Herdsmen crises in Nigeria predate the present administration of Muhammadu Buhari. He further said: ” For the past over 7 years, the clashes between Fulani herdsmen and farmers has been on the increase with so many lives lost with farmlands and villages overtaken by herdsmen and resultant effect of farmers abandoning their ancestral homes and God given lands. “They live in camps as refugees and are dying in those camps for lack of food and proper medical care as their land is taken over by herdsmen.” Dyegh said the unprovoked Agatu killings by Fulani herdsmen that claimed over 800 persons and ravaged over 20 villages” made Benue eminent sons and daughters to come together to find a lasting solution to the problem.” Read Also: Police equivocate about anti-open grazing laws ” And after robust debates they came up with the recommendation of Anti- Open Grazing Law and called on the State Government to process it by a bill into Law,” adding that Section 4(7) of the 1999 Constitution gives express powers to be the State Assemblies to make laws for the good governance of the states. “This is not the only state that has made laws for good governance in its state. For instance, we have seen states making laws against trading in alcohol and prostitution and such laws are obeyed by visitors and indigenes alike without interference by the federal government.” He said it is wrong given the tenets of democracy for the federal government to dabble into the affairs of the states “ignoring the laws of the land in such a manner as this, more so as the Land Use Act has given power over land to Governors.” The lawmaker reminded his colleagues that the Minister of Agriculture and Rural Development has said that Eleven (11) states have agreed to donate enough land to accommodate all the cows by the herdsmen into colonies ” to end this crises, more so that even the National Economic Council in one of its meetings also agreed that Ranching is the best way to end this crises.” When the Speaker of the House, Yakubu Dogara called for a vote on the motion, it was supported by majority of members. |
