The Kano State governor, Abdullahi Umar Ganduje has inaugurated a $95 million agro-pastoral development project, a flagship programme anchored on food security and social development.
The objective of the project, which is expected to be implemented within a five-year period, is to contribute to poverty alleviation and strengthening food security in the state.
The project is being financed by the Islamic Development Bank, the Life and Livelihoods Fund (LLF) and other organisations providing concessional financing, while the remaining $5 million (N1.8 billion) would be paid by the state government as its counterpart fund.
Speaking during the project’s inauguration at Tahir Guest Palace in Kano, the governor said it would enhance agricultural productivity and competitiveness through access to input and credit facilities, value addition, market access, extension services, and capacity building.
“The Kano State Agro-Pastoral Development Programme (KSADP) will provide the much-needed solution to farmer-herder conflicts, unfettered nomadism and enhance the development of pastoral communities,” he stated.
“I want to believe that it is only projects such as this one that can curb farmer-herder clashes and security risks, improve farm yields, accelerate livestock production through adoption of modern best practices to improve the economic potentialities of smallholder farmers,” Ganduje added.
“The project will improve the capacity of our herdsmen to produce and process more milk and pave way for quality beef production. We are of the belief that because of the security implication of nomadic lifestyles such as farmer-herders clashes and the fact that the old system of cattle rearing is more cultural than economic, things must change,” he said.
Ganduje assured that the state would ensure the timely release of its counterpart funds of $5 million to facilitate smooth implementation of the project.
Meanwhile, Regional Manager, Islamic Development Bank, Regional Hub of Abuja, Mr Mayoro Niang, explained that the project was aligned to the bank’s five-year plan and the Federal Government’s Economic Empowerment and Poverty Reduction Strategy.
“This five-year project will contribute to poverty reduction and to strengthen food and nutrition security of the vulnerable population in Kano State through sustainable development of selected livestock and crop value chains,” he stressed.
On the workshop, Mr Niang said it is to ensure that the quality of the project is maintained and to guarantee proper orientation on its specifics, under applicable policies and procedures of the bank.
In his remarks, Mr. Jena Jacques, from the Lives and Livelihood Funds, said his organization, a partner of the Islamic Development Bank Group, is glad to work with the Kano state government to make a positive impact on the lives of the poor.
“The fund is delighted to support not only Kano state but also other IsDB member countries to address community health, agriculture and basic infrastructure challenges,” he stated.

•Says governors, traditional rulers, others sign off on the deal

As parts of efforts to tackle the problems of farmers, herders’ clashes that have led to the death of hundreds of people and the destruction of property worth millions of naira, the federal government is set to launch a pilot programme of its National Livestock Transformation Plan (NLTP) in three states.
The scheme, according to the National Economic Council (NEC) sub-committee on National Livestock Transformation Plan (NLTP), will take off in Adamawa, Nasarawa and Plateau States.
The plan, aims at supporting the development of the livestock sector, was initially billed for implementation in seven pilot states of Adamawa, Benue, Kaduna, Plateau, Nasarawa, Taraba and Zamfara.
The states, meant to serve as pilot states, are said to have made land available for the project that will be funded by the federal government as soon as they submit their evaluation plan for the establishment of ranches or livestock centres.
At conception, the NLTP was approved to take off with a budget of N100 billion.
NLTP was conceptualised by NEC as an intervention programme to check frequent clashes between herdsmen and farmers.
Answering questions from journalists after a closed-door meeting with Vice President Yemi Osinbajo at the State House, Abuja, the Governor of Ebonyi State and Chairman of the sub-committee, Chief David Umahi, said the programme would address the farmer-herder conflicts.
He stated that the three states had grazing reserves and consultations had been made with the people of the states and their traditional rulers who had expressed their willingness to embrace the programme.
Umahi said yesterday’s meeting was in furtherance of the committee’s commitment towards the implementation of the NLTP.
“We have pencilled down three states that we have evaluated: Adamawa, Plateau and Nasarawa. So, we are going ahead to ask them to submit their programmes and costing for implementation.
“Three states that have grazing reserves and we have spoken to people in the grazing reserves, the traditional rulers, the district heads and the population within that location and they are willing to go with the programme: the NLTP,” he stated.
Umahi explained that the programme would run along with farming activities within the grazing reserves in affected states, with a line of demarcation drawn between farming and grazing activities.
He added that the principle remained the execution of the programme in accordance with the consent of the people.
The governor added that the programme would help in resolving protracted conflicts between farmers and herders.
According to him, if the idea of grazing reserves is re-introduced, particularly in the North, farmers-herders’ conflicts would subside and the move would conform to the modern way of cattle rearing.
“In this programme, you are going to have some farmers that are within the grazing reserves doing their farming and the herders also doing theirs. Of course, there is going to be a demarcation.
“The emphasis still remains that it is the willing states. Even if you have grazing reserves like some states in the North and the state is not willing to key into it, it is not compulsory.
“The expectation is that we have clear mandates. One is that this programme is going to resolve to a very large extent the farmers-herders conflict.
“So, if we revive some of the grazing reserves, especially in the North, for willing states, we are going to see this conflict come down and then also a modern way of cow rearing for greater benefits. These are things we expect to see,” Umahi added.
The sub-committee is expected to present the report on the latest development to NEC tomorrow at its monthly meeting in Abuja.
Umahi, at an earlier briefing of State House reporters in Abuja last year, had allayed fears that non-Nigerian herdsmen would participate in the programme.
He had explained that movement of cattle would not be allowed without registration and monitoring.
On how the N100 billion budgetary allocation would be sourced, the government had explained that the federal government would provide N80 billion while participating states would contribute the balance of N20 billion.
“The plan has six pillars through which it aims to transform the livestock production system in Nigeria along market oriented value chain while ensuring an atmosphere of peace and justice.
“The six key pillars include: economic development (investment), conflict resolution, justice and peace, humanitarian relief and early recovery (that is to IDPs), human capital development and cross-cutting issues such as gender, youth, research and information and strategic communication,” he had stated.
Osinbajo, in September 2019, had inaugurated the National Livestock Transformation Plan at the Gongoshi Grazing Reserve in Mayo-Belwa Local Government Area of Adamawa.
The vice president had said during the inauguration that the plan was designed to run from 2019-2028 as part of the federal government’s initiative, in collaboration with states, to find a permanent solution to the recurring farmers, herders’ clashes.
“In this plan, the state government or private investors provide the land, the federal government does not and will not take any land from a state or local government.
“Any participating state will provide the land and its own contribution to the project. The federal government merely supports.
“It is a plan that hopes to birth tailor-made ranches where cattle are bred, and meat and dairy products are produced using modern livestock breeding and dairy methods.
“This solves the problem of cattle grazing into and destroying farmlands. It ensures a practical response to the pressures on water and pasture by forces of climate change,” Osinbajo had stated.
According to Osinbajo, the unique feature of the plan is that any participating state will determine its own model.
“I wish to emphasise that this is not RUGA. Because the idea of RUGA settlements launched by the Ministry of Agriculture created a problem when it was perceived as a plan to seize lands to create settlements for herders.
“RUGA was not the plan designed and approved by the governors and the president rightly suspended the implementation,” Osinbajo had said. The city of Asaba is the capital of the oil-rich Delta State in the south-south region of Nigeria. It lies on the western bank of the Niger river. It is not well known beyond Nigeria, but still has powerful resonances for Nigerians because of events in its environs in the first year of the country's civil warin October 1967. Federal government troops pursuing the Biafran army entered the town and, over three days, massacred at least a thousand people. The town was left in ruins and the survivors traumatised.
The events of that terrible time remain close to people's hearts. When Nigeria returned to civilian rule in 1999 after decades of military governance, a body called the Human Rights Violations Investigation Commission - popularly known as the Oputa Panel - received some 10,000 petitions about abuses that had taken place between 1966 and 1999. They included the Asaba massacre. But few cases were examined in any depth. The result was that deep dissatisfaction remained.
The massacre is still little acknowledged and a highly sensitive issue. According to historians Elizabeth Bird and Frazer Ottanelli, the massacre is not well known because it was covered up at the time. They argue that this was done with the connivance of Nigeria's allies and backers, such as the British Labour government of Harold Wilson. The fact that the military commander whose soldiers committed the atrocities, Muritala Muhammed, became Nigeria's head of state in 1975 ensured that the suppression of the truth continued.
The Nigerian civil war broke out in July 1967 when the Igbos of several eastern states, who were mainly Christian, formed a breakaway republic of Biafra in response to massacres carried out by troops of the Northern (Hausa) dominated government. It's estimated that more than a million people died during the three-year conflict, many of malnutrition as a result of an economic blockade. The fighting ended in January 1970 but there continue to be tensions between Christian and Muslim populations in regions of Nigeria.
The Asaba massacre was the single worst atrocity of the civil war. It is part of local folk memory. But, as with many of the events of the civil war, it is not taught in Nigerian schools.
Several years ago, the former leader of the federal government during the civil war, General Gowon, tendered an apology for the atrocities during a private visit to Asaba. But no further action followed.
Campaigners believe it is time that the massacre was officially memorialised. They argue that the obvious location for a permanent memorialisation is Asaba's historic Mungo Park House.
The memorial
Mungo Park House is a pre-fabricated wooden structure dating from 1886. It is thought to be the last existing building once owned by the Royal Niger Company. Responsibility for the building was assumed by Nigeria's National Commission on Museums and Monuments in 1997 but without government funding the Commission has been unable to renovate it or develop the project.
For some, building a memorial would be beneficial for people living in the area. As Bird and Ottanelli point out, countries elsewhere in West Africa are discovering the value of cultural heritage. For example, Ghana's active promotion of its world heritage sites has boosted national prestige and brought considerable tourist income.
In contrast, Nigeria lags behind.
In 2017, there was a 50th anniversary remembranceevent in Asaba, attended by the Nobel laureate, Wole Soyinka, who observed that
reconciliation is only possible when it is closed by a consciousness of remorse and compensation, no matter how symbolic.
The state governor was there, but there was no representative from the federal administration, indicative of the government stance that the war with Biafra is best forgotten in the interests of national unity.
Given this, the struggle to secure a memorial is likely to continue for some time.

A real estate developer, Mr Babatunde Gbadamosi, has called for the repeal of Land Use Act to allow for freehold ownership system in all states across the federation.
Gbadamosi, CEO of Red Bricks Homes, told newsmen on Monday in Lagos that the repeal of the law would help attract the much-needed investment in real estate sector.
He said that the repeal of the Land Use Act would also remove land ownership from state governors and guarantee security of land ownership for the people.
He said countries like the United States, United Kingdom and other developed economies had used the freehold land ownership system to catalyse massive economic development, saying that the same was possible in Nigeria with the abolition of Land Use Act.
”The Land Use Act has an unsalutory effect of taking away the ownership of land from the people of Nigeria and handing it to state governors.
”In fact, it is something that, in my opinion, detracts from the possibility of an economic growth in Nigeria.
”And this is manifesting in the level of development we have seen in the country compared to what we see elsewhere in the world.
”The United States, the United Kingdom and all these big economies that we have gone to borrow our constitution and systems, all have freehold system and have greatly moved their economies forward with it.
”Whereas in Nigeria, there is no freehold. This is what we have to look at to catalyse economic development,” he said. Gbadamosi added that the Land Use Act vested governors with powers to revoke land ownership, describing the law as unfair and retrogressive.
The real estate mogul, whose firm is the promoter of AMEN Estate in Lekki, said the process of obtaining Certificate of Occupancy in states was costly and cumbersome and called for the simplification of the process.
He said poor road infrastructure was a threat to real estate development in Lagos and called on Gov. Babajide Sanwoolu to give construction and rehabilitation of roads a priority.

The Sokoto independent electricity project has stalled for 11 years despite gulping more than four billion naira, findings by Daily Trust Saturday have shown.The independent power project (IPP) was awarded at the initial cost of N3.8 billion by the Aliyu Magatakarda Wammako administration in November 2008, to provide 24-hour electricity to the state.
The project will generate 38 megawatts of electricity, to be completed within six months.The contract was awarded to the United States-based energy company, Vulcan Capital Energy, to be executed through a subsidiary partner, Vulcan Elvaton Limited. But over three years after it was built, the power plant couldn’t generate any electricity because of fuelling challenges.
During the test run of the plant on November 30, 2009, the director-general of the project, Mr Umar Bande, said the plant will consume 33,000 litres of diesel daily, which translates into 12,045,000 litres of diesel in 365 days.
The plant has a dual type turbine that can use diesel, gas or LPFO, according to state officials.
An energy expert, Mr. Kunle Danile, told Daily Trust Saturday that the Sokoto power project was ill-conceived, therefore bound to fail. “Any generating power plant designed for the mass market, and is diesel-driven, can’t be sustained,” he said.
When contacted, Sokoto state officials only repeated what they told this newspaper over three years ago, indicating that the plant is a white elephant project.
When Daily Trust Saturday visited the plant last week, it observed that there was no sign of activity, with the entrance gates locked.
Expensive power
An earlier investigation by this newspaper revealed that the Sokoto State power plant will generate electricity at N178 per kilowatt, more than three times its price then, in the region.
Data from the Nigerian Electricity Company of Nigeria (NERC) shows the highest approved price for residential customers under the Kaduna Distribution Company (Kedco) which Sokoto belongs, is N45 per kilowatt.
At the 33,000 litres daily estimate, findings show that the state will be spending an average of N6.8 million daily on diesel at a market value of N206 per litre. This means that the plant will consume N204 million worth of diesel every month.
By this, the annual cost of diesel to be consumed by the plant is N2.47 billion every year which means it will be taking more than two-thirds of its worth on fuel every year.
By the estimated 33,000 diesel per day, the plant will need to burn 868 litres of diesel to generate just one megawatt.This means that at the 868 litre per megawatt consumption of the plant at a market value of N206 per litre will translate into the state government spending N178,808 for every megawatt.
Further analysis shows that at N178,808 cost per megawatt generation, the Sokoto plant will have to generate each kilowatt at N178.8.
Kaduna Electric, whose network will convey the power to the Sokoto customers sells electricity at N45.76 per kilowatt hour, according to the 2015 MYTO for Kaduna electric approved by NERC.And the highest cost of electricity per kilowatt hour in Kaduna zone is paid by the residential customer class (R4) at N45.76. Therefore, the power to be generated by the Sokoto plant will be above the reach of its customers.
Completion dates flip-flopping
Daily Trust Saturday has over the years reported how the project, scheduled to be completed within six months in the first quarter of 2009, was stalled for 11 years now, over what state officials described as “unforeseen circumstances.”The deadline was first shifted to September 2009, later to December 2010 and to July 2011. It was then extended to September 2013 and later August 2014, and the dates keep changing.
As of November 2016, the Chief Operating Officer of the contracting firm, Vulcan Elvaton Ltd, Mr Franklin Ngbor, said the turbine of the plant had already been tested three times.He said the synchronisation of the plant with the fuel tank and the main evacuation line, down to the transmission line was the only thing remaining. But three years after, the fuelling challenge is yet to be overcome, thereby stalling the project.
Insiders told Daily Trust Saturday that the state government contemplated the use of diesel as Mr Bande said, but the cost, logistics, safety and even availability of diesel dissuaded them from that option.Another option weighed by the officials was fuelling the plant with compressed Liquefied Natural Gas (LNG).
Mr Bande said that time that they contemplated using Goronyo Dam to power the plant but discarded the plan because of studies which show that a lot of money would be spent and that it would not be economical.
Nothing much to worry about – Commissioner
When contacted, the state commissioner for energy and petroleum resources, Aliyu Balarabe Dandinmahe, said there is nothing to worry about the project because “it is actually nearing completion and we have achieved about 96 percent stage of completion.”
“It is just finishing touches remaining. Technically, it is just connecting the fuel tank to the main generator, connecting the other accessories, that is the remaining thing, that is the technical aspect,” he said, almost repeating what the contractor said three years ago.
Speaking on the cause of the delay, the commissioner said: “There is nothing much to worry about, only that the contractors whose foreign partners would have to come from abroad, stayed away during the election, they said they were waiting for elections to hold.”
“They came, they re-assessed the project and went back. we are waiting for them to come back and do the remaining work,” he said, adding: “Now that I’m back to the office, I’ll invite them and hear from them when they’ll come back.”
What Sokoto should do – Expert
Mr Kunle said what the state government should have done was to improve its power distribution network by asking the Transmission Company of Nigeria (TCN) to step down more 33KVA lines in the zone.
“It is not profitable to use the diesel-driven plant to generate power for the mass market. It can only be profitable if you use the energy to produce commodity which Nigerians have no option than to buy. Even at that, the cost of the commodity must be high,” the energy expert said.
He said considering fuelling the plant with diesel is almost impossible because the state has to use its meagre resources to subsidise the energy to the consumers.“The cost of the energy to be generated is exorbitant. We all said this when it was started. Nobody can buy it even if produced. The state can’t sustain it,” he said. Kano — The Kano State Public Complaints and Anti-corruption Commission will soon invite the deposed Emir of Kano, Malam Muhammadu Sanusi II, to defend himself against charges of impropriety in an alleged N2.2 billion land scam.
The scam was said to have involved the sale of some hectares of land in Darmanawa Phase I and II and Bubbugaji in Kano.
A source close to the commission told THISDAY at the weekend that the evidence before it is adequate to warrant the invitation and investigation of the deposed emir along with others involved in the land deal.
Also at the weekend, the Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN), refuted claims that he was behind the removal of the former emir.
The anti-graft agency had on March 5 granted extension for the appearance of Sanusi before it to March 9, but a Federal High Court in Kano presided over by Justice Lewis Allagoa restrained the commission from investigating the deposed emir over the alleged scam.
But the source told THISDAY that the commission will go ahead to invite the former monarch, relying on the binding decision of the Court of Appeal, which affirmed the agency's powers to investigate allegations of corruption against any person in the state as decided in the case of Kano State Public Complaints and Anti-Corruption Commission & 1 IRS V. Baba Salisu and 26 ors), 2019 LPELR 47107 CA.
He said the documents before the commission were enough to indict the deposed emir and others involved, and charge them to court for corruption.
"Investigation is still ongoing; some companies were invited by the commission. The deposed emir will soon be invited to clear himself of an allegation of illegal sale of government property and the new allegation is not related to the previous investigation. The dethronement of Sanusi as Emir of Kano will not stop the commission from carrying out its duties on the ongoing investigation of the alleged land scam. The commission now has a fertile ground to carry out its investigation without any interference," he said.
He added that the fresh investigation is different from the pending matter on alleged mismanagement of N3.4 billion emirate funds, for which the commission had earlier submitted its report to the state government.
The agency had in 2019 recommended the suspension of the emir over mismanagement of the emirate funds.
The Chairman of the commission, Mr. Muhuyi Rimingado, had also said the agency was empowered to open fresh investigation on anybody found wanting, saying that the former emir had a case to answer.
He said: "I wish to categorically state that this commission is entering a new investigation brought forward by a whistleblower on 29th December 2019, and is not related to an earlier investigation, which is still subject matter of civil suit.
"Preliminary findings suggest that, a company; Country Wide House Limited, served as a corporate vehicle to allegedly launder the sum of over N2billion being proceeds of several hectares of land in Darmanawa Phase I and II and Bubbugaji, under the former right of occupancy CON-RESS 2016-503 illegally sold to Messer Family Home Fund Limited at the alleged instance of His Highness the Emir of Kano.
"Investigation further reveals that some of the proceeds of the sales remitted to the emirate council bank account can be traced to the companies of interest to His Highness."
The deposed emir, had on March 6, filed an ex-parte motion before the court against the commission (1st respondent), Muhuyi Magaji Rimingado, Attorney General of Kano State and the governor as 2nd, 3rd and 4th respondents, respectively.
Sanusi, through his counsel led by Mr. Nureini Jimoh, asked the court to restrain the first and second respondents from investigating him, pending the hearing of the originating motion.
Justice Allagoa granted the request and directed that the status quo be maintained in the interim pending the hearing and determination of the originating motion.
Malami Denies Involvement in Former Emir's Travails
Meanwhile, Malami has denied allegations that he was part of the forces that dethroned the former emir.
Malami, in a statement by his media aide, Dr. Umar Gwandu, said the names of all those allegedly involved had been compiled and submitted before the court to decide, adding that he cannot comment on an issue that is currently before the court.
"Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN), was not in any way connected with the dethronement of the former Emir of Kano, Muhammadu Sanusi II, and his subsequent banishment to Nasarawa State.
"The issue of who does what over the dethronement saga has been effectively submitted for judicial determination. The matter is consequently subjudice.
