There's nothing "interesting" about it. Nigerians have no sense of boundaries in the encroachment of religion into the public space. This applies to every facet of Nigerians society and every strata right up to our leaders. Our current Chief Justice, a graduate of Islamic Law, is an affirmative advocate of sharia law and has advocated its expansion in the Nigerian judicial system. I agree for the most part but they still need a legal argument. The Chief justice only has one vote so we'll see if the others will rule. The AKSG legal argument doesn't look that strong to me. ASN claims to have a good case so we'll see. All we guaranteed is a long mark case.

The state basically claims athiest cant challenge the state use of public funds. Lol the last paragraph suggest they'll build worship centers for other group like muslims or satanist.

Commenting on the judgment, the State Attorney General Barrister Uwemedimo Nwoko noted that 

“Akwa Ibom State has not declared Christianity as state religion but that does not take anything from the fact that Akwa Ibom state is a Christian state because the population is make up of over 99.9 percent of Christian.

“We have the right to choose to build a Christian worship centre in Akwa Ibom State; beautiful enough  the court has agreed with us that they have no locus  standard to challenge the action of government.

“If any other group decide to have a worship centre and they approach government where there is resources government can also build a worship centre for them,” the Attorney General stated.

If ASN can win this test case, the door will be open to challenging all the other cases of governments unconstitutionally supporting religions in Nigeria.

It would be very interesting to see how the supreme court rules on this matter. What legal argument is there for the government to sponsor your pilgrimage? What's crazier is they subsidize dollars at lower rates for pilgrams. Your trip to Mecca should be your business. If these programs are gone maybe they'll focus on developmental projects.

On July 26, 2019 Chief Justice Godwin Abraham, dismissed the Atheist Society of Nigeria’s (ASN’s) lawsuit which complained state funding of a Christian Worship Centre in Akwa Ibom state is unconstitutional and promotion of the worship Centre by the state Governor, Udom Emmanuel in his official capacity, was ultra vires and an abuse of his powers.

After consultation with their lawyers, our affiliate, ASN has resolved to appeal against the decision of the Chief Justice and will, if necessary, take the matter to the Supreme Court of Nigeria.

The appeal, now lodged at the Appeal Court at Calabar, states that the Chief Justice violated ASN’s constitutional right to a fair hearing and occasioned a grave miscarriage of justice. It says the judge attempted to harass and intimidate the claimant. The judge failed to take account of legal arguments and copious evidence submitted by ASN and took the side of the government on every issue despite the fact the Government produced no evidence whatsoever to support its case.

This is excellent news. Illegal government support for religious causes is rife in Nigeria and ranges from building churches and Mosques to spending millions of dollars annually sponsoring Muslims to travel to Mecca for the annual Hajj. If ASN can win this test case, the door will be open to challenging all the other cases of governments unconstitutionally supporting religions in Nigeria.

For the avoidance of doubt, neither ASN nor AAI has any objection to religious people building places of worship and going on pilgrimages—it is their constitutional right to do so. Our concern is the illegal use of public money and resources to fund and promote such religious endeavors.

AAI is making a major contribution to the legal costs of this case and we’ll keep our members and supporters informed as the case progresses. If you hate to see abuses of religious power go unchallenged, please consider making a donation towards our costs.

Abuja — With barely five years ahead as a target to end Open Defecation, ODF, in Nigeria, the Federal Government has made it clear that it is not its responsibility to build toilets.

This was disclosed by the representative of the Federal Ministry of Water Resources, Director of Water Quality Control and Sanitation, Emmanuel Awe, at the recent African Sanitation Policy Guidelines, ASPG, Country Stakeholder Consultation Meeting, held in Abuja.

Awe explained building toilets in public places like markets, schools, and primary health care centre remain a constitutional responsibility of the local government.

He also said the Federal Government can only intervene when and where necessary.

He added that households and other privately owned property including schools and malls should be provided with toilets by their owners, but the government can only intervene and demonstrate what the state and local governments, and private sector should do in toilet construction.

He said: "Federal Government does not have communities, but all these communities are in the States and local governments. For building toilets in public places the federal government can only intervene, the responsibility of building toilets solely lies with the local governments.

"All we are doing is to intervene and demonstrate that it is doable, and the states are to ensure that all their local governments are empowered enough to build public toilets, build toilets in their schools, primary health centres, and it is not our responsibility to build toilets.

"Equally important is the fact that Federal Government has decided that it will not build toilets for householders; what that means is if you have your house the family should be able to build toilets for the occupants, except in a critical situation where the head of the household seems not be able to avoid it there can be other assistance coming from the private sector or their neighbours, community raising funds to assist such a household.

"But by principle or policy, the government will not go to households or each house to build toilets. The government can only build toilets in public places, like schools but government schools and not private schools, also build for health places, markets, car parks, and others.

"Government can build and transfer to the private sector to manage. It is not entirely true that the government will not build toilets. We expect in the next five years all these people, householders and government will build not less than 10 million toilets."

According to him (Awe) there are sanitation policies that exist presently which the government targets and prioritises, and very soon all the policies that exist in different ministries will be harmonized into a single document that will enable all development partners and agencies to have access in order for them to know where exactly to intervene in the water, sanitation and health sub-sector.

However, he made it known that 47 million Nigerians are practicing Open Defecation, and it gives the government serious concern about it, but efforts are made to eradicate the practice by 2025.

"Presently 26 states have keyed into the PEWASH programme and we believe the rest states will key in.

"Federal government also recently encouraged State governments to have their own roadmap to address the issue of open defecation in their states.

"We have a national roadmap for ending open defecation in Nigeria by 2025 and if we are to work with that means we have just five years to address the issue of open defecation in Nigeria, and time is fast running.

"Presently we have 47 million people in the practice, but we are encouraged by the fact that India removed 550 million people within five years. So we believe it is possible to remove 47 million people from open defecation within the next five years."

The World Bank and the International Financial Cooperation (IFC) have announced their intentions to partner  with relevant agencies in the development of the Akwa Ibom Free Trade Zone project.

The institutions made their intentions known through a delegation sent from the Bretton Woods institution and IFC to pay a courtesy visit to Nigeria Export Processing Zones Authority (NEPZA) boss, Mr Bitrus Dawuk in Abuja.

The leader of the delegation, Mr Feyi Boroffice pointed out that certain massive projects in the country could not be possible without international collaborations. He shed light on how the World Bank had been part of the Dangote Refinery and fertilizer plant project in Ibeju Lekki and suggested replication of such massive projects across other zones in the federation.

“We are also very interested in the Akwa Ibom Free Trade Zone project which we understand is under your authority’s supervision as we appeal to you and the authority to give us the opportunity to participate in the project for the total economic benefit of Nigeria,” Boroffice said.

He noted that the multi-billion-dollar zone in Lekki was witnessing huge economic activities with zones and investors, a project he said would not have been possible without such partnerships.

Boroffice harped on the need for a legal framework across the zones to improve the union between NEPZA and the World Bank and encourage foreign investors to replicate projects of great economic impact across the country.

Dawuk, in his response, told the delegation that the NEPZA’s obsolete legislation as contained in the 1992 establishment decree, was currently undergoing amendments by the National Assembly, to remove the bottlenecks militating against optimal performance of existing economic zones.

He added: “NEPZA is ever ready to work with the World Bank and the IFC in giving Nigeria a world class free zones as there are already measures in place to review the outdated regulations of NEPZA to make it more favourable for Foreign Investors to come in and invest in the country.” 

Dawuk noted that he hopes to attract more Foreign Direct Investment (FDIs) to the economy through a new partnership with the World Bank and the International Financial Cooperation (IFC), and boost infrastructural development of free trade zones across the country.

What you should know: The IFC representative, Bambo Kunle-Salami, said what the World Bank does is to provide funding and advice to the public sector and government while IFC focuses on providing funding and financial advice to the private sector, the same thing the World Bank does for the public sector.

Active for over three decades, the IFC has partnered with and financed projects in Nigeria including the Dangote cement plant which was done at a time the country had little or no cement capacity.

Damaturu — The Yobe State Governor, Mr. Mai-Mala Buni has assured that the Yobe International Cargo Airport would be ready next month.

Buni said he has received assurances from the contractors that the project would be handed over to the state government by next month and would be commissioned for public use in May 2020.

The Governor made the announcement on Tuesday after an inspection to the site of the airport project, which is under construction.

The governor commended the contractors for the quality of work done and emphasised that timely completion and finishing were of paramount importance.

Because privatisation would mean fewer opportunities for political patronage: profit-maximising owners wouldn’t agree to take on useless executives and staff just because of tribe, religion or who they happen to be related to. Even if look at megacities like lagos the public water utilities are garbage. It's crazy how states dont address basic like water to generate IGR they crave. It would improve residents health and save them money.

The Taraba State Government recently signed into law a bill that has made the state’s water agency a full corporation for better service delivery and profitability.

Hopefully they start adopting smarter business practices. The were complaing customers weren't paying bills yet still supplying them.

Nigerians need to start travelling more to other African countries. They will come back feeling very different about Nigeria.

The issue with alot of Nigerians is they dont even demand better services from their state utilities. These state utilities dont even cover a whole local government. Then you'll see alot states opt for projects like airports, stadiums, churches etc before thinking of can we expand water supply.

After ranking as the number one country in open defecation, Nigeria again ranks as the poorest in the provision of potable water supply to its citizens.

The Managing Director of Taraba Water and Sewerage Corporation (TAWASCO) Mr Buba Siam, disclosed this at a Knowledge Cafe (Mu-Gana) quarterly meeting between TAWASCO, E-WASH and CSOs involved in the E-WASH projects in the state.


Siam said that despite efforts by the Corporation to ensure adequate water supply to citizens of the state, a lack of adequate funding has continued to militate against achieving the objective.

He regretted that despite abundant water resources, Nigerians still do not have potable water due largely to government negligence and a lack of political will.

“It is so sad that we live in an environment that is suffering serious degradation due to human activities,” Siam said.

“Sanitation has become a global issue of serious concern. Regrettably, despite abundant water resources, most Nigerians still do not have potable water on their tables.

“Nigeria is ranked poorest in terms of water supply to her citizens in the whole of Africa.

“In Taraba State, despite our conscious efforts, we have not been able to meet the water demands of our customers.

“Water supply and sanitation are capital intensive and without adequate funding, there is little the utility companies can do,” he said.


Civil society organisations who spoke at the meeting noted that there are still a lot of households in the state capital that are not yet connected to water supply channels and regretted the preference for open defecation by most people especially in the rural areas and the lack of toilet facilities in public spaces.

The Taraba State Government recently signed into law a bill that has made the state’s water agency a full corporation for better service delivery and profitability.

Port Harcourt — Deepwater and artisanal fishing in the coastal region of Rivers State may soon go extinct as a result of the activities of sea pirates and other criminal elements on the waterways.

Environmental pollution, occasioned by the activities of illegal oil bunkers, is also hampering artisanal and deepwater fishing.

Daily Trust on Sunday learnt that in recent times, the criminal activities of sea pirates in the riverine areas of Bonny, Abonnema, Billie, Andoni , Opopo, Degema and Soku, where most of the deepwater and artisanal fishing takes place, have been on the increase.

Last year, boat operators in the state embarked on a three-day warning strike to protest their bitter experiences in the hands of sea pirates. This came shortly after two persons were shot dead along the Degema waterway, en-route Port Harcourt.

Deepwater and artisanal fishing in the riverine parts of the state is becoming a risky venture. Also, the activities of illegal oil refineries, otherwise known as 'Kpo Fire,' have made fishing business an uninterested venture.

On a daily basis, artisanal fish farmers are attacked by sea pirates while their catches are taken away.

The national president of the Farmers Association of Oil Producing States (FARMOPS), Mr Photo Agala, said attacks by sea pirates on deepwater and artisanal fishermen and women were more rampant in Rivers State than other states in the South-South region.

He said both deepwater artisanal fishermen and women were exposed to attacks by heavily armed bandits, who, he said attacked them and carted away their catches and fishing gears.

He said women who were mostly engaged in seafood fishing, such as periwinkle and others, were raped and molested by the armed bandits. He added that the attacks on fish farmers, as well as pollution caused by artisanal refinery operators, were factors responsible for the low production of fish in the state.

"Many factors are responsible for low the production of fish in the state. We are into various types of fishing. We have deepwater fishing, which involves trawlers. There is also artisanal fishing, which involves ordinary fishermen and women.

"Oil spillage caused by illegal bunkering is more deadly than the insecurity in the waterways. The insecurity on the waterways has put fears on those involved in fishing business. The pirates hijack and corner the fishermen and women coming back from fishing expedition, attack them and take away all their catches.

"These criminals rape women and subject them to all kinds of inhuman abuses and molestation. They attack artisanal fishermen, take away all their catches, fishing gears; and in most cases, they take away the outboard engine.

"They also attack deepwater fishermen and steal all their harvests. The waterways in Rivers State are so porous that it is very difficult to police. In Akwa Ibom, the Nigerian Navy patrols all the waterways and ward off sea pirates that might contemplate attacking those that are in fishing business," he said.


He said fishermen and women were not usually armed, and called on security agencies to carry out effective policing of the waterways.

He called on the state government to ensure that the waterways are protected, while those involved in oil bunkering should be apprehended and made to face the full wrath of the law.

The leader of a socio-cultural pressure group in Rivers State, Kengema Unity Forum (KUF), High Chief Sobomabo Jackrich, expressed worry over the recent security situation along the waterways and some communities in Kalabari Kingdom.

High Chief Jackrich, popularly known as Egberipapa, who stated this at a stakeholders meeting of the KUF in Usokun Degema, alleged that some criminal elements had taken over Oluama community in Asari Toru Local Government Area as their hideout, from where they unleash mayhem on boat operators, fishermen and women, as well as passengers along the waterways.

He dissociated himself and members of his group from the criminal activities in the area.

He said, "Few weeks ago, we have been recording insecurity in our waterways. Boys hide in Oluama community; from there they go out to perpetuate criminal activities and sea piracy in our waterways.

He called on the Inspector General of Police and heads of other security agencies to work in synergy with the Rivers State Government to ensure that the criminals are fished out from their hideouts in Oluama community and their sponsors exposed.

The police public relations officer, Rivers State command, Nnamdi Omoni, told our correspondent that the command is strategising to tackle all manners of crimes on the waterways.

According to Mamman, the power sale from Nigeria to Niger Republic was based on bilateral agreement on basis of the construction of dams along River Niger.

He noted that some concessions were given to some countries along River Niger for Nigeria to supply them power, adding that these countries are not allowed to construct dams along the waterways to allow Nigeria's hydropower plants to continue to function optimally.

Looks like this project is pushing along. I guess Nigeria really doesn't care about Niger Republic building a dam above them. Nobody in government has commented on this project in awhile. Maybe they'll stop importing electricity from Nigeria after it's completed.

Project background

80% of Niger’s labor force is engaged in agriculture and livestock, accounting for 40% of the GDP. However, productivity and yields are low due to limited use of inputs and lack of infrastructure, including irrigation and roads. This large, landlocked, mostly desert country in Africa’s Sahel region is crossed by the Niger River, on which depend a vast majority of the rural population. However, this population is increasingly facing the effects of climate change, including recurrent droughts and floods, as well as chronic food and power shortages.

Located 189km northwest of the capital city Niamey, the Kandadji dam project, aims to increase food production, generate more electricity, boost jobs, and create economic opportunities for families and communities in the Sahel.

LACK OF ELECTRICITY ACCESS, WATER SCARCITY AND FOOD INSECURITY

Niger has one of the lowest electrification rates in the world, at 10% of the population (less than 1% in rural areas). Huge investments are needed to increase access. The country is also ranked 189 out of 189 on UNDP’s Human Development Indexand 3rd to last on the World Bank Human Capital index.

Extreme poverty remains very high, at an estimated 41.5% in 2019, affecting more than 9 million people. It also faces many challenges to increase access to sanitation and potable water, particularly in rural areas where access to water is 44.2% and 7% for sanitation. 42% of children are stunted in Niger, and so at risk of cognitive and physical limitations that can last a lifetime. According to the Food and Agriculture Organization, 51.7% of the population (11.1 million people) suffers from severe food insecurity (2016-2018), whereas the average for Sub-Saharan Africa is 25.1%.

EXPECTED BENEFITS FOR PEOPLE IN NIGER

The Kandadji Project is expected to support poverty alleviation efforts by bringing electricity to homes and businesses, and by improving the management of the Niger River. Better basin management will enhance environmental flows in the dry season and ensure a reliable municipal water supply for Niamey.

The Project is part of the larger Niger Basin Water Resources Development and Sustainable Ecosystems Management Program. The dam and reservoir will support irrigation of up to 45,000 hectares of land, which will increase agricultural production, boost food security, and improve living conditions downstream.

It will also strengthen Niger’s energy security through the production of electricity from the hydropower plant. In addition, it will supply clean and safe drinking water to those living nearby and create jobs – especially for young people and women – by providing opportunities for people to learn and develop new skills and supporting livelihoods.

The Project at a glance

WHERE



The Kandadji dam will be constructed on the Niger River, 187 and 489 kilometers upstream from the capital city, Niamey, and the Nigerian border respectively, and 60 km downstream from the Malian border.

WHEN



The first stage of construction of the dam at a height of 224m started in March 2019 and is expected to end in 2025 or 2026 with the filling of the reservoir at a level of 224 m inside Niger. The second stage of construction of the dam at a height of 228m is expected to start in 2026 and to end in 2031 with the filling of the reservoir at a level of 228 m inside Niger and Mali.

Muslims kill muslims on daily basis all the time. If a Muslim commits murder they're a criminal that believe in Islam. It's almost like you believe muslims dont commit crimes or sins. Your rejection of their actions doesn't mean they're out group. That's not how ideological beliefs work.

Lol now you're engaging in another logical fallacy called circular reasoning. The argument isn't hypothetical since we see it in reality already. The criminsls in question dont become apostates until they renounce the religion. There's plenty of counter examples to prove your logic is faulty.

By your logic:

• Rashida Saidu is not a real muslim because she killed her muslim husband.

• The bandit's cant be real muslims because they commit crimes against other muslims.

Lol logical reasoning is hard for you guys it seems. Islam is an ideology/religion not an institutional club. That's why the argument is a logical fallacy.

Nothing being forced on Muslims by acknowledging their existence. You cant make the argument they anything but muslims since they dont believe in Christianity or identify with it. I think you arguement could be considered a red herring logical fallacy.
