Lekki Port LFTZ Enterprise Limited (LPLEL) has now received the infusion of $221,047, 248 equity funding from China Harbour Engineering Company (CHEC), one of the shareholders of the Lekki Deep Sea Port Project currently under construction at the Lagos Free Trade Zone, Ibeju Lekki.

This was disclosed by the Chairman of Lekki Port LFTZ Enterprise Limited, Mr. Biodun Dabiri, in Lagos at the end of the board meeting held on Tuesday via teleconferencing.

“I am pleased to confirm that Lekki Port has received the $221,047,248 equity funding from China Harbour Engineering Company. The payment was received on Monday, 30th March 2020”, he said.

According to Dabiri, this equity injection coming at this time when the world is battling the COVID-19 pandemic shows the deep commitment of CHEC to the success of the project, which  will greatly contribute to fast tracking the timely delivery of the project and bring about economic prosperity to Nigeria as a whole.

Speaking further, the Chairman also announced that the Board of Directors had approved the appointment of Du Ruogang as the new Chief Executive Officer for Lekki Port LFTZ Enterprise Limited (LPLEL) with immediate effect.

Ruogang while accepting the appointment noted that he will collaborate with all key stakeholders including the lenders, insurers, EPC Contractor and Government regulators to ensure the smooth and successful development of Lekki Port.

In his new role as the Chief Executive Officer, Ruogang is expected to oversee the overall business planning, development and management of the company.

Ruogang has robust experience in port investment, financing and operation and holds double bachelor’s in engineering management and industrial design from Tianjin University, China. He has been with CHEC since 2007.

In addition to the appointment of Du Ruogang to the board of Lekki Port, other directors appointed are Sajen Aswani, Wu Di, Lu Yunpeng and Xu Huajiang while Mohan Vaswani and Joseph Sanusi resigned their positions on the board.

Other executives appointed by the company include Cai Pingzhen who assumes the position of Chief Financial Officer, Steven Heukelom, as Chief Technical Officer and Binay Saraf as Deputy Chief Financial Officer.

It would be recalled that Lekki Port signed a $629 million facility agreement for debt financing, with the China Development Bank for the construction of the Port, which will be Sub-Saharan Africa’s deepest port and Nigeria’s first deep sea port.

The Kano State Agro Pastoral Development Project (KSADP) will expend millions of naira in the development of grazing reserves as well as the establishment of platforms to manage grazing reserves and stock routes in several locations across the state, according to a statement by the state Project Communication Specialist, Ameen Yassar.

The State Project Coordinator, Ibrahim Muhammad, was quoted to have said this during a visit to the Village Head of Dangora, Ardo of Dansoshiya forest, in Kiru local government area of the state, recently.

"Our biggest investment in this direction is in developing the Dansoshiya grazing reserve, the largest in Kano state, which is about 4,312 hectres," he stated.

"This initiative is part of our several strategically designed programmes, aimed at curbing itinerant lifestyle by herdsmen and its accompanying repercussions. This endeavor will keep them with animals around their homesteads and help them to grow and store feed for the animals," Muhammad stressed.


"This visit, is therefore, to inform you, as critical stakeholders, that we are sending some officials to enumerate the pastoralists households, cattle heads and sundry needs, within the Dansoshiya forest axis and to identify their development needs, so that we can plan projects and programmes which suit them best," the State Project Coordinator explained.

He said the KSADP intends to provide infrastructure and services that would make life comfortable for the herdsmen living within Dansoshiya Forest and its surrounding area. He added that input from the beneficiaries would make the project a resounding success.

He urged the stakeholders present during the meeting to help create awareness on the project and to ginger communal support towards its implementation.

In their respective remarks, the community leaders promised to cooperate with the project officials towards successful stock-taking of their development needs and eventual improvement of the Dansoshiya grazing reserve.

The Supreme Court, on Friday, dismissed an application, asking it to review its judgement which nullified the victory of the candidates of the All Progressive Congress (APC) at the 2019 general elections held in Zamfara State.

With one out of seven justices dissenting, the court, led by the Chief Justice of Nigeria, Tanko Mohammed, held that the application by the APC is an abuse of court process.

Reading the majority judgement, Justice John Okoro said the apex court lacked the jurisdiction to review its own judgement.

"The finality of the Supreme Court is sealed," he held.

"The application is a gross abuse of court process, it is frivolous.

"The application is hereby dismissed."

Justice Okoro further awarded the cost of N2 million against the appellant to be paid to the first - 140th respondents.

The fresh application before the apex court was brought by a faction of the APC led by a former governor of Zamfara State, Abdulaziz Yari.

The APC counsel, Roberte Clarke, had urged the court to grant his clients' application by setting aside the consequential order which gave victory to the Peoples Democratic Party (PDP) candidates in the state.

Mr Clarke also urged the apex court to order the APC to conduct fresh primaries.

The senior lawyer argued that the apex court's previous orders were made without jurisdiction.

But the lawyer of the Kabiru Marafa-led APC faction in Zamfara, Mike Ozekhome, urged the apex court to dismiss the application and award huge costs against the applicants' lawyer.

The Supreme Court had, on May 24, ruled that the APC did not conduct valid primaries in the build-up to the 2019 general elections in Zamfara.

The apex court validated the judgement of the Court of Appeal, Sokoto Division, which ruled that no valid primaries were conducted by the APC in Zamfara State.

The court in a unanimous judgement by a five-member panel decided that a party that had no valid candidate cannot be said to have emerged winner of the elections.

In an appeal brought by the APC, the apex court ruled against the appellant and ordered a fine of N10 million against the APC.

"Candidate other than the first appellant with the highest votes stand elected. A cost of N10 million is awarded against the appellant," the court had ruled.

It then declared the first runners-up in the 2019 general elections in the state as the winners of all the offices earlier declared to have been won by the APC and its candidates.

Dissatisfied with the apex court judgement, APC, through Mr Clarke, filed an application on June 17, 2019, asking the apex court to "review, amend, correct and/or set aside the consequential orders" contained in the May 24, 2019 judgment of the apex court.

It can be recalled that Katsina state Government under the leadership of His Excellency, the Executive Governor of Katsina state, Rt. Hon. Aminu Bello Masari, CFR, fnim, issued a restriction orders Nos. SEC.2/T/3 and SEC.2/T/14 dated 25th and 27th March, 2020 respectively, directing for the total closure of its borders and suspension of large gatherings for the weekly Friday prayers and Sunday Church services while marriage ceremonies to be conducted in a low key across the state as part of measures taken to curtail the spread of the Corona virus pandemic. However, yesterday 27/03/2020 some disgruntled youths under the leadership of one Mallam Hassan tested the will of the state and conducted a Friday prayer in one of the Kusada jummaat mosques. Subsequently, he was arrested for questioning at Area Commander’s office, Malumfashi which did not go down well with some of his followers.

Consequently, today 28/03/2020 at about 09:00hrs, this particular group organized themselves in such a tumultuous manner, rioting, attacked and over powered the policemen on duty at Kusada Division, set ablaze the police station and DPO’s Quarters. They also burnt down seven motor vehicles and ten motorcycles in custody of the police station.

The Commissioner of Police, Katsina state Command, CP Sanusi Buba, psc ordered for the deployment of police patrol teams and a special joint security task force on the Enforcement of public gathering in the state led by DC Operations, to the area which have already restored normalcy. Boko Haram Islamist militants operating in Africa’s Lake Chad region killed 92 Chadian soldiers and 47 Nigerian troops in separate attacks on the same day, dealing a blow to a multinational effort to defeat their 11-year-old insurgency.

At least 92 soldiers were killed and 47 injured in the attack on troops on Monday in the southern village of Boma on the shores of the lake near Chad’s common frontiers with Nigeria and Niger.

“I have taken part in many military operations and led many operations as well but never in our history have we lost so many men in one single attack,” Chadian President Idriss Deby said in a You-tube video of his visit to the attack site.

In Nigeria, at least 47 Nigerian soldiers were killed in an ambush in the northeastern town of Gorgi in a convoy of troops sent to reinforce the front lines, according to John Enenche, a military spokesman.

Nigeria, Chad, Niger and Cameroon are members of a multinational force formed to defeat Boko Haram, which had embarked on a jihad in Nigeria in 2009 before spreading to neighboring countries.

Abuja — Minister of Works and Housing, Mr. Babatunde Fashola, has threatened that the federal government would soon commence the forceful removal of any vehicle parked on the country's highways, obstructing construction work going on in major roads throughout Nigeria.

Fashola, who also dimmed hopes of an early completion of Port Harcourt-Enugu, Aba-Port Harcourt highway, noted that it was not possible to finish the project this year, but said part of the road would be fixed to ease the suffering of commuters on the road.

"We expect people to cooperate with us. We expect people not to park vehicles on the construction sections because this will obstruct traffic. Our highways are not parking lots. Any vehicle parked on any part of the construction sections of the highway should be impounded," he directed.

The minister, in a statement by a Deputy Director of Press in the ministry, Boade Akinola, blamed environmental factors affecting work on the project.

Fashola spoke during an inspection of the Port Harcourt-Enugu section of the highway.

He noted that a large part of the construction was on water, reason it was delaying.

"We must first remember that if you do not have water, you cannot be a port city. Essentially, we are building on water. It is a very challenging environment for infrastructure.

"As you can see, our plan is to deliver eight lanes from what was four lanes since we intend to make our experience better this rainy season than last year," he said.

He appealed to the host communities to be patient with the federal government and show cooperation as government was committed to providing bigger, better, wider and safer road for them.

He added that though the work would not be completed this year, government intended to finish the four lanes, divide the four lanes into two for incoming and outward bound traffic to facilitate free flow of traffic.

According to him, the move would serve as a form of relief to commuters and other road users as nine kilometres of the road from Eleme junction is in between Port Harcourt urban and metropolitan.

Speaking on why the road construction was delayed, Fashola said: "A lot of sand filling is going on here, the road is dug well over two metres and we have to remove the bad soil and replace it with good soil and this accounts for a lot of dredging work going on here. It is another challenge altogether."

He also explained that part of the road was passing through already built area, noting that some buildings had to go as well as the relocation of power lines, adding that those were some of the challenges and the reasons the road was taking time to be completed.

While calling for the cooperation of commuters, communities, local and state governments to fast-track the construction of the road, Fashola assured the people that this year's experience would be better than last year's.

i. Each country sets its entry and exit;
ii. Each defined state reception areas;
iii. Travel must take place along roads defined by the States;
iv. Border crossing should be done in days;
v. Finally, to cross borders ,the transhumant should be equipped with an international transhumance certificate (ITC). In this certificate the stockbreeder must declare all his animals, certifying their immunization and define its route. source

The detection of Covid-19 coronavirus in Nigeria raised early concerns about the country’s capacity to handle a major epidemic but so far local public health officials have been commended for handling the outbreak with aplomb.

But the coronavirus is not the only viral outbreak in Africa’s most populous country. Nigeria is currently dealing with what is turning out to be the world’s largest epidemic of Lassa fever, a viral disease deadlier than coronavirus.

Lassa fever is a severe viral hemorrhagic fever (VHF) like Ebola and Marburg that occurs throughout the year in Nigeria and was declared an “active outbreak” by the Nigeria Centre for Disease Control (NCDC) five weeks into 2020. The epidemic which occurs during the annual dry season (roughly November through March) has spread across half the country.

The Lassa fever virus is transmitted to humans through contact with food or household items contaminated with urine and feces of a rat. It’s also known to spread from person-to-person through contact with the body fluids and organs of infected persons, which has resulted in healthcare workers easily getting infected; some have died.

The epidemic, whose rapid escalation started right from the second week of the year, had by the end of the ninth week seen 774 cases and 132 deaths spread across 26 of Nigeria’s 36 states and the federal capital territory.


Troubling trends

In the past five years, there have been four epidemics—all having over 59% of total cases—in the first quarter of the year. In just nine weeks into 2020 Lassa fever cases are already 96% of total cases in 2019, the year with the largest Lassa epidemic with 810 cases and 167 deaths. As recently as 2015, the total number of cases was 64. This trend does not only suggest that the current epidemic will likely surpass that of 2019, but it also suggests a longer lasting and more devastating epidemic.

Arenaviruses, which include the Lassa virus, are disproportionately prone to genetic mutations and have a propensity for spread if not adequately controlled, says Dr Olubusuyi Moses Adewumi, a specialist in arenaviruses and virologist at the College of Medicine, University of Ibadan in southwest Nigeria.


Dr. Adewumi blames the rapid increase of the epidemic each year on the lack of an effective surveillance system in place to identify and monitor the circulation of the virus in the country via rodents and other animals. “In our environment, the vectors continue to have the opportunity to interact with the human population and consequently spread the virus unchecked,” he explains.

Lassa fever is known to have a high mortality rate with Case Fatality Ratio (CFR) as high as 23% recorded for the first quarter of 2019—far deadlier than the Covid-19 coronavirus which currently has an estimated CFR of 2%.

Before the emergence of the new coronavirus, the NCDC has been focused mainly on Lassa fever. However, tweets from the NCDC’s twitter handle suggests recent online publicity is focused more on the coronavirus epidemic despite the reports of an unprecedented Lassa fever epidemic in the country.


“The international health agency and media deserve to give more attention to coronavirus considering its propensity for a pandemic,” says Dr. Adewumi. “LFV is our local problem in this part of the continent, hence, it is our responsibility to ensure the epidemic is controlled,” he said.

The economy is taking because panic culture set in. Life is returning to normal in japan. The FG was never interested in enforcing the laws regulating these foreign herdsmen. Its funny how the thread of pandemics like anthrax really put things in perspective. Lol they should've mentioned how they plan on enforcing these rules.

1998 transhumance protocol:

i. Each country sets its entry and exit;
ii. Each defined state reception areas;
iii. Travel must take place along roads defined by the States;
iv. Border crossing should be done in days;
v. Finally, to cross borders ,the transhumant should be equipped with an international transhumance certificate (ITC). In this certificate the stockbreeder must declare all his animals, certifying their immunization and define its route. source

Sixty years after the suspension of registration of cattle, sheep and goats coming from neighboring countries, the Federal Government is to re-introduce the policy to curb spread of livestock diseases across the country, the government disclosed this at the weekend.

It also unveiled plans to review government policies on the movement of cattle, sheep and goats between Nigeria and neighboring countries.

The Minister of Agriculture, Alhaji Sabo Nanono, while speaking at the inauguration of the governing council of the Nigerian Veterinary Council five years after the previous one was disbanded, said, “As a ministry, we are taking steps to re-introduce the registration of cattle and sheep coming into the country.”

He further disclosed that the ministry was in the process of presenting funding request to Federal Executive Council to tackle pest and diseases across the country, saying as soon as the approval got, implementation would begin to contain the diseases.

The minister also pointed out that the sector had been witnessing increasing investment in the last five years, adding, “As veterinarians, you must be interested that many developments are coming into the sector, and you start thinking of how to key into the developments that are coming into the country.”

They should employ modern technologies to improve grazing and breeding of their cows in the North.. And the FG should not interfere..
Speaking during the project’s inauguration at Tahir Guest Palace in Kano, the governor said it would enhance agricultural productivity and competitiveness through access to input and credit facilities, value addition, market access, extension services, and capacity building.

It looks like they're taking your suggestions. The FG dropped ruga for NLTP budgeting 80 million naira for it.
