Wow it's good this glaring oversight is being corrected. All they have to is put restrictions on drivers licenses if you have bad vision. If you vision is too bad you shouldn't have license to begin with.

The Federal Road Safety Corps (FRSC) says it will begin conduct of compulsory eye test for drivers to ascertain quality of vision to reduce Road Traffic Crashes (RTC) in 2020.

The FRSC Corps Marshal, Dr Boboye Oyeyemi, said this at the corps operators’ meeting with Zonal Commanding officers (ZCO) on Tuesday in Abuja.

Oyeyemi said that poor vision was one of the major causes of road crashes globally and the corps would ensure that only drivers with excellent vision drive on Nigerian roads to avoid unnecessary carnage.

He said that the statistics of RTC in 2019 was not encouraging and admitted that the Corps needed to put in more strategies to ensure fewer accidents in 2020 and beyond.

The corps marshal said that the issue of poor vision was not limited to Nigeria, but was a global concern that needed urgent attention.

“The issue of vision for drivers is a global concern now from the preparatory conference held a fortnight ago in Washington DC.

“This issue is not only a Nigerian problem as it has become an international issue happening even in developed countries.

“When we conducted vision test randomly on the highway last year during the end of the year operation Zero tolerance special intervention patrol, 30 per cent of the drivers failed it.

“As you get older, the sight deteriorates in terms of accuracy of objects ahead of you; and this means failure to carry out the appropriate vision test for drivers may cause more harm than good.

“So, we would be partnering with Nigeria Optometrists Association (NOA) to ensure that commercial and articulated drivers’ inability to use glasses despite their poor vision would be corrected,” he said.

Oyeyemi reiterated that the issue of driving under the influence of drugs and alcohol was a serious offence that would be strictly addressed, noting that drugs were more dangerous and stronger than alcohol.

He said that the FRSC would strengthen the partnership with National Union of Road Transport workers (NURTW) and deploy various devices used in testing drivers to various parks across the country.


The Corps Marshal tasked all commanding officers to work harder not only to achieve these goals, but to sustain and improve the current status of the corps especially in terms of global recognition and achievements in the region.

“Zonal commanding officers are enjoined to ensure close supervision of commands under their purview as you guide towards achieving the 2020 corporate strategic goals.

“It is imperative to engage in strategic thinking as you carry out these functions as these will inspire you to device new and effective ways to executing your task with seamless efforts but quality output,” he said.

Boboye appealed to motorists in the county to accord the personnel of the Corps maximum courtesy and cooperation in the discharge of their duties.

He said that the Corps would ensure that the full weight of law would be visited on anyone who assaults its personnel.

I hurt alot feeling when I was making fun of PDP Zamfara for doing deals with bandits. They were dumb enough to disband YANSAKAI because the bandits requested it. Fools cried saying what about the other dumb NW states doing it. I guess African mothers dont ask their kids if your friend jumps off a bridge would you go next?

Special Adviser to the government on security, Ibrahim Katsina said the resurgence of banditry was a temporary setback, arguing that security issues are often a gradual process.
The bandits were in turn granted “amnesty,” and their pockets reportedly stuffed with wads of naira.

You idiots are getting exactly what you're asking for. Instead of enforcing the law you guys decide to give these criminals money and pardons. They have no reason to respect spineless cowards. The security agencies must live up to their responsibilities of protecting the people

Barely four months after the Katsina State government and others in the North-west struck a peace deal with some bandits, another state of emergency is in the air. Katsina, Zamfara, Kaduna and indeed Niger are again at the mercy of criminals who kill, maim and loot property at will. In the last few weeks the bandits, armed with sophisticated weapons, had attacked several communities where hundreds of citizens were seized and released after ransom had been paid. Farmers are afraid to go to the farms why many others are fleeing the suburbs for Katsina, the state capital, for security. Various communities in 13 local councils are reportedly under intense attacks with Dutsin-Ma alone witnessing over 30 attacks in recent times. In Jibia town, the military had to be invited to engage the bandits on the stretch of the Rugu forest nearby, after two customs officers and some residents were abducted.

Desperate to find a solution to the large scale banditry, kidnapping, armed robberies and cattle rustling in the state, Governor, Alhaji Aminu Bello Masari had last September held sessions with representatives of bandits terrorising his state and signed agreement with them to drop their weapons and restore the peace. The bandits were in turn granted “amnesty,” and their pockets reportedly stuffed with wads of naira. The Masari initiative was adopted by other governors in the North-west, a region earlier insulated from the havoc and ghastly atrocities of the decade-long Boko Haram insurgency in the North-east.

A peace summit convened by the Inspector -General of Police, Mr. Mohammed Adamu, in Katsina facilitated discussions with representatives of the bandits from Kebbi, Niger, Sokoto, Kaduna and Zamfara. An apparently excited permanent secretary, special services, office of the Secretary to the Government of the Federation, Dr Amina Shamaki commended the effort, arguing that the “dialogue” initiated by the governors in the zone should be adopted by states with similar security challenges. “The application of the carrot-and-stick approach is an effective strategy that enables criminals willing to embrace peace to do so while repentant ones are identified and isolated for appropriate actions by security agencies,” she said.

While the agreement lasted the bandits released about100 captives in their custody while government in turn freed more than 50 bandits detained by security operatives in Katsina, Kano and Kaduna States. “The peace accord had come and gone and many of us who were against it have now been vindicated,” said Abdusamad Jibia, a university don. But the Special Adviser to the government on security, Ibrahim Katsina said the resurgence of banditry was a temporary setback, arguing that security issues are often a gradual process. “We are presently trying to network members of the community to be alive to their responsibilities and partner with security agencies, so that it will be reduced”, he said.

We are not surprised at what is happening to the so-called peace accord with the bandits which boldly advertised government’s helplessness. Indeed, we warned in this space that it would be impossible to hold a group of outlaws to any form of agreement. With many sophisticated guns in their possession, what will they do if they run out of cash? The scale of banditry was such that earlier in the week, President Buhari asked the security agencies to go after the criminals terrorising Niger State and others. But what is happening in the northwest is a replication of the general insecurity across the country for which the authorities must find a more enduring solution. The security agencies must live up to their responsibilities of protecting the people while the states should ensure good use of resources within their domains by providing the enabling environment for job creation and entrepreneurship.

Boko haram plans to isolate borno are dead if there's multiple routes. It was reported if the blow up benishek bridge the could win the war. The people can move more freely now.

Since 2014, soldiers and the police have battled to prevent Boko Haram from attacking the Benishek Bridge which is the only bridge on the 135km-long road linking Maiduguri and Damaturu. Benishek is the headquarters of Kaga local government area of Borno state.

The military and residents feared that should the Maiduguri-Damaturu Road fall under the control of Boko Haram, the insurgents would have effectively won the war because the Borno State capital would have been practically cut off from all access by land.

Maiduguri — The troops fighting insurgency in the North-east have reopened the Maiduguri-Damboa-Biu highway, one of the major highways leading to Maiduguri, the birthplace of Boko Haram, which was literally closed to motorists for over four years, as a result of the Boko Haram crisis.

The closure of the road had made traveling from Maiduguri, the Borno State capital to Biu, one of the major towns in the state, a distance of 187 kilometres, a whole day journey, as travelers had to traverse three states.

The Chief of Army Staff, Lt. Gen. Tukur Buratai while conducting the ceremonial opening of the road near Molai village, an outskirt of Maiduguri, yesterday said the closure was for strategic reasons and to allow free actions of troops against Boko Haram insurgency along the highway and Sambisa Forest.

He said: "The road to be re-opened today (yesterday); runs into the forest, serving three towns and a dozen communities. Despite the re-opening of this road on April 4, 2016 to members of the public, we had to close it again. The closure is an operational exigency to secure and protect people lives and property along the affected road."

He noted that the Army has achieved the objectives of the road closure by securing it for motorists and commuters.

He said there is minimal insecurity to lives along road linking Damboa, Sabon/Gari, Biu and communities along the road

He however assured stakeholders of Damboa and Biu, that the Civilian JTF, vigilantes and hunters will support the military in securing the road.

He said: "Operations along this road will continue, until it is fully secured, before handing it to the police to protect peoples' lives, while commuting in the state."

The COAS appreciated the police for supporting the Army in the ongoing counter-insurgency operations in Borno, Adamawa and Yobe states.

The Borno State Deputy Governor, Alhaji Umar Kadafur while thanking the Army for re-opening the road, called on motorists to cooperate with soldiers and other security agencies.

He said that with the re-opening of the road, bushes and shrubs along the road would be cleared for visibility.

He however warned motorists against giving out money to security personnel for logistics before travelling along the road.

The governor spoke on his relationship with Mr Jalingo whom he said is his “brother”. He said the journalist betrayed him after he assisted him and his newspaper. He accused the journalist of serial acts of “blackmail”.

If it's blackmail the information publised is true and damaging information. The word the professor should be using is libel assuming the journalist is lying. Why haven't you sued the paper and demanded a retraction if they're lying?

Cross River governor, Ben Ayade, has finally spoken about the continuous detention of Agba Jalingo, a Nigerian journalist who is standing treason trial for criticising the governor.

Mr Jalingo, the publisher of CrossRiverWatch, was arrested on August 22 over a report alleging that Mr Ayade diverted N500 million belonging to the state.

“In court, it is Federal Government versus Agba Jalingo, not Cross River State,” Mr Ayade told reporters on Monday at the presidential villa, Abuja, where he went to meet President Muhammadu Buhari.

“He’s in court for treason, a state does not have power to try anyone for treason, it’s not me.”

Mr Ayade said the journalist’s arrest and trial is in connection with Omoyele Sowore’s #RevolutionNow protest.

“On his Facebook page, he sent pictures where he was being teargassed at the revolution march in Lagos. His own pictures, posted by himself and when Sowore was being arrested, he went back to his Facebook to post that the revolution has just started, ‘we will continue this battle until revolution works’. He admitted this in Court,” Mr Ayade said.


“You are seeing him as a journalist, but he’s not, he’s the chairman of Sowore’s party in Cross River State so he’s a politician. He has a primary calling, which is journalism.

“Once he started the campaign to overthrow the government of President Buhari, he ceased to be seen from the point of journalist because he has become the state chairman of a party.”

Governor Ayade, however, says he has been working for Mr Jalingo’s release from Calabar prison where he has been incarcerated.

“I am of the opinion that Agba should be released because I think he was just youthfully excited.

“If you ask Agba Jalingo today, I’m the one working with his lawyers for his freedom, I’m the one sustaining him and sending upkeeps,” he said.


PREMIUM TIMES contacted Mr Jalingo’s lawyer, Attah Ochinke who said, “I can confirm I have been in discussions with officials of the Cross River state government in that direction (Jalingo’s freedom).

Mr Ochinke said he would not comment on Mr Ayade’s claims that he has been sending “upkeeps” to the detained journalists. “It is not through me,” he said.

“Today you need something, then Ayade is a good man and you start writing all the good things, but if I take my phone and show you our WhatsApp communication, you will call me a godly man. Today I need money to set up a computer school, tomorrow I need money to feed my birds, the other day I need to be INNOSON’s sole distributor in Cross River State, I do all that.

“But when I don’t get a thing right you go to the social media and write something as careless as Governor Ayade has taken N500 million to Russia. You impugned my father’s name, my character, my family name, for just a personal request that I’ve not met, out of many that I have met.

“Please for once, put yourselves in my shoes. All I simply did was to stay out of the issue,” the governor said.

“I have an intellectual background as a professor, I will stand with journalists at all times and I will never prosecute somebody.”

They already collect taxes in lake chad region. I mentioed it on this thread. That's mainly because the Nigerian military destroyed local economy with fishing ban.

In ISWAP-controlled areas, fishermen, fish dealers and cattle rearers are all expected to pay taxes. Fish dealers pay an average of N1 000 (US$2.8 ) for every carton of fish leaving the island daily. Individual fishermen using canoes each pay N5 000 (US$13.8 ) for one-time fishing permits.

Cattle rearers pay according to the number of cows they have. Sources familiar with the tax system on the islands say there is no multiple taxation, which affects legitimate businesses in Nigeria. Cattle rearers don't worry about their cattle being rustled, and there is little to no harassment or abuse of civilians by ISWAP fighters.

As part of the group's facilitation of locals' livelihoods, farmers are not taxed, but those buying from the farmers for commercial purposes are expected to pay a token depending on the quantity of farm produce they purchase. ISWAP also employs people to fish for it and work on its farms.

The guy was right on the money. Chad has fallen back recently and Cameroon is only intrested in containing threat to Nigeria. These guys planned well. The army is stretched thin so it's going to need forces within Maiduguri to protect themselves.

Thus the new plan, called for the insurgency to first force the Chadians out of this war in addition to avoid forcing them to return back in, and then defeat the Cameroonians in Cameroon’s northern territories which to them means forcing Cameroon to return back to the status quo ante
Before cutting off Maiduguri, then new Operation Zalzalah calls for the insurgency to empty villages in Borno State of their inhabitants and drive them to the sprawling metropolis, thus choking it full of hungry, desperate people, needing an enormous amount of supplies.

I agree constutional amendments are the ultimate solution. Every tire of government should be allowed to establish their own police force and prisons. The should amend fire arms act 1990 and item 2 of the exclusive list. The government cant be everywhere so civilians will have to protect themselves like they've been doing against boko haram. This especially true in rural areas.

Boko haram been repelled since 2014 but they keep at it. If the FG can secure and repair other routes that would be good. Losing the golde gate bridge and airport would make things infinitely more complicated for the ngo's. Those 2 million people would starve in Maiduguri.

Oyo State government says it will bring the full weight of the law to bear on the criminal and violent takeover of some Local Governments and Local Council Development Areas’ secretariats by the dissolved illegal chairmen loyal to the All Progressives Congress (APC).

According to the government, reports from different parts of Oyo State confirmed on Monday that the sacked chairmen resorted to break-ins and vandalisation of government properties, leading some imposters to seize offices of council Chairmen.

In a statement by  Babatunde Oduyoye, the Special Adviser on Strategy and Political Matters to Governor Seyi Makinde, maintained that the action of the sacked chairmen amounted to criminality and unwarranted provocation.

While condemning what it called unwarranted lawlessness and motor-park-like brigandage perpetrated by the sacked chairmen on Monday, Oduyoye said the imposters broke into council offices, vandalising gates, doors, windows and other properties at the respective local council secretariats.

The government, however, appealed to the teeming people of the State to remain calm, law-abiding and patient, pending the decision of the Court of Appeal on the matter slated for 19 February 2020.

It promised that  “a drastic measure “will be taken on the reports of destruction and violence which characterised the actions of the sacked chairmen on Monday.

Oduyoye said: “We have received reports of vandalisation of government property. We have received reports of wanton destruction of doors, windows, and others, and I can tell you that the governor will not sit down and watch while some people decide to be lawless. This is criminal and the government will pursue it to a logical conclusion.

“So, pending the determination of the cases at the Court of Appeal, I think it is only appropriate for these chairmen to be law-abiding because we had said earlier that it is sub judice and we cannot do anything until these cases are determined in the court.

“For the records, the state government, in a statement yesterday, did say that we are going to ensure we do not allow a breakdown of law and order. As we speak, there are two cases in the Court of Appeal and the cases are coming up on February 19th. I do not know why the Attorney-General of the Federation wrote such a letter that is now being used as excuse by some to act recklessly. We will recall that he did a similar thing on the issue of Amotekun.”

The Special Adviser added that as a law-abiding and peace-loving Government, the 68 caretaker chairmen appointed by Governor Makinde were directed to stay away from the secretariats in order to forestall an outbreak of violence, noting, however, that the chairmen have been charged with keeping peace and order in their respective local councils.

He added: “We in Oyo State are law-abiding citizens. The government directed the chairmen to maintain peace. We have just finished a meeting now and workers in the state under the umbrella of NULGE are on strike, and you now begin to ask why the sacked APC council chairmen went to the local government councils.

“The issue is, there is industrial action by NULGE. I think they are justified by the level of reports we have received of people macheting PDP members they found around the local government councils’ premises, destroying government properties, forcing doors open and all that. NULGE was right to have taken such a decision. We do not begrudge them for doing that but we have told our people to be law-abiding. We have told the chairmen too to ensure there is no breakdown of law and order within the local government areas.”

Speaking on the situation that led to the current imbroglio, Oduyoye maintained that the Court should be allowed to take its decision on who is right or wrong on the matter on ground, insisting, however, that the government, under the leadership of Governor Makinde, would not sit down and watch some desperate elements destroy the state and create fear in the minds of the people.

“Whether one is right or the other is wrong, it is not for me to decide. The court will decide.  This is a very simple matter. An election was held when there was an injunction. Second, elections took place in LCDAs not recognised by the Constitution. These are matters before the court.

“As I said, the court will decide if you can conduct elections in areas not recognized by the constitution and, if you can go ahead to conduct an election when there was a pending injunction, these are matters for the Court of Appeal to decide upon.

Pending that time, we have appealed to the good people of Oyo State to be calm, law-abiding and we will ensure we do something about the report sent to us on those who have destroyed government property,” Oduyoye said.

Incase you guys are wondering what boko haram's target. Losing this position would be a big blow. The governor would have relocate the capital.

I am not disputing all what you have been saying, but still wondering how KD government are going to empower the parents.. Is KD gvt going to provide educational materials as well?


They'll probably provide handouts and books. The state says the provide uniforms, food and other stuff via Universal Basic Education Commission. If parents have to buy anything it's probably going pencil, pens and notebooks.

Hopefully a parent will pop in tell us about kaduna public school.

He said the policy has taken away the burden of tuition fees, school uniforms, feeding at the state boarding schools and other sundry charges from parents every year.

Kaduna state taxes the population to pay for these services. It's no different from how they fund roads or bridges. If you're referring to something else you'll need to elaborate.

Lol the zealots have the option of moving or home schooling to maintain their holiness. Even if Kaduna doesn't have the prison capacity who's going to risk their freedom foolishly.

Next academic year is going to be interesting. I wonder how many people are going to test the states resolve. Kaduna will need to build more schools and hire more teachers to prepare for surge of enrollments.

With an estimated number of over 500,000 out of school children in Kaduna, the government of the state has threatened to jail parents who fail to enrol their children or wards to school.

According to the latest Universal Basic Education Personnel Audit of the state, out of the 2,425,560 children between the ages of 6 – 11years, an estimated number of 524,670 of them are out of school.

UBEC stated that there are only 21,984 public classrooms available to primary school children in the state.

Speaking in an interview with the News Agency of Nigeria, Phoebe Yayi, the Permanent Secretary of the state’s Ministry of Education said Parents are likely to serve jail term if they do not send their children to school.

Yayi who was appointed by Kaduna State governor, Nasir El-Rufai in August 2019, quoted the Child Welfare and Protection Law of 2018 as a basis for the government’s decision.

“You should be aware that the Child Welfare and Protection Law, 2018, section 18 (6), stipulates that any parent or guardian who fails to send his or her child to school commits an offence,” she quoted.

She noted that in order to have an easy access to education, the government of the state declared education in the state free from primary to secondary school.

“Therefore, parents have no excuse not to send their children to school, as the government has taken off all financial burden from parents,” she added.

Trump's administration should setup Africom in north east as soon as possible before buhari's islamist regime nurture boko haram terrorist to a point of no return.

The United States is actually considering scaling back Africom. There's more pressing issues in South china sea. Lol call Russia or China.

It remains to be seen whether the isolation of Borno is part of a larger Boko Haram strategy and whether is presages a return to occupying and governing territory. 

Even if they do capture the more territory can they hold it. Does Borno have many natural barriers? Their numbers arent big enough for conventional warfare. They're better off using guerrilla warfare. Unless the can take down planes it's doesn't seem feasible to me. Worst of all they're landlocked and can easily be starved out and attacked from multiple fronts.

Lol since borno is already a sharia state all boko haram has left is establishing a caliphate and jizya tax. There's no long term goals besides expanding as much possible.

Though it is unclear the extent to which either Boko Haram faction actually governs territory, it is now able to operate in three states, especially Borno, and in some places it even provides a modicum of governance.

Their governance structure is actually pretty impressive. They were able to take control of the local economy because of the Nigerian Army's fishing ban. Boko haram taxes residents in the lake chad area, facilities trade and employs people. They manage to be fair by not harassing them futher and avoiding multiple taxation.

In ISWAP-controlled areas, fishermen, fish dealers and cattle rearers are all expected to pay taxes. Fish dealers pay an average of N1 000 (US$2.8 ) for every carton of fish leaving the island daily. Individual fishermen using canoes each pay N5 000 (US$13.8 ) for one-time fishing permits.

Cattle rearers pay according to the number of cows they have. Sources familiar with the tax system on the islands say there is no multiple taxation, which affects legitimate businesses in Nigeria. Cattle rearers don't worry about their cattle being rustled, and there is little to no harassment or abuse of civilians by ISWAP fighters.

As part of the group's facilitation of locals' livelihoods, farmers are not taxed, but those buying from the farmers for commercial purposes are expected to pay a token depending on the quantity of farm produce they purchase. ISWAP also employs people to fish for it and work on its farms.

If that bridge is destroyed, or attacks on travelers renders the road inaccessible, as a practical matter the only way to get to Maiduguri will be by air.

Boko haram are formidable enemies in their opperation. The picked their soft targets well going after major roads, power lines. If they hypothetically take over this last road all they'd have to contend with airforce as their major threat. After that what left to destroy besides Maiduguri airport.

Over the last couple of weeks, Boko Haram has increased attacks on the road from Maiduguri to Kano, the only remaining safe highway of the six major roads that connect Maiduguri with the rest of the state and country, according to Nigeria media. A major report on the increasing isolation of Maiduguri closely follows Boko Haram attacks on transmission lines supplying the city with electricity. Destroyed bridges and frequent attacks on travelers have cut off not only Maiduguri residents, but many other residents of Borno state from accessing or travelling to Borno’s neighboring states. In response, the Nigerian army has evacuated many villages along the highway, causing hardship and anger among the residents and friction between the governor of Borno state and the army.

Borno state and its capital, Maiduguri, have been ground zero for Boko Haram. Mohammed Yussuf founded the movement in Maiduguri, the police murdered him there in 2009, and Boko Haram emerged there in 2011 as a deadly terrorist movement. By 2015, Boko Haram controlled a territory as large as Belgium in Borno and adjacent Yobe and Adamawa states. The Nigerian army, assisted by Chadian forces and South African mercenaries, pushed Boko Haram back. But, there has been a Boko Haram resurgence. Though it is unclear the extent to which either Boko Haram faction actually governs territory, it is now able to operate in three states, especially Borno, and in some places it even provides a modicum of governance. It has seemingly pushed the security services back into fortified super camps, particularly Maiduguri. Local resident fear that Boko Haram will, with the closing of the Maiduguri-Kano highway, completely cut off Maiduguri and Borno state from the rest of Nigeria. The faction that is most active appears to be the Islamic State in West Africa (ISWA), though Abubakar Shekau’s faction has also been active.

Nominally, Borno has a population of more than four million, and Maiduguri has a population of more than two million. However, because of the flow of internally displaced persons, it is hard to know how many people are now living there. Traditionally the state has been a center of trade, agriculture, and fishing. Borno was a center of the cattle industry, and a transit point for fish caught in Lake Chad. These activities are all dependent on the roads.

The security services have so far been able to repel frequent Boko Haram attempts to destroy the bridge along the Kano-Maiduguri highway. If that bridge is destroyed, or attacks on travelers renders the road inaccessible, as a practical matter the only way to get to Maiduguri will be by air. Maiduguri has an international airport which remains open, and the city remains the headquarters of the Nigerian army operating against Boko Haram. It remains to be seen whether the isolation of Borno is part of a larger Boko Haram strategy and whether is presages a return to occupying and governing territory.

The trains will lessen traffic because bulk goods are usually transported by rail. The rail line will eventually extend to kano. When that happens there's less of need for long haul routes.

Dangote plans on importing them from Indonesia. The trucks will spread all over the country and mainly used by farmers to transport goods.

I dont know im guessing cashews export. The other thing to consider is this is segment of Lagos to Kano rail line.

One should understand how history is created and written too.

That's pretty easy to explain in one class period. History is written by historians generally who pick a topic then gather evidence to support their arguement with sources. Academic articles on history do the same but they're peer reviewed. The main issue is getting credible sources to base your work around.
