The Nigeria Labour Congress on Monday explained the decision of workers in the electricity sector to shut down the national grid.

In a statement made available to journalists, the NLC President, Joe Ajaero, faulted the Transmission Company of Nigeria over claims that the monitoring and compliance team of NLC attacked workers manning their facilities.

The TCN had announced the complete shutdown of Nigeria’s power grid by labour unions as the strike by the labour unions began.

NLC and the Trade Union Congress commenced a nationwide industrial action on Monday in protest against the N60,000 minimum wage proposal of the Federal Government.


Announcing the shutdown of the national grid in a statement issued on Monday morning by TCN spokesperson, Ndidi Mbah, the transmission firm said the action was deliberately done by the workers.

But the NLC said Nigerian workers would not be intimidated by any form of falsehood dished out by TCN or any other agency or organisation of the government.

The NLC statement read, “The Nigeria Labour Congress categorically states that Nigerian workers will not be intimidated by the management of any organisation or government entity over our rightful decision to withdraw services through the indefinite nationwide strike that commenced earlier this morning.

“The spreading of outright falsehood to mislead the public instead of working with other stakeholders to resolve the issues raised by Nigerian workers via the NLC and TUC is not helpful in any way.”

The statement further said, “It will rather inflame the anger of the suffering masses who are already burdened by the cruel policies of the federal government.

“It is important that we address the press statement by the Transmission Company of Nigeria where they made false claims regarding the indefinite nationwide strike declared by the Nigeria Labour Congress and Trade Union Congress.

“The Transmission Company of Nigeria should understand that the company is not the only one impacted by the massive withdrawal of service across the nation by Nigerian workers. It should therefore not make it a TCN affair, as other organisations also suffer from one breakdown in service or the other as a result of the nationwide industrial action.

“The management of TCN ought to have realised that the NLC and TUC issued a notice to the Federal Government since the beginning of May 2024 on the issues of non-completion of the National Minimum Wage negotiation exercise and passage into Law and the vexatious hike in electricity tariff. We had demanded the completion of the wage-setting process and a reversal of the hike in electricity tariff back to N66/kWh without any positive response from the government.

“One wonders whether TCN’s management needs education on the dynamics of industrial action? It is not true that we manhandled anybody in any TCN location. Maybe, TCN in its effort to scuttle the strike tried to force workers to be at work not realising the resolve of all workers to stay away. Why would the grid not go down when the workers who operate them decide to withdraw their service? That is how it works and it further demonstrates that without workers, no wheel can turn; no work can take place anywhere.

“Nigerian workers, led by the NLC and TUC, have exercised due caution and unusual patience in our engagement with our social partners, and this restraint has been grossly abused, unfortunately, which has led us to the present impasse. Trying to buck-pass instead of accepting blame and taking necessary steps to put its house in order will not allow the Transmission Company of Nigeria to make discernible progress.

“We would like the organisation to take adequate measures to ensure that it discharges its responsibilities to Nigerians, especially in the Electricity sector, instead of dissipating its energy on trying to insult Nigerian workers by its deliberate peddling of falsehood.
“We have been duly informed that the TCN management has resorted to the use of the military in its effort to intimidate and harass workers in its employ who are carrying out their lawful and democratic duties at various TCN plants around Nigeria.”

The NLC said the management of TCN would be held liable for any injury inflicted on any worker by their resort to the use of the powers of the military.

The statement added, “It is also important that we inform TCN that deploying military men to its locations is a clear abuse and insult to the military, especially in a democracy. We are sure that members of the military so misused by this deployment are not happy with the management and the authorities who have authorised the deployment.

“The NLC and TUC remain steadfast in their commitment to the emancipation of downtrodden Nigerians and will persist in the struggle for a fair and just living wage, as well as the reversal of the excessive electricity tariff hike. We call on all Nigerians to stand in solidarity with us as we demand the implementation of policies that prioritize the well-being of the people. We will not back down, and we will not give in to any blackmail, intimidation, or harassment.”

The Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi, (SAN), has faulted the organised labour over the nationwide strike it is starting today (Monday).

Fagbemi, in a letter to the Nigeria Labour Congress and the Trade Union Congress leaders, dated June 1, 2024, insisted that the strike over the new minimum was a violation of a subsisting National Industrial Court order restraining the unions from grounding the nation through the strike action.

The AGF said this as a meeting convened by the National Assembly leaders on Sunday night failed to achieve its objective following the NLC and TUC’s insistence on going ahead with today’s strike.

The meeting, which was presided over by the President of the Senate, Godswill Akpabio, and the Speaker of the House of Representatives, Tajudeen Abbas, was attended by the NLC president Joe Ajaero, and his TUC counterpart, Festus Osifo.


Also, the Minister of State for Labour, Nkeiruka Onyejeocha, affirmed that the government could not pay more than N60,000, which she said represented a 100 per cent increase on the current minimum wage.

On Sunday, the Special Adviser to President Bola Tinubu on Information and Strategy, Bayo Onanuga, told The PUNCH that the labour leaders might have an ulterior motive, stressing that the minimum wage offer they presented was unrealistic for both the federal and state governments.

N60,000 offer


On Friday, Organised Labour declared an indefinite nationwide strike due to the Federal Government’s refusal to increase its new minimum wage offer above N60,000.

The President of the NLC, Joe Ajaero, announced that the strike followed failed negotiations between the government and organised labour, and its refusal to reverse the withdrawal of the power sector subsidy and increase in electricity tariff.

The unions had earlier given the May 31, 2024 deadline for the conclusion of new minimum wage negotiations.

The government had raised its minimum wage offer from N57,000 to N60,000 while the labour unions reduced their demand to N494,000 from N497,000 proposed earlier. The labour leaders initially demanded N615,000.

But the negotiations deadlocked as the government maintained its offer of N60,000, leading to the declaration of a nationwide indefinite strike.

However, the AGF in his letter addressed to the presidents of the NLC, Ajaero and the TUC, Festus Usifo, strongly condemned the planned industrial action, stating that it was wrong of organised labour to call out workers at a time when the government and other stakeholders were working towards determining a new national minimum wage.

The letter was copied to the Secretary to the Government of the Federation, the Chief of Staff to the President, the Minister of State for Labour and Employment, the National Security Adviser, the Inspector-General of Police and the Director-General, the Department of State Service.


Citing the Trade Union Dispute Act 2004, Fagbemi argued that the NLC and the TUC were required to issue mandatory strike notices of a minimum of 15 days.

The letter read, “It is pertinent to observe that at no time did either the NLC or the TUC declare a trade dispute with their employees or issue any strike notice as required by law for such strike action to be legitimate and lawful.

‘Strike premature’

“I wish to note that this latest declaration of strike action by organised labour is premature at a time when the Federal Government and other stakeholders involved in the tripartite committee on the determination of a new national minimum wage had not declared an end to negotiation,” Fagbemi noted.

Emphasising the significance of following due process in declaring a labour strike, the justice minister added, “By the Trade Union Dispute Act 2004, NLC and TUC are required to issue mandatory strike notices of a minimum of 15 days.

“It is pertinent to observe that at no time did either NLC or TUC declare a trade dispute with their employees or issue any strike notice as required by law for such strike action to be legitimate and lawful.

“It is not in doubt that the fundamental importance of the 15-day notice is underscored by the fact that both NLC and TUC failed to comply with the statutory condition precedents (dispute resolution procedures) provided for under section 18(b)(a) of the Trade dispute Act 2004, as amended.”


He also stressed that the proposed strike action is in breach of relevant conditions itemized under section 31(6) of the Trade Union Act, as amended.

“No person, trade union or employer shall take part in a strike or lockout or engage in any conduct in contemplation of any furtherance of trade dispute unless the person, trade union or employer is not engaged in the provision of essential services,” he declared, referencing the law.

The AGF further drew the attention of the labour leaders to an interim Injunction order granted by the National Industrial Court on June 5, 2023, in suit no: NICN/ABJ/158/23, between the Federal Government of Nigeria & Anor V. Nigerian Labour Congress & Anor.

The order restrained both NLC and TUC from embarking on any industrial action or strike of any nature.

The AGF noted that this “Order has neither been stayed nor set aside, therefore it remains binding on the labour unions.”

Fagbemi explained that the conditions outlined by Nigerian laws for exercising the right to strike were in tandem with the International Labour Organisation principles concerning the right to strike.

He assured that the government would adopt a conciliatory approach to resolving matters about workers’ and citizens’ welfare in the spirit of collective bargaining.


He appealed to the unions to shelve the planned strike and return to the negotiation meetings.

Addressing journalists after the meeting with the National Assembly leaders, the TUC President, Osifo, said, “The Senate President appealed to us to call off the strike.

“But we can’t sit here and call off the strike because we have other organs. We will take the appeals to our various organs.

“We don’t have the powers to call off the strike action. For now, the strike action will commence, while we discuss with our organs.”

But Akpabio appealed to the unions to shelve the strike, adding that “When the hospitals are closed, most poor people will die. Those who are even on oxygen will die. Those needing medical services will die. Goods and services will not move freely, productivity will reduce drastically. The living standards of Nigerians will also be impaired.”

Also speaking, Speaker Abbas said “There are three takeaways that we can go home with. One is that we have agreed to prevail on the government to revisit the issue of the 35k paid to Nigerian workers wage award that was started in October last year and stopped in February. We agreed that the wage award should continue until such a time that the minimum wage is agreed. We also agreed that the NLC and TUC should go and consult to suspend their strike as soon as possible to allow for negotiations to continue.”

Speaking with one of our correspondents in Abuja, on Saturday, the Minister of State for Labour, Onyejeocha, argued that the government and the Organised Private Sector could not afford the N494,000 demanded by labour.

“We are talking about the lowest level, minimum wage, that’s minimum level one. How will the Organised Private Sector pay? You’re talking about salary. Yes, things are hard, it’s hurting everybody, but the point is that is our economy buoyant? There’s so much inflation.

“So, if you pay somebody at level one N494,000, you’re talking about an increase of 1,547 per cent. We understand that, yes things are hard, let us increase the minimum wage by 100 percent from N30,000 to N60,000, and then you are telling us that people are already being paid over N70,000. I say from where, how?’’ she wondered.

Onyejeocha said the government had shown good faith, insisting that the palliatives and other social interventions indicate that President Bola Tinubu had been ‘very compassionate.’

Minister begs labour

She stated, “The President has been very compassionate. Check all the palliatives, all the interventions he’s been doing, just to make sure that things are fine.

“I have not seen any government in Nigeria go out of its way to do the kind of interventions that he’s doing, both in the education sector, health sector, social welfare and yet you’re not looking at that.’’

Stating that the government would not stop other social programmes just to please labour, Onyejeocha contended, “There are other things that the government needs money to do. You understand? If the government uses all its money to pay minimum wage for that percentage of people, then what happens to the rest?

‘’We will stop building roads, we will stop hospital care, so we will stop everything and then just concentrate on paying salaries for the workers. Does it make sense?”

Speaking in an interview with The PUNCH, the Special Adviser to the President, Onanuga, challenged Ajaero and Usifo, to suggest how the government could raise and sustain the projected N9.5trn needed to fulfil their demands.

He said, “The question we should be asking Ajaero and Usifo is where the money will come from. No government can implement what they are demanding. I suspect they have other motives. They added other conditions outside the minimum wage like the review of electricity tariff. There is no logic in what they are asking.

“You are asking the government to stop the electricity tariff so that it can continue paying N3trn subsidy on power and they are demanding a minimum wage that will cost the government about N9.5trn. Where will the money come from?

‘’I am beginning to think these labour people live in a world different from reality. The truth is that no director in the ministry earns that kind of money.

“And if they are talking about inflation, it was at 22 per cent when Tinubu came in. Tinubu was not the one who created it. So when they are talking, they must learn to speak the facts. We are just hoping the NLC and TUC will allow common sense to prevail and stop all these threats. You can’t just grind down a nation because you want more money, which is not sustainable.”

The Minister of Information and National Orientation, Mohammed Idris, did not, however, rule out the possibility of a last-minute agreement with Organised Labour.

Idris, who said the government was eager to have both the NLC and the TUC return to the negotiation table, warned that a strike at a critical period like this could throw the country into chaos.

He said, “The FG is watching labour carefully but the room for dialogue is still open. We didn’t ask them to leave the negotiation table.

‘’They chose to walk away from it and we are urging them to return for dialogue because what they are planning to do is dangerous to the economy. It may spell a lot of doom for our country if they decide to embark on strike.

“The best option to solve any dispute is through dialogue. However, the FG is still hopeful they will return to the table for negotiation.”

When asked if the government has a plan to raise its N60,000 offer, Idris explained that the decision was not his to make.

“That is not within my power to talk about a new offer. That can be done by the tripartite committee of which they are a member. They can resolve it there. Other members are there. There are three parts to the committee: Aside from organised labour, there is the government side, which comprises the federal, state and local governments.

“Then, we have the organised private sector which has the Manufacturers Association of Nigeria, small and medium scale enterprises, NACCIMA and the Nigerian Employers’ Consultative Association and all that. So they are there representing the private sector,’’ he explained.


So, we are urging them to come back and continue with the negotiation. This is because what they are planning to do could spell doom for Nigeria and the government cannot allow anything to jeopardize the Nigerian economy as well as its peace and security,” the minister stated.

Unions mobilise workers

Meanwhile, the affiliates of the NLC and TUC have begun mobilising their members nationwide, ahead of the strike.

To ensure full compliance with the strike directive, the Judiciary Staff Union of Nigeria of the National Association of Nigeria Nurses and Midwives the Joint Health Sector Unions, and scores of other unions have issued notices of strike to their members.

In a notice to judicial workers, the JUSUN General Secretary, M. Akwashiki, said all the courts would be shut down during the labour action.

The statement read, “Following a declaration of industrial action by NLC and TUC, beginning from Monday 3rd June 2024, due to the inability of the government to conclude the negotiation of the new National Minimum Wage and refusal to reverse the increase in electricity tariff, I am directed to inform you to commence mobilisation ahead of the action.

“The action will start at midnight on Sunday nationwide, so all branches /chapters chairmen and secretaries of JUSUN are expected to ensure strict compliance with this directive.


“All vice presidents of our great unions are to monitor their respective zones to ensure compliance with the total shutdown of all courts and Judicial Institutes across Nigeria.

“Note that the nationwide action is to ensure governments agree on a new national minimum wage and subsequently pass it into law before the end of this month as they were notified; Reverse the hike in electricity tariff without consulting the stakeholders as required by the law to N225/kwh back to N66/kwh; Stop the apartheid categorization of Nigerian electricity consumers into bands.”

Furthermore, healthcare workers under the aegis of the National Association of Nigeria Nurses and Midwives and the Joint Health Sector Unions have said they will join the strike.

Speaking with our correspondent in a chat on Sunday, the National Secretary of JOHESU, Martin Egbanubi, said all the affiliate unions of the NLC and TUC have directed their members to join the strike.

JOHESU is the umbrella body for the Medical and Health Workers Union of Nigeria; the Nigerian Union of Allied Health Professionals; the Senior Staff Association of Universities, Teaching Hospitals, and Associated Institutions; and the Non-Academic Staff Union of Universities and Associated Institutions.

When asked about the fate of patients who will need the services of its members, the secretary replied, “Certainly, that’s a big question for the government to answer. The strike is meant to elicit a response from the employer(s) on an issue in dispute and in this case, it’s a dispute of right.

“Union by labour jurisprudence can declare industrial action on the dispute of right. So, let the government respond expeditiously to the demand of Organised Labour for a decent wage.


“We are all in it together, anybody can fall sick and need urgent medical attention. Even with the current socio-economic conditions, workers are sick with poor wages and high cost of living.”

Also, the Chairman of NANNM, Lagos State Council, Christianah Adeboboye, confirmed that nurses will join the strike.

The Nigeria Union of Railway Workers through its Secretary-General, Igbokwe Francis, announced its readiness to participate in the strike, urging the Nigeria Railway Corporation management to protect all critical equipment and properties.

The Secretary General of the Association of Nigeria Aviation Professionals, Abdul- Rasaq Said, criticized the government for delaying the negotiations and directed ANAP members and all aviation workers to stay away from work from Sunday midnight.

Also, the Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees in a notice of mobilization signed by its General Secretary, Sikiru Waheed, directed all state councils to mobilize their members for the strike.

Similarly, the Petroleum and Natural Gas Senior Staff Association of Nigeria and the Nigeria Union of Petroleum and Natural Gas Workers have directed their members to comply with the strike directive.

NUPENG members largely control activities in the midstream and downstream arms of the oil sector, while those in PENGASSAN handle the bulk of the upstream activities in the oil and gas sector.


The PENGASSAN and NUPENG directed their members to shut down all operations in the upstream, midstream and downstream arms of the oil sector, except for personnel manning for safety.

The General Secretary, PENGASSAN, Lumumba Okugbawa, signed the letter for the senior staff association, while the General Secretary, NUPENG, Afolabi Olawale, signed for the downstream/midstream oil union.

The letter by PENGASSAN read in part, “To all National Executive Council Members. Dear Comrades. Directive to embark on a nationwide strike.

“Following the directives from our umbrella body, the Trade Union Congress of Nigeria on the above subject, you are hereby directed to withdraw your services from all work locations effective Monday, June 03, 2024. The withdrawal of members includes offices, a logistics base, field operations, terminal operations, loading points, etc. The only exception is personnel manning for safety.

“The above is a result of the breakdown of discussion on the national minimum wage between the government and organised labour as the government is not desirous of offering an acceptable minimum wage that could address the current economic challenges plaguing the country’s workforce.

“We expect total compliance as anything to the contrary will be viewed as sabotage of the struggle which will attract the necessary sanctions.”

In another notice, the PENGASSAN directed its enforcement teams to block the entrances of all upstream oil installations nationwide beginning from Monday.


It gave the directive in a notice titled, ‘Special announcement from the National Desk of PENGASSAN,’ to all the oil union’s zonal, branch, and central executive councils.

The directive signed by the Public Relations Officer, Lagos Zone, PENGASSAN, Juliana Adenike, read in part, “Concerning the planned withdrawal of service from all of our offices on Monday, June 3, 2024, it is mandatory that there be strict compliance. It is your responsibility to ensure ‘no entry and exit’ in your offices by any of our members.

“All ZECOM, BEC, and CEC executives are to wear red or any PENGASSAN attire. (You should) mount your entrances and ensure that there is 100 per cent compliance with the above directive.

“There will be a joint task force of TUC/NLC and Lagos ZECOM going around to ascertain full compliance. Any company in default will be penalised.”

The NUPENG in its letter titled, ‘Compliance with the directive on indefinite nationwide strike,’ said the union was fully committed to the decision to embark on the strike.

Meanwhile, members of the Organised Private Sector have firmly voiced their opposition to the proposed strike, emphasising that it could unleash dire consequences, wreaking havoc on both the economy and businesses alike.

The OPS members in separate interviews said the economy is too fragile to withstand the repercussions of another strike action.

If you honestly believe that the Lagos-Calabar Road will be completed in seven years, then you probably have rocks where brains should be; and you represent one of the cardinal reasons Africa might never develop for centuries to come. Nothing is more distressing than watching highly educated, erudite, well-informed and apparently patriotic media commentators destroy their reputations once they become officials of the ruling party.


The transformation first struck me when President Yar’Adua was elected; and several highly-respected editors and columnists were appointed to high office. The less said about that episode, the better. But, the matter did not end there. Jonathan succeeded Yar’Adua and individuals who were previously contemptuous of GEJ were again appointed to high office. Suddenly, they became ferocious defenders of the man they once condemned. Apparently, with regard to some Nigerian media personalities, “every man has his price”. Nobody should believe us until we are appointed to high office. Then media men reveal our true colours.


That is only a preamble to the matters arising concerning the biggest project in Nigerian history. My senior in the media, Dan Agbese, writing in the DAILY TRUST, two Sundays ago, had lamented the nation’s atrocious record with regard to abandoned projects. He briefly mentioned the Lagos-Calabar coastal road while expressing fears that the road might also join the league of such projects. I sent Dan a short message stating without fear that the road might never be completed; that it will stop any time Tinubu ceases to be President of Nigeria. Even Vice President Shettima if he succeeds Tinubu will not continue it because the decision to embark on it was hastily made.

SEVERAL QUESTIONS NEEDING ANSWERS

Before Tinubu’s Halleluyah chorus group – editors, Chairmen of the Editorial Board, columnists and guest writers – get all worked up, I am only asking them to be professional, honourable and to put on their thinking caps and answer a few questions. They might just be able to convince other Nigerians that this is not a bogus venture which will cost Fellow Nigerians trillions of naira later – without yielding the returns on investment promised.

The place to start this discussion is to establish some facts (facts are sacred as they claim, but don’t always practice) which are incontestable about this project.

One, it is the largest project in Nigerian history; covering nine coastal states each with different topology and all of which are now well-settled. Two, the road to be carved out will be 700 kilometres long; may be an African record, but, by far short of the Guinness Book of Records – which is the coastal road from Canada to South America – 30,000 kilometres long which took nearly 80 years to complete.
Three, although, the Federal Government has embarked on it, through a ‘SWEET HEART’ deal with a contractor, nobody actually knows how much it would cost the nation. But, over N1 trillion has been paid in advance to the preferred contractor. Four, it is doubtful if any of the state Governors, except Lagos, knows exactly where the road will pass through their states and what they will be asked to surrender to the FG for demolition. It is quite possible that no state has been formally requested to donate land for this purpose.
Five, it is uncertain that the National Assembly, NASS, was informed and its consent sought to embark on the journey. Six, whose brainchild was the idea? When and how was the original proposal presented to the Federal Executive Council for deliberations? Bearing in mind that Ministers were not appointed until August 2023, when did David Umahi know that this gigantic project was going to fall on his laps? How many pages of document were originally sent to his office to convince the engineer that this is a project that can be executed in seven years?

Seven, the President, while launching the project in Lagos State, on May 29, 2024, proclaimed that the “Coastal highway will boost 30 million businesses” – according to various media reports. If you believe that drivel, then you will believe anything.

Permit me to start from number seven; to ask the questions which Tinubu’s true believers would not ask – for a simple reason. I still strongly believe, like I. F Stone, 1907-1989, that “every government is run by liars and nothing they say should be believed,” – until they are fact-checked and found to be true. When the statement credited to a government official, irrespective of position, points to future expectations, then, the first thing to do is to determine the credibility of the speaker. The second thing is to subject the statement to critical analysis in order to assess whether available information supports it. If there is one thing politicians do routinely, and without remorse, it is to make empty promises – which their fanatical party members and media mercenaries spread as gospel truth. It is expected that some erudite media practitioners are already writing and talking as if 30 million businesses have been boosted. But, wait a minute.


How many businesses are there in Nigeria now? All the attempts to obtain a more current set of data were frustrated by Nigeria’s lack of a timely data base. The closest available was from moniepoint.com, which revealed that “39,654,385 macro, small and medium enterprises (MSME) operated in Nigeria in 2020; as against 41,543,028 in 2017.” DAILY TRUST chipped in the information that 3.1 million registered companies existed in 2019. Given the fact that Nigeria’s manufacturing sector had been shedding members, it is doubtful if the numbers of MSMEs and registered companies would have increased significantly since 2020 from approximately 42 million businesses. Tinubu, and his disciples, would want us to believe that 70 per cent of the nation’s businesses will be boosted by the coastal highway.

The first question is: How stupid do these people think we are? The second is: Can anybody publish within 48 hours the perspective study undertaken to arrive at the self-deceptive figure? Third, since this is not the first coastal highway ever built, can anybody in that government point to another precedent to assure Nigerians that this “road to nowhere” will boost 30 million businesses nationwide? I have a hunch. This brainwave originated from the same source(s) where the announcement of MAERSK Shipping Lines agreeing to invest $600 million in Nigerian ports. That hoax was actually supported with fake audio-visual presentation which was a tissue of lies. Why believe them now?

Now, we return to the first statement of fact. A federal road, 700 kilometres long, passing through nine states is contemplated in a country where the FG does not have a square inch of road to call its own, on account of the Land Use Decree of 1978, the obvious questions are: When were the Governors told of the peoples’ land they would be asked to forfeit? Can somebody show Nigerians a copy of the letter making the request? Obviously, all the Governors have an obligation to their people.

Granted, most of them behave like emperors once elected. But, there must be a limit to impunity. Is it possible that all the Governors – majority belonging to the Peoples Democratic Party, PDP, conspired with their APC colleagues to deny the people of every state the right to know that their ancestral lands were being offered to the FG; and that millions of them would be rendered homeless, jobless and destitute? Which Governor, worthy of the office, can come out and admit to such betrayal of his people? And why?

I strongly believe the Governors were ambushed and bullied to submit to the FG.


The seeds of future conflict might have been sown by this conspiracy of silence.

The road might not go beyond the boundary of Ogun State.

Less than 24 hours after to start of the nationwide strike over a new national minimum wage and hike in electricity tariff, the Nigeria Labour Congress, NLC, has directed its state councils across the country to ensure total compliance.

This came to light on a day unions in the oil, electricity, financial and other critical sectors pledged total support for the indefinite strike declared by NLC and its counterpart, the Trade Union Congress of Nigeria, TUC.

Recall that the two labour centres, last Friday, announced an indefinite nationwide strike from tomorrow (Monday) over the government’s failure to agree on a new national minimum wage and reverse the recent hike in electricity tariff.

NLC and TUC leaders had, on Workers Day, celebrations given the Federal Government a May 31 deadline to conclude the negotiations on a new national minimum wage or risk nationwide industrial unrest.

The tripartite committee on a new National Minimum Wage set up by the government failed to make a decision on a new national minimum wage after about four meetings.


Labour leaders had walked out of the meetings three times after rejecting government and the Organised Private Sector, OPS, offers.

Incidentally, the last walkout on Friday happened on a day the deadline labour gave the government to conclude a new minimum wage lapsed, as the old minimum wage of N30,000 that was signed into law by former President Muhammad Buhari on April 18, 2019, expired on April 18, 2024.


Earlier on May 31, organised labour negotiators had walked out of the meeting for a third time, over the refusal by government to make a new offer beyond the N60,000 it put forward.


It was gathered that the negotiations hit a brick wall when the government and the organised private sector, OPS, remained adamant on the N60,000 offers they made earlier on Tuesday.

Recall that organised labour’s negotiating team had, Tuesday May 28, for the second time in two weeks, walked out of the committee meeting after the federal government increased its offer to N60,000 from the N57,000 it offered on May 22.

Labour’s negotiating team had, on May 15, walked out of the tripartite committee meeting after the government offered N48,000 and Organised Private Sector, OPS, offered N54,000, against the N615,000.

Directive to state councils

NLC, in a circular by its General Secretary, Emmanuel Ugboaja, to all its state councils, among others, said “This is to inform you of the commencement of the proposed indefinite nationwide strike beginning on Monday, June 3, 2024, as a result of the failure of the Nigerian state to agree on a new national minimum wage and subsequently pass it into law before the end of this month as they were notified; Reverse the hike in electricity tariff without consulting the stakeholders as required by the law to N225/kwh back to N66/kwh and Stop the apartheid categorisation of Nigerian electricity consumers into Bands.


“We kindly request all State Councils to mobilise all their affiliates and members across the state to stay away from work commencing Midnight, this Sunday to ensure a comprehensive closure of all workplaces.

“Do please, set up joint Action Committees with the Trade Union Congress in your state for effective coordination of the strike action. We would be glad to receive continuous updates of your effort. Do remember that the success of this action is dependent on our collective determination and resolve.”


No agreement, no end

Also speaking on whether organised labour will call off action should government call and offer a higher amount, President of NLC, Joe Ajaero said: “Government can only call for a continuation of the negotiation not by an award. They can’t say come, we are giving you this. We have to sit down and negotiate from where we are today. It is like calling us tomorrow to say let us continue with the negotiation. Now we will negotiate from there, but not to call us to say we are giving you N10 or N20, that will be out of the concept of negotiation.

“Calling us does not mean agreement. Until we sign an agreement on what is mutually agreeable by the parties, action will be on. But action is not such that we will not equally negotiate, because the two parties are now going to negotiate under duress. We are under pressure. That is the meaning of this. So the earlier we resolve it, the better for us.”

On mobilisation at the state level, Ajaero said: “When you hear the National Executive Council, NEC, of any labour centre, it comprises all the states and all the unions. That is the situation, and that is where we got this mandate.

“You equally witnessed it on May Day when all workers gathered nationwide, and this pronouncement was made. In fact, it was a public one. it is not like there were two or three people. It was mass based.


“As of today, there is no minimum wage for Nigerian workers. Technically, the minimum wage had expired on the 18th of April. As of now, we are operating without any law backing up the minimum wage. They were talking about a 100 per cent increase. That is what they have offered, but the 100 per cent increase amounts to one loaf of bread per day for 30 days .They are not looking at the quality or the value of what they are offering to us.

“Those are the issues that we are looking at and all of us must address it because it is tight. There is nobody that can move on with this arrangement being done with inflation and devaluation. Everything is open.

“If we take even the N600,000 we are proposing today, by next week, it will not make any impact. So, we have to look at them holistically and see what we can do to save the working class in Nigeria. We are not doing a strike that will be one month without a bite. I’m not sure where you have labour centres in a country embarking on a strike for one month and you don’t listen to them.

“What we will be praying for is for the people who are suffering so much because they are some of our people. That was why we were reluctant. That was why we were virtually telling them to let us find a solution.


“When we were in the meeting today (yesterday) we told them we have to be here and allow you to go and get a mandate. We are ready to sleep here to allow you to get a mandate to come back to this meeting. They said no, we should just allow them whenever they get a mandate. That it is difficult to see even the President and that they do not have access and all that. Then they did not come out with anything. We found ourselves in a helpless situation. So, that is where we are now. Everybody should be patient with us.”


Critical sector workers
Meanwhile, Nigeria Union of Petroleum and Natural Gas Workers, NUPENG, National Union of Electricity Employees, NUEE, Maritime Workers Union of Nigeria, MWUN, National Union of Banks, Insurance and Financial Institutions Employees, NUBIFIE, and other critical sector unions have already written to their members to ensure total compliance.

In a circular to all levels of the union leaders, NUPENG’s General Secretary, Afolabi Olawale, said: “We bring you fraternal greetings from the National Secretariat of our great union.

“This is to notify all our members and branches in all oil and gas installations, operations and services including distribution and marketing of petroleum products, that our great union is fully committed to ensuring total compliance with the directive of the Nigerian Labour Congress issued on Friday, May 31, 2024, for an indefinite nationwide strike commencing from Monday, June 3, 2024. “As a union, we are deeply concerned and disturbed with the insensitive and irresponsive attitude of the federal government to the very critical issue of negotiating a new minimum wage for Nigerian workers in view of the various social economic policies of this administration that have impoverished the working people of this country.

“Leaders of our great union at all levels, from the units, Zones and Branches, should immediately put all processes in place to ensure total compliance with this directive Our solidarity remains constant because the union makes us strong. The struggle continues. And we shall overcome.”

NUBIFIE
Similarly, NUBIFIE, in a directive by its President and General Secretary, Abakpa Sheikh, said: “This is to inform all NUBIFIE organs that NLC has directed all its affiliates to commence an indefinite strike beginning from Monday, June 3, 2024. The import of the strike is to compel the federal government to agree on a new national minimum wage and subsequently pass it into law before the end of this month as they were notified, reverse the hike in electricity tariff without consulting the stakeholders as required by the law to N225/kwh back to N66/kwh and Stop the apartheid categorization of Nigerian electricity into Bands.


“In total compliance with the directives from the NLC, you are hereby directed to mobilize for effective participation in your respective Zonal Councils/Domestic Committee and ensure total compliance.

Electricity workers
Also, a notice by the President and Acting General of NUEE, Adebiyi Adeyeye and Dominic Igwebike, said “With reference to the circular from NLC dated May 31, 2024, we are to mobilise and embark on an indefinite nationwide strike starting Monday, June 3, 2024, by 0.00hour due to the following failure of the Nigerian government to implement and sign into law the new national minimum wage on or before 31st May 2024, Non-reversal of the electricity tariff which was hiked from N65/kwh to N225/kwh without consulting the stakeholders as required by the law and Apartheid categorization of Nigeria electricity consumers into bands.

“Given the above, all National, State, and Chapter executives are requested to start the mobilization of our members in total compliance with this directive to ensure the Government does the right thing as stated above.
“You are encouraged to work with the leadership of State Executive Councils (SEC) of the Congress in your various states to have a success

“Nigerian workers, who are the backbone of our nation's economy, deserve fair and decent wages that reflect the current economic realities,” the labour leaders stated.

Organised Labour, on Friday, announced its decision to embark on an indefinite nationwide industrial action on Monday, 3 June over the failure of the Federal Government to conclude and pass into law a new national minimum wage Act, and its refusal to reverse the electricity tariff hike from N225/kwh to N65/kwh.

At a joint press conference held in Abuja, shortly after exiting the FG’s meeting on the negotiation of a new minimum wage, Presidents of the Nigeria Labour Congress (NLC), Joe Ajaero and the Trade Union Congress of Nigeria (TUC), Festus Osifo, said Friday’s meeting with government representatives further demonstrated the unseriousness and apparent contempt with which the Nigerian state holds the demands of Nigerian workers and people.

They lamented the situation whereby no ‘big personality’ was present on the side of the government with the appropriate authority to commit to any outcome, saying that it was indicative that the government abandoned the meeting.


The labour leadership specifically noted that no governor was present at the meeting, just as ministers were absent except the Minister of State for Labour and Employment, Nkeiruka Onyejeocha, who doubles as a conciliator.



“We consider this disdainful and shows a lack of commitment to a successful national minimum wage negotiation exercise,” the leaders said.

As a result, the trade unions announced the decision to proceed with an indefinite nationwide industrial action, which they stressed was predicated on the persistent demonstration of unseriousness by the government.

“This is based on the failure to conclude national minimum wage negotiation, while the Nigerian state has neither fixed nor passed a new national minimum wage Act as demanded,”
they added.

The labour leaders alleged that there had been no significant progress or commitment from the government despite the ultimatum issued on 1 May, 2024.

Addressing the electricity tariff hike, the labour leaders alleged that the government had refused to reverse the hike from N225/kwh to N65/kwh as demanded and refused to consult stakeholders before the tariff increase.

“We demanded a stoppage of the apartheid categorisation of consumers into Bands. We carried out a nationwide one-day protest on the 13th May 2024, giving the government until the last day of this month to take action but the government has not entirely shown any positive response despite the national outrage at this insensitive hike.

“Nigerian workers, who are the backbone of our nation’s economy, deserve fair and decent wages that reflect the current economic realities. It is disheartening that despite our repeated calls and the clear ultimatum issued, the government continues to neglect its responsibility to the workforce. It has, rather than engage in a dialogue, persistently raised its attack dogs to seek to denigrate and intimidate trade union leaders,” they said.

The labour unions stressed the need for the government to prioritise the people’s welfare at all times.

They noted that the electricity tariff hike had worsened the living conditions of citizens, denying them the right to decent lives.

In light of its unmet demands, the unions issued a notice of commencement of an indefinite nationwide strike to the Federal Government.

They called on all their affiliates and state councils, civil society organisations (CSOs), market men and women and the general populace to prepare for a decisive action.

“We cannot and will not accept any further delays or excuses. The welfare of Nigerian workers and people is non-negotiable, and we are ready to take all necessary steps to ensure that their rights are protected and their voices heard,” the leaders added.

The Indigenous People of Biafra, IPOB, said on Friday that politicians trying to create “problems in peaceful Enyimba city” are behind the killing of the soldiers in Aba, Abia State.

While distancing its members from the killing of soldiers in Aba, IPOB said politicians used criminals to carry out the attack.

In a statement he signed, Powerful said IPOB was preoccupied with the sit-at-home order.

According to Powerful, IPOB condemned the killing of the soldiers.

He said: We condemn the attack on military on duty in Aba, we are not involved because sit-at-home was because of our fallen heroes and heroines and time of mourning and not to attack anybody in respect of that; therefore, anybody mentioning IPOB as responsible for the attack in Aba is under the control of something.

IPOB has no chance to attack anyone; those responsible for this attack are politicians; they are planning to create problems in peaceful Enyimba City, so the governor of Abia State must be careful; they are coming to create a crisis in Aba.

Those who were used to attack military on duty are criminals, not IPOB; we are much more engaged with sit-at-home to remember our fallen heroes and heroines who died during the genocidal war against Biafrans and Ndigbo. IPOB condemns the criminal activities of yesterday.


On Thursday, some unknown gunmen killed five soldiers in Aba, Abia State, during the sit-at-home declared by IPOB to remember those killed during the Biafra civil war.

The incident was said to have taken place at Obikabia Junction Checkpoint in Obingwa Local Government Area, adjourning Aba metropolis.

Biafra day: Students defy IPOB order, disguise to write SSCE in Enugu, Ebonyi, Anambra, Abia, Imo

Secondary school students writing the ongoing West African Senior Secondary School Certificate Examinations (WASSCE) in the five South East sates of Abia, Anambra, Ebonyi, Enugu and Imo, yesterday, defied the sit-at-home order by the Indigenous People of Biafra (IPOB) to shun yesterday’s exams in observance of the Biafra Heroes Day celebration.

Earlier, IPOB had issued a statement warning the West African Examinations Council (WAEC), the organisers of the WASSCE; and the Nnamdi Azikiwe University (NAU), Awka, Anambra State, to shift their exams from May 30, the Biafra Heroes Day, to a later date, threatening to disrupt the exams if the directive was not obeyed,

However, while NAU obeyed the directive by postponing all the exams it had earlier slated for May 30, WAEC remained adamant and went ahead with the exams.

According to reports from across the five South East states, while other activities were grounded, students went for the exams, although they disguised in mufti to avoid clashing with the IPOB members, who went round to ensure strict compliance with the directive.

•Anambra State


In Awka, the Anambra State capital, and its environs, students disguised and sat for the mathematics examination

Daily Sun reports that students were seen wearing plain clothes as they made their ways to their various schools to sit for mathematics exams out of fear of attacks by gunmen.

Although the Anambra State Police Command had waved the threat of mayhem for defaulters of the IPOB order, residents of Awka were still in fear as shops at major markets, including Eke Awka, under lock and key.

Most students, especially candidates sitting for the examination at Igwebuike Grammar School Awka and St John’s School, Amemyi, Awka, were seen as early as 7.45am wearing plain clothes, apparently to disguise as they entered into their schools for the examination.

Some of them were seen carrying empty gallons, pretending to be going to fetch water only to make swift entry into the school. Some girls were also seen carrying buckets on their head as if they were going to fetch water and they entered into their schools where they changed into their school uniforms.

The entrance gates of Igwebuike Grammar School was locked with only one little entrance opened for students to come in.


A gateman at the school, who pleaded anonymity said students who came from far places where the sit-at-home order was strictly obeyed were mostly the students who wore mufti clothes to the school.

“They are afraid; some of them are coming from far places and that is why you see them wearing mufti, so when they come inside the school, they’ll change into the school uniform.

“Some of these girls you see carrying buckets on their heads are all candidates sitting for the exams. That buckets on their heads contain their school uniforms, so when they get to their school, they will change into their uniforms. They did this to disguise because of fear.”

However, a parent who brought her son on motorcycle to Igwebuike Grammar School in Awka, Mrs. Ngozi Madichie, expressed sadness over the situation, adding that the situation would affect the students’ performance in the subject.

She expressed fears that the psychological effect of the order would affect the performance of the students in the subject.

“These children are already agitated, some of them may even miss this subject because of fear, and those who eventually made it to the hall, will be psychologically down and it will surely affect their results,” she said.


A teacher at the school who did not want his name in print said the whole issue would definitely affect the results of the students in the entire South East.

“It is terrible and my fear is that it is mathematics that they are taking today. Of all the subjects, it is today that these children are sitting for mathematics that this rubbish is coming up. Mathematics is not a subject you can toy with, it requires total concentration and calm, but see as these children have been jolted and see the fears in their eyes, it will surely lead to mass failure in mathematics across the region,” he submitted.

Meanwhile, the Anambra State Police Command said it has taken cognisance of the activities of criminal elements disseminating, threatening voice-overs and violent videos in an attempt to enforce illegal sit-at-home directives and instil fear in the residents of Anambra State.

The Police Public Relations Officer, PPRO, Tochukwu Ikenga said it was imperative to inform the public that actionable intelligence indicated that individuals enforcing the order fabricated threatening voice-over recordings and circulated outdated videos of violent incidents, some of which did not occur within the state or even the country.

“The Command is fully aware of these secessionist’s activities and urge the law-abiding citizens of Anambra to disregard such propaganda. Rest assured, the Police, along with other security agencies, have mobilised law enforcement resources to ensure the safety and security of every citizen in the state.

“As a recent example, on May 29, 2024, at approximately 2pm, police operatives laid an ambush on miscreants along Oba Flyover in Idemili South. This led to the interception of a gang of four armed men operating on motorbikes. During the encounter, one miscreant was apprehended, while the other three managed to escape, sustaining bullet injuries in the process. The operatives recovered a locally made Barreta pistol, four expended cartridges, two phones, and incriminating evidence indicative of unpatriotic and disloyal behaviour towards the Nigerian government.


“In light of these developments, the Commissioner of Police, Nnaghe Obono Itam, assures the people of Anambra State that their safety remains the utmost priority of the Police Command.”

•Imo State

Although the sit-at-home was a huge success in Imo as residents complied with the directives, the students wrote their WASSCE despite the threat by the pro-Biafra group.

Most of the schools as reported by our correspondent witnessed low-key examination as the schools’ gates were locked, while the students wrote their examinations quietly.

However, most of the major roads as well as markets and filling stations were empty. Some streets were converted to football pitch, despite the heavy presence of the Joint Task Force moving in convoys.

Our correspondent who visited City School in Owerri, the state capital, located along the Whetheral Road, observed that students were writing their exams without any disruption. It was also observed that the students were not wearing their uniforms apparently to avoid falling victims of any kind of attack.


Meanwhile, the Owerri metropolis was more of a ghost city as there was virtually no vehicular traffic. All the major roads were deserted. As residents complied with the IPOB directives to observe the memorial of the fallen heroes of Biafra.

Major markets in the state capital of Owerri were all shut down, including commercial banks .

•Ebonyi State

In Ebonyi State, the sit-at-home recorded total compliance as commercial banks, markets, shops, filling stations, government offices and schools were all shut.

Streets and roads in the state were deserted as there was no human and vehicular movements.

However, WASSCE candidates were in their various schools writing general Mathematics.


Daily Sun visited Nnodo Secondary, Presco High School, and Urban Model Secondary School, Abakaliki, and saw the candidates writing the exams.

Principal of Presco High School, Mrs. Bridget Obasi, told our Correspondent that the exams started at exactly 9:30am without any problem.

“Yes, our general Mathematics is going on peacefully as you can see. We started at 9:30am,” she said.

Meanwhile, the All Progressives Congress (APC) in the state cancelled its five-man delegate Congress and councillorship primaries slated for yesterday.

This was contained in a statement signed by the state chairman of the party, Chief Stanley Okoro Emegha.

Emegha claimed that the reason for the cancelation was to enable the screening committee to screen the aspirants and the delegates in the interest of justice and fair Play.


“This is to inform members of the All Progressives Congress, Ebonyi State chapter, and indeed, the public that the five-man delegates congress and councillorship primary elections of the party slated for Thursday, May 30, 2024, have been postponed.

“The reason for the postponement is that the leader of the party, the Governor of Ebonyi State, Francis Ogbonna Nwifuru, in his wisdom, directed that sufficient time be given to the aspirants to enable the screening committee screen them accordingly in the interest of justice and fair-play.

“Consequently, the five-man delegates congress and councillorship primary elections of the party will now hold on Friday, 31st May, 2024 in the 13LGAs across the state by 8.00am”, he stated.

•Enugu State

In Enugu State, students also defied the IPOB order to take part in the mathematics exams that was held yesterday.

The students who were seen taking the exams in some schools said they left their homes as early as 5am to get to their schools. Most of them were seen on mufti.


Both public and private schools in the state participated actively in the Mathematics examinations, though under close watch by security operatives.

At Spring of Life Secondary School, a security guard who pleaded not to be named said that most of the students had arrived on Wednesday night and had passed the night in the school.

“The students were here yesterday. Our proprietor directed them to come and arrangements for where they would sleep was concluded last week.

“So most of them were here yesterday. A few came in this morning. I was happy with the plan. Even the parents were happy. The students are already taking their exams.”

At Annunciation Secondary, Nkwo Nike, and Umuchigbo Secondary School, the students were seen writing their exams under close supervision of neighboruhood watch operatives.

Also, students of Modern Comprehensive Collage, Holy Rosary College, and Nike Grammar School, among other secondary schools in the state participated in the examinations under a peaceful atmosphere.


Despite security presence in the town, banks, markets, and filling stations, were shut, indicating an almost total compliance with the sit-at-home order in the state.

Residents were seen trekking for long distances due to unavailability of public transport.

Military and Police vehicles were seen patrolling various parts of the town but the streets remained deserted, while some youths were seen playing football.

The state, however, remained peaceful as there was no incident of attack by any armed group.

Also in Nsukka area of the state the mathematics exams took place smoothly in the various secondary schools within the university town.

Daily Sun monitored some public and private secondary schools in Nsukka and reported that candidates took mathematics subject 1&2 exams without any report of threat or harassment at the exam centres.


At about 10:00 am when our reporter visited Urban Girls’ Secondary School, Nsukka, students were already writing their mathematics paper 1 exam.

Mr. Agboede Theresa told our reporter that the examination started smoothly with all the registered candidates in attendance.

“So far so good, everything is calm here, the external invigilator arrived at the school at exactly 9:00 a.m. and the examination started at 9:30 a.m. after proper screening of the candidates.

“I am happy that both the students, external and internal invigilators arrived at the school safely and the exam took off smoothly without hitches,” she said.

Also, at the Hill View Unique Secondary School Nsukka, a private school, Sir Gabriel Ogwuche, the Principal told our reporter that the IPOB Heroes Day commemoration did not prevent the examination from taking place in the school.

According to him, “our external invigilator arrived here with exam material as early as 8:55am, and the mathematics examination started at exactly 9:30 am,” he said.


At St Catherine Secondary School Nsukka, a missionary school, a gateman at the entrance of the school who was acting on directives of the school authority refused our reporter access to the school.

However, he confirmed that the examination was going smoothly at the school.

Also, at Model Secondary School, Nsukka, one of the internal invigilators, who pleaded anonymity told our reporter that the exams took place at the school.

“Students are currently in the examination hall writing the exams and all the registered candidates are in attendance, so the IPOB sit-at-home order did not in any way affect the exam.”

Meanwhile, the university town of Nsukka and its environs remained a ghost town as markets, banks, business centres, among others were brought to a halt by the residents in compliance with the IPOB sit-at-home in commemoration of the Biafran Heroes Day.

Some soldiers have been killed by suspected Indigenous People of Biafra (IPOB) militants enforcing the sit-at-home order in Abia State.

Daily Trust had reported how the proscribed group, through its spokesperson, Emma Powerful, declared May 30 as sit-at-home in the South East.

He said it was to honour “our heroes and heroines” who died in the civil war between 1967 and 1970.

Powerful said: “Annually, 30th of May is a solemn memorial day for Biafrans. To honor our heroes and heroines, Biafrans are asked to observe this one (1) day sit-at-home in reverence to the spirits of our departed heroes who fought for us to be alive today.

“Every Biafran in Biafra territory is expected to sit-at-home on this day and reflect on the danger of the forced unity called Nigeria that has taken millions of lives of Biafrans.

“To that effect, IPOB directs all schools, government offices, Private offices, Banks, transport unions, market unions and private individuals to shut down all operations in honor of our heroes and heroines on Thursday, May 30, 2024.

“IPOB directs all the residents of Biafra Land to stay indoors from 6am to 6pm on the 30th of May 2024. IPOB warns residents in Biafra to avoid loitering about on this day. Those who intend to travel to and fro Biafra land must do so before the evening of May 29th.”

Daily Trust reports that the military men were attacked at Obikabia junction in Aba, Abia State, by over 15 masked gunmen who also set their patrol van on fire.

A trending video showed the assailants shooting sporadically before setting the military van ablaze.

Commenting on the incident, a male voice was heard saying, “This army man is the only surviving person here. He was the only person that ran away.”

“Does anybody here have a motorcycle?” another person in the video said.

The gunmen operated with an SUV jeep and a Sienna.

Filling stations, banks, restaurants, and major supermarkets shut down across the five states for fear of being attacked by non-state actors.

Reacting to the attack, Deputy Speaker of the House of Representatives, Benjamin Kalu, said it was “unwarranted, outrageous, unjust, cruel and absolutely condemnable”.

Kalu who represents Bende Federal Constituency of Abia State said that Aba people better known for their enterprising spirit and technical skills cannot be hoodwinked to think that locking up their shops and closing their businesses to stay at home was in their best interest.

Kalu in statement by his Chief Press Secretary, Levinus Nwabughiogu, reminded the people that Aba is the commercial nerve centre of the South East and as such plays host to people from all walks of life.

Kalu also urged them not to trade their known hospitality with violence, saying that it is alien to the culture of Ndi Igbo.

Kalu commiserated with the families of the victims, assuring the military hierarchy of legislative interventions to help unravel the masterminds of the attack and ensure that the unhealthy development does not reoccur in the future.

A former Federal Commissioner of Public Complaint Commission, PCC, who dumped the All Progressives Congress, APC, last week, Barrister Felix Alari, has said that the September 21 governorship election will serve as a referendum for the Edo people to decide whether or not to continue with the present hardship suffered by Nigerians.


Alari said it was impossible for Edo people to cast their votes a party that has allegedly “pauparised Nigerians and turned many to scavengers in the manner APC had done in the past one decade.”


In a statement on Wednesday, the ex-PCC boss stated that Edo 2024 was an opportunity to tell APC that Nigerians were hungry and tired.

He claimed that a vote for APC would be a vote for the continuation of the present hardship in the land, adding that any vote for the party was an endorsement and approval of more hardship in the state.

According to him, “To me Edo 2024 election is a referendum of a sort to decide in a small scale whether the people are satisfied with present APC government viz a viz the hardship and pains they have brought to the majority Nigerians.

“And I can tell you that Edo people are not in doubt on the choice they have to make in this election. APC certainly is absent from the table.

The Supreme Court, on Thursday, ordered the 36 state governors of the federation seven days to file their respective defence in the suit seeking full autonomy for the 774 Local Governments in the country filed against them by the Federal Government.


The apex court ordered the Attorney General of the Federation (AGF), who filed the suit on behalf of the federal government to reply to the Defendants’ processes within two days
upon receipt.

A seven-member panel of Justices of the apex court, led by Justice Garba Lawal issued the order while ruling on an application filed by the AGF, seeking abridgment of time in the filing and exchange of processes in the matter.

Fagbemi, while arguing the application requested the court to order the defendants to file their defense within five days in view of the urgency of the matter.

The chairman, body of Attorneys General of the states of the federation, Ben Odoh, who is also the Attorney General of Ebony did not object to the request for abridgment of time but however, requested that they be given 15 days as against the five days proposed by the AGF.

Justice Lawal, in his ruling, said the decision of the court was predicated on the national importance, urgency of the suit, and the nonobjection from the Attorneys General of the 36 states of the federation.

The Supreme Court held that filing of all processes and exchanging of same must be completed within the time and subsequently fixed June 13, 2024, for hearing of the suit.


At Thursday’s proceedings, the Attorneys General of Borno, Kano, Kogi, Niger, Ogun, Osun, Oyo, and Sokoto states were absent in court and not represented by any lawyer despite being served with hearing notice.

Justice Lawal ordered that the eight states that were not in attendance at Thursday’s proceedings must be served with fresh hearing notice against the next adjourned date of June 13, 2024, for hearing of the matter.

The AGF, on behalf of the federal government, instituted the court action against the governors primarily seeking full autonomy for local governments as third tiers of government in the country.

In the suit marked SC/CV/343/2024, the AGF is praying to the Apex Court for an order prohibiting state governors from unilateral, arbitrary, and unlawful dissolution of democratically elected local government leaders.


The Chief Law Officer of the Federation, in the originating summons he personally signed, is also praying the Supreme Court for an order permitting the funds standing in the credits of local governments to be directly channelled to them from the Federation Account in line with the provisions of the Constitution as against the alleged unlawful joint accounts created by governors.

He also wants the Apex Court to make an order stopping governors from constituting caretaker committees to run the affairs of local governments as against the Constitutionally recognized and guaranteed democratic system.

The FG further applied for an order of injunction restraining the governors, their agents, and privies from receiving, spending, or tampering with funds released from the Federation Account for the benefit of local governments when no democratically elected local government system is put in place in the states.


The Governors were sued through their respective State Attorneys General in
the suit predicted on 27 grounds, among which are that, “The Constitution of Nigeria recognizes federal, states and local governments as three tiers of government and that the three recognized tiers of government draw funds for their operation and functioning from the Federation Account created by the Constitution.

“That, by the provisions of the Constitution, there must be a democratically elected local government system and that the Constitution has not made provisions for any other systems of governance at the local government level other than democratically elected local government system.

“That, in the face of the clear provisions of the Constitution, the governors have failed and refused to put in place a democratically elected local government system even where no state of emergency has been declared to warrant the suspension of democratic institutions in the state.



“That, the failure of the governors to put democratically elected local government system in place, is a deliberate subversion of the 1999 Constitution which they and the President have sworn to uphold.

“That, all efforts to make the governors comply with the dictates of the 1999 Constitution in terms of putting in place, a democratically elected local government system, has not yielded any result and that to continue to disburse funds from the Federation Account to governors for non existing democratically elected local government is to undermine the sanctity of the 1999 Constitution.


“That, in the face of the violations of the 1999 Constitution, the federal government is not obligated under section 162 of the Constitution to pay any state, funds standing to the credit of local governments where no democratically elected local government is in place”.


The AGF therefore asked the Apex Court to invoke Sections 1, 4, 5, 7, and 14 of the Constitution to declare that the State Governors and State Houses of Assembly are under obligation to ensure democratic system at the third tier of government in Nigeria and to also invoke the same Sections to hold that the governors cannot lawfully dissolve democratically elected local government councils.

He is also praying for invocation of Sections 1, 4, 5, 7, and 14 of the Constitution to declare the dissolution of democratically elected local government councils by the Governors or anyone using the State powers derivable from laws enacted by the State Houses of Assembly or any Executive Order is unlawful, unconstitutional, null and void.

Politics / Minimum Wage: FG Invites Labour To Resume Talks Friday by Bobloco: 7:09am On May 30
The Federal Government has again extended an invitation to organised Labour for the continuation of minimum wage negotiations, a source familiar with the matter told our correspondent in Abuja on Wednesday.

The source noted that Labour would honour the invitation.

“A letter has been addressed to Labour by the committee chairman and signed by the NSIWC chairman. The meeting is scheduled for Friday.

“Of course, Labour will attend. If they present a better offer on Friday we will accept it.”



On Tuesday, the minimum wage committee had adjourned indefinitely after talks between the Federal Government and organised Labour broke down as labour rejected the Federal Government’s N60,000 fresh proposal, up from the earlier N57,000 offer.

At the meeting, labour also lowered its demand by removing N3,000 from the N497,000 it proposed last week, pegging the new proposal at N494,000.

To fast-track the negotiation process, the Nigeria Labour Congress and Trade Union Congress of Nigeria on May Day gave the committee till the end of the month to wrap up talks on a new national minimum wage.


The ultimatum will expire on Friday night.

The President of the TUC, Festus Osifo, said the ultimatum issued by labour remained following the breakdown of talks on Tuesday.

“We have an ultimatum on May Day that if by May end, we don’t have a new minimum wage that will take a worker home, we will not be able to guarantee industrial peace.

“We are sticking to that ultimatum,”
Osifo said.

Meanwhile, the Minister of State for Labour and Employment, Nkeiruka Onyejeocha, on Wednesday, appealed to organised Labour to be considerate and patriotic in their demands in the ongoing negotiation for a new national minimum wage.

Onyejeocha made the appeal in a statement signed by the Director of Press and Public Relations in the ministry, Olajide Oshundun, in Abuja, on Wednesday.

The minister said the Federal Government had consistently taken steps to secure a fair and realistic wage for Nigerian workers.


She, therefore, urged labour to recognise that the nation’s economy was still on the path of recovery from the effect of the pandemic and other economic distress.

“We appeal to organised labour and, indeed, other relevant stakeholders to be considerate and patriotic in their demands, recognising that our economy is still recovering from the devastating effects of the pandemic and other global economic shocks.

“We are committed to putting the people first and ensuring that our economic policies benefit all Nigerians, not just a select few.

“The government remains dedicated to prioritising the well-being of our citizens and it wants to urge all relevant parties to demonstrate patriotism and understanding.

“This is particularly during this critical period when President Bola Tinubu, is working diligently to revitalise the economy,” she said.

The minister therefore said the government recognised that the economic challenges faced by Nigerians were complex and multifaceted and called for a collective effort of all stakeholders to overcome them.

She added that the meeting with organised labour was a significant step in the ongoing efforts to secure a fair and realistic wage for Nigerian workers.


“As a government, we recognise the importance of ensuring that our citizens receive a decent standard of living wage, and we are committed to making this a reality.

“After hours of intense negotiations, labour leaders took a recess to consult with other key stakeholders and have pledged to return to the negotiating table for further discussion.

“We welcome this development and are optimistic that our continued engagement will yield a positive outcome.

“In the light of the current economic conditions, we have made a concessionary move from N57,000 to N60,000,” she said.

She noted that the increase was a demonstration of the government’s willingness to listen to the concerns of labour and work towards a mutually beneficial agreement.

A top official of the NLC told our correspondent that organised labour had not changed its position that negotiation on the minimum wage should end on Friday.

The Federal Government’s decision to revert to the old national anthem has elicited a range of reactions from citizens across the country.

On Wednesday, President Bola Tinubu signed the National Anthem Bill 2024 into law, officially reinstating “Nigeria, We Hail Thee” as the national anthem.


This decision marks a shift from the anthem “Arise, O Compatriots,” which has been in use since 1978.


“Nigeria, We Hail Thee” was the country’s anthem from its independence in 1960 until 1978, when it was replaced by “Arise, O Compatriots.”

Meanwhile, the decision has not sat down with a lot of Nigerians who believe that a new national anthem is the least of the problems facing the country currently.

A year into President Bola Tinubu’s tenure, the infectious optimism of liberty, economic progress, security, and well-being heralding his inauguration on May 29, 2023, has turned to dying embers. In the President’s first year, all Nigerians see is hopelessness, misery, privations, and pain. The despair is evident in the numbers: the cost-of-living crises, hyperinflation, joblessness, and naira depreciation. Amidst the supercilious backslapping in government circles, poverty, and bloodshed are intensifying. Tinubu should retrace his steps in the remaining years of his tenure to bequeath a redoubtable legacy to the country.


Under Tinubu, Nigeria is a harsh contrast to Abraham Lincoln’s “Democracy is the government of the people, by the people, for the people.” Instead, only a tiny band of politicians, their families, and sycophants are laughing all the way to the bank. From his “subsidy is gone” pronouncement on Inauguration Day, which cancelled petrol subsidies, chronic hardship has defined his tenure.

From N187 per litre pre-Tinubu, petrol now sells between N568/l and N800/l. Without well-implemented safety nets, most citizens have found it difficult to cope with the astronomical rise in transportation and food costs. This has heightened poverty. It stood at 46 per cent in 2023 or 104 million citizens, per the World Bank.

Two other policies have combined to bankrupt citizens. The first is the merger of the naira rates through floatation. The second is the cancellation of subsidies for Band A electricity consumers in April. Consequently, the naira has depreciated significantly. It exchanged at N464 per $1 in May 2023, plunged to N1,900/$1 early in 2024 before trading at around N1,400/$1 currently despite a raft of artificial policies to shore up its value. By February, it had lost 68 per cent of its value.


The impact goes beyond Nigeria. Formerly reckoned as Africa’s largest economy, Nigeria has ceded the top three continental slots to South Africa, Egypt, and Algeria respectively. It is now fourth in Africa with a GDP of $252.73 billion on the back of currency depreciation.

From N68 per kilowatt-hour, the tariff for the Band A segment climbed to N225/kWh before dropping to N206.80/kWh in May.

On the monetary policy side, the Central Bank of Nigeria has moved the benchmark interest rate from 18.50 per cent in May 2023 to 26.25 per cent, after three consecutive hikes in 2024.

All this has jerked up prices, though the Tinubu government is yet to implement a wage review. He met the national minimum wage of N30,000 per month. Businesses are complaining about the increased costs of borrowing funds.

In April, inflation spiked to a 28-year high of 33.69 per cent. Food inflation worsened to 40.63 per cent. Imports are priced steeply because of the depreciation of the naira. This is devastating to everyday living. Medicines are out of reach of citizens.


Tinubu, who has fulfilled his lifelong ambition to govern Nigeria, assumed office during the economic downturn. But there was hope initially of a revival after a largely successful eight-year tenure in Lagos State (1999-2007). In truth, that optimism is blowing in the wind.

Under him, governance is not much different from the preceding era of locusts supervised by the clueless Muhammadu Buhari (2015-2023). Abductions and killings are an epidemic. This is reminiscent of the Biafra Civil War (1967-1970).

While 63,111 died in violence on Buhari’s watch, 6,931 were killed in Tinubu’s first 10 months. Beacon Security and Intelligence counted 2,583 killings in the first quarter under Tinubu. SBM Intelligence reported 4,777 abductions when Tinubu assumed office to early May 2023. The worst-hit states are Plateau, Benue, Kaduna, Niger, Zamfara, Kogi, Katsina and Borno.

Beyond regular meetings with the security chiefs, Tinubu seems to have no strategy for taming the violence. His lack of a plan is seen in the rampage by bandits, Islamic terrorists, Fulani herdsmen attacks on farmers, and abductions across the country. Like Buhari, Tinubu ensconces himself in the Aso Rock fortress without identifying with the victims of violence by visiting the scene of the crime. He should show more empathy.


Undoubtedly, state capture has not receded in the past year. It is business as usual for the degenerate political class. Take the National Assembly. To undertake constituency projects – a cesspool of sleaze – ranking senators directly received between N200 million and N500 million in their accounts. This is wasteful, a brazen extortion of the commonwealth. Strangely, Tinubu applauded the lawmakers, saying “your integrity is intact!” It is not; it is state capture.

Nigeria still suffers from massive electricity shortages under Tinubu. The only good aspect is installed capacity, which hit 14,000 megawatts in 2023. It has not affected supply: the sole national grid often collapses if fed more than 4,000MW.

True, Tinubu inherited a hollow economy with a debt stock of N87 trillion (centre alone). The infrastructure is shabby, needing $150 billion annually over 30 years to bridge, per the World Bank. Social services, particularly education and health, are in a shambles.

Undeniably, it is not all bad news. Apart from speedily delivering the rehabilitation of the Third Mainland Bridge, and the Apapa-Oshodi Expressway in Lagos, the 700-kilometre Lagos-Calabar Coastal Highway at N15 trillion over seven years is ambitious. Abandoned since conception in 1978, the Tinubu administration is commencing work on the 1,000km Badagry-Sokoto Highway. This is in addition to the 330 federal roads and bridges the President virtually commissioned on Sunday. Combined, these projects are expected to begin an era of infrastructural renewal. Tinubu should ensure that none of them is abandoned.

Regularly, the military scores big against Islamic terrorists in the North-East. This has limited the reach of the insurgents.

The economy is suffering partly because of the importation of petroleum products. This reportedly gulps between 30 and 40 per cent of forex, putting enormous pressure on the naira. With the Dangote Refinery set to commence the production of petrol, the economy is set for a boost. The positive effect of the Dangote Refinery is already being felt in the cost of diesel.

As he embarks on the second year of his four-year term, Tinubu should govern with more compassion. He should cut back on his travels and be there for Nigerians during celebrations and mourning.

The President’s private sector background should quicken the pace of economic growth to reclaim its pride of place on the continent.


Surprisingly, he has not embarked on privatisation. Tinubu should privatise the refineries, the airports, seaports, the Ajaokuta Steel Company, and the railways. This will save the government on running costs and boost foreign direct investment.

The President should redirect focus on security. Without this, farming and business will continue to depress. There is a growing trend of brutality among the security agencies. They are abducting journalists with impunity. This is against the rule of law. Nigeria is no longer under a military regime so Tinubu should rein in their excesses.

His cabinet is bloated. He should have a compact team of performers to reduce the cost of governance.

Tinubu is toeing the path of his predecessors on restructuring. This is ludicrous. It is wishful thinking to believe that Nigeria will make progress without restructuring. The President should make restructuring a priority. It will unleash Nigeria’s productive capacity, rebuild trust in governance, improve security, and de-escalate inter-ethnic tensions.
