This astronomical increase denotes a stark contrast to the relatively modest figures of the preceding years, as disclosed by Statisense, a leading data analysis firm.

According to the data provided by Statisense, the budget for the Chief of Staff’s office stood at ₦24.35 million in 2020, experiencing a gradual ascent to ₦76.55 million in 2021.

However, the trajectory took a monumental leap in 2022, soaring to ₦526.47 million, and maintaining a high allocation in 2023 at ₦517.95 million, which then took a sudden surge to over ₦21 billion in 2024.

FOR 10 days, the nation is understandably simmering over the butchery of 17 officers and personnel of the Nigerian Army, who journeyed on a peace mission to Okuama, an Urhobo community in Ughelli South Local Government Area, Delta State, on March 14.

The subsequent discovery that the heartless killers beheaded some of the soldiers and mutilated the remains of others infuriated Nigerians the more.

Even more worrisome is the truth that the killers also collected the arms and ammunition of the Nigerian Army found in the possession of the assassinated soldiers, a development that no security agency would joke with until the weapons are found and retrieved.

Too many mysteries
But how did a communal misunderstanding between Okuama and Okoloba, an Ijaw community in Bomadi Local Government Area, Delta State, degenerate into the slaughter of soldiers, especially after the people of Okuama had received the soldiers in their territory, and served them kola nut?

What crime did the soldiers commit to warrant such jungle justice?

Having signed a peace accord brokered by the Delta state government, more than a month earlier, seemingly to forestall further killings, kidnap, and counter-kidnap by both communities, why did some Okuama youth waylay, and take hostage Mr. Anthony Aboh, an indigene of Okoloba, whose rescue attempt by soldiers resulted in the March 14 debacle?

However, if truth be told, were soldiers, job-wise, supposed to have embarked on peace talks with the people of Okuama, who are having a land dispute with Okoloba?

What were the compelling reasons for the military authorities authorizing such peace talks, headed by the Commanding Officer of the 181 Amphibious Battalion, Lt. Colonel A.H Ali, in a communal dispute between the two communities? Besides the lieutenant colonel were two majors, one captain, and others.

Who authorized the mission by the military officers? They could not have undertaken such a mission without authorization and planning.

Was the Commissioner of Police, Delta State, informed of the peace talks and what is the involvement of the police, whose duty it is in the first instance, to execute such a mission?

Did the Army notify the Governor of Delta State, the Chief Security Officer of the state, Rt. Hon Sheriff Oborevwori, of the March 14 peace talks?

Why did the peace team consist only of military men? Where were the officials of the Department of State Services, DSS, traditional rulers of the area, and other stakeholders?

What of the state Committee on Peace and Conflict Resolution that earlier brokered the peace accord between the two feuding communities; the Chairman of Ughelli South Local Government Area, and the Divisional Police Officer, DPO, in charge of the area?


Why should the Army not track down those who killed their men rather than attack innocent women, and children of Okuama, who could not have been the ones that murdered the soldiers?

Why should soldiers embark on razing the community, a day after the 17 soldiers were killed, and continue knocking down the community days after, but in the same breath, remain indifferent to allegations of carrying out reprisal action against the fleeing Okuama natives?

The puzzles in this sad episode that has enveloped Delta State are many. But the truth is that there is more than meets the eye in the entire affair.

What is, however, palpable is that the two communities were at daggers drawn over land despite the peace accord put in place by the state government, leaders and youth of the communities fanned embers of discord by their actions.

Accusations, counter-accusations
Both communities had before now accused each other of engaging the services of Very Important Personalities, VIPs, and private armies to undermine the peace process.

For example, while Okoloba accused Okuama of hiring a militant leader and other mercenaries to kidnap and kill their indigenes, including the 17 military men on March 14, Okuama also pointed fingers at Okoloba, alleging that a VIP influenced the disquieting presence of soldiers in its land for the bungled consultation.

Curiously, a militant from one of the warring communities suspected to have participated in the killing of the soldiers, in a trending video, maintained that the use of soldiers to persecute the people of Okuama triggered the bloodbath.

Military didn’t come for peacekeeping – Militant leader
Daring the government to declare him wanted if it so wished, during the week, an unnamed militant, who communicated in Pidgin English, said the soldiers allowed some influential people to use them to repress the people of Okuama.

He claimed that the Okuama and Okoloba communities were indeed having a land dispute and connected Ijaw people who used the army to escort and carry out their crude oil business, betrayed their brothers.

He disclosed they used soldiers to ‘carry’ three people and slaughtered them, adding, “The day the soldiers were killed, they came to carry our community leaders, and the youth knew that once the community leaders were captured, they would be powerless.”

From his explanation, they killed the soldiers to stop them from taking away the community leaders and making the youths of Okuama ineffective.

“That is why the action took place but people say the soldiers came for peacekeeping. Point of correction – no army came for peacekeeping. They are fighting in support of somebody who ordered them to do so.

“This is my last video; my father is a retired army captain; he died last year, and I have lost over six of my friends and relatives in Nigeria.

“If you like, take the matter to the next level. If you like, make the Federal Government declare me wanted, I am proud of it. You people are saying show my face, if I show my face, what will you do to me,” he said.

Ogbodo traces crisis to oil bunkering
Meanwhile, a former Editor of the Guardian Newspaper, Mr. Abraham Ogbodo, who is of Urhobo nationality, corroborated the claim in an interview with a television station, saying the ambush and murder of the troops was not connected to the communal crisis between Okuama and Okoloba, but instead linked to illegal oil bunkering in the Niger Delta.

”It is not true that a misunderstanding between an Urhobo community and an Ijaw community could bring that level of crisis, that level of tragedy that we witnessed is not true.

“It’s not about communal crisis. What level of communal crisis? The combined population of those communities will be less than 2,000 human beings. Where will they get the capacity to wreak that level of havoc?

He queried: “What was compelling about a peace mission in that place that will require the strategic team to go for a tactical mission? So, it shows that there are so many things underlying that we are not talking about.
”If it was actually for a peace mission, would it not have been for those community leaders to be summoned to the base in Bomadi for discussions to be held?

“This was not done. Instead, the entire leadership of the battalion went to Bomadi and was exposed. And if a mission like that was being carried by the strategic team, why was there, not enough tactical cover that they were just gotten and taken out like that so cheaply?

“The Nigerian military? That is uncalled for. So, you will see that there are so many wrong things.

Ogbodo urged the military to grant access to the community for thorough investigations into the attack, adding, “I think that what the president has said about the investigation should be allowed to go full course. An investigation means that independent investigators have to get to the site, get to the scene, and let the investigation be done.”

Fabricated storylines – Major General Abudussalam, GOC
The General Officer Commanding, 6 Division, Nigerian Army/Land Component Commander, Joint Task Force, South-South, Operation DELTA STATE, Major General Jamal Abdussalam, on Thursday, nevertheless, vowed that no amount of false narratives, arm-twisting, and blackmail would deter the Army from recovering its arms carted away by the criminals, who killed men and officers, and arrest all those involved in the act.

The Acting Deputy Director, 6 Division Army Public Relations, Lieutenant Colonel Jonah Danjuma, in a statement, said the GOC stated this when the Managing Director (MD)/Chief Executive Officer (CEO), Niger Delta Development Commission (NDDC), Chief (Dr.) Samuel Ogbuku paid him a condolence visit at the Division’s Headquarters in Port Harcourt Barracks. Rivers State.

He stated that no amount of propaganda, arm-twisting, blackmailing, intimidation, and false narratives would distract troops from staying on course to achieve their objectives.

Abdussalam asserted, “Troops will not rest until all those involved are tracked down to account for their deeds. The operation is being conducted in such a way that going forward, nobody would contemplate attacking men in uniform. False narratives being churned out, and propaganda peddled over this mindless criminality would not deter troops from fishing out the criminals.”

What transpired in Okuama
Beyond the blame game, what went awry as the people of Okuama at the outset received the Lieutenant Colonel and his team to the community.

Before the March 14 slaughter, the day earlier, Wednesday, March 13, a young man from Okoloba, Mr. Anthony Aboh, was taken hostage by armed youths in Okuama community. His brother, a former supervisory councilor, Bomadi local government council, immediately reported the matter to the 181 Amphibious Battalion of the military Joint Task Force, Bomadi.

Upon the report, the commander mobilized his men on a rescue mission to Okuama. The former councilor was also asked to join them on the mission.

Saturday Vanguard learned that when the military team arrived at Okuama, they asked for the community chairman who the community earlier said had gone to the farm. But after much insistence to see him, he surfaced and took the military men to the community hall.

Discussions to free the hostage were deadlocked, and the commander insisted the community chairman must go with them to Bomadi since they refused to produce the hostage, who they later found dead.

According to a survivor, who was one of the drivers of the speedboats hired by the military at the Gbaregolor community waterside, the community chairman refused to go with the soldiers. They forced him towards the waterfront to board their boat when rains of bullets started coming from all directions.

Before that incident, the driver said: “While waiting at the waterfront, an old woman in pure water attire came out of the community and stared at us, making some incantations, and went back to the community. Within a few minutes, an old man with similar attire came to the same spot, gazed at us, and performed the same way as the old woman.”

”Not long after this scenario, the commander and his men started coming to the shore with the community chairman. At that moment, I made ready to start my engine just like my colleagues, but the engines refused to start, and efforts made to start the engines were to no avail at this point, I realized that the problem had come when I saw the performance of the old woman and the man.

”As the bullets started coming, the soldiers tried to respond, but none of their guns answered, and immediately I dived into the river. But suddenly, one of the engines started, some soldiers jumped into it, and the driver sped out of the community and carried me from the river.

”I do not know what he did to start his engine. Two of the soldiers in the boat sustained severe bullet wounds and were taken to the Bomadi General Hospital. The information then was that the JTF commander and one other officer were held hostage”.

”The following day, soldiers were mobilized from Agbarho to Okuama to negotiate and secure the release of the commander and others reported to have been held hostage.”

According to an inside source, who partook in the reinforcement that led to the burning of houses at Okuama, and who was discussing the operation with his colleagues, the soldiers who were mobilized from Agbarho were deceived and killed.

”The remobilized soldiers from Agbarho led by the Lieutenant Colonial, upon reaching Okuama, told the community folk that they were coming for peace talk. They said the soldiers should drop their weapons if they came for peace talks.

”The commanding officer asked his men to drop their weapons, and as they did so, the community youths took the weapons away from all of them. Then, suddenly the youths descended on them by butchering them from all angles.”

Narrating how he was privy to this gruesome murder, the soldier said: “As we were burning houses in the community, somebody ran out of one of the houses on fire, and I threatened to shoot if he ran. He hesitated a while and surrendered. So, we interrogated him as to why he remained in the village while all the others had fled.”

”His reply was odd and awkward. He answered by saying, it could be the blood on his head. Then, when he was asked how many he had killed? He said 46 and at this moment, a colleague cocked his gun and wanted to shoot him in anger, but others calmed him down, telling him that he was a possible source of hidden information.

”We discovered six shrines in the community in the process of burning the houses, which are stained with blood. We also burned them but one of the shrines refused to burn. It was one Hausa soldier who did what he did to set it ablaze.

”The culprit, after his confessions, also led us to discover hidden corpses under the jetty at the community waterfront. He has already been flown to the Defence Headquarters in Abuja”.

Chronology of the Okuama/Okoloaba crisis

The inter-communal crisis between Okuama and Okoloba communities in Bomadi Local started like child’s play.

The brewing crisis between these neighbouring communities came to public notice when one of the communities, Okoloba, through the community chairman, Mr. Clement Koki, addressed a press conference at Bomadi, headquarters of Bomadi local government area, on December 20, 2023, alleging that neighbouring Okuama community invaded farmlands and fishing grounds belonging to Okoloba, as well as attacked and brutalized indigenes on several occasions without any provocation.

They also alleged that indigenes of Okuama trespassed their community by blasting dynamites indiscriminately and cutting off grasses in the name of catching fish thereby exposing the community shoreline to coastal erosion.

The community equally sent an open letter to the state government, drawing the attention of the governor, Rt Hon. Sheriff Oborevwori, to the brewing tension, urging the government to intervene and call the aggressor to order.

The people of the Okoloba community clashed with some youths on a speedboat, going towards Okuama, who they alleged were mercenaries moving weapons to the Okuama community around 2 am in January 2024,
The Okoloba community chairman, Mr. Koki, who narrated the night incident, said: “On 28th January 2024, we had intelligence of an allegedly planned attack on our community with mercenaries coming with weapons from the Warri axis that same night, which prompted us to keep watch.”

”A speedboat came from that same direction, the Okuagbe direction of the river at around 2 am. We tried to stop them by beaming torchlights on the boat and waved to stop them, but they responded by firing at us. We pursued them with our boats and they moved in the opposite direction of our community, abandoned their boat, and fled. Arms and charms were inside the boat which we handed over to the Bomadi Police Division”.

But when contacted over the incident, a leader of Okuama, Prof. Ekpoko, alleged that the boys were not mercenaries as erroneously alleged and reported by the people of Okoloba.

He said: “We are not at any offensive but the people of Okoloba are”, stressing “they were coming back to their community from Okuagbe”.

In that incident, it was reported that about six of the said mercenaries met their Waterloo during a gun battle between the two groups, among whom was an Ijaw youth. In the following weeks, the youths who escaped with gunshots were posted on social media.

The Delta State Government, through the office of the Special Adviser to the Governor on Peace and Conflict Resolution, on February 6, 2024, called both parties to Government House, Asaba, where they discussed issues and at the end of the discussions, came up with a Peace Pact that was signed by the leadership of both parties.

On February 20, 2024, the people of the Okoloba community, again, raised the alarm in another press briefing at Bomadi, with an open letter to the governor, updating the public on current developments.

Mr. Koki, in this briefing, said the people of Okuama were conducting a stop-and-search operation on market boats, searching for indigenes of the Okoloba community in the boats with a vow to kill any if found. He also alleged that the harassment of fishermen and farmers of the Okoloba community was on the increase.

”They threatened the boat drivers with guns not to pass without stopping by their waterfront, where they searched for Okoloba Indigenes returning from the market.

, “On the following day, February 21, 2024, our women who were fishing at the Mein-toruabubor River were threatened with guns and chased back home. The Mein-toruabubor River belongs to the Okoloba community”, he said.
Other allegations in the open letter to the governor included efforts to scare away teachers posted to Okoloba, and forceful takeover of fishponds belonging to Okoloba Indigenes and others despite the Peace Pact signed by both parties in Asaba.

But in their reaction to the purported development, an indigene of Okuama spoke on the condition of anonymity, said that the allegations were fabricated and unfounded.

Ambush and killing
On the 5th of March, 2024, Mr. Pigha Zipamone of the Okoloba community disappeared from his mother’s farm and the community raised the alarm.

The community chairman, Mr. Koki, who once again addressed the press at Bomadi, when handing over the corpse of the slain youth to security men, said: “On 5th March 2024, Mr. Pigha Zipamone went to work in his mother’s farm and was kidnapped by Okuama bloodletting savages and mercenaries who have been laying ambush to attack us.

”He was taken to Okuama, beaten mercilessly with hands tied behind his back daily in the village square, and eventually killed on 8th March 2024. His lifeless body was thrown into River Forcados in the early hours of 9th March 2024″.

The Nigeria Customs Service (NCS) on Friday announced that the federal government has approved the suspension of the 25 percent penalty previously imposed in addition to import duty on improperly imported vehicles.

In a statement signed by the NCS National Spokesman, Abdullahi Maiwada, the Service revealed that the Honourable Minister and Coordinating Minister of the Economy have approved the suspension of the 25% penalty previously imposed in addition to import duty on improperly imported vehicles

According to the NCS statement, “The Nigeria Customs Service (NCS), under the directives of the Honourable Minister of Finance and Coordinating Minister of the Economy, has initiated a 90-day window, effective from 4th March 2024 to 5th July 2024, for the regularisation of import duties on specific categories of vehicles.



“To ease economic hardship and encourage compliance, the Honourable Minister and Coordinating Minister of the Economy have approved the suspension of the 25% penalty previously imposed in addition to import duty on improperly imported vehicles.

“Stakeholders, including vehicle owners, importers, and agents, are encouraged to seize this opportunity to regularise import duty payments within the designated 90-day timeframe.”

Following reports that the Central Bank of Nigeria, CBN, has cleared all valid foreign exchange backlogs, foreign airlines, yesterday, questioned the claim.


President of Association of Foreign Airlines and Representatives in Nigeria, AFARN, Mr Kingsley Nwokeoma, who spoke to Vanguard, called for evidence of payment.


Nwokeoma said: “If they’ve paid, they should let us know how much has been paid. Where is the evidence of payment? They should show us evidence of payments and we will thank them because payment is what we want. The backlog of trapped funds made foreign airlines stop releasing low inventory tickets.”

Nwokeoma also said although foreign airlines have been told to get their funds from the banks using the rate of the I & E window, they refused because the current I & E window rate differed from what they used in selling tickets.

Last night, Acting Director, Corporate Communications, Mrs Hakama Sidi Ali, in a statement, said CBN had concluded the payment of $1.5 billion to settle obligations to bank customers, effectively settling the residual balance of the FX backlog.

Ali stated: “The Central Bank of Nigeria has announced that all valid foreign exchange backlogs have now been settled, fulfilling a key pledge of the CBN Governor, Mr Olayemi Cardoso, to process an inherited backlog of $7bn in claims.

“Clearance of the foreign exchange transactions backlog is part of the overall strategy detailed in last month’s Monetary Policy Committee meeting to stabilise the exchange rate and thereby curb imported inflation, spurring confidence in the banking system and the economy.”

With $812.2 million, Nigeria tops the countries that account for 68.0 per cent of blocked funds. Others are Bangladesh ($214.1 million), Algeria ($196.3 million), Pakistan ($188.2 million) and Lebanon ($141.2 million).

President Bola Tinubu has said that those alleging embellishments in the 2024 budget did not understand arithmetic.


DAILY POST recalls that the 2024 budget was shrouded in controversy following allegations by Senator Abdul Ningi representing Bauchi Central, saying over N3.7 trillion in the budget could not be traced to any project.

The allegations, which landed him three-month suspension, stimulated reactions from concerned Nigerians across the country.


Speaking on the matter, Tinubu while hosting the leadership of the Senate to a dinner to break the Ramadan fast at the State House on Thursday in Abuja, assured the lawmakers that their integrity was still intact.

“I know the arithmetic of the budget and the numbers that I brought to the National Assembly, and I know what numbers came back. I appreciate all of you for the expeditious handling of the budget. Thank you very much.

“Those who are talking about malicious embellishment in the budget, they did not understand the arithmetic and did not refer to the baseline of what I brought. But your integrity is intact.


“I am grateful for what you have been doing. The natural challenge we are facing will be over.

“On the current economic difficulty, we are about turning the corner. Our revenue has improved. All we have to do is to control expenditure and manage ourselves better,” the President said.

Tinubu thanked members of the National Assembly for the speedy attention given to the Students Loan Amendment Bill, urging more tolerance, forgiveness, and charity during Ramadan.

Controversial Islamic scholar, Sheikh Ahmad Gumi, has rubbished claim that some individuals of interest are sponsoring terrorism in Nigeria.

According to him, “These terrorists (bandits) don’t need any financial support from outside since they collect billions from kidnapping”.

This comes on the heels of the release of 15 entities, including nine individuals and six Bureau De Change operators and firms, allegedly involved in terrorism financing by the federal government of Nigeria.

Reacting, Sheikh Gumi who was featured on Daily Trust X Space on Wednesday, said it’s only the Court of law that has the right to declare anyone terrorism financier.

His words; “I think it’s high time the government took the bull by the horns, come together to see how to redirect these people (bandits)…

“Now they are looking for N1 billion for these children (kidnap victims) to be released. They financed themselves by kidnapping. I think it’s rubbish to just frame your political opponents as financing terrorism.

“No Nigerian will put his money in terrorism, we’re beyond that. These people are financing themselves by taking our children for ransom.

“So, how can we say some people are financing terrorism because there is a misunderstanding between them”.

The Independent National Electoral Commission (INEC) has said it will no longer accredit civil society organisations and other bodies as observer groups if they fail to submit their observation reports of previous elections.

INEC Chairman, Prof. Mahmood Yakubu, disclosed this on Wednesday in Abuja at the first quarterly consultative meeting with Civil Society Organizations (CSOs).

Yakubu said INEC will continue to partner with Civil Society Organizations, saying the commission appreciates the observations and recommendations contained in their election observation reports.

He said, “Some of the reforms and innovations introduced by the Commission over the years draw from your observation reports. However, while many of you have submitted your reports, some accredited observers are yet to do so for the general election, supplementary elections, off-cycle elections, bye-elections, and re-run elections.

“May I therefore seize this opportunity to remind those who are yet to submit their observation reports that it is mandatory to do so, being one of the conditions for eligibility to observe future elections? Going forward, the Commission will operate strictly on the policy of ‘No Observation Report, No Accreditation.”

He said that for Edo State, 18 political parties conducted their primaries monitored by the Commission, adding that, going by the provision of the timetable and schedule of activities for the election, political parties have 20 days from March 4, 2024, to upload the list and personal particulars of their candidates to our dedicated web portal.

Yakubu explained that eight parties have now filed their nominations.

“We expect the other parties to do so before the deadline of 6 p.m. on March 24, 2024, when the portal automatically shuts down. Thereafter, the Commission will publish the personal particulars of the candidates (Form EC9) on March 31, 2024, for public scrutiny as required by law.

“Turning to Ondo State, political parties will commence their primaries for the governorship election in the next two weeks. Sixteen political parties have indicated interest in participating in the election.

“I urge Civil Society Organisations (CSOs) to engage with political parties and observe their primaries just as you engage with INEC and deploy observers to the main election conducted by the Commission. By doing so, you will strengthen your advocacy for inclusivity for groups such as women, youths, and Persons with Disability (PwD) that are underrepresented in elective offices at the national and state levels,” he added.

No fewer than 165 farmers have lost their lives to attacks by bandits, who have hindered access to farms across the country, findings by The PUNCH have shown.

Farmers in Benue, Sokoto, Niger, Plateau, and other states, in separate interviews with our correspondents on Tuesday, lamented that they did not only lose crops to the rampaging bandits but many of their colleagues were also killed by the hoodlums. They added that they had abandoned their farms following the rising attacks by the bandits.

Out of the 165 farmers killed this year, the highest number was recorded in Benue State, where 130 of them were killed by the bandits.

The Association of Nigerian Farmers in the state told The PUNCH on Tuesday that 130 farmers were killed by bandits in four local government areas of the state this month (March). Also, in Sokoto State, 28 farmers have been killed since the beginning of the year, while six farmers lost their lives in Niger State during bandits attacks. One farmer was murdered by bandits in Plateau State.

In Sokoto State, the association lamented that not less than N3bn had been paid by its members as ransoms to bandits, who kidnapped them from their farms.

There has been an upsurge in banditry recently with over 295 victims being held hostage by kidnappers in Sokoto, Kaduna, and Borno states.

Lamenting the implications on farming The Benue State Chairman of the AFAN, Aondongu Saaku, told The PUNCH that six farmers were kidnapped in the state in the last two weeks.


According to him, farmers lost over N1.1bn to bandits’ attacks in the last few months in Benue State.

Saaku said, “The figure I will give you is for March alone so you can know the gravity of what farmers in the state are passing through.

“Six farmers were kidnapped in their farms. No fewer than 130 farmers were also killed in Kwande, Ukum, Agatu, and Apa LGAs.”

Asked to quantify what his members might have lost, the Benue State AFAN chairman replied, “It’s difficult to quantify because how do we quantify those farm crops that were harvested and burnt by the bandits?

“It’s huge. We will be talking about something around N1.1bn, because many farmers lost the whole farm, some over 100 bags of rice, several thousands of tuber of yams and the seeds, cassava chips, corn and a host of others.”

Saaku stated that going to the farm now was between life and death, “because in as much as one doesn’t have another source of income, you have to risk it and go to the farm. If you are caught and killed, that is your fate; and if you go and come back alive, it’s your luck.”

He, however, called on the Federal Government to declare a state of emergency on security, warning that Nigerians were at risk of heavy famine shortly if nothing is done to arrest the insecurity plaguing the country.


Farmers in Borno State noted that the production of sorghum and other crops had fallen by 90 per cent in the state.

Eight Delta farmers

On their part, farmers in Delta State stated on Tuesday that about eight of them were kidnapped last week and paid between N1m and N5m each as ransoms.

Farmers in Ika North-East and Aniocha South Local Government Area of Delta State said they could not access their farms following the incessant kidnapping in the state.

A farmer, Mr Okwudili Uti, in the Ute-Okpu community, said, “My brother we passing through hell now, as I speak we cannot go to farm again. The kidnappers have been kidnapping our people.

“In Ute-Okpu, Ute-Erumu, Abavo and communities around the Ika North-East, recently when the kidnapping started, we usually go to farms in groups. But last week, about eight farmers were kidnapped, and some paid ransoms of between N1m and N5m.

“Our farm produce have all gone bad in the farms because we cannot go to the farm even in groups, due to the fear of being kidnapped.”


The Chairman of the All Farmers Association of Nigeria, Delta State, Mr Rechard Asemina, said virtually all the farmers in the state could not access their farms.

“Currently, not only farmers in Ika North-East and Aniocha South but also those in Ugheli, Abraja, and other places cannot access their farms. We don’t know what to do now. We are appealing to the government to come to our aid because we are in trouble in Delta State.

“Even those who summon courage and manage to get to their farms, find out that your farm produce has been damaged by cows.’’

Sokoto loses over N3bn

Also, the Chairman of AFAN in Sokoto State, Jamilu Sanusi, said members lost over N3bn to ransom payments to bandits in the state.

He also explained that over 80 per cent of people in the internally displaced persons camps in Sokoto were farmers.

Sanusi stated, “We are the major people who suffer most when we talk of these bandits’ activities in the state. Over 80 per cent of those people you see at the various IDP camps are farmers who are all displaced by the activities of the so-called bandits.


“If I have to give you a rough estimate of how much money we have paid to these people in the past two years, it should be more than N3bn.

“This is apart from what we are losing on each farming season as a result of our people who have to abandon their farms and relocate to IDP camps for fear of being attacked.

“Not less than 10,000 hectares of land could not be cultivated for over three years now, in which in each farming season, a farmer can make up to N1m or more. About 28 farmers have been killed this year. “

Sanusi called on the state government to sustain the tempo of the state security outfit, Sokoto Community Guard Corps, stressing that with their presence in the remote areas, security might improve when compared to what obtained in the past.

In Plateau State, farmers stated that they were constantly under threat of being kidnapped by bandits.

The state Chairman, AFAN, Sako Danboyi, said he was in a meeting when contacted over the issue, but a farmer in Bokkos LGA, Stephen Garuba, confirmed the development.

Garuba said, “I cannot tell you how many of our members have been kidnapped, but honestly, farmers in Bokkos are having a lot of challenges, especially in the area of security.


“We are finding it difficult to go to our farms. In some communities like Yelwa Nunu, the residents who are mainly farmers are yet to return to the community after they were initially chased away by bandits. Even we that are in Bokkos town are not safe either. Some weeks ago, a man was shot dead and his wife was kicked by some hoodlums who attacked his house.

“So, you can understand what we are facing. We are aware of the efforts of the state government to protect farmers and ensure that they go to the farm, but more should be done to achieve the objective.”

The Chairman of AFAN in Jos North LGA, Umar Fodio, expressed hope that with the renewed support to farmers in the state by the state government, farmers would heave a sigh of relief in the coming rainy season.

Farmers in Niger State now avoid their farms in some local governments notorious for bandits attacks.

The farmers adopted this practice as the last option after the bandits operating in those troubled areas persistently attacked and abducted farmers who dared to defy them.

The bandits had also reportedly set farm produce worth millions of naira ablaze and demanded that the farmers must pay levies before they would be allowed to harvest their crops.

Some of these Local Governments include Munya, Shiroro, Meriga, Paikoro, Rafi Mashegu, Wushishi and Borgu. There are 25 local government areas in the state.


In one of the incidents which occurred in 2023, the bandits reportedly killed 55 farmers and abducted a good number of them including women and children.

In February, this year the bandits reportedly killed six farmers and abducted over 20 women.

In another incident in February, security operatives were said to have rescued 16 farmers kidnapped at Dan-Gunu Community of Munya Local Government Area of Niger State.

The bandits reportedly stormed the community and kidnapped the victims, including pregnant women and children.

Munya LGA Chairman, Abdulhamid Najume, confirmed the attack and explained how the victims were rescued when he said, “We had an emergency security meeting after which we mobilised security operatives and dispersed them to go after the bandits.

“Luckily, they were able to rescue all the kidnapped victims. Currently, they are receiving medical care at a hospital after which they will be reunited with their families.”

A leader of the Rice Farmers Association in Minna, the state capital, Abdullah Imam, said farmers avoid anything to do with those Local Governments known for attacks by bandits.


“No farmer wants to lose his life or even his farm produce. Everyone is avoiding those places. Even farmers whose ancestral homes and farmlands used to be those places have given them up. It is better to lose farmlands than lose one’s life.

“The government and the military must do something to address the problem. These bandits are still there and imagine the vast land in those places. Now farmers don’t want to go near those places because of bandits. This will surely have an impact on the harvest of the coming year because if farmers do not farm on those lands the harvest will not be much,” Imam said.

This came as farmers in Ondo State, under the auspices of the Cocoa and Plantain Farmers Association of Nigeria, appealed to President Bola Tinubu to find urgent solutions to the incessant bandit attacks on farmers and their produce.

The group lamented the countless number of farmers who lost their lives, while many had been kidnapped on the farms.

Speaking in Akure, Ondo State capital, the National President of the Cocoa and Plantain Farmers Association of Nigeria, Mr Ayodele Ojo, decried the incessant killing of farmers and destruction of their farmlands.

He said, ”We don’t know what is happening. The insecurity in the land is getting out of hand. We want Mr. President to look into it as a matter of urgency. Farmers cannot access their farms to harvest their farm produce even though the produce is due for harvest.

“Bandits have harvested some of the farm products, they kidnap our members (farmers) while we also pay ransom for their freedom.


“Some of the hoodlums are now in control of the farms of some of our members, and we are in a very difficult situation now because we are not allowed to visit our farms again. Many of us have not been to the farms for weeks now because of the fear of being kidnapped.”

Farming declines in Nasarawa

Farmers in Nasarawa State also lamented that the issue of banditry and kidnapping in the state had stopped many of them from going to their farms.

Farmers who were victims of recent attacks in Keana and Nasarawa Eggon local government areas of the state expressed deep concern over the persistent attacks on their communities by yet-to-be-identified gunmen.

They, therefore, called on the security agencies to as a matter of urgency, provide adequate security to communities prone to attacks across the state.

One of the farmers in the Keana LGA, Musa Yamusa, stated that quite several farmers in the area had deserted their homes and completely stopped going to farms as a result of the insecurity in the area.

“What we are passing through in our farms is not easy to describe. The situation is quite pathetic. Before now, we did go to our farms daily but since the insecurity increased in the state, we have not been frequent at our farmlands because we are scared of being attacked by gunmen.


“We need assistance from both the federal and state governments to address the security challenges. They should assist us in this predicament because most of us rely solely on farming. If we do not go to our farms, we will not be able to eat or take care of our families,” he stated.

Another farmer in the Lizzin-Keffi area of Nasarawa Eggon LGA, Alaku Ibrahim, said the activities of bandits in the area had made many farmers lose their valuables, adding that they were most times attacked by the bandits while going to their farms.

Speaking on the security situation in the state, the Senior Special Assistant to Governor Abdullahi Sule on Public Affairs, Peter Ahemba, said the state government was already collaborating with security agencies to provide adequate security for all residents of the state.

He said, “Insecurity is a thing of concern in almost every state of the federation at the moment. But as a responsible government, we will continue to do everything within our power to collaborate with the security agencies to ensure that all residents of Nasarawa State do not go through any kind of challenge in accessing their farmlands or going about their daily activities.

“Governor Abdullahi Sule is fully ready to serve the people of the state, and I can assure you that the security of everyone in Nasarawa State is a top priority to him.”

In Borno State, though no one could put a figure on the number of farmers killed in the state, it should be noted that in the 2023 farming season, no fewer than 100 farmers were reportedly butchered.

At least 30 of them were slaughtered by the terrorists as they were clearing the fields for the cultivation of crops, as this happened across the local government areas of Jere, Mafa, and Konduga, which surround the Maiduguri metropolis.


The state Chairman of the Sorghum Farmers and Marketers Association of Nigeria, Goni Alhaji Adam, said production of Sorghum in the state had fallen by 90 per cent

“While I can only say hundreds, reported and unreported, have been killed by Boko Haram across the state over the last few years, terror activities have drastically reduced sorghum and related crops production to between 80 percent and 90 percent,” he stated.

The Secretary, AFAN, Ogun State, Mr Abiodun Ogunjinmi, said farmers in the state were currently contending with the problem of indiscriminate grazing by some ruthless herders, stressing that this posed a threat to food security.

Although he noted that the state had not recorded abductions or killing of farmers lately, some herders had through their indiscriminate grazing continued to destroy farmers’ investment in the state.

Kaduna rice farmer

In Kaduna, farmers under the aegis of the Rice Farmers Association of Nigeria, have also lamented over the security challenges in the state.

They said they could no longer access their farms due to insecurity in the state.


Speaking to The PUNCH, Chairman of the Kaduna Chapter of the Association, Alhaji Mohammed Umar Numbu, the security situation had forced their members to stay home for fear of being attacked by bandits.

He stated, “It has instilled fears in farmers such that they can no longer venture into their farms. Most of our members who are about 72,000 cannot go to farms now.’’

A federal High Court in Abuja has refused to grant an ex-parte motion filed by the Deputy Governor of Edo State, Philip Shaibu, seeking an interim order to stop the impeachment process by the state’s House of Assembly.


This was contrary to reports by other news outlets that the court had granted the order.

In the motion marked FHC/ABJ/CS/321/2024, the Edo State Government, Edo State Governor, Edo State House of Assembly, Edo State House of Assembly Speaker, the Clerk of the Assembly, the Chief Judge of Edo State, Inspector General of Police and Director General of the Department of State Services were listed as the first to eighth defendants.


Shaibu, in the suit, sought an order of the court restricting the third to fifth defendants from commencing any process by issuing a notice of allegation, holding proceedings, or setting up any panel of investigation for his removal pending the hearing of a motion on notice.

He also sought an interim injunction restraining the defendants, whether by themselves or their agents, from interfering with the subject matter of the originating summons filed in the suit either by way of taking any adverse actions in relation to any attempt or process targeted at his removal from office as the deputy governor of Edo State pending the hearing of the motion on notice.

Other reliefs sought are: “An order of interim injunction restraining the 1st to 8th defendants, whether by themselves, their agents, privies, servants, officials, representatives, and or any other person or authority acting through them, from preventing the plaintiff either by threat of removal from office or adverse actions capable of hindering the plaintiff from performing his official duties and discharging his responsibilities as the Deputy Governor of Edo State, including attending State Executive Council meetings, functions and other duties.


“An order of interim injunction directing the defendants herein jointly, whether by themselves, their agents, privies, servants, officials, representatives, or any other person or authority acting through them, to maintain status quo ante bellum prevailing before the issuance of the purported notice or petition to commence removal of the Plaintiff from office pending the hearing and the final determination of the motion on notice. ”

However, in the ruling dated March 13, which was sighted by DAILY POST correspondent on Tuesday, the trial judge, Justice James Omotosho, declined the deputy governor’s prayers.

It reads: “That the motion ex-parte for interim injunction dated and filed 8th day of March 2024 is hereby refused.”


Meanwhile, at the proceedings on Tuesday, the judge fixed Wednesday for hearing in another motion ex-parte brought by the plaintiff seeking substituted service on the defendants due to his inability to serve them.

The Nigerian military says it is not responsible for the reprisal attack on Okuama community in Delta State. It also suggested that the retaliatory attack on the community could have been carried out by the rival Okoloba community.

PREMIUM TIMES reported that suspected residents of Okuama community on Thursday ambushed and murdered the Commanding Officer of 181 Army Amphibious Battalion, two majors, one captain and 12 soldiers. The military initially said a total of 16 soldiers were killed but on Monday, it posted the names and photos of 17 soldiers including the commander (a lieutenant colonel), two majors, one captain and 13 soldiers.

The military confirmed the killing of the soldiers on Saturday. On Sunday morning, the Okuama community was attacked and many houses there were burnt. It is that Sunday morning attack that the military has now denied.

The Director of Defence Media Operations, Edward Buba, a major general, in a statement on Monday, said the community was already deserted even before troops arrived there.
Mr Buba advised those peddling the news of reprisal attacks on the community by soldiers to desist from further “dishonouring the fallen heroes.”

He said it behoves on the community leaders, elders and the people of Delta to identify the perpetrators of the murder, so that they could be brought to account for the heinous crime.

Mr Buba then suggested that the burning of the Okuama community could have been carried out by the rival Okoloba community. It was the fighting between the two communities that soldiers were sent to resolve before they were killed on Thursday.

The defence spokesperson said as long as the dispute between Okuama and Okoloba communities remain, it “implies that there could be untoward activities not initiated by the military.”

“Overall, there is no doubt, that this (killing of the soldiers) is an extremely sad development and untoward activity by members of the Okuama community against troops that were there to protect them.

“We urge the public to resist the temptation of allowing any videos of the incident of the killed personnel from going viral..

“It would be a dishonour to the fallen heroes to allow such ugly videos of their demise go viral.

“Above all, as the military mourns, it remains ever determined to ensure safety and security of citizens across the country,” he said.

Mr Buba said it was tragic, senseless and barbaric to have killed the officers and soldiers in such a dehumanised and unspeakable manner.

According to him, while the armed forces mourns the loss of the gallant troops, there will be measured responses and consequences for the perpetrators.

He consoled their families, colleagues and loved ones over the tragic incident.

Mr Buba reminded Nigerians that the armed forces consist of citizens from every nook and cranny of the nation who had taken oath of allegiance to put themselves in harms way to defend the country.

The defence spokesperson said it was in line with this, that troops were deployed on internal security operations in about all the states of the federation to intervene, deescalate and contain security breaches.

“The ugly incident in Okuama Community in Delta is indicative of the dangers our gallant troops experience in order to secure our nation.

“The military assures that there would be measured responses and injurious consequences for the perpetrators of these dastardly act.

“Nevertheless, the armed forces being a disciplined force that complies with rules of engagement, laws of armed conflict and the respect for human rights would be tempered by these provisions.

“We would not be led by emotions, but by the rule of law,” he added.

A man, Stephen Moses, has expressed shock after paternity tests disclosed that he is not the biological father of his two-year-old son.


He said he had not been able to recover from the shocking revelation of his supposed child having a sickle cell genotype, when he has an AA genotype while his wife is AS.

Moses said that he felt the need to confirm the boy’s paternity following the child’s several battles with sickle cell.


He revealed this while appearing on a popular television programme, The Justice Court, saying two different tests confirmed that he is not the biological father of the boy, Teri-Oluwa.

In several tweets on his X handle on Monday where he tagged a now-viral video of the court session, Moses wrote, “I am still in awe of how we got here. We got married precisely May 21, 2016. A year down the line she got pregnant and gave birth on her birthday November 8, 2018.

“The first crisis the baby had, we spent thousands in hospital and that’s when we first discovered he was SS.


“At this point, I was confused. She first told me it was the enemy that was doing us through the boy. I didn’t believe and at the same time, I didn’t argue with her. I started doing my research to see if it was possible for AA + AS to produce SS.”

According to him, before the paternity was proven, his in-laws arrested him claiming he had not been providing upkeep for the child.

On the possibility of the child being swapped at birth, Moses said it was slim as he was present in the labour room during the birth.


While reacting, the wife said Moses’ story was true but disagreed with the results.

In her defence, she said that Moses did not discuss with her before carrying out the DNA test.

She said, “All that is said is true but when we were first diagnosed, why couldn’t he tell me that we should go for DNA? And meanwhile, he didn’t even come out straight that he wanted to do a DNA test. He started misbehaving in the house and sometimes he wouldn’t even come home until my brother said I should let him know whenever my husband was around.


“One day he was around and my brother came and that was when he said what was happening because I didn’t know anything. So, he told me that his father dreamt that he was nursing another man’s child and that was the excuse he gave me that day and it went on like that.”

The Rebuild Arewa Initiative for Development (RAID) has condemned the Senate’s decision to suspend Senator Abdul Ningi for three months for expressing concern over irregularities in the 2024 national budget.


Addressing a press conference in Abuja, the group called for his swift and unconditional reinstatement.


President of the group Balarabe Rufai said Ningi’s three month suspension is a matter of great concern that needs to be approached with seriousness and sensitivity.

“It is important to us that we navigate this situation with the utmost respect for all parties involved and for the principles that guide our democracy.

“This suspension extinguished the senator’s esteemed privileges and effectively muted a voice that had become a staple in our political discourse,” he said.


The group added that Ningi’s suspension is aimed at silencing a potent political mouthpiece.

“The shockwaves of his suspension have triggered divisive views amongst his peers, with one senator condemning Ningi’s move as a so-called ‘civil coup’ and another calling for a meticulous investigation by the Ethics and Privileges Committee.

“Adding insult to injury, Senator Ningi has been stripped of his emoluments – his salary and allowances withheld, in what appears to be an injustice to his service and commitment,” the group added.

There are indications that the Federal Government through the Nigerian National Petroleum Company Limited (NNPC Ltd) is now spending N17.72 billion daily to fund subsidy on petrol.

Though still shrouded in secrecy, the funding strategy, Vanguard learnt, is consummated by way of crude sales and direct cost recovery by NNPC.

An executive of a major petroleum marketing company in Lagos told Vanguard that the N17.7 billion subsidy cost represents the difference between landing cost of imported petroleum products and effective wholesale price to petroleum marketers.

Nigeria imports all the petrol it consumes and according to the Chief Executive, Nigerian Midstream and Downstream Petroleum Regulatory Authority, NMDPRA, Farouk Ahmed, daily petrol consumption in the country is around 44.3 million litres.

At current average deport price and exchange rate, the FG through NNPC may be incurring about N531 billion losses or revenue shortfall monthly.

This has now been reflected in the monthly Federation Account Allocation Committee, FAAC, reports.

The NNPC also deducts this shortfall from its remittances to the Federation Account, but the final distributable balance remains significantly higher than the pre-May 30, 2023 figures due to higher product prices.

President Bola Ahmed Tinubu had on 29th May, 2023, inauguration address declared that subsidies on petrol had ended. His declaration immediately led to a hike in the pump price of fuel to N480 per litre lower limit from N185 per litre. The upper limit was around N560.

Two months later, pump price moved again to over N600 per litre with NNPC Retail dispensing at N617 per litre in Abuja while independents and major marketers sold at N627 per litre. The upper limit in some locations hovered around N680.

Since then, while NNPC-owned stations and affiliates have maintained the N617 per litre rate, prices at the independents and major marketers have soared to N660-N680 per litre. In some states of the Federation the upper limit has gone up to N750.

Data clothed in secrecy

Vanguard’s efforts to get Finance Ministry’s official data on petrol import prices were rebuffed while the regular FAAC breakdown of remittances by NNPC has been removed from public communications contrary to the practice a year ago.

Also NNPC declined to release its information on petroleum imports saying that it is now running as a private company, and therefore not obligated to making its trading information public.

Contrary to the position of the FG, petroleum marketers have insisted that the current landing price is above N1,000 per litre, meaning the government was paying the difference.

According to them, the major cost determinant is the exchange rate which had seen the Naira depreciate by almost 200 per cent since the May 29, 2023 declaration.

NNPC Limited remains sole importer of the product as scarcity of foreign exchange killed the euphoria that greeted the passage of the Petroleum Industry Act 2021 that provided for deregulation of the downstream sector of the petroleum industry.

The Act was expected to usher in an era of free market in the downstream sector, where marketers will be able to import and sell at competitive prices.

Marketers’ views
Speaking to Vanguard, the immediate past public relations officer of the Independent Petroleum Marketers Association of Nigeria, IPMAN, Chief Chinedu Ukadike, said the rise in petrol price is largely driven by the low value of the Naira to the Dollar.

Ukadike pointed out that while crude oil price has remained largely stable in the past one year, the Naira has continued to tumble against the dollar following the decision of President Tinubu to float the currency.

He explained that it is impossible for anyone to claim that the price of petrol has not changed significantly from when the exchange rate was N750/dollar when the subsidy was removed last year to now when the rate has moved to N1,600/dollar.

He explained: “Because NNPC is the sole importer of PMS in this country, it is very difficult for anyone to say for sure the actual cost of importing PMS into the country. Simple mathematics will tell you that the price cannot be the same when a dollar was exchanged for N750 and now that it is N1,600 to a dollar. What this means is that the price is above N1,000 per litre.

“So, the foreign exchange determines the price at the local market and if forex rate has increased, invariably, the landing price of petroleum products has also increased by same magnitude. I don’t know the magic through which they continue to sustain the price of PMS at the same level.”
He disclosed that while NNPC’s portal currently displays that ex-depot price was N566.7 per litre, independent marketers are not able to load at NNPC depots and have had to depend on private depots supplied by NNPC at the cost of N630 per litre.

Also speaking to Vanguard, a major marketer blamed foreign exchange rate for the huge gap existing between the actual market cost of petrol and the pump prices.
The marketer who didn’t wish to be named said government is certainly subsidising petrol at the current rate.

According to the marketer, “The landing cost is determined by the rate of the dollar to Naira. If you have US Dollar at N800, the price will be different if you’re buying at N1,600 for instance. So, it depends on the context. The government has told NNPC: don’t move the price.

“But for the rest of us, if you buy a vessel and you bring that vessel from the mother vessel to the port, it will cost you between $400,000 to $600,000 depending on where you are taking it to. If you are coming to Lagos it will cost about $400,000 but if you’re going to the east, it will cost $600,000. So, it cost about $30 per ton. So, if you are calculating this at N1,600/$ the amount is significantly different. And that informs the difference in pump price at NNPC outlets and the rest of us.

“You must also know that when your vessel gets to the port, NIMASA and NPA charge you in dollars. Everything amounts to $10 per ton. That dollar you cannot see in the banks. It is either you buy from the parallel market or you don’t operate.

“So, if NNPC has continued to sell at the old price, it means that the government has intervened. Which I will not call subsidies”, he explained.

Backing the positions of the marketers, oil and gas governance expert, Mr. Henry Adigun said government is paying over N400 per litre as subsidy.

Adigun explained that the easiest way to know the actual price of petrol “is to look at the price of diesel as both products were of the same value”.

He expressed dissatisfaction over non-release of data by NNPC Limited, adding the company remains publicly-owned and funded by the Nigerian people.

He pointed out that NNPC has become more opaque than it was a few years ago, adding that NNPC is likely paying for the subsidies with proceeds of crude oil sales as it did during the President Muhammadu Buhari’s government.

Analysts’ comments
Views across financial experts contradict FG’s position on existence of subsidy payment.
According to them, it is obvious that not only has subsidy regime returned, perhaps the amount spent on fuel subsidy is now far more than ever before.

They also believe that government may have decided to carry the subsidy burden for fear of a likely political and social backlash of transmitting the full cost of imported petrol onto the consumers.

But they also expressed worry over what they see as clear violation of the 2024 Appropriation Act which did not provide for subsidy funding.

Why FG was forced back to subsidy– Expert

Speaking to Vanguard on the subsidy controversy, Tunde Abidoye, Head, Equity Research, FBN Securities Limited, stated: “It is quite clear that petrol subsidies have been back for some time considering: a) that the product is imported; b) there is a substantial import component in the product’s price and; c) the naira exchange rate has been devalued at least twice, first to around N760, and N1,500per USD.

“Industry experts will tell you that the landing cost of the product is already above the current pump price. Also, we can easily determine the real cost reflective price of petrol by bench-marking its price with those of other deregulated fuels like diesel( and kerosene.

“According to the last NBS report, the average price of household kerosene was N1,329.5 as at January 2024. Diesel prices averaged N1,153 due in the same period. The real market price of petrol cannot be substantially lower than prices observed for these two other petroleum products. Consequently, it is clear that PMS prices are being subsidized.”

NNPC owes Nigerians transparency — Highcap Securities boss
Reacting, David Adonri, Executive Vice Chairman at Highcap Securities Limited, said: “There might be a merit in the claim by NNPCL that being a private company although a publicly sponsored enterprise, it is not under any obligation to publicly disclose its corporate information.

“However, it remains an entity with very substantial public interest which demands a high level of transparency. It ought to feed the public with necessary information if it does not have anything to hide.
“From the perspective of arithmetic, depreciation of the Naira and continued importation of petroleum products by NNPCL points in the direction of subsidy at current pump price. It is only when petroleum products are produced locally and sold at open market prices by private refiners that subsidy may no longer arise.”

Publish financial statement to bring everything clearer — Kurfi

In his comment, Mallam Garba Kurfi, Chief Executive Offer at ATP Securities & Funds Limited, said: “We are not having any doubt about subsidy existence in petroleum sector. What is the price of diesel now? There is no doubt about fuel subsidy especially when you compared it with the price of diesel which is about N1,300’per litre. As a public company, their financial statement will bring everything clearer when published.”

Subsidy has crept back into the price of petrol — Olayinka

Reacting as well, Tajudeen Olayinka , Analyst/ CEO, Wyoming Capital and Partners, said: “I believe every discerning individual should know that subsidy is back. So far exchange rate is no longer at the level we had it the last time further adjustment was made to petrol prices, it follows therefore that subsidy has crept back into the current price of petrol across the country. I believe government deliberately put further removal of subsidy on pause, to enable the administration address all the socio-economic costs associated with subsidy removal and economic reforms.”

Withholding information undermines public confidence — Egbomeade

In his response, Clifford Egbomeade, Communications experts /economy commentator, said: “Transparency is essential in ensuring public trust and accountability, particularly in a sector as vital as oil and gas. Withholding information on subsidies and fuel distribution costs can undermine public confidence and raise questions about the motives behind such actions.”

Regarding the existence of subsidies on petrol, he said: “The lack of transparency from NNPC makes it challenging to ascertain the current situation definitively. However, given Nigeria’s history of subsidizing fuel prices to stabilise domestic markets and support consumers, it is plausible that some form of subsidy still exists, albeit potentially obscured by the lack of disclosure.”

This is as he has asked leaders at the grassroots level to encourage citizens to get their National Identification Number (NIN) for planning, and structuring interventions and to achieve their full integration into various relief programmes.

President Tinubu stated this when he received the Forum of State Chairmen of the All Progressives Congress (APC) at the Presidential Villa, Abuja.


He said that his administration is deploying resources to critical sectors and areas with significant impact on the welfare of Nigerians, emphasizing that the nation’s treasury is sacrosanct and must not be abused.

President assured Nigerians that his government is working round the clock to improve their living conditions, and asked leaders to get their NIN for their full integration into various relief programmes.

President Tinubu in a statement issued by his Special Adviser on Media and Publicity, Chief Ajuri Ngelale was quoted as saying, “The programme of our government will be truly progressive; student loans, a national consumer credit system, and social welfare for the unemployed, as well as graduates.


“Every Nigerian will find a place of belonging in our country. In the eye of even the biggest hurricane, we will find that place of tranquillity and prosperous harmony for the benefit of all. Nigerians will all partake on this national journey to prosperity,” the President said.

Emphasizing the central role of agriculture in expanding and accelerating Nigeria’s economic growth, President Tinubu told the state party chairmen, led by the National Chairman of the APC, Dr. Abdullahi Ganduje, that his government had already drawn up a blueprint for large-scale livestock farming, which will be activated soon.

“We are bringing mechanized farming to the fore. Yesterday’s crisis will become today’s opportunity. Fertilizers are being supplied to farmers as we speak. Agriculture and economic diversification provide the answers to our problems. We will not continue to import food. We know how to turn lack into abundance, and the world will watch us do it again,” the President said.

President Tinubu emphasized that the repositioning of the economy is a top national priority as he urged party members not to wait for an appointment before bringing good governance and exemplary civic engagement to the doors of Nigerians.

“As we are fighting corruption, smugglers, and old subsidy beneficiaries, they most certainly will fight back. All those who falsified records and became losers with the subsidy (on petroleum products) removal, they will fight back.

“But we will defend our people. The treasury belongs to the people, and that sacred trust must not be abused.


“I urge the state chairmen that regardless of party affiliation, let us help citizens by mobilizing them for NIN registration. Not just PVCs. Some are poor Nigerians who have not experienced formal education and have no understanding of what NIN is and how it will benefit their lives. We must teach them. We must care for them.


“Without NIN, we can not embark on social security interventions for the vulnerable. We will be making faulty moves without accurate data and iron-clad, digital intervention structures. I have established a committee of governors, and it is headed by the Vice President, Sen. Kashim Shettima. It is working on what must be done to further lift our people.

“We need to give hope, and we are giving it to the country and our citizens. We are working hard, day and night, even though some agents of destabilization are present in the polity. Nigerians, with our focused support, shall defeat them,” the President affirmed.

APC National Chairman, Dr. Abdullahi Ganduje said the party is nearly set to establish the Progressive Institute of Policy and Development for the benefit of its members and the broader Nigerian public.

This was followed by the Forum of APC State Chairmen congratulating the President on his victory at the polls, tribunal, and Supreme Court while assuring him of their continued support as his administration implements its economic programmes.

The federal government has persisted in its trend of lopsided financial allocations in the annual budget, contrary to the intended purpose of even wealth distribution.

Investigations by this newspaper reveal that certain institutions and senatorial districts, with influential representatives in both the National Assembly and executive arms of government, manipulate the national budget to their advantage.

An analysis of the 2024 national budget has exposed disparities, with some senatorial districts receiving as low as N6-7 billion, while others, such as Akwa Ibom North West Senatorial District, home to Senate President Godswill Akpabio, received a substantial N21 billion allocation from the Federal Ministry of Agriculture and Food Security and the Federal Ministry of Women Affairs alone.

This figure excludes allocations from other ministries to the same zone.

The former Akwa-Ibom State governor, serving his first term as Senate President, allegedly influenced various committees to secure his preferences in the N28.7 trillion budget.

Within the Ministry of Agriculture and Food Security and Women Affairs, over 20 new project items were introduced, ostensibly to serve specific interests.

Under the Ministry of Agriculture, peculiar budget items such as the construction of rural roads and markets in Akwa-Ibom North-West, totalling N18.5 billion, were proposed in the budget.

Furthermore, the Ministry of Women Affairs introduced four new items to empower women in the Senate President’s constituency.


Notably, N2.5 billion is allocated for women’s empowerment initiatives, including provisions of deep freezers and generators across ten local governments, with N250 million earmarked for each local government.

Detailed allocations also include N1 billion for the construction of rural farm roads in various local governments within the senatorial district, alongside N500 million for the installation of solar street lights in towns.

In addition, there are plans for the rehabilitation of roads, installation of transformers, and erosion control measures, amounting to billions of naira, aimed at enhancing agricultural productivity and infrastructure development in the region.

Items on the list of the Ministry of Agriculture include the proposed construction of rural farm roads in Ikono & Abak of Akwa Ibom North-West senatorial which will cost the government a total of N1 billion.

Another N1 billion is budgeted for the construction of rural farm roads in Essien & Etim expo of Akwa Ibom North-West senatorial district at N500m per LGA to make a total of N1 billion.

The proposed construction of new rural farm roads in Ika & Ikot Ekpene of the same constituency at N500 million per LGA will cost another N1 billion, with the construction of rural farm roads in Ini & Obot of the senatorial district at N500 million to cost a total of N1 billion.

Aside from that, the construction of rural farm roads in Orun Anam & Ukanafun of Akwa Ibom North-West senatorial district costs N500 million per LGA, bringing it to a total of N1 billion.

In a different provision, the government has planned to spend N500 million for the fabrication and lighting up of all rural farm roads with one new standard solar street light in all the towns in Ikono & Abak LGA of Akwa Ibom State, besides the N500 million that has been earmarked for the fabrication and lighting of all rural farm roads with one new standard solar street light in towns in Essien & Etim Ekpo LGA of the state.

The ministry of agriculture will also spend N500 million for the fabrication and lighting of all rural farm roads with one new standard solar street light in towns in Ika & Ikot Ekpene LGA of Akwa Ibom State that was governed by Akpabio for eight years.

In that same regard, the fabrication and lighting of all rural farm roads with all-in-one new standard solar street lights in towns in Orun Anam & Ukanafun LGA of the state is to cost the government another N500 million.

If Senator Akpabio can lobby the relevant financial departments of government to do his bidding, he will get the agric ministry to implement the rehabilitation of “selected roads and installation of new transformers and cables in different towns” in Ikono & Abak local government of North-West senatorial district of Akwa Ibom at the cost of N1 billion.

The ministry has also voted N1 billion for the rehabilitation of selected roads and installation of new transformers and cables in different towns in Essien & Etim ekpo local government of the senatorial zone at the cost of N1 billion.

Unlike other senators, Akpabio’s constituency has got the Federal Ministry of Agriculture to budget for the rehabilitation of selected roads and installation of new transformers and cables in different towns in Ika & Ikot Ekpene local government of North West senatorial district of Akwa Ibom. That would cost N1 billion.

Another list of items in the budget for his constituency is the proposed rehabilitation of selected roads and installation of new transformers and cables in different towns in Ini & Obot local governments of the state at an estimated cost of N500 million.

There is a new plan for the rehabilitation of selected roads and installation of new transformers and cables in different towns in Orun Anam & Ukanafun local government of North West Senatorial District of Akwa Ibom at N1 billion.

The long list also includes the planned construction of Ibiakpan-Not Akan road to boost agricultural output in Akwa Ibom State at the rate of N1billion, with the “construction of Ikot Uko road and Ikot Ebak at N500m each to aid the movement of fishery produce in Akwa Ibom State” for a total of N1 billion.

There is also the provision of N1.5 billion for erosion control in some parts of Abiakpo, Ikot Essien aci-aikono to ease movement of farm produce which is a new item on the budget, with the construction of internal roads at various communities in the senatorial district to take N1.5 billion.

The ministry has also planned the construction of markets in various communities in Akwa Ibom North-West senatorial district at the cost of N1 billion.

In detail, the Ministry of Women Affairs budget showed that Essien & Etim Ekpo got N500 million; Ikono & Abak, N500 million; Ika & Ikot Ekpene, N500 million, while Ini & Obot will also get N500 million for women empowerment. Another N500 million was earmarked for the empowerment of women with deep freezers, generators and other empowerment items to boost their daily earnings in the two local governments of Akwa Ibom North-West senatorial district at N250 million each (Orun Anam & Ukanafun).

Call For Akpabio’s Resignation Morally Reprehensible – Senate

However, the Senate has described the call for the resignation of Senate President Godswill Akpabio as morally reprehensible.

By his position, Senator Akpabio is the chairman of the National Assembly.

Chairman, Senate Committee on Media and Public Affairs, Yemi Adaramodu, berated the Peoples Democratic Party (PDP) for calling for the resignation of Senator Akpabio over the unfounded claim of N3.7trn budget padding allegations by the suspended Senator representing Bauchi Central, Abdul Ningi.

Adaramodu said the PDP had elevated chicanery to statecraft and fatally failed in their sordid attempt to hoodwink the unsuspecting public, on the ineffectual but spurious allegations of budget padding.

“The party’s ludicrous call for the resignation of Senator Godswill Akpabio as the Senate President is unthinkable and shows the party as a massaging balm for falsehood and immoral Legislative outbursts,” he stated, adding “that Akpabio will not resign and has no intention to resign at any time because he has not committed any wrong doing to warrant a resignation”.

According to him, it is shocking that the PDP leadership could not comprehend what transpired at Tuesday’s plenary where the allegations were debated and Senator Abdul Ningi, who was given the ample opportunity to defend himself and prove the budget padding allegations, was suspended after he failed to substantiate his claims in the full glare of the public.

He said, “Contrary to the contention by the PDP that N3.7 trillion was discreetly inserted into the 2024 budget for alleged non-existent projects, and what transpired on the floor of the Chamber, it is open knowledge that no such absurdity is found in the budget passed by the National Assembly and signed by President Bola Ahmed Tinubu, which is being implemented judiciously by the federal government. Perhaps, the N3.7trn being mentioned in the PDP’s shocking statement exists only in the fickle minds of its purveyors and serves as a dubious version of the budget generated by PDP’s unidentified political flying objects.”

Former Vice President Atiku Abubakar has called for an immediate and thorough investigation into the allegations raised by Senator Abdul Ningi.

The former vice president also criticised the senate for the sudden suspension of the whistle-blower without adequate explanation, saying the action has fueled the crisis and raised more questions than answers.

Atiku, who reacted on the matter on his X handle, said, “Over the past few days, allegations have rocked the Senate, questioning the very integrity of the 2024 Appropriation Act, the cornerstone of our nation’s annual planning and development.

“A fiscal policy analytics and advocacy organisation has unequivocally confirmed a disturbing lack of transparency within the 2024 Appropriation Act.

“I demand an immediate and thorough investigation into these allegations. Appropriation lies at the heart of governance, and any deviation from serving the people’s interests will be met with fierce opposition.”

This decision followed approximately three hours of debate regarding his statements made in an interview where he claimed that the National Assembly inflated the 2024 budget to N28.7 trillion.

In the interview conducted on Saturday, Ningi asserted that while the budget passed by the National Assembly for the 2024 fiscal year is N25 trillion, the one being executed by the Presidency amounts to N28.7 trillion.


In response, the PDP, through a statement issued by its National Publicity Secretary, Debo Ologunagba, on Wednesday, expressed its support for the suspended Senator.

The party criticised the Senate leadership for suspending Ningi without conducting a thorough investigation into the matter of budget padding that he brought up.

The party stated “The Peoples Democratic Party demands that the Senate President, Senator Godswill Akpabio, immediately step aside and allow for an independent investigation into the allegation that a staggering N3.7 trillion was discreetly inserted into the 2024 budget for alleged non-existent projects.


“The party also demands that Senator Akpabio immediately reports at the Economic and Financial Crimes Commission over the pending case of alleged looting of N108 billion belonging to the people of Akwa Ibom State under his watch as Governor of the State.

“Furthermore, the Senate President should speak out on the reported N86bn contract scam in the Niger Delta Development Commission during his tenure as the Minister of Niger Delta Affairs.”

The PDP described Ningi’s suspension as a desperate move to suppress investigation, conceal, and sweep the facts under the carpet.

It added, “We ask, why did the APC leadership in the Senate not refer the matter to the appropriate Senate Standing Committee for an open investigation in line with the extant Rules of the Senate? What is the APC Senate leadership afraid of and what is it hiding from Nigerians?

“It is even more absurd that instead of recusing himself, the Senate President sat as a judge in the matter; a situation that has the capacity to bring the institution of the Senate to further public disrepute.

“This is especially true as the issues at hand heavily border on alleged gross misconduct and criminal betrayal of public trust which are serious offenses under our laws.

“This apparent inclination towards covering up sleaze in the polity is already pitching the institution of the Senate against Nigerians who are demanding answers on the matter. Of course, the widely condemned suspension of Senator Ningi does not provide answers to the budget padding allegation.


“It is indeed unfortunate and a huge smear on the image of the Senate, as the highest lawmaking and probity Institution in the country, that its Presiding Officer has found himself in a quagmire of alleged sleaze and betrayal of public trust.

“Our party therefore stands with Senator Ningi for his courage in seeking probity and accountability in the polity.”

Debate has reignited around transparency of the 2024 Appropriation Act after Senator Abdul Ningi’s claims of a missing N3.7 trillion was backed by a civil society group, BudgIT.

Ningi’s Allegations:

During a recent Senate session, Senator Ningi (Bauchi Central) raised concerns about the lack of detailed project breakdowns for a significant portion of the N28.78 trillion budget. He specifically highlighted an absence of granular information regarding N3.7 trillion, sparking accusations of “budget padding” from some quarters.

BudgIt Weighs In:

Seun Onigbinde, co-founder of the advocacy group BudgIT, appeared on Channels Television’s “Politics Today” program. While he disputed Ningi’s claim of a “parallel budget,” he acknowledged the lack of transparency in specific allocations.

“There should be a detailed breakdown of the budget,” Onigbinde stated. “On that point, Senator Ningi is right. But to say that we are running two parallel budgets, I don’t think that’s factual.”

Onigbinde further said as the rowdy session by Senate was ongoing, the Budgit team fact-checked claims by Ningi.

He said, “As the Senate rowdy session was going on, we were also fact-checking and one of the things we found out is that we were not able to lay hold to the claim by Senator Ningi. A budget of N28.7trn was passed into law and we were not able to see where N3.7trn (was missing).

“Historically, there are items in the budget that don’t have breakdown like statutory transfers but that does not mean there is a certain level of capital projects by the Federal Government that was appropriated and does not have a breakdown.”

Breaking Down the Numbers:

Onigbinde elaborated, explaining that the National Assembly often provides a very broad summary of allocations for Ministries, Departments and Agencies (MDAs) and government-owned enterprises (GOEs) This lack of granular detail makes it difficult to understand exactly how the funds are being distributed and for what specific projects.


“The budget we have now have the ministries, departments and agencies (MDA) and the government-owned enterprise budget,” Onigbinde stated.

“Around N2trn of the budget presented by the President is the government-owned enterprises budget. So, if Senator Ningi says there is a N25trn budget, yes, that is the MDA’s budget. It’s different from the government-owned enterprises budget whose budget was now added.

“In the current budget, the National Assembly gave a very broad summary of its allocations but there are no detailed allocations on a granular level that everybody can understand.

“These are transparent issues and if you put all these together, that is around N3.5trn to N3.7trn. So, if that is what he (Ningi) wants to interrogate, that there are component of the budget where there are no breakdown, that is very factual.”

Transparency Concerns:

Onigbinde’s comments highlight a persistent issue in Nigeria’s budgetary process. Civil society organizations and citizens alike have long advocated for increased transparency in government spending. A lack of clear and detailed breakdowns can hinder public oversight and raise concerns about accountability.

Senator Abdul Ningi says the can of worms he opened in the Senate cannot be controlled.

The Senate slammed a 3-month suspension on Ningi, lawmaker representing Bauchi Central, over the allegations that N3.7 trillion was not traceable to any project in the 2024 budget.

The lawmaker made the claim in an interview he granted to BBC Hausa over the weekend.

Based on the wide interest generated by the issue, Ningi had addressed the media ahead of the next plenary sitting, saying although he was misrepresented in some quarters, he stood by what he said and was ready for any consequence.


Expectedly, when the upper legislative chamber sat on Tuesday, the issue was discussed as some of Ningi’s colleagues called for his suspension.

After Senator Olamilekan Adeola from Ogun West moved a motion for the issue to be discussed, the senate descended into chaos as Jarigbe Jarigbe, senator representing Cross River north, claimed that some “senior senators” got N500 million in the budget for constituency projects.

“Let us wash our dirty linen in public. If we want to go into those issues, all of us are culpable. Some senators here… so called ‘senior senators’… got N500 million each. I am a ranking senator, so I didn’t get. Did I go to the press?”

The discussion has dominated the media as many Nigerians have been asking their representatives at the senate to comment on the amount they got.

In compliance with the Federal High Court order, the Federal Government of Nigeria has filed terrorism charges against the detained President of Miyetti Allah Kautal Hore, Bello Bodejo.

In the terrorism charges dated March 12, Bodejo was accused of undermining the national security of Nigeria by establishing and arming an ethnic militia group without authorization.

Part of the charges read: “That you, Bello Bodejo, Male, Adult, on or before the 17th Day of January, 2024, at Lafia, Nasarawa State, within the jurisdiction of this Honourable Court, committed to commit an offence to wit: you established an ethnic militia known as Kungiya Zaman Lafiya without authorization and thereby committed an act prejudicial to national security and public safety, an offence punishable under Section 29 of the Terrorism (Prevention and Prohibition) Act, 2022.”

Bodejo was arrested on January 23 at the Miyetti Allah’s office in Karu Local Government Area of Nasarawa State over the alleged unveiling and arming of a vigilante group.

The Attorney General of the Federation, Lateef Fagbemi (SAN), filed a motion ex parte on February 5 seeking to remand Bodejo pending the conclusion of the investigation by DIA and his arraignment in court.

Justice Inyang Edem Ekwo of the Federal High Court in Abuja had, upon the ex parte application, ordered that Bodejo be remanded for 15 days.

At the expiration of the 15 days on February 22, the judge gave the Federal Government seven days to file a charge against Bodejo.


However, at Wednesday’s proceedings, the Defence Intelligence Agency (DIA) in Abuja declined to produce the detained President of Miyetti Allah before the Federal High Court for arraignment.

Following the absence of the detainee in court, Justice Ekwo asked the counsel to the federal government, Y.A. Imana, if charges had been filed against Bodejo.

The judge said, “This court made an order that you should charge the detainee before a court of competent jurisdiction. Where is the evidence that you filed the charges before this court?”

The government lawyer, however, explained that the charge was filed yesterday, but the judge wondered why the charge was not before him.

At this point, Bodejo’s counsel, Mohammed Sheriff, informed the Court that he had filed an application seeking his client’s unconditional release from the Defence Intelligence Agency’s custody.

The counsel pleaded with the court to hear the bail application of his client.


He said, “Our bail application is dated February 26, 2024, and is seeking to admit the applicant to bail pending arraignment before a competent court.”

The prosecution counsel, Y.A Imana, however, vehemently objected to the request for bail of the detainee on the ground that charges against him have to do with undermining the national security of the Federal Republic of Nigeria and urged the court to dismiss the application.

She said, “We pray this court to dismiss the bail application of the detainee because it is a matter that touches on national security.”

Justice Ekwo, after taking arguments from lawyers, fixed March 22 for ruling on whether to grant the bail request or not.

After over a decade of insurgency in the North-east, there has been a significant escalation of terrorism in the North-west zone of the country. From Kaduna, Zamfara, Niger, Katsina and Sokoto states, reports of killings, kidnappings, the destruction of properties and other forms of degradation of human lives continue to cascade ad nauseam. It is not, therefore, shocking that a recent report attributed to a UN study, claims that 24 terror-cells exist in 30 forests in the region, with many of them in Katsina State.

The figure, whether exact or a learned conjecture, signifies that it is not in doubt that there are recurrent and widespread acts of barbarity evident in kidnappings, killings and the raping of women and teenagers in the zone. Their inherent anguish and lamentations are devastating. No fresher evidence could be more hideous than last Thursday’s kidnapping of 100 pupils of LEA primary school; and another 187 students of a college – all in Chikun Local Government Area of Kaduna State.

A total of 287 young Nigerians were corralled into a nearby forest by the terrorists, without any intelligence for security operatives to immediately trail them and rescue the victims. The dust of protests from residents of the same Chikun LGA, who barricaded the Abuja-Kaduna Highway a few days earlier, over incessant terror attacks, had yet to settle, when this latest dastardly incident occurred.

Kaduna and Borno states are yoked together in last Thursday’s harvest of bestialities. Boko Haram terrorists abducted hundreds of people from an Internally Displaced People (IDP) camp last week. Initially, 200 people were reportedly involved. But Amnesty International’s aggregate is over 400. The two ugly episodes serve as cruel reminders of the 2014 abduction of Chibok School girls. About 100 of them are still unaccounted for. The abductions are a brutal indictment of the country’s security system. Needless to say, the IDP camps ought to be government’s sites for the safe custody for these unfortunate Nigerians.

Kidnapping is an act of terror, according to the country’s anti-terrorism statute, yet the authorities seem to have lost sight of this fact.

President Bola Tinubu reacted angrily to the two tragedies, directing the rescue of the victims. “Nothing else is acceptable to me” he insists. But the First Lady, Remi Tinubu, was even angrier, describing the terrorists as “animals” who deserve capital punishment. She called on state governments to see to this. These are good vibes. But immediate result-oriented action is what is needed, rather than rhetoric.

Echoes of these savageries were loud in the chambers of the House of Representatives penultimate week, when one of its members, Aliyu Abubakar from Katsina State, moved a motion for President Bola Tinubu to take action in neutralising the terror-cells and halt this gradual but steady descent into the abyss of barbarism in Nigeria. Similarly, the Senate resolved last Wednesday that the National Assembly leadership will meet the President over the escalating insecurity across the country. A senator, Emmanuel Udende from Benue North, had decried how 54 persons from his constituency were massacred a few days ago by assailants who remain elusive.

In a fit of rage and helplessness, residents recently blocked the Dutsinma-Katisna Highway and burnt tyres over the incessant banditry and kidnappings in Bichi, Wurma and neighbouring communities. Early in January, bandits emerged from the forest and shot sporadically at a convoy of vehicles carrying traders to the market. Six of these traders were killed.

The sadism was reminiscent of the killing of nine persons in October 2023, when the headquarters of Danmusa Local Government Area was attacked; among the dead was a former caretaker chairman, Dauda Mai Iyali. Apart from Damusa, Kankara, Jibia, Safana and Batsari LGAs are others under this terror siege. Governor Dikko Radda of Katsina State has recruited 1,500 Community Watch Corps, who are armed to reinforce regular security personnel. But the level of the monstrosity is beyond his ken, with the security under the remit of the Federal Government as encapsulated in the Constitution.

As villagers and traders are easy targets of these attacks, so are students. Late last year, five female students of Katsina State University were kidnapped, an evil fate 24 students of Federal University of Gusau suffered too. The Chairman, Christian Association of Nigeria (CAN), Kaduna State chapter, Joseph Hayub, recently disclosed that N250 million was paid as ransom to terrorists for the release of 121 students of Baptist High School, kidnapped in 2021. The last of the victims, Treasure Ayuba, escaped from the kidnappers’ den recently, prompting the CAN chairman to heave a sigh of relief and visit Governor Uba Sani of Kaduna State, where he made the disclosure.

Forests like the Kwiambana Games Reserve, Madada and others that straddle many states in the region are behemoths in this crisis, in the absence of enough forest rangers, or their lack, to checkmate the activities of terrorists who have made these nebulous territories their hideouts. Underworld kingpins like Ali Kachallah and Godo Gida, with a large army of non-state actors, operating from these fortresses need to be taken out. Virtually, all state governors from the zone have visited the president to solicit for more military or security presence in their domains to route these criminals.

Given how these terrorists migrate from one state to another when security forces attack them, well-coordinated and simultaneous aerial bombardments of the forests, guided by intelligence, for maximum effect, is now a necessity. Marching 287 students into a forest, as it has just happened in Kaduna, is emblematic of zero security presence in the area, as in most rural communities across the federation. This is a deplorable situation! In the South-east, Biafran irredentists are active in their various cells, killing mostly security personnel and citizens who dare them.

It appears governments at all levels are no longer conscious or mindful of the sanctity of life as enshrined in the 1999 Constitution, as amended. Section 33 (1) states, “Every person has a right to life and no one shall be deprived intentionally of his life…” This inalienable right, we dare say, has been lost in Nigeria.

President Tinubu has acknowledged that vast areas of the country are not policed or are under the authority of non-state actors, evident in his recent acquiescence to devolve policing in the country. With Nigeria’s unwholesome experience in the last two decades, and no sign of insecurity abating, Tinubu has to effectively walk his talk: “We shall reform our security doctrine and its architecture.” This was a self-imposed task on his inauguration on 29 May, 2003.

Perhaps, unknown to him, security on his watch is ineluctably gravitating towards the Muhammadu Buhari regime’s highway of hopelessness. In January, a coalition of Civil Society Organisations (CSOs) put the number of Nigerians killed since Tinubu assumed office at 2,423, while 1,872 were kidnapped. Initial signals lent credence to this prognosis, with 629 Nigerians reportedly killed within his first 45 days on the seat, as claimed by the International Centre for Investigative Reporting, quoting SMB Intelligence data. Information from the Nigerian National Tracker indicates that 89,920 people were killed in the first seven years of the Buhari administration – from 29 May, 2015 to May 2022. These were Nigerians failed by the state and nobody is held to account.

All are agreed that: “The security architecture of Nigeria has failed woefully” as Ahmad Lawan, a former President of the Ninth Senate, put it last week when the mayhem in Benue State was debated in the red chambers. This is a crass failure of political leadership and violence to the Constitution, in view of the primacy of the protection of lives, in the hierarchy of governance.

At Tinubu’s instance, a committee has been set up to plumb the depths of setting up state police in the country. The sub-national governments are in concert with this; and they have to work, putting in place granite legislative and administrative frameworks. The new policing paradigm must include a mechanism for the federal government to seize control in any state where the state police are abused, just as the National Assembly does in taking over the functions of a state house of assembly in a time of emergency. Nigeria is a federation, and should be made to function accordingly.


Consequently, enormous responsibility is placed on the non-performing National Assembly in this arduous task. The lawmakers should read the sarcastic lips of Senator Abbah Morro, and stop their hopeless motions of: “…We urge the security chiefs… We urge NEMA,” when Nigerians are routinely massacred. They have over the years failed to give Nigeria a constitution that would have addressed these challenges. The military’s inability to halt the downward spiral in insecurity is not for want of trying. They have been overstretched, performing their duties and those of the police.


Above all, the President must excise the duplicitous DNA of the Buhari regime that made it shield 400 Bureau de change operators, who are alleged terror financiers, from prosecution. These purported criminal elements were identified by the UAE. Those who thrive on terror entrepreneurship are oxygen to this evil enterprise. Tinubu, prosecute them and see the difference. Otherwise, insecurity of more embarrassing dimensions will spiral.

The Comptroller-General of the Nigeria Customs Service, Mr Adewale Adeniyi, on Saturday, said that only President Bola Tinubu has the prerogative to reopen the borders in the country.

He stated this during an interaction session with members of the Kongolam border community in Mai’adua Local Government Area of Katsina State.

Adeniyi, who was reacting to agitations for the reopening of the borders, assured that engagements and consultations were being held regarding the issue.

“Once consultations are concluded, a decision will be taken on the matter,” he said.


Continuing, Adeniyi assured that the Service will focus on removing obstacles militating against free trade in line with the present administration’s agenda of fostering economic prosperity.

The News Agency of Nigeria reports that CG maintained that proactive measures had been employed to reduce the number of checkpoints along the border posts and promote synergy between the Service personnel and traders.

“We are conscious of the concerns of the border communities, particularly with regard to the number of checkpoints and the closure of land borders.


“I assure you that our operations are always guided by law, and we only operate on delegated powers.

“We have communicated the concerns and complaints by residents of the border communities to the President and because he has listening ears he directed that we should release confiscated food items, on the condition that they will only be sold in the Nigerian markets,” he said.

Adeniyi, who also visited former President Muhammad Buhari and the Emir of Daura, Alhaji Umar Faruq-Umar, disclosed that the Service is collaborating with the Police and other sister agencies to address obstacles militating against free trade in the border areas.

“We know that there are markets around our borders, and we know that not all of them are targeted at taking goods across the borders.

“We will continue to monitor and ensure that food produced in Nigeria remains and is consumed in Nigeria. This is because we are in a period of national emergency that has to do with food insufficiency.

“And that is why we must collectively work together to assist the government to enforce the various laws prohibiting exportation of food items at this time,” he stressed.

The Comptroller-General of Customs (CGC), Bashir Adewale Adeniyi, has said that President Bola Tinubu has directed the Nigerian Customs Service to return all seized grains to their owners for onward retailing in the Nigerian markets.

The CGC disclosed this during a stakeholder meeting at Kwangwalam, a border town in the Maiadua Local Government Area of Katsina State on Saturday.

He said the directive was given by the president in his magnanimous gesture of ensuring that people of the country have enough food to buy at cheaper prices from the markets.

He said, however, the return of the confiscated food items to the owners was based only on the condition that it would be sold in the Nigerian markets.

“The whole idea is to promote food security and ensure that Nigerians will not be living with hunger and Mr President considers this as one of the strategies that can help address the problem of food security.

“We have over 120 trucks of food items for export seized, which means a lot of food items were taken out of our markets, leading to the unavailability that created some pressure on the prices of these food items. So, we hope that by the time we restock our markets, it will have some positive effects on the prices,” he said.

The Northern Senators Forum has said its consultants have uncovered N3trillion unexplained increase in the N28 trillion 2024 budget signed by President Bola Tinubu.


The forum said the unexplained increase, which was skewed against the north in particular and Nigeria in general, was unacceptable.

The chairman of the forum, Abdul Ningi (PDP, Bauchi Central), said this in an interview aired on the BBC Hausa Service on Saturday.

Ningi said, “For the past three months, we have engaged consultants to review the budget for us. We have some experts who are working on it line by line.

“We have seen the huge damage that was done not only to the north but to the entire country in that budget. We are supposed to sit with the Senate President to inform him about what we have observed.

“We want to show him what we have seen in the budget that is not acceptable; we will not accept them, and we don’t want the country to continue spending money on those things.

“Apart from what the National Assembly did on the floor, there was another budget that was done underground, which we didn’t know.

“The new things we have discovered in the budget were not known to us. We haven’t seen them in the budget that was debated and considered on the floor of the National Assembly.”


Speaking about discoveries made by the consultants engaged by the forum, Ningi said, “For example, it was said that there was a budget of N28 trillion, but what was passed was N25 trillion. So there is N3 trillion on top.

“Where are they? Where is it going? So, we need to know this. There are a lot of things. We are coming up with a report, and we will show the president himself and ask him if he is aware or not.

“This is what we intend to do. We are to meet the president. We will talk to him about the Mambila power project, Ajaokuta, and the River Niger dredging. We will talk to him about the Niger Republic. Recently, they said they would construct a dam; this is not good for us.

“The action taken by ECOWAS has affected the relationship between Nigeria and Niger. There was an agreement that they would not construct a dam so that the Kainji Dam would be intact, and we would give them electricity in return.

“Over one billion US dollars was spent on Mambila, the BBC has reported. Where is that money? Who collected the money? We need to know and see what can be done. This Mambila is like the future of the North. Every part of the country has its own symbol that will save it in the future.


“One of our weaknesses in the north is that we don’t love ourselves and our region so much that we don’t care about the future. We are just living anyhow. We just love the region in our mouths, not at heart, and I am seriously worried about that.”

Tinubu hasn’t done well

The NSF Chairman explained that the fact that he is a member of the opposition Peoples Democratic Party (PDP) does not distract from his patriotic disposition as a Nigerian and representative of the people.

He said, “First of all, I want you to know that I am a member of the Peoples Democratic Party (PDP) and a representative of the people. Based on my opinion, the government hasn’t performed to our expectations.

“Things are getting worse compared to when President Bola Ahmed Tinubu took the leadership of the country. People are going through a lot of difficulties. We live in villages.

“We are going there to interact with them, and they are lamenting seriously. They have nowhere to go, so they have no one to express their grievances to other than us.


“I think Bola Ahmed Tinubu didn’t even understand this country, and he didn’t understand the difficulties of ruling a country like Nigeria. Probably he has his own idea of what governance is, but I don’t blame him so much because when he was campaigning for the seat, there was no agreement or promise between him and the people.

“People were just blinded and voted for him because he supported former president Muhammadu Buhari when he was contesting. Some even voted for him because he is a Muslim; as such, he needed their vote on whether he could or could not do the right thing for the country.

“But the most painful thing is that Northerners stood for him and did all they could to bring him to power, but unfortunately, there was no agreement between them and the president on what should be done to the North and the Northerners.

“Especially taking into consideration the importance and significant projects that North has been yearning for and aspiring to get for a long. For example, the Ajaokuta project, the Mambila power project, the dredging of the Niger River, and other notable projects.

“What mostly disturbs my sleep is that we had a budget in 2013 and 2014 in which we earmarked billions of naira, but it was neglected by President Goodluck Jonathan. When President Buhari came, we thought it was one of the projects he would pay attention to, but unfortunately, it wasn’t possible for over eight years.


“Even road construction like Kano-Abuja is not yet completed, as if it were cursed by someone, despite the road being the soul of our travellers in the North.

“Indeed, we don’t attack the government as the opposition is supposed to do. But this is a result of the situation and the government we have. These so-called leaders they forced on us were not voted for by us.

“They brought religious issues and ethnic and tribal issues into the process; they used propaganda, saying that no Hausa/Fulani would be trusted to lead the opposition because there would be no peace.

“If you look at it from this scenario, the majority of those in opposition are from the Northeast and the Northwest, but we were not allowed to be the leaders of the opposition in the Senate.

“This is one of the reasons why we said we would go back and look at what is happening under the umbrella of the Northern Senators Forum, which is under my leadership.


“But you can’t do everything here because it involves members of the ruling and opposition parties. It is very difficult to challenge the ruling party under that umbrella once you want the unity of the North.“

He also spoke about the recent decision by the Federal Government transfering some departments of federal agencies to Lagos.

Ningi said, “I will speak not as a member of the opposition but as a northerner. As a Northerner, I know that this is going to happen. We heard about it, and we saw several examples in the past that tell us that all this is possible.

“But as I speak, our people, especially the leaders, are yet to take any action to find the solution. That is why I am not even surprised.

“These things that are happening are of two categories. Some affect the North only, and some affect the entire country. What we are doing now as leaders of the Forum of Northerners is trying to address the problem or reduce its strength without allowing politics to come in.


Security challenges in the North

“These security challenges are happening in the North. There is nowhere in the South where someone will be abducted and spend seven days in custody of the abductors.

“Look at Katsina, Zamfara, and Benue. I am even afraid that one day we will wake up and see that states like Zamfara have been taken away from the country. It is possible, going by what is happening.”
