The Nigeria Customs Service (NCS) on Friday announced that the federal government has approved the suspension of the 25 percent penalty previously imposed in addition to import duty on improperly imported vehicles. Following reports that the Central Bank of Nigeria, CBN, has cleared all valid foreign exchange backlogs, foreign airlines, yesterday, questioned the claim. President of Association of Foreign Airlines and Representatives in Nigeria, AFARN, Mr Kingsley Nwokeoma, who spoke to Vanguard, called for evidence of payment. Nwokeoma said: “If they’ve paid, they should let us know how much has been paid. Where is the evidence of payment? They should show us evidence of payments and we will thank them because payment is what we want. The backlog of trapped funds made foreign airlines stop releasing low inventory tickets.” Nwokeoma also said although foreign airlines have been told to get their funds from the banks using the rate of the I & E window, they refused because the current I & E window rate differed from what they used in selling tickets. Last night, Acting Director, Corporate Communications, Mrs Hakama Sidi Ali, in a statement, said CBN had concluded the payment of $1.5 billion to settle obligations to bank customers, effectively settling the residual balance of the FX backlog. Ali stated: “The Central Bank of Nigeria has announced that all valid foreign exchange backlogs have now been settled, fulfilling a key pledge of the CBN Governor, Mr Olayemi Cardoso, to process an inherited backlog of $7bn in claims. “Clearance of the foreign exchange transactions backlog is part of the overall strategy detailed in last month’s Monetary Policy Committee meeting to stabilise the exchange rate and thereby curb imported inflation, spurring confidence in the banking system and the economy.” With $812.2 million, Nigeria tops the countries that account for 68.0 per cent of blocked funds. • 130 farmers killed in four Benue LGs, 28 in Sokoto, sorghum production falls by 90% in Borno • Benue farmers lose N1.1bn to attacks, Sokoto growers pay N3bn ransoms, N5m paid in Delta No fewer than 165 farmers have lost their lives to attacks by bandits, who have hindered access to farms across the country, findings by The PUNCH have shown. Farmers in Benue, Sokoto, Niger, Plateau, and other states, in separate interviews with our correspondents on Tuesday, lamented that they did not only lose crops to the rampaging bandits but many of their colleagues were also killed by the hoodlums. They added that they had abandoned their farms following the rising attacks by the bandits. Out of the 165 farmers killed this year, the highest number was recorded in Benue State, where 130 of them were killed by the bandits. The Association of Nigerian Farmers in the state told The PUNCH on Tuesday that 130 farmers were killed by bandits in four local government areas of the state this month (March). Also, in Sokoto State, 28 farmers have been killed since the beginning of the year, while six farmers lost their lives in Niger State during bandits attacks. One farmer was murdered by bandits in Plateau State. In Sokoto State, the association lamented that not less than N3bn had been paid by its members as ransoms to bandits, who kidnapped them from their farms. There has been an upsurge in banditry recently with over 295 victims being held hostage by kidnappers in Sokoto, Kaduna, and Borno states. Lamenting the implications on farming The Benue State Chairman of the AFAN, Aondongu Saaku, told The PUNCH that six farmers were kidnapped in the state in the last two weeks. According to him, farmers lost over N1.1bn to bandits’ attacks in the last few months in Benue State. Saaku said, “The figure I will give you is for March alone so you can know the gravity of what farmers in the state are passing through. “Six farmers were kidnapped in their farms. No fewer than 130 farmers were also killed in Kwande, Ukum, Agatu, and Apa LGAs.” Asked to quantify what his members might have lost, the Benue State AFAN chairman replied, “It’s difficult to quantify because how do we quantify those farm crops that were harvested and burnt by the bandits? “It’s huge. We will be talking about something around N1.1bn, because many farmers lost the whole farm, some over 100 bags of rice, several thousands of tuber of yams and the seeds, cassava chips, corn and a host of others.” Saaku stated that going to the farm now was between life and death, “because in as much as one doesn’t have another source of income, you have to risk it and go to the farm. If you are caught and killed, that is your fate; and if you go and come back alive, it’s your luck.” He, however, called on the Federal Government to declare a state of emergency on security, warning that Nigerians were at risk of heavy famine shortly if nothing is done to arrest the insecurity plaguing the country. Farmers in Borno State noted that the production of sorghum and other crops had fallen by 90 per cent in the state. Eight Delta farmers On their part, farmers in Delta State stated on Tuesday that about eight of them were kidnapped last week and paid between N1m and N5m each as ransoms. Farmers in Ika North-East and Aniocha South Local Government Area of Delta State said they could not access their farms following the incessant kidnapping in the state. A farmer, Mr Okwudili Uti, in the Ute-Okpu community, said, “My brother we passing through hell now, as I speak we cannot go to farm again. The kidnappers have been kidnapping our people. “In Ute-Okpu, Ute-Erumu, Abavo and communities around the Ika North-East, recently when the kidnapping started, we usually go to farms in groups. But last week, about eight farmers were kidnapped, and some paid ransoms of between N1m and N5m. “Our farm produce have all gone bad in the farms because we cannot go to the farm even in groups, due to the fear of being kidnapped.” The Chairman of the All Farmers Association of Nigeria, Delta State, Mr Rechard Asemina, said virtually all the farmers in the state could not access their farms. “Currently, not only farmers in Ika North-East and Aniocha South but also those in Ugheli, Abraja, and other places cannot access their farms. We don’t know what to do now. We are appealing to the government to come to our aid because we are in trouble in Delta State. “Even those who summon courage and manage to get to their farms, find out that your farm produce has been damaged by cows.’’ Sokoto loses over N3bn Also, the Chairman of AFAN in Sokoto State, Jamilu Sanusi, said members lost over N3bn to ransom payments to bandits in the state. He also explained that over 80 per cent of people in the internally displaced persons camps in Sokoto were farmers. Sanusi stated, “We are the major people who suffer most when we talk of these bandits’ activities in the state. Over 80 per cent of those people you see at the various IDP camps are farmers who are all displaced by the activities of the so-called bandits. “If I have to give you a rough estimate of how much money we have paid to these people in the past two years, it should be more than N3bn. “This is apart from what we are losing on each farming season as a result of our people who have to abandon their farms and relocate to IDP camps for fear of being attacked. “Not less than 10,000 hectares of land could not be cultivated for over three years now, in which in each farming season, a farmer can make up to N1m or more. About 28 farmers have been killed this year. “ Sanusi called on the state government to sustain the tempo of the state security outfit, Sokoto Community Guard Corps, stressing that with their presence in the remote areas, security might improve when compared to what obtained in the past. In Plateau State, farmers stated that they were constantly under threat of being kidnapped by bandits. The state Chairman, AFAN, Sako Danboyi, said he was in a meeting when contacted over the issue, but a farmer in Bokkos LGA, Stephen Garuba, confirmed the development. Garuba said, “I cannot tell you how many of our members have been kidnapped, but honestly, farmers in Bokkos are having a lot of challenges, especially in the area of security. “We are finding it difficult to go to our farms. In some communities like Yelwa Nunu, the residents who are mainly farmers are yet to return to the community after they were initially chased away by bandits. Even we that are in Bokkos town are not safe either. Some weeks ago, a man was shot dead and his wife was kicked by some hoodlums who attacked his house. “So, you can understand what we are facing. We are aware of the efforts of the state government to protect farmers and ensure that they go to the farm, but more should be done to achieve the objective.” The Chairman of AFAN in Jos North LGA, Umar Fodio, expressed hope that with the renewed support to farmers in the state by the state government, farmers would heave a sigh of relief in the coming rainy season. Farmers in Niger State now avoid their farms in some local governments notorious for bandits attacks. The farmers adopted this practice as the last option after the bandits operating in those troubled areas persistently attacked and abducted farmers who dared to defy them. The bandits had also reportedly set farm produce worth millions of naira ablaze and demanded that the farmers must pay levies before they would be allowed to harvest their crops. Some of these Local Governments include Munya, Shiroro, Meriga, Paikoro, Rafi Mashegu, Wushishi and Borgu. There are 25 local government areas in the state. In one of the incidents which occurred in 2023, the bandits reportedly killed 55 farmers and abducted a good number of them including women and children. In February, this year the bandits reportedly killed six farmers and abducted over 20 women. In another incident in February, security operatives were said to have rescued 16 farmers kidnapped at Dan-Gunu Community of Munya Local Government Area of Niger State. The bandits reportedly stormed the community and kidnapped the victims, including pregnant women and children. Munya LGA Chairman, Abdulhamid Najume, confirmed the attack and explained how the victims were rescued when he said, “We had an emergency security meeting after which we mobilised security operatives and dispersed them to go after the bandits. “Luckily, they were able to rescue all the kidnapped victims. Currently, they are receiving medical care at a hospital after which they will be reunited with their families.” A leader of the Rice Farmers Association in Minna, the state capital, Abdullah Imam, said farmers avoid anything to do with those Local Governments known for attacks by bandits. “No farmer wants to lose his life or even his farm produce. Everyone is avoiding those places. Even farmers whose ancestral homes and farmlands used to be those places have given them up. It is better to lose farmlands than lose one’s life. “The government and the military must do something to address the problem. These bandits are still there and imagine the vast land in those places. Now farmers don’t want to go near those places because of bandits. This will surely have an impact on the harvest of the coming year because if farmers do not farm on those lands the harvest will not be much,” Imam said. This came as farmers in Ondo State, under the auspices of the Cocoa and Plantain Farmers Association of Nigeria, appealed to President Bola Tinubu to find urgent solutions to the incessant bandit attacks on farmers and their produce. The group lamented the countless number of farmers who lost their lives, while many had been kidnapped on the farms. Speaking in Akure, Ondo State capital, the National President of the Cocoa and Plantain Farmers Association of Nigeria, Mr Ayodele Ojo, decried the incessant killing of farmers and destruction of their farmlands. He said, ”We don’t know what is happening. The insecurity in the land is getting out of hand. We want Mr. President to look into it as a matter of urgency. Farmers cannot access their farms to harvest their farm produce even though the produce is due for harvest. “Bandits have harvested some of the farm products, they kidnap our members (farmers) while we also pay ransom for their freedom. “Some of the hoodlums are now in control of the farms of some of our members, and we are in a very difficult situation now because we are not allowed to visit our farms again. Many of us have not been to the farms for weeks now because of the fear of being kidnapped.” Farming declines in Nasarawa Farmers in Nasarawa State also lamented that the issue of banditry and kidnapping in the state had stopped many of them from going to their farms. Farmers who were victims of recent attacks in Keana and Nasarawa Eggon local government areas of the state expressed deep concern over the persistent attacks on their communities by yet-to-be-identified gunmen. They, therefore, called on the security agencies to as a matter of urgency, provide adequate security to communities prone to attacks across the state. One of the farmers in the Keana LGA, Musa Yamusa, stated that quite several farmers in the area had deserted their homes and completely stopped going to farms as a result of the insecurity in the area. “What we are passing through in our farms is not easy to describe. The situation is quite pathetic. Before now, we did go to our farms daily but since the insecurity increased in the state, we have not been frequent at our farmlands because we are scared of being attacked by gunmen. “We need assistance from both the federal and state governments to address the security challenges. They should assist us in this predicament because most of us rely solely on farming. If we do not go to our farms, we will not be able to eat or take care of our families,” he stated. Another farmer in the Lizzin-Keffi area of Nasarawa Eggon LGA, Alaku Ibrahim, said the activities of bandits in the area had made many farmers lose their valuables, adding that they were most times attacked by the bandits while going to their farms. Speaking on the security situation in the state, the Senior Special Assistant to Governor Abdullahi Sule on Public Affairs, Peter Ahemba, said the state government was already collaborating with security agencies to provide adequate security for all residents of the state. He said, “Insecurity is a thing of concern in almost every state of the federation at the moment. But as a responsible government, we will continue to do everything within our power to collaborate with the security agencies to ensure that all residents of Nasarawa State do not go through any kind of challenge in accessing their farmlands or going about their daily activities. “Governor Abdullahi Sule is fully ready to serve the people of the state, and I can assure you that the security of everyone in Nasarawa State is a top priority to him.” In Borno State, though no one could put a figure on the number of farmers killed in the state, it should be noted that in the 2023 farming season, no fewer than 100 farmers were reportedly butchered. At least 30 of them were slaughtered by the terrorists as they were clearing the fields for the cultivation of crops, as this happened across the local government areas of Jere, Mafa, and Konduga, which surround the Maiduguri metropolis. The state Chairman of the Sorghum Farmers and Marketers Association of Nigeria, Goni Alhaji Adam, said production of Sorghum in the state had fallen by 90 per cent “While I can only say hundreds, reported and unreported, have been killed by Boko Haram across the state over the last few years, terror activities have drastically reduced sorghum and related crops production to between 80 percent and 90 percent,” he stated. The Secretary, AFAN, Ogun State, Mr Abiodun Ogunjinmi, said farmers in the state were currently contending with the problem of indiscriminate grazing by some ruthless herders, stressing that this posed a threat to food security. Although he noted that the state had not recorded abductions or killing of farmers lately, some herders had through their indiscriminate grazing continued to destroy farmers’ investment in the state. Kaduna rice farmer In Kaduna, farmers under the aegis of the Rice Farmers Association of Nigeria, have also lamented over the security challenges in the state. They said they could no longer access their farms due to insecurity in the state. Speaking to The PUNCH, Chairman of the Kaduna Chapter of the Association, Alhaji Mohammed Umar Numbu, the security situation had forced their members to stay home for fear of being attacked by bandits. He stated, “It has instilled fears in farmers such that they can no longer venture into their farms. A federal High Court in Abuja has refused to grant an ex-parte motion filed by the Deputy Governor of Edo State, Philip Shaibu, seeking an interim order to stop the impeachment process by the state’s House of Assembly. This was contrary to reports by other news outlets that the court had granted the order. In the motion marked FHC/ABJ/CS/321/2024, the Edo State Government, Edo State Governor, Edo State House of Assembly, Edo State House of Assembly Speaker, the Clerk of the Assembly, the Chief Judge of Edo State, Inspector General of Police and Director General of the Department of State Services were listed as the first to eighth defendants. Shaibu, in the suit, sought an order of the court restricting the third to fifth defendants from commencing any process by issuing a notice of allegation, holding proceedings, or setting up any panel of investigation for his removal pending the hearing of a motion on notice. He also sought an interim injunction restraining the defendants, whether by themselves or their agents, from interfering with the subject matter of the originating summons filed in the suit either by way of taking any adverse actions in relation to any attempt or process targeted at his removal from office as the deputy governor of Edo State pending the hearing of the motion on notice. Other reliefs sought are: “An order of interim injunction restraining the 1st to 8th defendants, whether by themselves, their agents, privies, servants, officials, representatives, and or any other person or authority acting through them, from preventing the plaintiff either by threat of removal from office or adverse actions capable of hindering the plaintiff from performing his official duties and discharging his responsibilities as the Deputy Governor of Edo State, including attending State Executive Council meetings, functions and other duties. “An order of interim injunction directing the defendants herein jointly, whether by themselves, their agents, privies, servants, officials, representatives, or any other person or authority acting through them, to maintain status quo ante bellum prevailing before the issuance of the purported notice or petition to commence removal of the Plaintiff from office pending the hearing and the final determination of the motion on notice. ” However, in the ruling dated March 13, which was sighted by DAILY POST correspondent on Tuesday, the trial judge, Justice James Omotosho, declined the deputy governor’s prayers. A man, Stephen Moses, has expressed shock after paternity tests disclosed that he is not the biological father of his two-year-old son. He said he had not been able to recover from the shocking revelation of his supposed child having a sickle cell genotype, when he has an AA genotype while his wife is AS. Moses said that he felt the need to confirm the boy’s paternity following the child’s several battles with sickle cell. He revealed this while appearing on a popular television programme, The Justice Court, saying two different tests confirmed that he is not the biological father of the boy, Teri-Oluwa. In several tweets on his X handle on Monday where he tagged a now-viral video of the court session, Moses wrote, “I am still in awe of how we got here. We got married precisely May 21, 2016. A year down the line she got pregnant and gave birth on her birthday November 8, 2018. “The first crisis the baby had, we spent thousands in hospital and that’s when we first discovered he was SS. “At this point, I was confused. She first told me it was the enemy that was doing us through the boy. I didn’t believe and at the same time, I didn’t argue with her. I started doing my research to see if it was possible for AA + AS to produce SS.” According to him, before the paternity was proven, his in-laws arrested him claiming he had not been providing upkeep for the child. On the possibility of the child being swapped at birth, Moses said it was slim as he was present in the labour room during the birth. While reacting, the wife said Moses’ story was true but disagreed with the results. In her defence, she said that Moses did not discuss with her before carrying out the DNA test. She said, “All that is said is true but when we were first diagnosed, why couldn’t he tell me that we should go for DNA? And meanwhile, he didn’t even come out straight that he wanted to do a DNA test. He started misbehaving in the house and sometimes he wouldn’t even come home until my brother said I should let him know whenever my husband was around. “One day he was around and my brother came and that was when he said what was happening because I didn’t know anything. The Rebuild Arewa Initiative for Development (RAID) has condemned the Senate’s decision to suspend Senator Abdul Ningi for three months for expressing concern over irregularities in the 2024 national budget. Addressing a press conference in Abuja, the group called for his swift and unconditional reinstatement. President of the group Balarabe Rufai said Ningi’s three month suspension is a matter of great concern that needs to be approached with seriousness and sensitivity. “It is important to us that we navigate this situation with the utmost respect for all parties involved and for the principles that guide our democracy. “This suspension extinguished the senator’s esteemed privileges and effectively muted a voice that had become a staple in our political discourse,” he said. Ahead of the September 21 Edo State governorship election, at least 30 leaders of the All Progressives Congress (APC) from Edo South Senatorial District (Benin) have endorsed Omoregie Ogbeide-Ihama as running mate to the governorship candidate of the party, Senator Monday Okpebholo. The leaders gave the endorsement at a meeting attended by top former governorship aspirants and other critical stakeholders from Edo South in Abuja. Among those present at the meeting were Pastor Osagie Ize-Iyamu, General Charles Airhiavbere (rtd), Lucky Imasuen, Senator Matthew Urhoghide, among others. Ogbeide-Ihama, a former member of the House of Representatives and a formidable politician from Edo South, until recently, was a member of the Peoples Democratic Party (PDP). The popular Edo politician, who controls the structure of the Dan Orbih-led faction of the PDP in Edo South, is moving into the APC with thousands of supporters and PDP party leaders from the senatorial zone. It was gathered that his movement to the party and his endorsement by leaders from the largest senatorial district in Edo State may earn the APC the needed victory from Edo South during the polls. Addressing State House correspondents after a meeting with Tinubu at the Presidential Villa, on Friday, secretary of the forum, Alphonsus Oga Eba, said insecurity in the country was discussed in their meeting. Eba, stated that “On the question of the kidnap of pupils in Kaduna State, yes it forms one of the issues about the general insecurity in the country that we raised as a matter of concern to Mr. President. “We said we are more concerned because from our position, it is very clear there are a lot of distractions going on in this country. Investigations by this newspaper reveal that certain institutions and senatorial districts, with influential representatives in both the National Assembly and executive arms of government, manipulate the national budget to their advantage. An analysis of the 2024 national budget has exposed disparities, with some senatorial districts receiving as low as N6-7 billion, while others, such as Akwa Ibom North West Senatorial District, home to Senate President Godswill Akpabio, received a substantial N21 billion allocation from the Federal Ministry of Agriculture and Food Security and the Federal Ministry of Women Affairs alone. This figure excludes allocations from other ministries to the same zone. After over a decade of insurgency in the North-east, there has been a significant escalation of terrorism in the North-west zone of the country. From Kaduna, Zamfara, Niger, Katsina and Sokoto states, reports of killings, kidnappings, the destruction of properties and other forms of degradation of human lives continue to cascade ad nauseam. It is not, therefore, shocking that a recent report attributed to a UN study, claims that 24 terror-cells exist in 30 forests in the region, with many of them in Katsina State. The figure, whether exact or a learned conjecture, signifies that it is not in doubt that there are recurrent and widespread acts of barbarity evident in kidnappings, killings and the raping of women and teenagers in the zone. Their inherent anguish and lamentations are devastating. No fresher evidence could be more hideous than last Thursday’s kidnapping of 100 pupils of LEA primary school; and another 187 students of a college – all in Chikun Local Government Area of Kaduna State. A total of 287 young Nigerians were corralled into a nearby forest by the terrorists, without any intelligence for security operatives to immediately trail them and rescue the victims. The dust of protests from residents of the same Chikun LGA, who barricaded the Abuja-Kaduna Highway a few days earlier, over incessant terror attacks, had yet to settle, when this latest dastardly incident occurred. Kaduna and Borno states are yoked together in last Thursday’s harvest of bestialities. Boko Haram terrorists abducted hundreds of people from an Internally Displaced People (IDP) camp last week. Initially, 200 people were reportedly involved. But Amnesty International’s aggregate is over 400. The two ugly episodes serve as cruel reminders of the 2014 abduction of Chibok School girls. About 100 of them are still unaccounted for. The abductions are a brutal indictment of the country’s security system. Needless to say, the IDP camps ought to be government’s sites for the safe custody for these unfortunate Nigerians. Kidnapping is an act of terror, according to the country’s anti-terrorism statute, yet the authorities seem to have lost sight of this fact. President Bola Tinubu reacted angrily to the two tragedies, directing the rescue of the victims. “Nothing else is acceptable to me” he insists. But the First Lady, Remi Tinubu, was even angrier, describing the terrorists as “animals” who deserve capital punishment. She called on state governments to see to this. These are good vibes. But immediate result-oriented action is what is needed, rather than rhetoric. Echoes of these savageries were loud in the chambers of the House of Representatives penultimate week, when one of its members, Aliyu Abubakar from Katsina State, moved a motion for President Bola Tinubu to take action in neutralising the terror-cells and halt this gradual but steady descent into the abyss of barbarism in Nigeria. Similarly, the Senate resolved last Wednesday that the National Assembly leadership will meet the President over the escalating insecurity across the country. A senator, Emmanuel Udende from Benue North, had decried how 54 persons from his constituency were massacred a few days ago by assailants who remain elusive. In a fit of rage and helplessness, residents recently blocked the Dutsinma-Katisna Highway and burnt tyres over the incessant banditry and kidnappings in Bichi, Wurma and neighbouring communities. Early in January, bandits emerged from the forest and shot sporadically at a convoy of vehicles carrying traders to the market. Six of these traders were killed. The sadism was reminiscent of the killing of nine persons in October 2023, when the headquarters of Danmusa Local Government Area was attacked; among the dead was a former caretaker chairman, Dauda Mai Iyali. Apart from Damusa, Kankara, Jibia, Safana and Batsari LGAs are others under this terror siege. Governor Dikko Radda of Katsina State has recruited 1,500 Community Watch Corps, who are armed to reinforce regular security personnel. But the level of the monstrosity is beyond his ken, with the security under the remit of the Federal Government as encapsulated in the Constitution. As villagers and traders are easy targets of these attacks, so are students. Late last year, five female students of Katsina State University were kidnapped, an evil fate 24 students of Federal University of Gusau suffered too. The Chairman, Christian Association of Nigeria (CAN), Kaduna State chapter, Joseph Hayub, recently disclosed that N250 million was paid as ransom to terrorists for the release of 121 students of Baptist High School, kidnapped in 2021. The last of the victims, Treasure Ayuba, escaped from the kidnappers’ den recently, prompting the CAN chairman to heave a sigh of relief and visit Governor Uba Sani of Kaduna State, where he made the disclosure. Forests like the Kwiambana Games Reserve, Madada and others that straddle many states in the region are behemoths in this crisis, in the absence of enough forest rangers, or their lack, to checkmate the activities of terrorists who have made these nebulous territories their hideouts. Underworld kingpins like Ali Kachallah and Godo Gida, with a large army of non-state actors, operating from these fortresses need to be taken out. Virtually, all state governors from the zone have visited the president to solicit for more military or security presence in their domains to route these criminals. Given how these terrorists migrate from one state to another when security forces attack them, well-coordinated and simultaneous aerial bombardments of the forests, guided by intelligence, for maximum effect, is now a necessity. Marching 287 students into a forest, as it has just happened in Kaduna, is emblematic of zero security presence in the area, as in most rural communities across the federation. This is a deplorable situation! In the South-east, Biafran irredentists are active in their various cells, killing mostly security personnel and citizens who dare them. It appears governments at all levels are no longer conscious or mindful of the sanctity of life as enshrined in the 1999 Constitution, as amended. Section 33 (1) states, “Every person has a right to life and no one shall be deprived intentionally of his life…” This inalienable right, we dare say, has been lost in Nigeria. President Tinubu has acknowledged that vast areas of the country are not policed or are under the authority of non-state actors, evident in his recent acquiescence to devolve policing in the country. With Nigeria’s unwholesome experience in the last two decades, and no sign of insecurity abating, Tinubu has to effectively walk his talk: “We shall reform our security doctrine and its architecture.” This was a self-imposed task on his inauguration on 29 May, 2003. Perhaps, unknown to him, security on his watch is ineluctably gravitating towards the Muhammadu Buhari regime’s highway of hopelessness. In January, a coalition of Civil Society Organisations (CSOs) put the number of Nigerians killed since Tinubu assumed office at 2,423, while 1,872 were kidnapped. Initial signals lent credence to this prognosis, with 629 Nigerians reportedly killed within his first 45 days on the seat, as claimed by the International Centre for Investigative Reporting, quoting SMB Intelligence data. Information from the Nigerian National Tracker indicates that 89,920 people were killed in the first seven years of the Buhari administration – from 29 May, 2015 to May 2022. These were Nigerians failed by the state and nobody is held to account. All are agreed that: “The security architecture of Nigeria has failed woefully” as Ahmad Lawan, a former President of the Ninth Senate, put it last week when the mayhem in Benue State was debated in the red chambers. This is a crass failure of political leadership and violence to the Constitution, in view of the primacy of the protection of lives, in the hierarchy of governance. At Tinubu’s instance, a committee has been set up to plumb the depths of setting up state police in the country. The sub-national governments are in concert with this; and they have to work, putting in place granite legislative and administrative frameworks. The new policing paradigm must include a mechanism for the federal government to seize control in any state where the state police are abused, just as the National Assembly does in taking over the functions of a state house of assembly in a time of emergency. Nigeria is a federation, and should be made to function accordingly. Consequently, enormous responsibility is placed on the non-performing National Assembly in this arduous task. The lawmakers should read the sarcastic lips of Senator Abbah Morro, and stop their hopeless motions of: “…We urge the security chiefs… We urge NEMA,” when Nigerians are routinely massacred. They have over the years failed to give Nigeria a constitution that would have addressed these challenges. The military’s inability to halt the downward spiral in insecurity is not for want of trying. They have been overstretched, performing their duties and those of the police. Above all, the President must excise the duplicitous DNA of the Buhari regime that made it shield 400 Bureau de change operators, who are alleged terror financiers, from prosecution. These purported criminal elements were identified by the UAE. Those who thrive on terror entrepreneurship are oxygen to this evil enterprise. Tinubu, prosecute them and see the difference. The Comptroller-General of the Nigeria Customs Service, Mr Adewale Adeniyi, on Saturday, said that only President Bola Tinubu has the prerogative to reopen the borders in the country. He stated this during an interaction session with members of the Kongolam border community in Mai’adua Local Government Area of Katsina State. Adeniyi, who was reacting to agitations for the reopening of the borders, assured that engagements and consultations were being held regarding the issue. “Once consultations are concluded, a decision will be taken on the matter,” he said. The chairman of the forum, Abdul Ningi (PDP, Bauchi Central), said this in an interview aired on the BBC Hausa Service on Saturday. Ningi said, “For the past three months, we have engaged consultants to review the budget for us. We have some experts who are working on it line by line. “We have seen the huge damage that was done not only to the north but to the entire country in that budget. We are supposed to sit with the Senate President to inform him about what we have observed. “We want to show him what we have seen in the budget that is not acceptable; we will not accept them, and we don’t want the country to continue spending money on those things. “Apart from what the National Assembly did on the floor, there was another budget that was done underground, which we didn’t know. “The new things we have discovered in the budget were not known to us. We haven’t seen them in the budget that was debated and considered on the floor of the National Assembly.” Speaking about discoveries made by the consultants engaged by the forum, Ningi said, “For example, it was said that there was a budget of N28 trillion, but what was passed was N25 trillion. So there is N3 trillion on top. Senate to pass 2024 budget today “Where are they? Where is it going? So, we need to know this. There are a lot of things. We are coming up with a report, and we will show the president himself and ask him if he is aware or not. “This is what we intend to do. We are to meet the president. We will talk to him about the Mambila power project, Ajaokuta, and the River Niger dredging. We will talk to him about the Niger Republic. Recently, they said they would construct a dam; this is not good for us. “The action taken by ECOWAS has affected the relationship between Nigeria and Niger. There was an agreement that they would not construct a dam so that the Kainji Dam would be intact, and we would give them electricity in return. “Over one billion US dollars was spent on Mambila, the BBC has reported. Where is that money? Who collected the money? We need to know and see what can be done. This Mambila is like the future of the North. Every part of the country has its own symbol that will save it in the future. “One of our weaknesses in the north is that we don’t love ourselves and our region so much that we don’t care about the future. We are just living anyhow. We just love the region in our mouths, not at heart, and I am seriously worried about that.” Tinubu hasn’t done well The NSF Chairman explained that the fact that he is a member of the opposition Peoples Democratic Party (PDP) does not distract from his patriotic disposition as a Nigerian and representative of the people. He said, “First of all, I want you to know that I am a member of the Peoples Democratic Party (PDP) and a representative of the people. Based on my opinion, the government hasn’t performed to our expectations. “Things are getting worse compared to when President Bola Ahmed Tinubu took the leadership of the country. People are going through a lot of difficulties. We live in villages. “We are going there to interact with them, and they are lamenting seriously. They have nowhere to go, so they have no one to express their grievances to other than us. “I think Bola Ahmed Tinubu didn’t even understand this country, and he didn’t understand the difficulties of ruling a country like Nigeria. Probably he has his own idea of what governance is, but I don’t blame him so much because when he was campaigning for the seat, there was no agreement or promise between him and the people. “People were just blinded and voted for him because he supported former president Muhammadu Buhari when he was contesting. Some even voted for him because he is a Muslim; as such, he needed their vote on whether he could or could not do the right thing for the country. “But the most painful thing is that Northerners stood for him and did all they could to bring him to power, but unfortunately, there was no agreement between them and the president on what should be done to the North and the Northerners. “Especially taking into consideration the importance and significant projects that North has been yearning for and aspiring to get for a long. For example, the Ajaokuta project, the Mambila power project, the dredging of the Niger River, and other notable projects. “What mostly disturbs my sleep is that we had a budget in 2013 and 2014 in which we earmarked billions of naira, but it was neglected by President Goodluck Jonathan. When President Buhari came, we thought it was one of the projects he would pay attention to, but unfortunately, it wasn’t possible for over eight years. “Even road construction like Kano-Abuja is not yet completed, as if it were cursed by someone, despite the road being the soul of our travellers in the North. “Indeed, we don’t attack the government as the opposition is supposed to do. But this is a result of the situation and the government we have. These so-called leaders they forced on us were not voted for by us. “They brought religious issues and ethnic and tribal issues into the process; they used propaganda, saying that no Hausa/Fulani would be trusted to lead the opposition because there would be no peace. “If you look at it from this scenario, the majority of those in opposition are from the Northeast and the Northwest, but we were not allowed to be the leaders of the opposition in the Senate. “This is one of the reasons why we said we would go back and look at what is happening under the umbrella of the Northern Senators Forum, which is under my leadership. “But you can’t do everything here because it involves members of the ruling and opposition parties. It is very difficult to challenge the ruling party under that umbrella once you want the unity of the North.“ He also spoke about the recent decision by the Federal Government transfering some departments of federal agencies to Lagos. Ningi said, “I will speak not as a member of the opposition but as a northerner. As a Northerner, I know that this is going to happen. We heard about it, and we saw several examples in the past that tell us that all this is possible. “But as I speak, our people, especially the leaders, are yet to take any action to find the solution. That is why I am not even surprised. “These things that are happening are of two categories. Some affect the North only, and some affect the entire country. What we are doing now as leaders of the Forum of Northerners is trying to address the problem or reduce its strength without allowing politics to come in. Security challenges in the North “These security challenges are happening in the North. There is nowhere in the South where someone will be abducted and spend seven days in custody of the abductors. “Look at Katsina, Zamfara, and Benue. I am even afraid that one day we will wake up and see that states like Zamfara have been taken away from the country.
