*Senate vows to take action on power rates hike on resumption


About 24 hours after raising the electricity tariff for premium customers by over 230 per cent, Vice Chairman of the Nigerian Electricity Regulatory Commission (NERC), Dr. Musiliu Oseni, yesterday, defended the decision, stressing that it will bolster electricity supply nationwide.

Oseni insisted that the move will help reduce incidence of national grid collapses as well as encourage increased investment in the power sector.Speaking during an interview on Arise Television, Oseni, however, added that the commission was implementing measures to prevent any exploitative practices by distribution companies towards customers. He stressed that a situation room will be established to collect and address customer complaints from those impacted by the tariff adjustment.


Equally yesterday, NERC made available the key indices that led to a review of electricity prices for Band ‘A’ customers from N68 to N225 per kilowatt hour.In its “Supplementary Order to the Multi-Year Tariff Order (MYTO) 2024”, seen by THISDAY, NERC listed a rise in Nigeria’s inflation by 12 per cent between January and April this year, US inflation upsurge by three per cent, and Nigeria’s exchange rate increase by 59 per cent within the four months of 2024 as some of the reasons.

NERC also stated that there had been a 63 per cent rise in generation cost, 34 per cent rise in transmission and administration cost, as well as 11 per cent hike in the price of gas-to-power, saying they are other justifications for the move.But speaking on the poor electricity supply in recent times due to the national grid collapse, Oseni said it had to do with the reduction in gas supply to some power plants and lack of maintenance of facilities by the generation companies.He stated, “One factor that was responsible for this last one had to do with the reduction in gas to one of the power plants and also you have the issues of a lack of maintenance by the generation companies.“The question is what contributed to that were both dip in the supply of gas as well as generation companies’ inadequate maintenance, which boils down to money.

“Any investor will not invest when there is no path to recovery. For instance, the generation invoice for January stood at N240 billion. So, based on the current Distribution Companies (Discos) charges before yesterday, they can only be mandated to pay about 10 per cent of that.“That means the market will only do about 10 per cent of the invoice and how do you operate such a market and you expect quality service? So, those are part of the issues that we need to address.

“The factors responsible for grid collapse, if there is no liquidity, has serious implication on the quality of supply. Generation Companies (Gencos) not being able to pay for gas supply, not being able to maintain their machines as expected or as required is a recipe for poor quality of supply and grid collapse.“So, it is part of the issues, that we believe if the market is liquid enough, definitely will be addressed.”Oseni acknowledged potential short-term inflationary effects of the decision, but expressed confidence that tariff adjustments would lead to long-term improvements in service quality and market stability.

He added that NERC remained committed to addressing industry challenges and promoting transparency in the electricity market.Oseni added that the establishment of a complaints department underscored the commission’s dedication to consumer welfare and service excellence.He said, “The commission has a number of mechanisms in place for monitoring the performance of the distribution companies. First and foremost, the distribution companies were directed some months back to install smart meters on their feeders, and on the basis of that, they get data being streamed into the data system.

“And initially, we developed an application protocol interface to extract the data from the system and stream the data from the system into the commission. However, we realised that there are some challenges with that because sometimes the technology also fails.“So, we now mandated them to grant access directly to the commission into the meter data management system so that as they get information, we are also getting it directly. And as part of the system being put in place, NERC has a call centre that any customers that feel exploited can naturally call. So the call centre has been put in place to ensure that customer’s complaints are addressed.“In the next few days, the commission would release contacts of the situation room for people who feel exploited or probably have poor service delivery, starting with the 15 per cent that would be affected by this review.”In addition, in the supplementary order by NERC, it said, “The Discos shall set up a rapid response team to ensure effective service delivery on the committed minimum hours of supply to each service Band commencing with Band A feeders effective from April 3, 2024.“The team shall ensure timely response to customers’ complaints, fault clearing and alignment with TCN regional teams for effective load management and optimised dispatch to respective feeders.“Disco’s shall publish the contact numbers of the service rapid response team for each customer cluster/business unit on its website and circulate the same to the customers via bulk SMS, commencing with Band A clusters no later than 12 noon, Friday April 5, 2024.“Discos are obligated to publish daily on its website a rolling seven-day average daily hours of supply on each Band A feeder no later than 09:00 am of the next day.”The order stated that where the Disco failed to deliver on the committed level of service on a Band A feeder for two consecutive days, the Disco shall on the next day by 10am publish on its website an explanation of the reasons for the failure and update the affected customers on the timeline for restoration of service to the committed service level.It stated, “Where the Disco fails to meet the committed service level to a Band A feeder for seven consecutive days, the feeder shall be automatically downgraded to the recorded level of supply in accordance with applicable framework.“The Disco is mandated to continuously ensure upward migration of customers from the lower service bands to Band A service level in line with the target on improvement in quality of service.”However, Socio-Economic Rights and Accountability Project (SERAP) said it was suing the government of President Bola Tinubu over the “arbitrary” increase in electricity tariff.SERAP, in a post via its official X account, asked the Tinubu government to reverse the “unlawful” tariff increase.The rights group urged the president to reverse the increase pending the hearing of the suit it instituted against the increase.SERAP stated, “We’re suing the Tinubu administration over the arbitrary increase in electricity tariff from N66 to N225, despite the difficult economic realities in the country, and the pending lawsuit on the matter.“The Tinubu administration must reverse the apparently unlawful increase in electricity tariff from N66 to N225 pending the hearing and determination of the suit we filed on the matter, to protect the integrity of the judicial process and the rule of law.”The Senate also pledged to take action that will favour Nigerians regarding the increase in electricity tariff on its resumption plenary on April 16.Chairman, Senate Committee on Media and Public Affairs, Yemi Adaramodu, gave the assurance while speaking with journalists in Abuja.According to NERC, Band A customers are those who enjoy 20 hours of electricity supply daily. It was also revealed that customers under this classification represented 15 per cent of the 12 million electricity customers in Nigeria.The NERC vice chairman clarified that the review would not affect customers on the other bands.However, the senate spokesperson said relevant committees of the upper chamber were watching the situation and would take a position favourable to Nigerians on its resumption.Adaramodu said, “The relevant senate committees on power are studying the situation. You know we are on recess now. When we resume, they will present their findings to Senate at plenary. We won’t abandon Nigerians.”He maintained that the senate would not show indifference to any policy that would add to the economic burden of Nigerians.The senate had earlier rejected pronouncement by the Federal Ministry of Power to approve the proposed hikes in electricity tariff by distribution companies.The senate also rejected plans to remove electricity subsidy, given the present hardship in the country.The red chamber consequently directed its Committee on Power to investigate the over N2 trillion required for electricity subsidy payment, other debts owed in the sector, and the state of metering in the country.The senate’s resolutions were sequel to consideration and approval of a motion moved by Senator Aminu Abbas (PDP, Adamawa Central) during plenary on the need to retain subsidy on electricity in the country for the foreseeable future.

Following the approval of a 300 per cent electricity tariff hike by the Nigerian Electricity Regulatory Commission on Wednesday, DAILY POST outlines what Nigerians should know about the hike.

Recall that NERC approved 225 per Kilowatt for ‘Band A’ electricity customers in Nigeria.

The development represents a significant shift from electricity subsidy in the Nigeria Electricity Supply Industry amid persistent epileptic power supply nationwide.

Customers Affected by Hike

NERC said that only Band A customers received at least 20 hours of power supplies from the eleven electricity distribution companies.

According to the Vice Chairman of NERC, Musiliu Oseni, only 15 per of the 12.12 million electricity customers in Nigeria are affected.

He explained that the tariff hike would not affect customers on B, C, D, and E, having less than 20 hours of power supply.

Implication of New Electricity Tariff

The hike implies that electricity consumers under Band A will pay 300 per cent more to get a power supply.

This means a complete electricity subsidy removal for customers under Band A.

However, the hike will not lead to an improvement in the electricity supply to the affected customers.

Date of hike commencement

According to the new tariff order, Discos commenced the implementation of the new electricity tariff on Wednesday, 3rd April 2024.

This means customers under Band A have begun paying 300 per cent more for electricity.

Meanwhile, since January 2024, customers across all bands have suffered epileptic power supply in Nigeria.

The Minister of Power, Adebayo Adelabu, blamed gas constraints for the erratic power supply in Nigeria.

ASABA — The Chief of Defence Staff, CDS, General Christopher Musa, has given reasons residents of Okuama in Delta State are yet to have access to their homes days after the military took over the community.


The CDS spoke on a day the chairman of the Okoloba community in Delta State, Mr. Clement Koki, alleged that the people of Okuama hired the mercenaries who killed the military men in the riverside settlement.

Recall that Okuama and Okoloba communities have been embroiled in a communal clash which preceded the killing of the military personnel.

Speaking on Arise TV, Gen Musa said troops were currently conducting a cordon and search operation in the community (as arms and ammunition of the killed in-action troops have not been recovered).

It would be recalled that irate youths who are suspected residents of Okuama working with some other suspects on March 14, ambushed and murdered the Commanding Officer of 181 Army Amphibious Battalion, two majors, one captain and 13 soldiers
The Defence Headquarters had said the troops were attacked while responding to a distress call, arising from a clash between Okuama and Okoloba communities, both in Delta State.

Eight suspects have since been declared wanted in connection with the brutal murder of the military personnel by Defence headquarters.

Gen Musa stated that Governor Sheriff Oborevwori of Delta State and residents of Okuama where the attack took place, have no access to the community because the security agencies were carrying out a “cordon and search” operation in the area.

He also said the Nigerian Army was not taking laws into its own hands by declaring wanted, some persons wanted over the killing of the 17 officers and men.

“We are currently conducting a cordon and search in the community. Cordon and search operation means we are searching every nook and cranny within the community because they have a lot of illegal funds from crude oil theft.

“They have bought a lot of weapons. It is for us to thoroughly clean the community to ensure that no weapon, no explosive is left in the community. I can tell you that at the end of the operation, residents of the community will always go back,” he said

Meanwhile, Okoloba community has accused Okuama of being behind the killing of officers and men of the Nigerian Army in their domain.

Chairman of the Okoloba community, Mr. Clement Koki, enmeshed in a communal row with the Okuama community, where 17 soldiers lost their lives on March 14, has alleged the people of Okuama hired the mercenaries who killed the military men in the riverside settlement.

Okoloba, an Ijaw community in Bomadi Local Government Area Delta State, shares a boundary with Okuama, an Urhobo community in Ughelli South Local Government Area of state.

Chairman of the Okoloba community, Clement Koki, who reacted to the account of an Okuama leader detailing how soldiers and villagers died in the community, and how an Okoloba leader escorted the Army to the community on March 14, exclusively published by Vanguard on April 2, maintained that the narration was “full of fabricated lies and complicity”

On his part, the Chief of Army Staff, Lt. Gen T. A. Lagbaja, at the Nigerian Army’s Civil-Military Cooperation Media Chat for the first quarter of 2024, in Asaba, capital of Delta State, yesterday, urged the media to refrain from inadvertently amplifying the activities of undesirable elements.

What prompted Okuama to hire fighters – Okoloba leader, Koki
Koki told Vanguard: “We are the people that have been tolerating their excesses for decades, and now, they are taking our friendly disposition for foolishness. We are no fools. We are just being friendly and hospitable, acknowledging that they are our brothers, Akugbene’s strangers, and have been accommodating them all this while.

“But instead of appreciating our benevolence, they sought to embark on a reckless journey of territorial expansion to take over our God-given heritage. And it is that inordinate ambition and sheer recklessness that prompted them to hire mercenaries to kill the 17 soldiers on that ill-fated day, March 14, 2024.

“We, the people of Okoloba, have always been calling on the state government to intervene in the brewing crisis before the evil act of killing the soldiers on a peace and rescue mission at Okuama.

“The state government, the army (JTF), the Police, the DSS, and NSCDC, the local government authorities as well as other well-meaning members of the public can attest to that. Therefore, no amount of falsehood can exonerate them from the dastardly killing of the 17 soldiers.

“The lies against Okoloba and her indigenes in the said publication on April 2, 2024, are not well-cooked and are baseless, which exposed their evil agenda against us from the onset. More so, the said publication is self-embarrassing and and indictment.

“We unequivocally state here that Okoloba community did not encroach into Okuama land, and that we have always maintained the peace before and after the Peace Pact both communities signed at Government House, Asaba.

“For the records, Okoloba community has never encroached into Okuama land, it is all fallacies. Okuama has been the aggressor, even as they are now.

“The assertion of the blood-letting by Okuama people that Okoloba people encroached on their land is even an aberration because the Okoloba Federated Community maintains a boundary originally with Akugbene community, not Okuama.

“Perhaps, Okuama people have suddenly forgotten that they are ‘Akugbene visitors’. When they ran for a haven from the onslaught of the traducers because of kingship installation in Ewu Kingdom, they ran to Akugbene, our brothers, who gave them land to farm and fish.

“But suffice it to say that they (Okuama) even trespassed on Akugbene land (their benefactor), and that led to several court cases, notable among which is the 1945 judgment that pinpointed their settler’s status.

“In the same vein, they trespassed into Okoloba beyond the land Akugbene gave them magnanimously, and are now claiming that we, Okoloba, trespassed into their land.

“The question we, Okoloba, ask is ‘can you give what you do not have?’ They, the Okuama people, do not own any land. How can settlers that were running for safety and our brothers, Akugbene, gave them their land to fish and farm, now claim that they own land that we encroached on? It does not add up.”

DIAG absolves Ijaw leader accused by Okuama
However, the Delta Ijaw Advocacy Group, DIAG, in a statement by its chairman, Augustine Okporu, said: “Our attention has just been drawn to an article trending online with the caption, ‘The Real Cause of the Crises at Okuama Community in Ughelli South LGA of Delta State that Led to Military Invasion’.

“We have taken the liberty to address some misinformation in the publication regarding the recent crisis in Okuama community. It is crucial to separate facts from falsehood.

“First, we would like to emphasize that the publication circulating in the media space is fake and should not be taken seriously. The publication has no identifiable author and, therefore, lacks any credible source.

“However, it was confirmed in the said publication that Okuama people killed Nigerian soldiers, and members of the community have not denied this aspect of the publication until this moment.

“The faceless author in promotion of his hatchet job accused a former Director General of NIMASA of instigating an attack on members of Okuama community and that human sacrifice takes place at Egbesu Shrine in Okoloba community.

“We wish to state clearly that the said former NIMASA boss is a responsible and respectable Ijaw leader, who has never been known to engage in violent and senseless actions. He has over the years, in the public service record and private life, promoted peaceful coexistence among different ethnic nationalities.

“Ijaw tradition is against engaging in human sacrifices for whatever purpose, such actions are alien to Ijaw people and the publication is a deliberate falsehood.

“Therefore, the negative remarks made against the former NIMASA boss are the handiwork of those who are promoting senseless inter-communal crises and killing of military officers to divert attention.

“Again, there was no time members of Okoloba community, led by the former NIMASA boss, attacked indigenes of Okuama community and killed anyone.

“All the allegations are unfounded, which are aimed at attributing blame to the wrong persons for the senseless killing of military officers in Okuama community.

“We, therefore, call on security agencies to investigate the source of the fake publication.

Soldiers never burnt the Egbesu shrine
“Additionally, the publication alleges that the Nigerian Army went to Okoloba community to burn down the Egbesu Shrine.
“We say there was no such incident and there is no reason to do so. That is the handiwork of the bloodthirsty and warmongering Okuama people.

“The claim that the tradition in some Ijaw communities requires that the mother of a king must be of Urhobo origin is a big lie! This is false and far from the truth. There is no such tradition in any Ijaw community.

“We, however, unequivocally condemn the gruesome killing of the 17 soldiers and joined the call for a comprehensive investigation to bring the perpetrators to justice.’’

Speaking at the media chat, the Chief of Army Staff, Lt. Gen T. A. Lagbaja, said the actions of non-state actors aiming to undermine the security, welfare, and overall prosperity of the country would be significantly diminished, and almost nonexistent without the collaboration of certain unpatriotic and unscrupulous individuals.

Lagbaja, who was represented by the General Officer Commanding, GOC, 6 Division/ Land Component Commander, Joint Task Force, South-South Operations, Delta Safe, Major Gen. Jamal Abulssalam, said the Nigerian Army was aware of the complexities and difficulties presented by the current security landscape in the country.

He advised the media to refrain from inadvertently amplifying the activities of undesirable elements, saying terrorists, insurgents, and other deviant groups thrive on attention and exploit propaganda to instill fear in law-abiding citizens.
His words: “In this regard, the unprovoked killing of some of our troops carrying out their constitutional assignments in Okuoma community of Delta State comes to mind.

“The dastardly act was executed in the most barbaric and cruel manner, which is unacceptable and condemnable. I urge the media to refrain from inadvertently amplifying the activities of these undesirable elements.

“Terrorists, insurgents, and other deviant groups thrive on attention and exploit propaganda to instill fear in law-abiding citizens. Through our collective efforts, we can effectively combat insecurity, and restore peace to our country.”
Lagbaja said the theme of the event, “Imperatives of Military-Media Partnership for the Attainment of National Security” underscored the critical role collaboration between the military and media plays in safeguarding national security.

Oborevwori should speak to Deltans on Okuama/Okoloba incident – Dr Ughwanogho
In a similar development, former governorship candidate in the state, Dr. Ovie Ughwanogho, has urged the governor, Sheriff Oborevwori, to address the state on update around the Okuama and Okoloba boundary dispute that resulted in the killing of 17 soldiers

Ughwanogho, on his Facebook wall, said: “The governor of Delta State should, without further delay, address the people of the state on the security situation in the state, particularly as it relates to the crisis in Okuama and Okoloba.
“The state belongs to all of us, and in a crisis like this, the leadership must keep the people informed of what is happening and the efforts being made to resolve the issues.


“A state-wide broadcast by the governor will be reassuring and will have the effects of reducing misconceptions and anxieties. Media aides making statements here and there does not cut it. The people want to hear from the governor.”

The Founder and President of Anap Foundation, Mr. Atedo Peterside, has urged Nigerians to rise up against perpetrators of state capture who according to him, had deprived over 200 million Nigerians the opportunity to enjoy a Nigerian that could work for their advancement and progress.

Peterside, made the call yesterday, in Lagos when he delivered a keynote address at the 4th Nigerian Leadership Colloquium in Honour of Pastor Ituah Ighodalo’s 63rd Birthday with the theme “Mistakes Nigeria Made.”


He described perpetrators of state capture as public officials and business elites that believed that it was their divine right to corner all the resources of the country and leave the rest of the citizens with handfuls of crumbs.

He stated that the dangerous thing about state capture, which made it worse than corruption, was that it could be achieved and sustained through legal and constitutional instruments.

Peterside said: “We must not give up. Those of us who are not beneficiaries of state capture must make it a priority to fight for the rights of 200 million Nigerians.


“In the meantime we must hold every public officer accountable. Think about it, if we just leave them alone, no whistle blowing, no pressure on them; they will even capture more of the state.

“The rest of us who are not part of that state capture must constantly get involved in whistle blowing and shouting to the high heavens. It is like holding their feet to the fire. If we do not hold their feet to the fire there will be no change.


“The real enemies are those that are involved in state capture. You can be in APC, PDP or Labour Party and still be my enemy if you are involved in state capture.

“In 2012 when the economy was buoyant they bought Toyota Camry. But in 2023 when the economy has tanked they went for luxury SUVs. It is the same mindset of state capture of people believing that they can capture what they can and the rest of us cannot do anything about it.


“The point I am making is that those who are enemies of state capture must organise the opposition to be genuinely against state capture.”

He added: “Our task is to seek and encourage the few leaders whose sense of patriotism goes beyond seeking their share of the spoils.

“Indeed we must identify and celebrate the handful who continue to insist that their priority will remain seeking the greatest good for the greatest number of Nigerians.


“We must learn to put our trust in persons who still exhibit genuine belief in social justice and encourage them to deploy both modern and traditional tools to expand their networks and spread across the nation.”

The Chairman of the occasion, General Ike Nwachukwu (rtd), posed 38 questions that required genuine attentions in considering and proffering solutions to the “Mistakes Nigeria Made.”

Some of these questions included, “was our unwillingness to renegotiate Nigeria’s continued existence as a country a mistake?”


Nwachukwu added: “I believe that the solutions to Nigeria’s and its people’s problems will emerge when we candidly address and answer these questions and many more that will emerge from this colloquium.

“And I also believe that from these answers will come, quite easily, the will to do right by all manner of peoples and interest groups that form the main ingredients of the Nigerian state and country.

“The 2014 National Conference did. That is why all the delegates by consensus made the crucial recommendations to salvage Nigeria. And I strongly recommend that we do not set them aside.


“Only by courageously facing the truth can Nigerians and Nigeria begin to heal from the mistakes and hurts of the past and commence the transformation to a better future.”

In his contribution as one of the discussants, Dr. Reuben Abati of ARISE TV News, said Nigeria needed to capture its youths via education in order to have youths that could compete in the future.

Abati said: “We need to capture the youth population via education in a world that has become competitive. This should be a national priority and a national emergency so that we can have youths that can compete in the future.”


Another discussant, Professor Olubukola Oyawoye, said Nigeria’s greatest mistake was that, “we have not outlined our vision and our mission.”

The Celebrant, Pastor Ighodalo, said honest conversation was the only thing that could change Nigeria.

He said: “It is conversation, conversation, conversation. What is critical to me is that in this business of Nigeria we should go back and discuss Nigeria.

“If the foundation is not right we have to knock it down and build it again.”

ASABA — Senior Advocates of Nigeria, SANs, and retired judges, yesterday said the Nigerian Police Force, NPF, ought to handle investigations into the recent murder of 17 soldiers, and an unconfirmed number of villagers at Okuama in Ughelli South Local Government Area of Delta State.


The legal luminaries, who faulted the handing over of the traditional ruler of Ewu Kingdom, Delta State, HRM Clement Ikolo, one of the eight persons declared wanted by the Defence Headquarters, DHQ, Abuja, over the incident, by the Police to the Army, said it is not the constitutional duty of the Army to investigate the murder.


They advised the Army to return the monarch to the Police for proper inquiries into, and prosecution of the the murder cases.

Among those who spoke to Vanguard were former chairman of the Special Investigation Panel for the Recovery of Public Property, Okoi Obono Obla, SAN, Cosmos Enwelizor, SAN, Chief Magistrate E. O. Eferakoro, retd, former Attorney-General of Akwa Ibom State, Uwemedimo Nwoko, SAN, a retired President of the Delta State Area Customary Court, Miakpor Emiaso, and Hon. Justice Jonathan.E. Shakarho, retired Judge of the Federal High Court.

Police should handle investigations – Enwelizor, SAN
Cosmos Enwelizor, SAN, who spoke on the phone in Rivers State, said: “My take is that the Army should allow the Police do the investigation and punish whoever is found culpable in the crime committed.

“Every criminal matter should be handled by the police as enshrined in the constitution. Our constitution does not give power to the Army to declare any Nigerian wanted. The constitution does not also empower the Army to arrest and prosecute anybody. It is not their responsibility. It is only in Nigeria that you see the Army doing everything and this is not good for our constitution.

“The Army should refrain from committing a constitutional breach by declaring citizens wanted for criminal offences. It is only the Police that has the constitutional right to arrest, prosecute, and or declare anybody wanted and not the Army. If there is any crisis anywhere, the Police have the power to wade in and arrest the situation, not the Army.

“If you go to other countries, even in Africa, you can never see a soldier on the streets. The role of the Army is to protect the country’s territorial integrity, not to declare citizens wanted. How can the Army invade a community, Okuama, destroy everything, and then declare a king wanted?

“While I sympathize with the families of those 17 soldiers killed by hoodlums, I want to say that the killers of those soldiers might not necessarily be indigenes of the community.”


Army not empowered to probe murder – Obla, SAN
Also reacting yesterday, constitutional lawyer and former aide to ex-President Muhammdu Buhari, Obono Obla, SAN, told Vanguard in Cross River State: “The Army has no scintilla modicum of constitutional or statutory duty to investigate a case of murder.

‘’The constitutional or statutory responsibility of the Army is to defend the country against external aggression or anything that would compromise the country’s territorial integrity.

“The allegation against the suspects is that they murdered 17 soldiers. The army can arrest them. However, after that, they have to hand them over to the Nigeria Police Force which has the constitutional and statutory responsibility to detect and prosecute those who have committed crimes.

“Section 4 of the Nigeria Police Force Act 2020 lists the duties of the Police force to include prevention and detection of crime, apprehension of offenders, and preservation of law and order.

“The Army is part of the Armed Forces of the Federal Republic of Nigeria by Section 3 of the Armed Forces Act 2004. By section 3 (3), the Armed Forces shall be charged with the defence of the Federal Republic of Nigeria by land, sea, and air and with such other duties as the National Assembly may, from time to time, prescribe or direct by an Act.


Army has no right to declare anybody wanted – Eferakoro, retired judge
Speaking in Delta State, a retired Chief Magistrate E. O. Eferakoro, said it is an aberration for the Army to have declared the king wanted, advising his lawyers to file for fundamental human rights applications.

His words: “The Army does not have the right to declare anybody wanted. It is a function of the Police. Then, the Police in Delta State should not have handed the king over. The best they could have done is to hand him over to the Inspector-General of Police, and not the Army.

“At this stage, the king’s lawyers should go to court and file fundamental human rights applications. Ordinarily, as a citizen, since he heard that they declared him wanted, he did the right thing by submitting himself to the Police in charge of civil authority, not the army.

“I believe the lawyers should go to court. If they can be rehabilitating riff-raff in the north, why will they be declaring our own dead or alive and then putting a bounty on their head?

“Then, what was the Army’s mission to that place? There are conflicting stories. They should investigate these things; the Police should do the investigation. There are allegations by the youths that the Army came for an illegal operation and that some persons were using the Army. I believe they should investigate these issues.”

Army shouldn’t be involved – Emiaso, retired Customary court president
Similarly, a retired President of Delta State Area Customary Court, Miakpor Emiaso, said: “I do not think it is much of a constitutional issue, it is simply what the law is. It is not everything go to the constitution; there are things we do in our common world that are regulated, not necessarily on direct provisions in the constitution.

“We have different sources of law, the constitution is one of them. Of course, we have judicial precedence and then we have statutes.

“We run a country governed by law and the law spells out the limit where each person belongs, where your authority lies, and where it stops. We need to straighten out these things in the country.

“The military getting involved in the Okuama thing is in itself against the cannons of natural justice because here, they are the accusers and the prosecutors and apparently, they are going to be the judges.

“They are aggrieved, they are the ones that have been hurt. It is bad, it is terrible that people should kill our soldiers, persons who are in military uniform, raised hands against them, not just hit them, but kill them, snuff life out of them; it is highly condemnable.

“But we are saying that having happened that way, the military who are aggrieved are the accusers, they are now investigating what has happened, they have taken over the whole scene of the crime in Okuama, not allowing any other person to come into the place, not even the Police. You can, of course, predict the outcome of whatever investigation they are carrying out.

“Their decision eventually would match their preconceived notion of who did what in Okuama. In this situation, an independent neutral body stands some chance of being objective in what they do, and the outcome of what they would do, l align myself with that position. You cannot be a judge in your case.”

What the military is doing is illegal- Justice Shakarho, retd
On his part, Hon. Justice Jonathan. E. Shakarho, a retired Justice of the Federal High Court, said: “It is the Police that have powers to investigate and prosecute, all the Army is doing is illegality from beginning to end. If people come to my house to attack me, then I will bring my family people to fight them.

“You do not do that, you report to the Police, they will investigate, and those found culpable will be arrested and prosecuted. The Army is taking laws into its hands. They have killed civilians in so many states.

“The king did the right by saying, look I am innocent, let me hand myself over to the police, and he did that. Police were wrong to have handed him over to the Army. The Police hierarchy was wrong to allow it; the Inspector-General of Police should stop it. That is anarchy.

“You kill a naval officer, you give him a warrant to go and attack, you kill Air Force personnel, Air Force will go and attack, you kill an Army officer, and Army will go and attack? It is not done like that. Police should retrieve the king and carry out their investigation; they should be the ones to charge the matter to court.

“If they feel it is a murder case, then they will file information through the Ministry of Justice in the necessary High Court, not the Army. The Army has no right to prosecute any matter. Holding the king is illegal, even from the start of destroying Okuama and everything, it is illegal.

“Two wrongs do not make a right. Holding the traditional ruler in Abuja in military custody is an illegality, there is no justification in law.’’

Hand Delta monarch back to police after interrogation –Nwoko, SAN
Also reacting, former Attorney-General of Akwa Ibom State, Uwemedimo Nwoko, SAN, advised the Nigerian Army to hand the traditional ruler of Ewu Kingdom back to Delta State Police Command for proper investigation and prosecution.

Nwoko, who admitted that the constitution empowered only the Police to investigate murder cases, noted that the Okuama incident is a little bit complicated because it directly affected the Army, as the Police were not on the ground.


His words: “It is not as simplistic as people would like it to sound. First, they killed soldiers when they went for an operation. Whatever the name of the operation; whatever took them there is another issue, they were soldiers who were murdered.

“Since the soldiers are the direct victims of the attack, and being that they were the security team on the ground, there is nothing wrong with soldiers stepping in to take preliminary steps to apprehend the culprits or persons suspected to be involved.

“After apprehending suspects, they should immediately, after preliminary findings, hand them over to the civil authorities, the police, to now investigate because it is multiple murder cases that are being alleged. It is not within the powers of the Army to investigate murder or punish or prosecute.

“It is within the powers of only the Police to do that. Since the soldiers saw what happened, if they can arrest one or two persons, they should hand them to the police which represents civil authorities for proper investigation and prosecution.
“As of the time that Ewu traditional ruler surrendered himself to the police, do not forget that the army had cordoned off the scene of the crime, they had barricaded the entire community. The police do not know anything that happened there.

“The man that goes out to hand over himself to the police did the right thing. The Police, on the other hand, do not have access to the scene of crime, it is for them to say, soldiers, you were the people on the ground, what happened?


“For soldiers to give a packaged report to the civil authorities that would help in a proper investigation, they should also have the privilege of asking the suspects: who are you? Where do you live?”

Asked if a constitutional aberration is in the making, Nwoko responded: “The only problem we have is that the Army are the direct victims, so, they are the only people that can say this is what transpired.”

“If by tomorrow, that man or any other person arrested in respect of that matter is charged to court, any evidence given by any other person outside the soldiers that were on ground will be hearsay, and not admissible. The police that would prosecute him were not on the ground.

“Formally, since the man has reported himself, the Army should find out who he is and where he was on the day the incident happened, and then, package the report and hand him over to the police.’’

It’s in the army’s interest to hand over to the police- Afolabi, SAN
In Edo State, Olayiwola Afolabi, SAN, said: “The Nigerian Army is the complainant in this matter, so, the Nigerian Army, being the complainant, cannot investigate its case, they are working against themselves, it is wrong and in that way, the case will fail because the constitutional responsibility of investigating a crime is the police’s.

“The case in question is not a coup; it is not a coup plot. If it is a coup, the Nigerian Army has the right to investigate the coup plotters, but in this case, it is a criminal allegation of murder.

“They do not have the right to investigate it because by doing that, they are destroying the case against themselves. The police should investigate, and charge them to the court if found culpable.

“Now, you are the one that is alleging a crime, and you are the one that is investigating the same crime, it is wrong. It will be in their interest to hand over the investigation to the police and any statement they have obtained from those suspects. Constitutionally, it is wrong.

“Police will have to start afresh, there have been similar cases that the courts decided, and once this action by the army is continued, the case will fail from the onset.”

Govt ought to demand monarch’s release – Okpoko, SAN
Also speaking to Vanguard, Chief Thompson J. Onomigbo Okpoko, SAN, said: “The constitutionality of what happened when the police handed over the monarch to the army is neither here nor there. The duty to investigate criminal activities is that of the police, not the army.

“But because the army appears to be the complainant in the matter, the police ought to have been circumspect in handing him over to those who are complaining against the killing.

“The whole nation is complaining about the killing of our soldiers. The killing of the soldiers particularly touches me, if people cannot respect themselves, and do what is right, we should be able to say it.

“The monarch did what was right and surrendered himself to the police. The police ought to keep him and inform the army that the man has surrendered to them.

“Therefore, the police will have custody of the man, but you know the soldiers, they think force can resolve all disputes. If they go to the police and say this man who surrendered to you, we want him; if the police refuse to give him up, it may result in a crisis.

“To save the situation, the police handed him over to the army. The fact that they handed him over to the army is not a license for the army to humiliate the monarch, torture, or detain him beyond the period the constitution prescribes.
“It is a matter of compromise. As I said, the government should demand the release of the monarch and insist on an independent commission of inquiry to find out the truth.’’

Proclaiming monarch, 7 Urhobo natives wanted obnoxious – UPU
Meanwhile, the Urhobo Progress Union, UPU, the apex group of the Urhobo ethnic nationality in Delta State, has expressed displeasure with the action of the Nigerian Army in declaring the traditional ruler of Ewu kingdom, HRM Clement Ikolo, and Urhobo natives wanted over the killing of 17 soldiers, recently, in Okuama community, Ughelli South Local Government Area.

President General of the group in a statement, Chief Ese Gam, said: “The Urhobo nation condemn in its entirety this unprovoked declaration of eight prominent Urhobo sons and daughter wanted by the Nigeria army .

“First, what is the condition for this unwarranted declaration? Did the police or the army invite them? Did they refuse to come? We should not do things to attract media attention…

“This is a country of laws, if a person is to be declared wanted, it should be seen that there was an invitation and if the invitation is turned down, there should be a repeat invitation, but from nowhere, you say a professor, a lecturer in Delta State University, and the president general of Ewu Kingdom is declared wanted

“The police is the only body in this country that is empowered statutorily to arrest, investigate, and prosecute an alleged crime, here is a king (Ovie of Ewu Urhobo Kingdom) because he knows that his hands are clean, surrendered himself to the police, now, the police on their own handed over our royal majesty to the army.”

The former presidential candidate for the Labour Party, Peter Obi has described the Nigerian government borrowings as unproductive.

Obi stated this in a statement via his verified social media handle on Tuesday.

According to him, Nigeria’s public debt keeps increasing with little or no impact on the country’s economy.

The former Anambra governor said the last administration incurred huge debt especially with the N30 trillion ways and means from the central bank.

He said the last administration could have ended the nation’s borrowings, adding that the debt failed to yield value addition to the country.

Obi said, “I remain concerned about our borrowings, considering their galloping situation over the years, and its concomitant effects on the economy.

More worrisome is the fact that there has been no corresponding visible usage or investments as required by the law, to show their impact on the nation.”

Obi’s reaction comes against the backdrop of the country’s debt profile released by the Debt Management Office (DMO) last week.

According to the DMO, Nigeria’s public debt increased by 10 percent hitting N97.3 trillion by the end of 2023.

The Office noted that the N97.3 trillion public debt comprises domestic debt of N59.12 trillion and external debt of N38.22 trillion.

Meanwhile, Obi noted that in 2023, Nigeria spent huge amounts totaling N10 trillion in servicing both domestic and external debt which he described as “unproductive debts”.

The implication is that what we borrowed in a quarter about N10 trillion and what we spend on debt servicing, which is also about N10 trillion, are each more than the combined budgetary allocation for the four highest priority areas, which are; defence (N3.25trn), Education (N2.18trn), Health (1.33trn), and Infrastructure (N1.32trn),” he said.

Obi said the government should “de-accelerate” its borrowings while an assessment of what the previous loans have been used for should be looked into to stem the tide of increasing debt profile.

Chairman of the Economic and Financial Crimes Commission, EFCC, Ola Olukoyede, has dismissed insinuations that the agency is only going after internet fraudsters, popularly known as “Yahoo boys’.


Olukoyede assured that he will lead a broad-based and holistic anti-graft war that would not spare anyone linked with any form of economic and financial crimes.

The EFCC boss stated this in a statement by the agency’s spokesperson, Dele Oyewale, on Monday in Abuja.


He gave the assurance in Abuja at an Anti-Corruption Concert organized to create greater awareness and public involvement in the fight against internet crimes.

Olukoyede reaffirmed his commitment to an all-embracing, fully-integrated war against corrupt practices.

“We will not spare anyone. We will not spare the mega thieves. As we are doing the mega, we will also do those at the lower end.


“In the last two months, we have arraigned two former governors. So, it is not true that we are only focused on internet fraudsters.

“Of course, internet fraud is bad enough but our focus is on every form of economic and financial crimes,” he said.

He cautioned youths against indulging in internet-related offences, pointing out that the consequences of being convicted for such crimes are grave.


“Youths need to know that being ex-convicts has career limitations. Ex-convicts can’t run for public offices, the stigma alone is even terrible.

“I urge you to avoid internet crimes by all means. Your future is more important than any immediate gains from such crimes,” he said.

The Chairman of the Economic and Financial Crimes Commission, EFCC, Ola Olukoyede has assured that the anti-graft war that he is leading will continue to be broad-based, holistic and unsparing of anyone linked with any form of economic and financial crimes.

He gave the assurance in Abuja on Sunday, March 31, 2024 at an Anti-Corruption Concert organized to create greater awareness and public involvement in the fight against internet crimes.

Olukoyede pointed to the strides being made since he assumed office a couple of months ago and reaffirmed his commitment to an all-embracing, fully-integrated war against corrupt practices.


‘’We will not spare anyone. We will not spare the mega thieves. As we are doing the mega, we will also do those at the lower end. In the last two months, we have arranged two former governors. “The Centre will involve youths in in-depth research about the issue of cyber crime. Their energies will be deployed towards profitable engagements”

He further charged the youths to embrace hard work and diligence, stressing that the path of success is the path of hard work and dignity.

“There is dignity in labour. Let’s come together. All of us must come together and agree that corruption is evil. Don’t leave the fight to EFCC alone”


In his charge to the youths at the concert, Minister of State for Youth Development, Ayodele Olawande enjoined youths across the country to support the EFCC in its crusade against economic and financial crimes and other acts of corruption.

“Nigeria is supposed to have progressed more than this. We will not allow corrupt people to destroy our future, that is why we need to come together and fight this evil in our society, that is why we need to continuously run this campaign because I am convinced that everyone of us have a part to play, without you, there is little or nothing EFCC can do. Let’s show the world that Nigeria young people are determined to change the narrative”, he said

Every financial audit report of units of the federal government unfolds an overwhelming corpus of the reckless abuse of the public treasury that evokes benumbing feelings and the question of whether anyone is in charge of the country’s affairs. The latest revulsion is encapsulated in the Auditor-General of the Federation’s report that indicted 28 ministries, departments and agencies (MDAs) for spending N13.95 trillion illegally, or without authorisation, in gross violation of extant financial regulations.

The fiscal anomaly of the MDAs, which has just been released, covered 2020, and it came on the heels of a similar bizarre report, which revealed the “unsubstantiated decline” of a staggering $8 billion from the Foreign Reserves under the custody of Central Bank of Nigeria (CBN), and failure of the apex bank to account for recovered funds from looters since 2015, up to the same period.

These sordid accounts are proof of a weak regulatory framework, inadequate oversight and vacuity of accountability in governance that led to the massive growth of corruption. Though the audit period predates the Bola Tinubu presidency, it is now its remit to clean the Augean Stables.

For context, the N13.95 trillion illegal expenditure by the MDAs arose from over-drawn accounts, meaning that they had negative balance sheets in stark violation of due process, as espoused in the Financial Regulation Act 2009. This states that “No government bank account shall be overdrawn, or any temporary advance obtained from a bank. In the event of an account being overdrawn, the officer responsible shall be made to refund any bank charges incurred thereon.” Instructively, N10.59 trillion was the approved federal budget for 2020 by the National Assembly. This was later slashed by N320 billion, guided by economic realities imposed by the COVID-19 pandemic.

The implication of this spending binge was that the country operated two budgets in 2020 – the official and the illegal one, bringing the total federal expenditure to N24.54 trillion. This was a period of a global downward spiral in economic activities attendant upon the lockdowns. The bank charges and interests to be paid on these over-drafts are elephantine, let alone the principal that equally needs to be repaid. This explains how Nigeria is being crippled by avoidable debts, which did not give any value for money.

With the Auditor General of the Federation (AuGF) Shaakaa Chirac’s audit report, it is therefore not difficult to fathom why a staggering N2.67 billion was purportedly spent on school feeding when pupils were in their parents’ homes during the total national lockdown. Interestingly, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), under Bolaji Owasanoye, said the N2.67 billion was diverted and had been traced to a private account.

It is obvious that the resort to overdrafts is one clever device by the MDAs to negate the extant Treasury Single Account (TSA) system, fashioned out to track public revenues. This is brigandage, and a well-orchestrated sabotage, driven by corruption in high places. The framers of the 1999 Constitution, as amended, made provisions for extra-funding of the MDAs in the event of any shortfall in their expenditure in any given year through a Supplementary Appropriation Bill. To subvert this legal channel means there is more to it than meets the eye. The perpetrators of this mind-boggling abuse must be brought to book as it is the only way to strengthen public institutions.

The systemic fiscal mess, which the Tinubu administration inherited, cannot be addressed by blowing hot and cold on issues of corruption, as seems to be the case. As he rightly observed recently, during a Fraud Risk Assessment Project workshop for MDAs, organised by the EFCC, “We cannot be focused on growth and development and at the same time offer any breathing space to corrupt practices. No nation grows without breaking the fangs of corruption.” PREMIUM TIMES couldn’t agree more with this!

However, a government impervious to graft cannot be pussy-footing on the monumental acts of corruption that have become emblematic of the Humanitarian Affairs Ministry, where the EFCC proclaimed to have recovered N30 billion diverted to private accounts through a lien it imposed on those vessels of graft. A total of N37 billion was reportedly fleeced by some former public officers in that ministry. Why the EFCC is hesitant in initiating prosecution of culprits, despite its recoveries that could be evidential in the cases, beggars’ belief.

All eyes are, therefore, on Tinubu to see if he will overlook the evils of the immediate past political actors, or even those more remote, for political exigency. Suspension of public officials from office for alleged financial malfeasance, and hoping the misdeeds will peter out in the public consciousness is deceptive and deprecatory. An anti-graft machine that revs for altruistic goals must bring all errant officials in that ministry, both current and former, to book, to serve as a deterrent to others. As Dr Kingsley Moghalu, a former deputy governor of the CBN advocated in a recent public lecture, “We must knock the heads of criminals in this country,” regardless of how important they are, to fix our national mess.

Paradoxically, the National Assembly, which the constitution vests powers in to protect the treasury, indeed, is the most culpable in abusing it with its negligence of oversight. The AuGF’s annual reports, sent to it for consideration and government’s remedial actions, continuously rot away. It is an abuse of office that AuGF Samuel Nkura repeatedly cried out in respect of the 2007 to 2011 reports to the legislature, which were ignored for five years. And his successor, Anthony Ayine, expressed the same disappointment in 2019. As treasury predators observe this legislative inertia, and the absence of a national resolve to see the theft of public funds as cancer that must be excised, they operate with glee and impunity.

Consequently, Tinubu’s much-vaunted anti-graft programme, as an integral element of his Renewed Hope Agenda, is under scrutiny. It doesn’t resonate just yet; not with his aloofness in fighting the oil thieves, underscored by his silence over the recovery of the $17 billion worth of stolen crude by some oil majors between 2011 and 2014, under President Goodluck Jonathan’s administration. The immediate past Attorney General and Minister of Justice, Abubakar Malami, admitted it before the parliament and vowed to recover it. As he failed, it is over to Lateef Fagbemi (SAN), his successor, to do the needful. If that hefty amount of forex is recovered, it could put the country’s foreign reserves on the cusp of an even keel.

The EFCC has flaunted the recovery of N70.5 billion in three months, between October 2023 and January 2024, to prove its vigour, alongside 747 convictions to boot, mostly of cybercrime perpetrators. But the big masquerades are missing: the fuel subsidy thieves and the politically exposed suspects. The commission’s leadership must crack the N772 billion fraud cases of 13 former governors, which have been on hiatus since 2007. Some of these actors are now serving in the Presidency and Senate.

This is improper in jurisdictions where integrity and public morality matter. Enough public outrage is imperative for a paradigm shift here. For being mentioned in the famous Panama Papers, of global figures with offshore secret accounts, the Prime Minister of Iceland, Sigmundur Gunnlaugsson, resigned from office in 2016. Public indignation worked in that instance.

Treasury looters are the nouveau rich, who serve as perverse role models to our youths, who now despise the dignity of labour and hard work, and are more inclined to criminalities, including cybercrime and kidnapping, to measure up in the society.

Mr President, a clear-headed anti-corruption drive would not have condoned the mess in Nigerian Customs that led the EFCC to detain seven of its officials after N12 billion suspected bribe was traced to them late last year. One official alone had N9 billion in his account. They are back to their duty posts; an augury of a messier trajectory. This is antithetical to good governance and national redemption.

Before now, Nigerians take turns assisting various family members, particularly those with low economic power.

But today, an average family of five can hardly fend for themselves, let alone, adding a relative. Therefore, an additional member to them is like committing suicide.

Mrs. Amanda Odudu, a fashion designer, complained bitterly about how her niece had returned her daughter, who had stayed with them for six years.

Last month, my niece called, saying that my daughter, who had stayed with them for six years, would be returning home.
“I thought she was joking, not until I saw her at my doorstep the next day.

“My niece’s action was based on her husband’s request who complained bitterly about the state of the economy.

“She noted that she had no job to support her husband which could have made her keep my daughter.
“She had to succumb.


On her part, Mr Onokoya Samson, a businessman, said his son was returned to him after spending three years with his brother.

It is still like a dream. I have a family of six.

“My brother was the one who requested I allow my son to live with him so that he can reduce my responsibility.
“My brother just brought my son to the house without informing me.


“He said that he and his family are travelling abroad for greener pastures and have sold all they have to acquire their Visa and flight tickets.

“He has two children and a wife.

“I didn’t blame him but was grateful that he even helped me for three years.

Now I am faced with an extra responsibility.

Business is not profiting anymore. But my hope is in God. I believe he will save Nigerians from this horrible situation we have found ourselves in.”

Mrs. Sarah Okwudili, a baker and a widow, lamented how she will now be faced with catering for three children.

According to her, After the demise of my husband, his sisters volunteered to take care of two of my kids.

“I agreed. They were taken good care of and attended good schools. If they were with me I won’t be able to afford the fees.
“But as we all know, the country is not smiling at anyone.


Recently, they returned my children with the complaint of a bad economy.

“Reasons like increased school fees, rent and low income were given as reasons for returning them.


“I was very sad but had to thank them because it is not easy to take care of children in this economy.

“ People can only allow relatives that are working to stay with them because they won’t have any burden to bear.

State Police appears to be on the way to becoming a reality after President Bola Tinubu and state governors agreed to work on the modalities to establish it.

But the clearest indication yet that the quest may translate into reality is a ‘Bill for an Act to Alter the Provisions of the Constitution of the Federal Republic of Nigeria to Provide for the Establishment of State Police, and Related Matters’ currently in the works in the House of Representatives.

Meanwhile, the Bill is stoking controversy even as insecurity across the country continues to worsen.

No fewer than 500 people including schoolchildren were abducted in Borno, Kaduna and Sokoto states over the past three weeks but some of them have been freed and reunited with their families.

Only last week, Governor Dauda Lawal of Zamfara State lamented that his state was under siege and solicited President Bola Tinubu’s assistance.

Lawal spoke during a visit to the Presidential Villa in Abuja.

Whereas the Bill gives sweeping powers to the President to direct the Inspector General of the Federal Police in enforcing security, in what amounts to a bombshell, governors won’t have such sweeping powers over State Police if the Bill passes the Senate hurdle and becomes law after the President’s assent.


The Bill provides that the Commissioner of Police of a state, notwithstanding that he is the appointee of the state governor, may refuse to carry out the governor’s order if he deems the order to be unlawful.
In such circumstances, however, the Bill provides for intervention by the State Police Service Commission whose position shall be final.

The decision of the President and governors in favour of State Police was in response to the increasing wave of insecurity in Nigeria occasioned by the activities of kidnappers, bandits and terrorists.

Promoters of State Police believe that putting the police under governors’ control in their respective states would give them the leeway to stem insecurity.

Anarchy
But critics say that may be the road to anarchy as partisan governors could turn the police under their control into a political machine and use them against their opponents.

There is, however, a counter position: A partisan President too under the current dispensation can politically deploy the police and use them against his opponents; so if that is the case, analysts argue, there is nothing wrong in having State Police so long as insecurity is gone.

Under the 1999 Constitution (as Amended), the police are on the Exclusive List, that is, only under the control of the Federal Government.

Analysts say the central control of the police from Abuja impinges security in so far as the Commissioner of Police takes directives from the Inspector General of Police (IGP) in Abuja and not the Governor of his state.
In essence, they want the police in the Concurrent List.

Discussion
Information Minister and National Orientation, Mohammed Idris, who disclosed Tinubu and the governors’ favourable disposition to State Police after their meeting in Abuja, late last month, said they considered “the possibility of setting up State Police.”

“Now, there is also a discussion around the issue of State Police. The federal and state governments are mulling the possibility of setting up State Police,” Idris said.

According to him, attendees at the meeting agreed on the need for State Police but more discussions are still needed on how to implement it”.

The ‘Bill for an Act to Alter the Provisions of the Constitution of the Federal Republic of Nigeria to Provide for the Establishment of State Police, and for Related Matters’ recently passed second reading in the House of Representatives.
The Bill, sponsored by Hon. Benjamin Okezie Kalu and first introduced in the House on November 7, 2023, is co-sponsored by 13 other lawmakers spread across the nation’s six geo-political zones.

The co-sponsors are Hon. Julius Ihonvbere, Hon. Onanuga A. Oriyomi, Hon. Joseph Bassey, Hon. Ibe Olwara-Osonwa, Hon. Thaddeus Attah, Hon. Joshua Audu Gan, Hon. Hassan B. Shinlmfi, Hon. Chinwe Clara Nnabuife, Hon. Obed Paul Shehu, Hon. Fatima Taiba, Hon. Tolani Shagaya, Hon. Abubakar H. Nalaraba and Hon. Blessing Onuh.

Clause 13

Clause 13 of the Bill provides that Section 215 of the 1999 Constitution as amended be altered to give the President the power to appoint the Inspector General of the Federal Police on the advice of the National Police Council from among serving members of the Federal Police, subject to confirmation by the Senate, while State Police shall be headed by a Commissioner of Police who shall be appointed by the Governor of the State on the advice of the Federal Police Service Commission from among serving members of the State Police subject to confirmation by the State House of Assembly.

But while giving sweeping powers to the President to direct the Inspector General of the Federal Police without question, it provides that where the Commissioner of Police of a state has reason to question the legality of any directive by his governor, the State Police Service Commission shall intervene and its position shall be final.

Clause 13 of the Bill reads: “Section 215 of the Principal Act (1999 Constitution as Amended) is amended by deleting the existing provisions and inserting the following instead thereof as the new:

“Appointment of Inspector-General of Police and the Commissioner of Police of a State:
“215. (1) The Federal Police shall be headed by an Inspector-General of Police who shall be appointed by the President on the advice of the National Police Council from among serving members of the Federal Police, subject to confirmation by the Senate.

“(2) The Federal Police shall be under the command of the Inspector General of Police, including contingents of the Federal Police stationed in a State.

“(3) The President or such other Minister of the Government of the Federation as he may authorise on that behalf may give to the Inspector-General of Po1ice such lawful directions concerning the maintenance and securing of public safety and public order as he may consider necessary, and the Inspector-General of Police shall comply with those directions or cause them to be complied with.

“(4) A State Police shall be headed by a Commissioner of Police who shall be appointed by the Governor of the State on the advice of the Federal Police Service Commission from among serving members of the State Police subject to confirmation by the State House of Assembly.


“(5) The Governor or such other Commissioner of the Government of the State, as he may authorise on that behalf, may give to the Commissioner of Police such lawful directions concerning the maintenance and securing of public safety and order as he may consider necessary, and the Commissioner of Police shall comply with those directions or cause them to be complied with Provided that where the Commissioner of Police feels that the direction given under this subsection is unlawful or contradicts general policing standards or practice, he may request that the matter be referred to the State Police Service Commission for review and decision of the State Police Service Commission shall be final”.

Clause 12: Creation

The major highlight of the Bill in Clause 12 is the amendment of Section 214 of the 1999 Constitution of the Federal Republic of Nigeria (as Amended) to create a State Police and give it roles separate from the Federal Police.

The Clause reads: “Section 214 of the Principal Act (Constitution) is amended by deleting the existing provisions and inserting the following instead thereof as the new: Section 214 – ‘Establishment of Federal and State Police’.

“214. (I) The following bodies are established:­


(a) The Federal Police; and
(b) State Police.
(2) The National Assembly shall by an Act prescribe for the structure, organisation, administration, and powers of the Federal Police and provide the framework and guidelines for the establishment of State Police.

(3) The Federal Police shall –

(a) Be responsible for the maintenance of public security, preservation of public order and security of persons and property throughout the Federation to the extent provided for under this Constitution or by an Act of the National Assembly; and

(b) Be responsible for the maintenance of public security, preservation of public order and security of persons and property within a State to the extent that the State has power to make laws under this Constitution.

(4) Subject to the provisions of this Constitution, the Federal Police shall not interface with the operations of any State Police of the internal security affairs of a State except-


(a) To contain serious threats to public order where it is shown that there is a complete breakdown of law and order within a State and the State Police is unable to contain the threat;

(b) Where the Governor of a State requests the intervention of the Federal Police to prevent or contain a breakdown of law and order in the State; and

(c) Where a State Police is unable to function owing to administrative, financial or other problems which render it inoperative at a given time: Provided that any intervention under this subsection shall only be made after approval by two-thirds majority of the Senate”.

Removal from office
Clause 14 of the Bill also proposes the amendment of Section 216 of the Constitution to outline the process through which the Inspector-General of the Federal Police and the Commissioner of State Police can be removed from office.
It says: “Section 216 of the Principal Act is amended by –
(a) Deleting the existing provisions and inserting the following instead thereof as the new Section 216 –
‘Removal of Inspector-General of Police and the Commissioner of Police of a State”
“216 (1) An Inspector-General of Police shall only be removed by the President upon the recommendation of the National Police Council praying that he be so removed on any of the following grounds –
(a) Misconduct in the discharge of his official duties;
(b) Breach of Police Act, Regulation, Code and Code of Conduct;
(c) Conviction of any offence involving fraud or dishonesty by a court of law or tribunal;
(d) Bankruptcy; or
(e) Mental incapacity.
(2) The removal under Subsection (1) of this Section shall be subject to approval by a resolution of a two third majority of the Senate.
(3) A Commissioner of Police of a State shall only be removed by the Governor upon the recommendation of the Federal Police Service Commission praying that he be so removed on any of the following grounds-
(a) Misconduct in the performance of his official duties;
(b) Breach of policing standards, law, Regulation, Code and Code of Conduct;
(c) Conviction of any offence involving fraud or dishonesty by a court of law or tribunal;
(d) Bankruptcy; or
(e) Mental incapacity.
(4) The removal under Subsection (3) of this Section shall be subject to approval by two-thirds majority of the House of Assembly of the State.”

Challenged police

In his introductory remarks to the Bill, the sponsor, Hon Kalu, had said: “In recent times, our collective security has been greatly challenged.

“Nigeria, a federation of 36 States and the Federal Capital Territory, with 774 LGAs, over 250 ethnic nationalities, more than 200 million citizens and a vast terrain spanning over 920,000 square kilometres, still sadly operates a single, centralised police system that employs less than 400,000 police officers and men.

“There is no gainsaying that the nation’s security architecture is under immense pressure and always overwhelmed.
“We must acknowledge the fact that the fabric of any democracy is woven with the threads of constant adaptation to the evolving needs of its society.

“At this point in our nationhood, State Policing is not only inevitable but urgently desired to tackle the mounting challenges of insecurity.

“This Bill emerges as a necessary response to several calls for a decentralized and community-oriented approach to law enforcement.

“It seeks to navigate the complex landscape of security challenges by empowering our states with the means to address issues unique to their localities.


“This proposed alteration represents not just a legal adjustment to our ground norm, but a visionary leap towards a safer, more secure, and harmonious Nigeria.

Key provisions
“The Bill, which comprises 18 clauses, seeks to alter Sections 34, 35, 39, 42, 84, 89 and 129 of the Constitution of the Federal Republic of Nigeria 1999 (As Altered).

“It also seeks to alter Sections 153, 197, 214, 215 and 216 of the Constitution. Furthermore, the Bill seeks to alter Chapter VI Part III, Second Schedule, Part II of the Third Schedule and Part Ill o f the Third Schedule of the Constitution as well.

“Among others, some of the key innovations of this proposed alteration include –

(a) The transfer of ‘Police’ from the ‘Exclusive Legislative List’ to the ‘Concurrent Legislative List”, a move that effectively empowers States to have State controlled policing;


(b) The introduction of a comprehensive framework to ensure cohesion as well as accountability and uniform standards between the Federal Police and State Police;

(c) The provision of prescribed rigorous safeguards preventing unwarranted interference by the Federal Police in State Police affairs, emphasising collaboration and intervention only under well-defined circumstances;

(d) The establishment of State Police Service Commissions as distinct from the Federal Police Service Commission with clearly defined roles and jurisdictions;

(e) A re-calibration of the National Police Council to include the Chairmen of the State Police Service Commissions, emphasising the collaborative and consultative nature of policing in our federal system;

(f) A recognition of the possible financial challenges which may be faced by States Police, by empowering the Federal Government to provide grants or aids subject to the approval of the National Assembly, thus ensuring adequate resources for effective policing, etc”.

The Director of Banking Services, Central Bank of Nigeria (CBN), Hamisu Abdullahi has said Remita was selected to provide an electronic platform essential for facilitating payments from Ministries, Departments, and Agencies (MDAs) to beneficiary accounts across commercial banks.

Abdullahi made this assertion when officials of the apex bank appeared before the House of Representatives Public Accounts Committee Thursday, to respond to queries about Remita’s operation of the Treasury Single Account (TSA) platform.
The hearing was presided over by Bamidele Salaam, Chairman of the House Committee on Public Accounts. Salaam had said, “The investigation is not a witch-hunt targeting any company but rather a crucial step towards transparency and ensuring accountability for the federation’s revenue.”


According to Abdullahi “The CBN was directed to provide an electronic platform that would facilitate payments on behalf of MDAs to beneficiaries accounts in the commercial banks.


“CBN deemed it fit to source for an alternative way of doing this and engaged two companies and out of the two, Remita, was selected based on merit and based on the fact they had been rendering similar services to commercial banks.”

In a previous report, Salawu Zubairu who was Director of the Office of the Accountant General of the Federation (OAGF) had said that Remita was chosen as the preferred platform to manage the TSA after a rigorous evaluation process that included other candidates like the Nigerian Inter-Bank Settlement System (NIBSS). The selection, steered by a joint evaluation committee’s competitive presentations and deliberations, was based on Remita’s superior capabilities in handling TSA’s electronic payments and collection of government receipts, satisfying all the stringent requirements of the Office of the OAGF, the CBN, and their external consultants.

The Managing Director of Remita Payment Services Limited, Mr. ‘Deremi Atanda, also highlighted the previous system’s shortcomings, where government agencies independently received funds and arbitrarily decided the timing and amount of operating surplus to remit, a practice that has been streamlined by the TSA.

“There has been an evolution and it has been positive for the country on account of TSA. Some things that started manually have now become automated. What MDAs were doing was that they were receiving inflows and at their instance determine what is operating surplus when to they remit,” he said.

Mr Atanda said the “TSA initiative is designed to create a single window through which all inflows and outflows of government can be monitored in real-time for transparency and accountability and especially for the effective management of the government’s cash assets”.

The Director-General of the Bureau of Public Service Reforms, Dr. Dasuki Arabi, had in the past reported that the TSA has been instrumental in uncovering and removing approximately 70,000 non-existent employees from the civil service payroll. The government has realized savings of at least N220 billion through the Integrated Payroll and Personnel Information System (IPPIS)

Mr Atanda further explained how the government can track and account for every single transaction through a unique Remita Retrieval Reference (RRR) code assigned to each revenue inflow.

Nationwide darkness hit Nigeria as the national grid collapsed for the fourth time in 2024 amid the Easter holidays.


According to sources from electricity distribution companies in Nigeria, the grid collapsed around 4:30 pm on Thursday.

Kunle Olubiyo, the president of Nigerian Consumer Protection Network confirmed the grid collapse to DAILY POST.


DAILY POST learnt that power went off around 4:30 pm on Thursday in Apo, Dawaki, and Utako.

The implication is that millions of homes and businesses centrally managed by Osogbo, Osun State, are without power from the national grid.

As of the time of filing this report, Discos said their feeders were rendered inactive, resulting in widespread blackouts nationwide.


As of 6 pm, the Azura Power Plant was the sole facility contributing to the grid, albeit with a modest output of 54 megawatts.

Major power generation plants such as Egbin, Afam, Geregu, Ibom Power, Jebba, Kainji, Odukpani, and Olorunsogo, among others, remained dormant, further exacerbating the electricity deficit nationwide.

The grid’s output, which stood at 2984 megawatts as of 4 pm, plunged to zero within an hour, with all 21 plants connected to the grid ceasing operations by 5 pm.


DAILY POST recalls that the grid collapsed on February 4, 2024.


Nigeria’s national grid, managed by the Transmission Company of Nigeria, TCN, collapsed 46 times between 2017 and 2023.


Nigeria’s power sector has been challenged for decades. The situation has exacerbated since January 2024.

A presidential spokesperson said Wednesday that President Bola Tinubu will attend the national burial for the Nigerian military officers and soldiers killed on 14 March by armed persons in Okuama Community in Delta State.

Bayo Onanuga, Mr Tinubu’s Special Adviser on Strategic Communication, did not, however, limit his post on X to announcing the president’s intention, he also took a dig at Mr Tinubu’s predecessor, Muhammadu Buhari, for not attending the funerals of soldiers slain on duty.

“It is the first time in the last ten years that a Nigerian President will attend such a solemn event, in honour of our men of gallantry and valour,” Mr Onanuga wrote.




Two other burials in 2018 and 2021 were not graced by the incumbent president, Mr Onanuga wrote.


Mr Buhari was the Nigerian president between 2015 and 2023.

In November 2018, Boko Haram terrorists killed several Nigerian soldiers in different attacks on the Nigerian Army 157 Task Force Battalion in Borno state. Then the former chief of army staff Ibrahim Attahiru, a lieutenant general, and 10 other officers were also killed in an ill-fated military plane crash. Former President Buhari did not attend the burials on both occasions.

Mr Onanuga added in his post, “We told you then that President Tinubu cares. He is demonstrating it yet again.”

The post has since stirred controversy on X (formerly Twitter) with many Nigerians criticising Mr Onanuga for playing politics and having zero respect for the families of the slain soldiers.

“It’s disgraceful to exploit the deaths and funerals of military personnel for petty political attacks against other parties,” an X user Ben Samuel said in reply to Mr Onanuga’s tweet.

“Why not simply state that the president is attending the final farewell of the fallen heroes and end with a period,” he said.


Another user, Lannister Aspiration, said: “The last paragraph was not entirely necessary. It is acceptable for the president to express sympathy for the fallen soldiers, but attempting to politicise every action of the President, including attending a burial site of the fallen soldiers, is not in line with Bola Tinubu’s style.”

“Everything you said after the first full stop, is not necessary at all, are we celebrating the president’s presence at a funeral venue now, whether the President attend is not what is needed, talks should be about arresting the assailants and how living military officers won’t face the same issue,” said Wilex Williams, another user.


After the public outrage, Mr Onanuga edited the first version of the tweet, removing the section where he referred to the incidents in 2018 and 2021.

“It is confirmed that President Bola Tinubu will be attending the national burial for the Nigerian military officers and soldiers killed on 14 March by some gunmen in Okuama Community in Delta State. It is the first time in the last ten years that a Nigerian President will attend such a solemn event, in honour of our men of gallantry and valor. We told you then that @officialABAT cares. He is demonstrating it yet again,” the new version of the post reads.

Mr Onanuga has been a close ally of Mr Tinubu for decades and was a spokesperson for the president during his campaign. Mr Tinubu appointed him as his adviser on Information and Strategy last October.

Mr Onanuga’s slight dig at ex-President Buhari appears to reflect the relationship between the former president’s core supporters and those of the incumbent. The supporters have sometimes publicly criticised each other’s principal on social media despite belonging to the same party.

Although both men are members of the ruling party, APC, Messrs Buhari and Tinubu have had a topsy-turvy relationship amidst suspicions that Mr Buhari tried to stop Mr Tinubu from succeeding him.



Although Mr Tinubu has reversed some of Mr Buhari’s policies and accused some top officials of the Buhari administration of corruption, he has repeatedly praised Mr Buhari and refused to publicly criticise him since Mr Tinubu assumed office as president.

President Bola Tinubu on Wednesday established a 31-man Presidential Economic Coordination Council comprising himself, the Vice President, Senate President and the Chairman of the Nigerian Governors Forum, among others.

Tinubu also established a 19-member Economic Management Team Emergency Taskforce which he mandated to meet twice weekly and submit a six-month comprehensive plan of economic interventions for 2024.

The Economic Management Team Emergency Taskforce was approved by the Federal Executive Council on Monday

The plan, covering the next six months, would be due for immediate implementation within two weeks of the EET’s inauguration, the President directed.

The EET comprises ministers, four governors and some members of the economic management team as well as the private sector.

The EET is to report to the Presidential Economic Coordination Council headed by Tinubu.

The PECC comprises 13 ministers, the Central Bank of Nigeria Governor, Yemi Cardoso, and the Chairman of the Nigeria Governors’ Forum, Governor Abdulrahman Abdulrazaq of Kwara State, among others.


The council also includes 13 persons drawn from the organised private sector including Chairman of Dangote Group, Aliko Dangote; UBA Chairman, Mr. Tony Elumelu; BUA Founder, Abdulsamad Rabiu, among others. The members of the organised private sector would serve on the council for a one-year tenure.

Tuesday’s move is “in furtherance of his administration’s efforts at re-engineering the nation’s economic governance framework,” the Presidency said in a statement signed by Tinubu’s Special Adviser on Media and Publicity, Ajuri Ngelale.

The statement is titled ‘President Tinubu establishes comprehensive economic coordination and planning system for Nigeria.’

It comes weeks after the President created an economic advisory committee comprising the federal government, sub-nationals and the private sector, on February 25.

Upon assuming office 10 months ago, the Tinubu administration discontinued subsidies on petrol, which, he said, would save the government monies for infrastructural expansion.

He also unified the foreign exchange rates to curb currency arbitrage.

However, these moves sparked major instability in the value of the naira and heaped hardship on Nigerians as food prices soared.


In February 2024, N1,900 was exchanged for one USD in the black market.

The naira has recently seen a steady climb against the US dollar, exchanging N1,300/$ at the official market on Wednesday.

Ngelale who announced the economy-focused initiatives said the setting up of the PECC and the EET was a strategic move to ensure robust and coordinated economic planning and implementation to tackle the challenges head-on.

Members of the PECC include President Tinubu as Chairman, Vice President Kashim Shettima as Vice-Chairman; President of the Nigerian Senate; Chairman, Nigeria Governors’ Forum; Coordinating Minister for the Economy and Minister of Finance; Governor of the Central Bank of Nigeria; Ministers of Agriculture and Food Security; Aviation and Aerospace Development and Budget and Economic Planning.

Others include Ministers of Communications, Innovation and Digital Economy; Industry, Trade and Investment; Labour and Employment; Marine and Blue Economy; Power; State, Petroleum Resources; State, Gas; Ministers of Transportation and Works.

Other members epresenting the organised private sector include Ms. Amina Maina, Mr. Begun Ajayi-Kadir, Mrs. Funke Okpeke and Dr. Doyin Salami, Mr. Patrick Okigbo, Mr. Kola Adesina, Mr. Segun Agbaje, Mr. Chidi Ajaere, Mr. Abdulkadir Aliu and Mr. Rasheed Sarumi.

Tinubu mandated the EET to formulate and implement a consolidated emergency economic plan in “furtherance of the President’s collaborative approach toward achieving economic resilience and growth.”


Members include the Coordinating Minister of the Economy and Minister of Finance who serves as Chairman, Minister of Budget and Economic Planning, Minister of Power, Minister of Agriculture and Food Security, Coordinating Minister of Health and Social Welfare, and Minister of Industry, Trade and Investment.

Others are the Governor of the Central Bank of Nigeria, National Security Adviser, Chairman, Nigeria Governors’ Forum, the Governor of Anambra State, and the Governor of Ogun State.

The Governor of Niger State, Executive Chairman, Federal Inland Revenue Service, Director-General, Budget Office of the Federation, GCEO, NNPC Limited, Director-General, Nigeria Economic Summit Group, Special Adviser to the President on Energy, Economists, Dr. Bismarck Rewane and Dr. Suleyman Ndanusa are also members.

On the operations of the EET, the Presidency said “Over the next six months, the EET will focus on the rapid implementation, monitoring, and evaluation of critical initiatives, strengthening the Tinubu-led administration’s collective approach to advancing Nigeria’s economic objectives.”

It also revealed that the Economic Management Team, established in October 2023, and chaired by the Coordinating Minister for the Economy and Minister of Finance, Wale Edun, would serve as the working group under the PECC, “playing a crucial role in the economic governance structure established by the president.”

Consequently, the Economic Management Team, which traditionally meets monthly or as required, will suspend all meetings for the duration of the EET’s six-month mandate.

The EMT comprises the Coordinating Minister for the Economy and Minister of Finance, who served as its Chairman, Governor of the Central Bank of Nigeria, Minister of Budget and Economic Planning, Minister of Industry, Trade and Investment, Minister of Communications, Innovation and Digital Economy, Minister of Works, and Minister of Labour and Employment.


Other members are Minister of Agriculture and Food Security, Minister of State, Petroleum Resources, Minister of State, Gas, Minister of Power, Minister of Transportation, Minister of Aviation and Aerospace Development, and Minister of Marine and Blue Economy.

The Presidential Spokesman, Ngelale, noted that, “The Chairman of the EMT may, as needed, call on any Federal Minister or Head of Agency to brief the EMT on key programmes and developments affecting the economy.”

He noted that the President’s formation of the PECC, under his Chairmanship, alongside the creation of the EET, led by the Chairman of the EMT, and the EMT itself, manifests a unified strategy aimed at enhancing Nigeria’s economic management architecture for verifiably improved performance.

“The formation of these teams will complement existing economic governance structures, including the National Economic Council , which is chaired by the Vice-President,” the statement read.

The Peoples Democratic Party (PDP) has directed the state chairmen to submit their reports on investigations into alleged anti-party activities by some of its members during the 2023 general election.


The party’s National Organising Secretary, Umar Bature, stated this during the PDP National Working Committee (NWC) meeting with the state chairmen in Abuja, yesterday.

Bature directed the state chairmen to put their reports in written form for appropriate actions to be taken by the party leadership.

“A lot of agitations are coming from party members, saying, suspend this, suspend that, but you are the ones that are in charge of those states.


“You are to tell us who engaged in anti-party activities and who did not. Based on that, the National Executive Committee (NEC) will take a decision. Write to us and tell us what transpired, no matter what happened.


“I also want the acting chairman to call on the chairman of the party in Cross River to tell us what is happening in the state. We really need to know what is happening,” he said.

Bature said after the 2023 general election, the NWC expected the state chapters to submit their post election results.

He said many states were yet to submit their reports. He recalled that most of the current executives in the states were elected four years ago, where congresses were conducted on a staggered basis due to the COVID-19 pandemic.

“We have about four or five states, where tenures of the executive have expired from the ward to the state. They are Edo, Bayelsa, Gombe and Rivers stated; there are others, which are staggered.

“We called the meeting to discuss this in order not to create a vacuum. We also have vacancies due to deaths and resignations,” he said.


Speaking after the meeting, the PDP chairman in Kaduna State, Mr. Felix Hyet, said a resolution was taken for the state chapters to work together with all stakeholders for the victory of the party in 2027.

Hyet said state chairmen resolved to support the Edo and Ondo chapters for victory in the forthcoming governorship elections in the states.

The NWC later had a closed-door meeting with the party’s stakeholders from Ondo.

Prior to the 2023 general, the PDP was engulfed in crisis, following the emergence of former Vice President Atiku Abubakar and former Delta State Governor, Ifeanyi Okowa, as presidential and vice presidential candidates of the party.

A group of five governors led by then governor of Rivers State, Nyesom Wike, and their supporters had publicly identified with the All Progressives Congress ( APC) presidential candidate in the 2023 polls, President Bola Tinubu, against the PDP’s presidential candidate.

Apart from Wike, the other five aggrieved governors were Samuel Ortom, Benue; Okezie Ikpeazu, Abia; Ifeanyi Ugwuanyi, Enugu; and Seyi Makinde of Oyo State.


Consequently, the PDP lost the presidential election in Rivers, Benue, Abia, Enugu and Oyo states. In the aftermath of the poll, there have been calls by some stakeholders for sanctions on anyone proven to have worked against the opposition party in last year’s general elections.

A militant group, Amagbein Force, suspected to have killed the 17 military personnel at Okuama, Delta State, on March 14, has demanded that the Federal Government hands over waterways security to the group.

A member of the group, in a trending video, today, said he was speaking for his leader , Amagbein, the River Lord.


The Army had since identified Amagbein as the mastermind of the March 12 slaughter of it’s men , and tracked him to Igbomotoru community in the Southern Ijaw Local Government Area, Bayelsa State, last week, but did not find him.

Amagbein, who banished the royal father of Igbomotoru from his throne is currently on the run.

The bearded member, who wore a singlet, and tying a white band round his head , said Amagbein is from the same lineage with the Ijaw revolutionary leader, the late Isaac Adaka Boro.

“We, the followers will stand with Amagbein until death do us apart.

“We are begging the Federal Government to ensure that the waterways security is given to the person doing the right work.

“Bunkering will not stop if the Federal Government refuses to attend to us in a peaceful, easy way.”

The crisis rocking the Labour Party, LP, took a dangerous dimension last week, with members of the Nigeria Labour Congress, NLC, picketing the party’s national secretariat and some of its state offices.


There are also indications that the presidential candidate of the party in the 2023 election, Peter Obi and his supporters known as Obidients have abandoned the party’s National Chairman, Julius Abure to his fate.

This is not unconnected to the internal crisis that has been rocking the party structure since the 2023 general elections was concluded.


After a series of legal battles with the factional chairman of the party, Lamidi Apapa, Abure has been in the news over alleged financial impropriety and other disturbing issues.

Abure’s unending alleged financial scandals

DAILY POST recalls that Peter Obi in February 2024, called for a thorough and forensic investigation into an embezzlement allegation level against the party’s chairman, Abure.


The call by the former Anambra Governor was in response to allegations earlier made by Oluchi Oparah, the national treasurer of the party, accusing Abure of allegedly misappropriating N3.5 billion.

Oparah also alleged that the Abure-led National Working Committee, NWC, was working hand-in-hand with the Edo State Government and the opposition Peoples Democratic Party, PDP, ahead of the September 2024 governorship polls.

Similarly, in a letter signed by Comrades TItus Amba and Chris Uyot, the chairman and the secretary of NLC Political Commission, the party expressed concerns over recurrent scandals and pending cases of fraud.


Labour Party administration under Abure

Abure was recently accused by some stakeholders of the party, including the Nigerian Labour Congress, NLC, of running the LP as a “sole administrator.”

DAILY POST recalls that the Deputy President of the NLC Political Commission, Dr Theophilus Ndubuaku, who spoke when the workers occupied the Labour Party headquarters in Abuja recently, said the decision to picket the party’s headquarters was taken to express workers’ grievances against Abure’s style of leadership.


He said,”Now, it is in the hands of this usurper, he is looking for N30 million, N40 million, and so on to buy forms, excluding the people who founded the party. Enough is enough, Abure must go,” said the acting General Secretary of NLC, Comrade Bello Ismail on the cost of governorship interest and nomination forms.

Similarly, in a letter issued by Comrades TItus Amba and Chris Uyot, the chairman and secretary of NLC Political Commission, respectively, the union also knocked Abure for not being committed to the ideology of the Labour Party.

Controversial national convention

The embattled LP Chairman was in the news recently again over his alleged plan to hold National Conversation without due processes.

DAILY POST reports that the Abure-led National Working Committee, NWC, was accused of planning to hold the national convention of the party in Umuahia, Abia State capital on March 27.

The planned convention was captured in a notice issued to the Independent National Electoral Commission, INEC, on March 13.

The move was, however, rejected by critical stakeholders, such as the House of Reps Caucus and the NLC, leading to the recent picketing of the party’s secretariat last week.

Recall that the Nigeria Labour Congress Political Commission – the political wing of the NLC, had in an open letter dated March 15, condemned the planned convention.

While demanding for the immediate resignation of Abure, the commission described the plan as illegal, noting that it would not allow any form of illegality in the affairs of the party to stand.

A source who spoke to DAILY POST on Saturday on condition of anonymity, alleged that Abure’s intention was to impose leadership on the party.

He said major stakeholders in that party were against the March convention, stressing that the party needs more time to select its leaders.

“Everybody in the party including our leader, Peter Obi is tired of Abure’s leadership. If we are not in court today, we will be in the news for one allegation or the other.

“The time we need to use to prepare for elections like the ones coming up in Edo and Ondo is used in settling disputes.

“Abure knows that everyone wants him out and the next thing he wants to do to remain relevant in the party is to impose a chairman on the party.

“How can you be talking about conventions and stakeholders of the same party are not even aware? The Labour Party is not Abure’s personal company”, he said.

Search for new chairman begins

DAILY POST gathered on Saturday that a former Deputy National Campaign Manager to Peter Obi/Dati Presidential Campaign, Comrade Isaac Balami from the Northern region may take over from Abure.

An insider told DAILY POST that some party leaderships and chieftains have had a meeting and suggested Belami as the next National Chairman of the party.

When contacted, Balami told our correspondent on the phone that he was “under pressure to run for the chairmanship of the party”, but that there are issues on ground still stopping his declaration.

According to him, he doesn’t even know whether the convention will be held as scheduled as “there are forces fighting against the unity and progress of the party”.

“But then, I can’t refuse or turn down a request coming directly from the youth constituency of the party.

“You know they were instrumental to the change in the political narrative and advancement of the Labour Party in the last election, so we can’t joke with their position.

“I truly appreciate their commitment to the success of our party and I won’t take their call for granted.

”In a couple of hours, we shall make our final decision on this matter.”

DAILY POST reports that the former All Progressives Congress, APC, chieftain had prior to the 2023 general elections, dumped his party for the LP, saying he believed in the ideology of the party and its candidate, Mr Peter Obi.

Speaking on the controversy surrounding the convention, Dr Yunusa Salisu Tanko, Chief Spokesperson for the Labour Party Presidential Campaign Council for the 2023 election, told DAILY POST on Saturday that Abure failed to carry the stakeholders of the party along in the planned convention.

He said, “all we want is for us to build a political party we all will be proud of. A part that will represent the interest of everybody.

“We have all that it takes to build the structure of the party. That is the best thing that can happen to us as a party.

“We don’t want a closed convention like the Chairman is trying to have. Because it is likely going to be a closed convention instead of an open convention and that is not good for us.

“Many people did not even know that there was going to be a convention. I was not aware of the convention too. I saw it in the newspaper just like any other person.

“This is what NLC is also saying. Nobody is against any particular person but for us to have a convention that all of us will be proud of. Peter Obi has also said that the convention should be open for everybody.”

Asked to clarify the viral report purporting Peter Obi’s decision to dump the Labour Party ahead of the 2027 presidential elections, Tanko simply said, “It is not true. As far as I am concerned, there is nothing like that”.

A former Minister of Information and National Orientation, Alhaji Lai Mohammed, has recounted how fake news circulated on social media nearly destroyed his 40-year-old marriage.

The ex-minister shared his story during an event in Lagos commemorating Prof. Wole Soyinka’s 90th birthday, where he discussed “The Media in the Age of Disinformation.” The text of Mohammed’s presentation was made available to the News Agency of Nigeria (NAN) on Saturday.

Mohammed, also serving as the Managing Partner of Bruit Costard, a lobbyist and public relations firm, reflected on one of the significant challenges he encountered during his tenure as minister: the rampant spread of fake news, misinformation, and disinformation.

Mohammed emphasized that fake news, disinformation, and misinformation nearly destroyed his marriage, highlighting their extensive consequences.

He said, “Permit me to share publicly with you today for the first time, how social media threatened the foundation of my 40-year-old marriage.

“It was sometimes in 2018 when I came to Lagos from Abuja for an official assignment.
“As usual, I retire to bed about midnight, but about 3 am., my wife gently roused me from my slumber.

“At first, I panicked, fearing that there had been a security breach, but my wife’s mien belied that possibility, for she was calm and composed.”


He continued: “Solemnly, my wife asked me if I was fully awake as there were some serious issues to discuss.

“I could not fathom what was that urgent or serious to warrant being woken up at this time of the night.

“My mind immediately did a kaleidoscope of my rascalities and escapades in the last few months”.

Mohammed said the accusation from his wife was “a bombshell” and was narrated to him in Yoruba language.

He presented the narration as follows:
“Daddy, death can come knocking at any moment, please let me also, as your wife, be a signatory to your overseas account in Ali Financial which contains 1.3 billion dollars.”

The ex-minister expressed disbelief that his wife fully believed the false story circulating about government officials, including himself, supposedly having large sums of money in overseas accounts during former President Muhammadu Buhari’s administration.

“I spent the next two hours or so, sweating to convince my wife that there is no iota of truth in the allegation.


“I had to fetch a calculator and reproduce the Federal Appropriation Act for 2015, 2016, 2017 and 2018 in the middle of the night and explain to her why it is simply p
reposterous for me to have 1.3 billion dollars in a foreign account.

“I explained to her that there is no year my capital budget exceeded N5 billion, which then, at about N400 to a dollar, was just 12.5 million dollars.


Mohammed added: “My wife insisted that the whole world believed the story and that her friends had, as a result, besieged her with all kinds of requests.

“She said every effort on her part to deny the existence of this foreign account only succeeded in depicting her in the minds of her friends as a selfish, greedy and uncaring friend.

“Is my wife truly convinced of my innocence? The answer is in the wind!. “
Mohammed reiterated that social media remained the platforms of choice for the purveyors of fake news, anti-state groups, anarchists, secessionists, terrorists and bandits.

During his time in government, Mohammed remembered that his ministry uncovered 476 online publications solely dedicated to disseminating fake news against the previous administration of President Buhari.


Mohammed specifically remembered the fake news claiming that the former president had passed away while undergoing treatment in a London hospital and had been replaced by a clone named “Jubril from Sudan.”

According to Mohammed, the problem of fake news persisted through the campaigns leading up to the 2023 general elections, during which President Bola Tinubu became a target. Videos and speeches attributed to him were manipulated and distorted to spread false information.

He mentioned that those spreading fake news were persistent in their attempts to undermine the commendable policies and programs of Tinubu’s administration.

Mohammed highlighted how fake news had grown drastically due to the use of Artificial Intelligence and deep learning techniques, enabling the creation of highly realistic fake or manipulated videos, audio recordings, or images.

“The consequences of disinformation and misinformation are far-reaching.

“They undermine democratic processes, sow discord within communities, and pose significant threats to public health and safety.

“Today, even the media is at risk of losing its credibility because of the proliferation of fake news on Social Media


“Therefore, the media, as custodians of the public trust, must take decisive action to combat the scourge of disinformation and misinformation,” he said

Mohammed asserted that social media platforms and other intermediaries, accountable for amplifying disinformation and misinformation, should bear responsibility. He advocated for the implementation of robust regulatory frameworks to monitor and curb the spread of false information while preserving freedom of expression.

He urged social media platforms to prioritize the integrity of information above profit motives. Mohammed emphasized the importance of taking proactive measures to detect and remove harmful content from their platforms.
