Rasheed Bisiriyu and Okechukwu Nnodim Fuel scarcity continued across the country on Sunday as hundreds of motorists and other petrol users formed long queues at the filling stations that dispensed the product. This is contrary to the promise by the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, that the queues would disappear in Lagos and Abuja last Thursday and by the weekend in other parts of the country. While petrol was sold on Sunday at the approved prices of N86 and N86.50 per litre at the few Nigerian National Petroleum Corporation mega stations and independent marketers’ outlets in the Lagos and Abuja city centres that had the product, it was offered for between N180 and N220 to desperate buyers by independent marketers on the outskirts of the cities and other states such as Ogun, Oyo, Osun and Kwara. Oil marketers, however, expressed the hope that the queues should disappear this week as they said that additional product would come into the country, while those cleared over the weekend would be distributed. As it has been the norm for the past two weeks, motorists and other petrol seekers were sighted at filling stations belonging to the NNPC, major oil marketers and a few independent dealers. For instance, on the Kubwa-Zuba Expressway, Abuja, filling stations belonging to the NNPC, Conoil, Nipco Plc, AA Rano and Total had long queues of motorists on Sunday. The same situation was observed on the Abuja-Keffi road in Nasarawa State, as hundreds of motorcycle riders besieged the NNPC mega station that dispensed petrol at the approved price. However, a few filling stations in remote locations such as Kubwa, Bwari and Dutse sold the product at rates far higher than the approved price. In Sango, Ota, Ijoko, Mowe and Ibafo, which are communities in Ogun State, petrol was sold on Sunday at between N180 and N200. There were, however, no queues at many of the filling stations. The situation was the same in Oyo, Osun and Kwara states, where the product could be obtained with relative ease at between N190 and N220 per litre. On whether the scarcity would end this week, a marketer with Nipco Plc told one of our correspondents that there was hope that the situation would improve compared to what obtained some weeks ago. The marketer, who spoke on condition of anonymity, said, “I can’t say the queues will clear completely this week, but there is hope that it will reduce considering the serious collaboration among stakeholders to address this situation. “We are also expecting additional product and the clearance procedures of vessels is being fastened so that products can be distributed quickly to help reduce the scarcity. Evans Iwhurie, weekend, said suspected Fulani herdsmen shot dead a staff of the Delta State University, DELSU, Abraka and a farmer at their farms in cold blood at Abraka. The lawmaker while lamenting the menace of some Fulani herdsmen in the area said one of the victims, Mr. Francis Okotie, 52 and father of 8 was a senior staff of the university attached to the university library. Giving details on the incident, Iwhurie explained that, Mr. Okotie was shot twice, on his arm and on the back of his head in an execution style at his plantain and palm oil plantation farm where he had gone to fumigate. “It is easy to identify the culprits because they always leave behind trails of cattle excreta, and damaged crops by their herds,” he stated. According to him, the killing of the university staff is coming on the heels of a similar incident involving an indigene of Abraka, Philip Obayendo who was shot and matcheted in pieces by his assailants at his farm at Oria-Abraka. *Lagos-Calabar N60 billion coastal railway removed *Idu-Kaduna rail line cut by N8.7 billion *Major federal roads slashed *Polio eradication, essential drugs for HIV/AIDS expunged *Agric/water resources re-allocated to constituency projects By Soni Daniel President Muhammadu Buhari appears set to return the 2016 Budget to the National Assembly to rework because what the lawmakers sent to him on Thursday for assent, according to Presidency sources, fell below his expectations. By implication, Buhari will not sign the Appropriation Bill into law, as earlier planned, before jetting out of the country this weekend to China for economic and business deals for Nigeria. The sources confirmed to Sunday Vanguard that the President felt disappointed that provisions for major national projects and programmes that could turn around the economy were either outrightly removed or funds for them ridiculously slashed by the lawmakers. It will be recalled that, in a bid to urgently assent to the bill, which was transmitted to him on Thursday, the Presidency had convened an emergency Federal Executive Council (FEC) meeting on Friday where the document was distributed to Ministers to review as it affected their respective ministries, departments and agencies. At the review meeting presided over by Vice President Yemi Osinbajo, who is the Head of the Economic Team, it was discovered that many strategic projects were either removed or provisions made for them significantly slashed to the point that made a mockery of the projects. Among the key projects removed from the budget by the lawmakers are the all-important Calabar-Lagos coastal rail line for which Buhari had made a provision of N60 billion in the 2016 estimates. Incidentally, the railway project is one of the key issues taking Buhari to China. While that was removed, the lawmakers left the Kano/Lagos railway project untouched but also went ahead to reduce the amount set aside for the completion of the Idu/Kaduna railway project, which has reached an advanced stage of completion, by N8.7 billion. A top government official, who was privy to the fiscal document, summed the discoveries in the budget that shocked Buhari this way: “At the meeting, it was noticed that some very key aspects of the budget, which have to do with government’s core infrastructural focus, were removed. One of the projects is the subject of the President’s trip to China – the Lagos/ Calabar coastal railway project – for which a counterpart funding of N60bn was provided, but which was completely removed by the National Assembly. “The executive is working on two major rail arteries, among other rail projects, to service the northern and eastern parts of the country – the Lagos/Kano line and the Calabar/Lagos line. While the Lagos-Kano provision was left untouched, the Calabar/ Lagos line was removed. The projects are to be funded jointly by governments of China and Nigeria. It is one of the main reasons for the President’s scheduled trip to China. “Also, the amount proposed for the completion of the Idu/Kaduna rail project which has reached an advanced stage, was reduced by N8.7bn, a development which will make it difficult for the project to be completed”. The source added that another fundamental area noticed in the document was the completion of on-going road projects. It was learnt that while the executive had provided for the completion of all major road projects across the country, the National Assembly reduced the amounts provided and instead included new roads which studies have not even been conducted. The source lamented: “The amounts provided by the National Assembly for the projects can neither complete the on-going road projects nor the new ones proposed. At the end of the year, no progress would have been made”. According to the source, a top Presidency official, allocations for the purchase of essential drugs for major health campaigns like polio and AIDS for which the store is fast depleting, were removed and the amounts allocated to provision of ambulance, which the health ministry did not ask for. “It was also observed that certain provisions made in the areas of agriculture and water resources to further the Federal Government’s diversification project were either removed or reduced while the funds were moved to provisions of rural health facilities and boreholes, for which provisions have been made elsewhere,” the official said. “The President is desirous of signing the Bill into law so that implementation of the provisions could begin in earnest for the benefit of the people. – Ekiti state governor, Ayodele Fayose has deem it unnecessary for Nigeria to borrow from China – Governor Fayose has advised President Muhammadu Buhari to make do with the loot recovered from corrupt officials – Fayose further advised Buhari to utilize the TSA in funding the 2016 national budget Ayodele Fayose of Ekiti state, has described as unnecessary the reported plan of the federal government to borrow $2 billion from China to finance the N1.84 trillion deficit in the 2016 budget. According to Daily Trust, Fayose said President Mohammadu Buhari should rather finance the budget with the recovered loot from corrupt politicians and money saved from the Treasury Single Account (TSA). Governor Fayose has said that borrowing from China to fun the Budget is unnecessary. He said the move was an attempt to mortgage the future of Nigeria and its people and put the country into unnecessary debt. Fayose, who said the 2016 budget was not a reflection of the present economic reality in the country, added that the proposed loan if obtained would further aggravate the suffering of the masses in 2017 when the Federal Government will be servicing debt with about 50 percent of its budget. In a statement by Special Assistant on Public Communications and New Media, to the governor, Lere Olayinka on Friday, April 8, the governor said: “In elementary economics, you don’t propose to spend more when your income reduces, and I still can’t understand this Buharinomics in which Nigeria is going to spend N6.06 billion with crude oil bench mark of $38 per barrel when the country budget was N4.5 trillion in 2015 when crude oil bench mark was $53 per barrel.” He warned that with the proposed N1.84 trillion borrowing, $2 billion of which President Buhari is already going to borrow in China, the nation may soon be going the way of Greece because Nigeria will be borrowing N5 billion per day for the next 365 days. “If your income was N200, 000 per month last year and your expenditure was N195, 000 per month; does it make any economic sense for you to propose to spend N300, 000 per month this year that your income has reduced to N120, 000? “Only President Buhari can explain to Nigerians what manner of Economic theory encourages borrowing of N1.84 trillion to fund a N6 trillion budget. As for me, it is nothing but a voodoo economic theory, and Nigerians must take note that the income that should accrue to them in five years’ time is about to be spent in one year by the Buhari’s APC government,” Governor Fayose noted. It would be recalled that Fayose had earlier said that the issues regarding the budget require deeper consideration. They are self-centred and fight only for their pockets. “Me, Buhari and every Nigerian just have to die the same day. Not just for us to die one after the other, I mean everybody should die suddenly and the world should come to an end. “I have been at the NNPC filling station and I have slept for two days without getting fuel.
