I travelled from Abuja to Kebbi last month, passing through Kaduna, Katsina, Zamfara and Sokoto through to Kebbi. Honestly I saw less than 4 police check points. 2 unserious military check points and 1 customs/immigrations. For a war torn zone? Haaaaaa.
