The Imo State Governor, Chief Emeka Ihedioha, will today Wednesday, July 2019 before the enlarged state executive council sign an Executive Order to bring into force the use of the Treasury Single Account by the State Government.

Ihedioha revealed this yesternight when he held an Interactive session with newsmen in Owerri, the Imo State capital.
The governor said the signing of the Executive Order had become paramount because Okorocha's government was operating over 250 accounts scattered across various banks, with Zenith Bank alone having more than 150 state government accounts.
The TSA is a system that pools all the government’s resources into a single account for better accountability.

Ihedioha said his discovery on assumption of office was that there were leakages in the revenue accruing to the state government and this was largely because of the numerous accounts being used for collection.
He said this accounted for why he decided to sanitise the state’s financial system.
He said this drove him to seek the help of a former Director General of the Debt Management Office, Abraham Nwankwo, for a critical look at the financial system, adding: “It is not an insurmountable issue.
“We discovered over 250 revenue accounts.
“So I will sign the Executive Order tomorrow, Wednesday for the TSA to begin immediately.”

I am sure almost everyone has heard how two of our Nigerian Air Force Chengdu F-7Ni collided midair near Abuja, today. . All in the name of “air show to mark our 58th Independence Day celebration. One pilot died, the other ejected safely. Shortly after, the Nigerian Air Force (NAF) issued a statement confirming that one of the pilots who was ejected from one of the F-7Ni aircraft that crashed earlier Friday had passed on.

STATEMENT
“It is with a heavy heart that I regretfully announce that one of the pilots who successfully ejected from one of the F-7Ni aircraft that crashed earlier today has passed on. May his soul RIP.

Additional details on the incident will be communicated later”.

This sad update was disclosed by spokesman for NAF, Air Commodore Ibikunle Daramola.

President Muhammadu Buhari has named a new head for the State Security Service (SSS).

The new director-general is Yusuf Magaji Bichi, Mr Buhari’s spokesperson, Garba Shehu, said in a statement.

The new head replaces Matthew Seiyeifa, who has been operating in acting capacity since Lawal Daura was dismissed.

President Muhammadu Buhari has approved with effect from the 14th of September, the appointment of Yusuf Magaji Bichi, as new Director-General of the State Security Service (SSS, popularly called DSS).

The appointee is a core Secret Service operative.


He attended Danbatta Secondary School, the Kano State College of Advanced Studies and the Ahmadu Bello University, Zaria where he graduated with a degree in Political Science.

The new Director-General began his career in the security division of the Cabinet Office in Kano, from where he joined the defunct Nigerian Security Organisation (NSO), the precursor of the present SSS.

Mr. Bichi has undergone training in intelligence processing analysis, agent handling recruitment and intelligence processing in the UK, as well as strategic training at the National Defence College.

The new SSS boss comes to the job with skills in intelligence gathering, research analysis, conflict management, general investigation, risk and vulnerability operations, counter intelligence and protective operation and human resources management.


In the course of his career, Mr. Bichi has worked as the State Director of Security in Jigawa, Niger, Sokoto and Abia States.

He was at various times the Director, National Assembly Liaison, (National War College), Director at National Headquarters in the Directorate of Security Enforcement, Directorate of Operations, Directorate of Intelligence, Directorate of Inspection and Directorate of Administration and Finance.

He also served as Director at State Service Academy.

Mr Bichi is married and with children.

MAKURDI - The Police Mobile Force deployed to forestall further attacks on communities in Logo local government area of Benue state, Monday evening came under heavy attack by suspected herdsmen.
Vanguard learned that the police personnel who were posted to Awashua village to ensure the safety of the locals were waylaid at Gambe-Tiev in Tombo council ward while on patrol of the area that recorded so many deaths during the New Year's Day massacre in the state.
According to the source "this 'Monday evening' we were greeted by sporadic gunshots that lasted over two hours at Gambe-Tiev and the few locals who were in the village started running for safety.
"Shortly after, we notice that the detachment of Mobile Police men who were in the village were beating a retreat.
"As the sound of gunshots continued to reverberate, there was pandemonium, everyone started running for the safety of their lives including women and children who were running helter skelter for safety.
"Though as we speak no deaths have been reported but by Tuesday we should be able to get a clearer picture of the situation but there is heightened tension in the area at the moment.
When contacted, the state police spokesman, Assistant Superintendent, ASP, Moses Yamu confirmed the attack on the Police by the suspected herdsmen adding that " we however did not record any casualties on our side"

Port Harcourt city’s first urban higher educational institution – the Port Harcourt Polytechnic was approved by Rivers State governor, Nyesom Wike on Tuesday, with the appointment of Sam Kalagbor (PhD) as the substantive Rector of the Polytechnic, formerly known as Rivers State College of Arts and Science (RIVCAS).
The new institution, which is Rivers State’s second polytechnic, comes with a vision to be “a leading urban polytechnic that provides quality and functional skills in science, technology and commerce education for national development.”

It also has a mission “to provide instruction and training in science, engineering, technology, environmental sciences, commerce, applied arts and information and communication technology (ICT); provide scholarship, consultancy and research in all fields of human endeavours; provide technical, vocational, scientific and entrepreneurial needs of individuals, industry and community; provide opportunity for distant learning for persons who desire to improve their academic qualifications while pursuing regular jobs.”

The upgrading of RIVCAS to a Polytechnic followed the signing into law of the Rivers State Polytechnic Law No.4 of 2016 passed by the Rivers House of Assembly converting the institution to Port Harcourt Polytechnic.

Governor Wike, while signing the Port Harcourt Polytechnic bill into law, said it was regrettable that some people were peddling the rumour that the conversion of the RIVCAS into a polytechnic would affect the fortunes of the Ken Saro-Wiwa Polytechnic, Bori in Gokana Local Government Area of the state, which is deep in Ogoni land.

He described the protesters as “only mischief makers, and not saying the truth.”

Meanwhile, the Movement for the Survival of Ogoni People (MOSOP) has berated protests by some people alleged to be from Bori in Gokana Local Government Area of the state, where Rivers first polytechnic, now called Ken Saro-Wiwa Polytechnic, is located.

MOSOP’s spokesperson, Fegalo Nsuke said: “We are not opposed to the establishment of a new polytechnic in any part of the state. We understand that education is on the concurrent list, and we cannot deny the right of the government to establish new tertiary learning centers in any part of the state. We also do not think that every new higher level learning center should be established Ogoni.”

Our concern is that the establishment of tertiary institutions in the state will not not affect the funding and quality of education.

We urge interest groups to be objective in their agitation and desist from actions that are inconsistent with the objectives of the Ogoni struggle for a clean and safe environment and from political and economic marginalization.

For Governor Wike, he said if funds were available, a Polytechnic would have been established in each of the three senatorial zones in the State, to increase access to tertiary education; noting that there would be more admission spaces by so doing.
“Some states even have up to four polytechnics,” he stated.

The Rivers assemble have Passed a bill presented to them after a public hearing of the renaming of Rivers State College of Art and Science to Port Harcourt Poly. The school have been operating as polytechnic since 2009.

THE Nigeria Labour Congress,NLC and the Trade Union Congress,TUC have resolved to proceed mobilise workers to begin indefinite strike,tomorrow over fuel hike. The workers’ action,according to Vanguard source, is to take effect from 12 midnight today. This was the resolution of the union at its National Executive Council,NEC meeting, held today,at the NLC headquarters in Abuja. Although,newsmen, who waited anxiously to be briefed of the development at the meeting,were left unattended to,a source told Vanguard that the workers’ unions resolved to proceed on an indefinite strike,beginning from 12 midnight. The source said the unions took the decision to mobilise workers on strike,after exhaustive deliberations on last week’s fuel hike by the federal government and the attendant consequences on the Nigerian workers and the general public. “Our decision not to suspend the strike was further fuelled by today’s injunction by the Industrial Court,restraining us from proceeding on the strike expected to begin tomorrow,”the source who said. He disclosed that the two bodies were still studying development and may not honour the meeting expected with the government at the office of the Secretary to the Government of the Federation this evening. Vanguard gathered that the factional NLC,led by the General Secretary of the National Union of Electricity Employees,Joe Ajaero, may not join the strike. He had hinted yesterday that his leadership was not favourably disposed to embarking on the strike. As at the time of filing this report, the leadership of the NLC and the TUC were yet to turn up for continuation of the meeting which was adjourned earlier.
