The implication here is that though GEJ had more revenue PMB administration has more fund to spend. An impartial person will expect the PMB lead APC govt to do more in terms of infrastructure development and others because it has more money to spend. Let us not forget that the budget is not financed by only income from oil but also borrowing. Borrowed fund + Oil revenue in this admin is more than what GEJ got yearly going by the budgets. Disposable income here is our budget figure which what determines what is available to spend.
