1.) rivers and Lagos have different credit rating and Lagos was servicing debts without problem. rivers is owing salary and the governor has borrowed well over 100b in 13months.

2.) Lagos generates more that 20b in IGR monthly while rivers generates less than 3b. why should a governor who is struggling to pay salary borrow 100b in 13 months? who will pay back the money?
