there is this incident I witnessed some times ago at one of the police station, a young was been dragged along the road only for me find out that the bought the phone, the original owner of the phone said the phone was been stolen from his shop and whenever a new sim is been inserted on the phone a text containing the person phone number and name will be sent to his smaller phone I don't if you have any about that.
