ABUJA – The Federal Ministry of Justice has asked the Code of Conduct Tribunal, CCT, sitting in Abuja to issue bench warrant for the arrest of the Senate President, Dr. Bukola Saraki.

A deputy director in the office of the Attorney General of the Federation, Mr. M.S. Hassan, applied for the arrest order following Saraki’s refusal to appear before the tribunal to enter his plea to the13- count corruption charge against him.

‎Saraki who was billed for arraignment this morning, sent his team of lawyers to serve the tribunal with a copy of the ruling of Justice Ahmed Mohammed of the Abuja Division of the Federal High Court, yesterday, which summoned the Ministry of Justice to appear on Monday to show cause why the trial should be allowed to proceed.

Equally summoned by the court were the Chairman of the tribunal, Justice Danladi Umar and that of the Code of Conduct Bureau, CCB, Mr. Sam Saba, as well as Mr. Hassan who signed the charge against Saraki.

Meanwhile, irked by Saraki’s absence at the tribunal for the commencement of his prosecution over alleged false declaration of assets, the Ministry of Justice prayed the Justice Umar-led panel to order for his arrest, saying “he cannot sit in the comfort of his chamber and object to his trial in absentia”.

The prosecution further maintained that Justice Mohammed lacked the powers to summon ‎the CCT and CCB chairmen, even as it accused Saraki of engaging in “forum shopping” in a desperate bid to scuttle his trial.

Report from Dar es Salaam says no official of Tanzania Football Federation was on ground to receive the delegation of Nigeria who was in that country for Saturday’s Africa Cup of Nations qualifying match.

The delegation led by President of Nigeria Football Federation (NFF), Amaju Pinnick landed at Julius Nyerere International Airport 12:45am local time, two hours behind schedule only to be received by the officials of Nigerian High Commission in Tanzania with none of the local FA people around.

NFF President said on a Lagos-based sports radio early Friday that Nigeria communicated the travel itinerary of the delegation to its counterpart in Tanzania, but shrugged off concerns about the cold reception, saying the Nigerian team are in Tanzania to win the game.

“We are here to win this match,” Amaju insisted.
One of the foreign-based players in the team, Anthony Ujah, who plies his trade at Werder Bremen in Germany called on Nigerians to support the Eagles with their prayers, adding that the team are battle ready for the match.

The Nigerian delegation lodged at Hyatt Regency, a 5-star hotel, in Dar es Salaam.

Sunday Oliseh and his team are expected to have a feel of the National Stadium in Dar es Salaam later on Friday.

A statement by the Senior Special Adviser on Media and Publicity to the President on Media and Publicity, Mr Garba Shehu said “the documents submitted to the CCB, which officials say are still being vetted and will soon be made public, show that prior to being sworn in on May 29, President Buhari had less than N30 million to his name. He also had only one bank account, with the Union Bank. President Buhari had no foreign account, no factory and no enterprises. He also had no registered company and no oil wells”, the statement said.

The statement further added that “the Vice President, Professor Yemi Osinbajo (SAN) who had been a successful lawyer before his foray into politics declared a bank balance of about N94 million and 900,000 United States Dollars in his bank accounts”.

It added that President Buhari “had shares in Berger Paints, Union Bank and Skye Bank.

The documents also revealed that “President Buhari had a total of five homes, and two mud houses in Daura. He had two homes in Kaduna, one each in Kano, Daura and in Abuja. One of the mud houses in Daura was inherited from his late older sister, another from his late father. He borrowed money from the old Barclays Bank to build two of his homes.

“President Buhari also has two undeveloped plots of land, one in Kano and the other in Port Harcourt. He is still trying to trace the location of the Port Harcourt land.

“In addition to the homes in Daura, he has farms, an orchard and a ranch. The total number of his holdings in the farm include 270 heads of cattle, 25 sheep, five horses, a variety of birds and a number of economic trees”.

The documents also showed that the retired General “uses a number of cars, two of which he bought from his savings and the others supplied to him by the federal government in his capacity as former Head of State. The rest were donated to him by well-wishers after his jeep was damaged in a Boko Haram bomb attack on his convoy in July 2014.

The same forms, according to Mr Shehu, notes that ” Vice-President, Professor Yemi Osinbajo’s asset declaration include his 4-bedroom residence at Victoria Garden City, Lagos and a 3-bedroom flat at 2 Mosley Road, Ikoyi. The Vice President also has a 2-bedroom flat at the popular Redemption Camp along Lagos-Ibadan Expressway and a 2-bedroom mortgaged property in Bedford, England. Aside from these, the Vice President has no other landed properties on the form.

“Apart from his law firm, known as SimmonsCooper, the Vice-President also declared shareholding in six private companies based in Lagos, including Octogenerium Ltd., Windsor Grant Ltd., Tarapolsa, Vistorion Ltd., Aviva Ltd. and MTN Nigeria.

“His personal vehicles are one Infinity 4-Wheel Drive SUV, one Mercedes Benz and a Prado Jeep.

“As soon as the CCB is through with the process, the documents will be released to the Nigerian public and people can see for themselves,” Mr Shehu said.

While the rumors surrounding the BlackBerry 'Venice' slider continue to swirl, the device has now appeared once again in some new, clearer images which are pretty on par with everything we've seen thus far. As you can tell from looking at the keyboard, it falls directly in line with an earlier leak from @evleaks and even has those three dots that got everyone's feathers so ruffled.

Something new this time around is the placement of the SIM card and microSD slot that are placed at the very top of the device, forgoing all previous designs that have the power button at the top. Unlike other images of the device that have appeared, this one clearly shows the display powered on and running what is presumably Android Lollipop.

Even the wallpaper matches up with images I received earlier that were said to be from the Venice but are pretty standard Android wallpapers, so there was no reason to mention it until now. PS: Remember how turned off people were when the Passport first appeared then all of a sudden changed their mind when the real deal arrived? Good times.

The governorship election petition tribunal sitting in Umuahia has struck out the application by counsels to the All Progressives Grand Alliance (APGA) for four days extention of time to enable their witnesses give testimony.

This is even as the tribunal had earlier in the week also refused APGA to tender to the court from the Bar One of the INEC electoral material said to be used during the last election during the cross examination of 1RW15.

APGA governorship candidate, Dr Alex Otti, is contesting in the tribunal, the election of Governor Okezie Ikpeazu, of Abia State and had joined the PDP and INEC in the suit seeking that he be declared winner of the April 11 governorship election.

In their separate arguments for extention of time, counsels to the APGA candidate, Prof Awa Kalu (SAN) and Rotimi Akeredolu had said that the electoral Act permits them 14 days which was abridged to seven days within which they could put up their case and present their witnesses to testify.

However, counsels to the 1st, 2nd and 3rd respondents, including chief Wole Olanikpekun (SAN), Paul Ananaba (SAN) and others argued that the application is incompetent and illegal in that the presiding judge had previously issued a pre-hearing order.

The PDP counsels further argued that for the application to be valid, there must be an application to discharge the order already given by the presiding judge, arguing further that the tribunal had earlier drawn a time schedule which was agreed by both parties and thus it would be improper for any party to ask for an extension period within the 180 days allotted for the tribunal.

In his ruling the tribunal chairman, justice Usman Bwala, struck out the motion on constitutional grounds, relying on paragragh 18 of the 1st schedule of the Electoral Act.

The National Identity Management Commission (NIMC) says it has completed plans to deploy the National Identification Number (NIN) authentication and verification service link to all Ministries, Departments and Agencies (MDA’s) and banks.

Mr Chuks Onyepunuka, NIMC’s General Manager, Information Technology and Identity Database, made this known in an interview with the News Agency of Nigeria (NAN) on Friday in Abuja.

Onyepunuka said that the deployment was part of the commission’s strategy to ensure the success of the proposed September commencement of the mandatory use of NIN.

He said that NIMC had already deployed the authentication and verification service link to one of the security agencies and would soon extend to other agencies.

Onyepunuka also said that NIMC was discussing with the MDA’s and banks to enable them ascertain the infrastructure to achieve the deployment of the NIN authentication and verification service link.

“These institutions include the banks, Nigeria Immigration Service, Ministry of Aviation, Joint Tax Board, State House, National Universities Commission, National Pension Commission, Joint Admissions and Matriculation Board, and National Health Insurance Scheme.

“Others are the Federal Road Safety Commission (FRSC), Federal Inland Revenue Service (FIRS), among others.

“Government institutions and agencies require the biometrics of individuals to offer functional services or for security reasons.

“They are required by law to key into the NIMC National Identity Database for the purpose of identity management and verification,’’ he said.

Onyepunuka said the verification and authentication would be done both online, which has two approaches, and the offline platform.

“The online version has the web portal approach used for NIN verification alone, while the desk top is a robust windows based approach that allows enrolee conduct the NIN verification,” he explained.

He added that, on the presentation of NIN or the fingerprints, the individual or organisation requesting such proof would utilise the online NIMC verification service to confirm such identity.

“For the offline platform, on presentation of the National Electronic Identity Card, the individual or organisation requesting such identity shall authenticate the identity by conducting a Match on Card verification.

“It is an irrefutable offline confirmation by requesting the person to provide his finger prints on a card reading device to enable the matching of the finger print.

“The individual or organisation requesting such a proof has access rights and privileges to determine what category of verification he is allowed to conduct or to view,” he said.

He urged Nigerians to take advantage of the over 400 enrolment centres nationwide to enrol for the NIN.

“This is because no government agency, bank or insurance company, offering services or involved in transactions will be allowed to conduct such without first demanding for NIN.

“Eligible applicants are urged to utilise the NIMC pre-enrolment portal: https://penrol.nimc.gov.ng, to pre-enrol for the NIN before proceeding to any NIMC enrolment centre closest to them for biometrics data capture,” he said. (NAN)

FACTS ABOUT THE NATIONAL e-ID CARD

Now that the National Electronic Identity ( e-ID) Card has been formally launched, a lot of questions are being asked, which need to be cleared up. If anyone has any doubt as to the authenticity and accuracy of what is contained below, they should kindly back up their claims with real facts and proof so as not to mislead the General Public. Firstly, the new National e-ID Card issued by the National Identity Management Commission (NIMC) is primarily a National Identity Card with a SmartCard built-in, containing provision for up to 13 applets, of which 5 are activated when an applicant picks up his/her Card.
 
Fact: Access to National Database by MasterCard or other foreign companies/Governments
The National Identity Database is not open to inspection by ANY party, home or abroad. There is absolutely no provision for any foreign Government or body to access the database. MasterCard is providing functionality for 1 of the 5 applets, just as you have with your ATM Cards. No one complains that your name is on the ATM card, or that that information may be held in America. The concern here is biometric data and other demographic information such as next of Kin and so on. MasterCard DOES NOT HAVE and WILL NEVER have access to such information.
Any suggestion that MasterCard, Visa, or any other foreign body will gain access to the database is pure fiction not backed up with evidence. This is NOT the same as verification services, which is where an Embassy may request to verify a person's National Identification Number (NIN) to ascertain that the person requesting a visa is the genuine article. It is done all over the world, and the provision for NIN on the Visa application forms for many countries such as UK, US and even Schenghen states, was not introduced because of Nigeria's NIN.
 
Fact: Applets
The applets active when you pick up your card may include:
 
1. Match-on-Card
This is where a secure terminal matches a specific fingerprint against that locked away on The Card. Too many attempts, and the applet is blocked for security reasons. That way, an agency or concerned body can be sure that the person presenting the Card is the true owner. It is no different than what is currently done with your International Passport.
 
2. ICAO
The National Identity Card is also a travel document and conforms to the same standards (ICAO 9303 Rev 2) as International Passports and National Identity Cards of other nations which have TD1 functionality built in. It is hoped that the document will be used for ECOWAS travel (without the need for a Passport), as the applet CANNOT be forged. NIMC has its own Document Signer (DS), on behalf of the Federal Republic of Nigeria. So we are not sending certificates requests (CSRs) outside Nigeria to be signed for this applet.
 
3. Payment
In the first phase, MasterCard is offering payment functionality for the Card. There is a firewall between this applet and all the other applets so not even a POS terminal can access the secure data protected by EAC2 on certain parts of the Card. As stated earlier, the National Database is NOT the business of MasterCard and never will be. Later on, we will have Visa and Verve Cards as alternatives to MasterCard. MasterCard will only be available on the first 13 million Cards.  This applet is OPTIONAL. If you do not wish to use the payment applet, simply decline to activate it during collection. 
 
4. e-ID
This is the MAIN applet. The electronic ID applet, which contains some of the information submitted during enrolment. Other information such as address are also available on the Card but protected by higher levels of access control called EAC2. The NIN is also locked away in EAC2 protection. Most information is NOT available on the Card, such as next of Kin, parentage and so on. These are only available in the National Identity Database (NIDB).
 
5. e-PKI
This applet contains strong certificates which allow for document signing, non-repudiation, encryption and so on. NIMC has conformed to International Best Practices to provide this applet. The Non-repudiation simply means that where a person has digitally signed a document with his/her Card using the e-PKI applet, the person CANNOT turn around tomorrow and say “I didn't sign this document, it's a forgery”. For this to occur, aside from the applet, other security measures have been put in place to ensure that indeed, a person won't be able to deny his/her document signature.
 
Fact: Verification Services
Any embassy wishing to participate in verification services in the near future will need to go through a very stringent and rigorous approval process. NIMC will then offer a 1-to-many service, meaning that a NIN is supplied via a secure channel to NIMC's verification platform and then a lookup is done against the National Database.
 
Fact: Comparison with other documents
The National e-ID Card is a means of Identification. It does NOT confer citizenship to anyone, Nigerian or otherwise. Legal residents are fully entitled to the e-ID Card. So it is misleading to compare the Card to the American Green Card (which is NOT issued to American Citizens), the U.S. Social Security Card or the British National Insurance Card. Neither of these countries has a National Identity Card.
It is also unfair and inaccurate to compare the National Identity Card to the Nigerian International Passport as the latter is PURELY a travel document, whilst the former has travel functionality built in, which conforms to the SAME rigorous standards as any e-Passport (ICAO 9303 part 2). The certifications and tests that NIMC has passed are available online for anyone to verify.
The Federal Government has also stated that after the next General Elections in 2015, the 2019 election will require the National e-ID Card issued by NIMC to vote. Incidentally, a Voter's applet (or function) is also on the card and the data is 100% isolated by very strong firewalls and encryption from all the other functions.
 
Fact: Data Protection
NIMC is the custodian of the National Identity Database and we would be contravening so many national security laws if it EVER handed access to the National Database to a local company or organisation, talk less of a foreign one. Nigeria is a sovereign nation. There is no nation on earth that can dictate to the Federal Government of Nigeria about how to manage the database of its citizens and legal residents.
The Department of State Security (DSS) has scrutinised NIMC and can attest that The Commission has put all kinds of processes and security measures in place to avoid such breaches of National Security.
NIMC has also passed ISO 27001:2005 Certification. For those in the know, this is reviewed every year by external auditors and if certification is not renewed, then NIMC cannot continue to serve in its capacity as the legal custodian of the National Database.
Period.
 
Fact: Public Key Infrastructure
NIMC has even gone as far as implementing its own PKI Infrastructure, which means that Digital Certificates and Keys issued for each individual are not sent offshore for signing, but are signed internally at NIMC HQ, as Nigeria now has its own Registration Authority (RA) and Country Signing Certificate of Authority (CSCA) as well as a host of other PKI systems thereby negating the need to depend on a foreign Government to sign our certificates. Nigeria has its own OID (for those who know what that means) and we had to apply through the Standards Organisation of Nigeria (SON) and the ITU. Which means that Nigeria's RA is recognised by ICAO worldwide, making our Card a globally-acceptable Identity Card which conforms to International Standards.
 
Fact: Strong encryption
If there is one thing NIMC has done very well, and can be proudly and loudly mentioned, it is in the area of strong encryption.
As mentioned earlier, NIMC has had to undergo a lot of stringent processes and procedures to comply with and follow International Best Practices as they relate to Information Security.
Likewise, the chip embedded on the Card body (actually a computer with memory, processor and logic) has a plethora of International Standards which it can boast of. Just to ensure that the information provided by Nigerians (and legal residents) are not open of casual or even unauthorised inspection.
 
Fact: Suggested Possible Shutdown of NIMC Infrastructure by MasterCard or U.S Government?
In the unlikely event that Nigeria has problems with the US Government similar to the issue with Russia, the only part of the entire Card that can cease to function is the payment applet. This applet is only 1 or 13 on the Card. It has ABSOLUTELY NOTHING to do with the ePKI, eID, MoC, Tax, Voter, Travel, Health or other applets. If in future Verve chooses to come on board, then even that will be a major plus.
 
It is NOT a glorified payment Card, but a National Identity Card offering a myriad of functions of which, one is payment.
